Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE if they are sufficient to enable action to be taken upon them by another force. In all cases where a reward is offered the r. ame and address of some person responsible for the payment must le given, and the exact conditions be dearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property will be prominently inserted, with detailed particulars, at a cost of 15s. per po> ti ait, ana of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person be req- Hred to Oeinserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ^ nn° uncenlenls concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. T I O N S. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are ulphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to le inserted it the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Edito) notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceeding i which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by c. covering letter. 12. All payments must be i> I advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond £ Co.," Post Office Order payable at Charing Cross, Poital Order, or in Stamps. 13. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties le bound to surrender their own subjects whether by birth or naturalisation." Warrant issued. 4.— M Division.— For obtaining surgical instru ments by fraud- CHARLES HENRY AUGUSTUS STONE, age 44, height 5 ft. 7 in., complexion, hair moustache ( slight), and eyes dark ; dress, dark Chester- field overcoat, dark mixture trousers, black silk hat. Warrant issued. 5.— S Division.— Woodcut portrait and descrip- tion of FREDERICK MONKTON, whose apprehen- sion is sought for embezzling £ 239, age 28, height 5 ft. CITY OF LONDON. 7.— For embezzlement— W. H. BOWMAN, a clerk, late of 45, Elgar- street, Rotherhithe, age 26, height 5 ft. 1 in., complexion sallow, hair ( rather long) and mous- tache ( thin) light, round- shouldered, slightly bow- legged, part of second finger right hand deficient; dress, dark check suit and overcoat, light necktie, black felt hat. Absconded 9th December last. Warrant issued. £ 20 REWARD. 8.— For obtaining transfer of stock by fals8 pretences- THOMAS GORDON FAIRBAIRN, a stockbroker, late of 7, Great Winchester- street, E. C., and 24, Phillimore- gardens, S. W., age about 35, height nearly 6 ft., figure large and upright, well- built, com- plexion pale, hair, whiskers, and moustache dark brown, eyes dark, very hairy hands, well- dressed, and of gen- tlemanly appearance. Absconded in October last. Warrant issued. The above reward will be paid by Messrs. Michael Abrahams, Sons, and Co., solicitors, 8, Old Jewry, E. C., for his apprehension. This man calls upon solicitors and auctioneers stating that he wishes them to collect rents, etc., and before leaving obtains money by representing he is short of cash. Supposed native of Windsor. A stableman ; native of Watford, Hertfordshire. Information to Head Constable Fraser, Chepping Wycombe. CARDIGANSHIRE. 10 — Aberystwyth ( County).— For deserting their wives and families, and leaving them chargeable to Aberystwyth Union- CORNELIUS EDWARDS, age 25, height 5 ft. 6 in., complexion fair, hair light, eyes blue.— JONATHAN EDWARDS, age 34, height 5 ft. 8 in., complexion fair, hair light, eyes grey, mermaid and J. E. tattooed left arm. Brothers ; both tramping clock cleaners, and well known in all the counties of North and South Wales. Natives of St. Asaph, Flint. Warrant issued. CHESHIRE. 11.— Stockport ( Borough).— For shoplifting ( con- cerned with two men in custody)— JOHN BARMBY, age about 18, height 5 ft. 3 in., complexion fresh, hair brown ; dress, brown check tight- fitting coat, worn at elbows, black cord trousers, plaid scarf, black hard felt hat, duckbill clogs. Left this borough 2nd inst., and will probably be found at some common lodging- housfi. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. DENBIGHSHIRE. 12— Wrexham ( County).— For stealing £ 5— JOHN DAVIES, age 35, height 5 ft. 5 in., complexion sallow, hair ( turning grey), moustache, and side whis- kers black, bow- legged. A van man or labourer. Warrant issued. 13.— Wrexham ( County).— For stealing £ 6 10s. at Llangollen, 4th inst.—" JIM THE GROOM," age about 50, height 5 ft 6 or 7 in., clean shaved, small features ; dress, long snuff- colour overcoat, brown trousers and vest, lace boots, dark felt hat. DERBYSHIRE* 14— Glossop ( Borough).— For forgery— THOMAS MICHAEL ELLISON, jun., solicitor's clerk, age 26, height 5 ft. 6 in., complexion fresh, hair ( cut short) dark brown, short side- whiskers and moustache ( which he may have shaved), eyes grey, square shoulders, rather long features, prominent cheek bones and ears, walks hurriedly with short quick steps, and leans for- ward from hips ; dress, supposed dark overeoat and trousers and high silk hat. Is fond of horse- racing, and may be found in the company o? betting men or endeavour to go abroad. Now holds a lieutenant's commission in the Glossop Detachment of the 4th Cheshire R. V. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Head Constable Hodgson, GJossop. DEVONSHIRE. 15.— Tiverton ( Borough).— For embezzling £ 18 9s. — JOHN JARMAN, late relieving officer of the Tiverton Union, age 40, height 5 ft. 9 in , complexion fresh, hair, whiskers, and moustache light brown, shaves under chin, lost right hand and has an artificial one, wears a brown kid glove, and generally carries it in his coat pocket; dress, brown suit. May endeavour to leave the country. Warrant issued. Information to Head Constable Crabb, Tiverton. ESSEX. 16.— Maldon ( Borough).— For stealing a quantity of gloves, scarves, handkerchiefg, « kc., which he dis- posed of through the Exchange and Mart— HENRY GEORGE STOKES, clothier's assistant, height 5 ft. 9 or 10 in., complexion sallow, sunken cheeks, hair black, long and narrow feet. May be wearing a pair of blue spectacles. Has been in the employment of Lewis, Hyland, and Goble, general drapers, & c., Folkestone. His parents reside at Oxford House, Abingdon, Berkshire. Warrant issued. Information to Head Constable Halsey, Maldon. GLOUCESTERSHIRE. 17.— Cheltenham ( County).— For stealing £ 50— HENRY GARDNER, age 54, height 5 ft. 10 or 11 in , complexion fresh, hair and whiskers brown, upper lip and chin shaved, eyes blue, tender feet, and turns his toes outward when walking; dress, dark ribbed over- coat, light tweed vest with black sleeves and back, brown cord trousers, turn- down collar, black tie, lace boots, black hard felt hat. A native of Cheltenham. Warrant issued. Information to Supt. McRae, Cheltenham. HAMPSHIRE. 18.— Newport ( Borotigh).— Woodcut portrait and description of HENRY BALLARD, a railway clerk, whose apprehension is sought for embezzling £ 90— age 36, height 5 ft. 8 in., complexion fresh, hair, whiskers and moustache dark, brown ( may now have shaved); dress, brown overcoat, constitution corcl vest, blue serge trousers, yachting cap. Has been in the Navy, and may seek employment as a mariner. Warrant issued. Information to Head Constable Blackwell, Newport, Isle of Wight. 19.— Portsmouth ( Borough).— For stealing £ 27, 14th inst.— THOMAS GURNEY, age about 18, height 5 ft. 2 or 3 in., stout build, complexion pale, full round face, hair dark brown, eyes ( supposed) blue; dress when last seen, brown and- grey plaid coat, black- and- white striped trousers, butcher's blue frock and apron, dark helmet cap, elastic side boots. Came to Ports- mouth about three weeks since, and stated he was a butcher's assistant, and a native of Northampton; may endeavour to get on board ship as a butcher, or seek employment in that capacity on shore. Absconded 14th inst. Information to Chief Constable Cosser, Portsmouth. HERTFORDSHIRE. 20.— Bishops Stortford ( County).— For house- breaking, 8th ult.— RICHARD HOYE COUSINS, age 39, height 5 ft. 6 in., complexion, hair, and whiskers dark, moustache dark brown, small scar on end of nose ; dress, long dark overcoat, dark trousers, hard felt hat. Frequents low public- houses, and may be found in the company of straw carters. Is known at Ponder's End and Enfield. Resides at 36, Thurlow- street, Wandsworth- road, London. Has bten pre- viously convicted. Warrant issued. Information to Supt. Innes, Bishops Stortford. KENT. 21.— Chatham ( County).— For stealing £ 25, 9th inst.- CORPORAL DAVID W. HALLEY, Royal Engineers, age about 27, height 6 ft., complexion fair, hair and moustache light, eyes blue, lost nearly all his front top teeth, stoops slightly and hangs his head forward when walking. A native of Crieff, Perthshire. Information to Supt. Coppinger, Chatham. LANCASHIRE. 22.— Blackburn ( County).— For embezzlement— JAMES McLELLAN, age 31, height 5 ft. 10| in. complexion fresh, hair light brown, moustache ( heavy) brown, eyes prominent, military appearance; dress, greenish drab melton overcoat, brown plaid mixture suit, hard black billycock hat, lace boots. Has been employed as clerk to the Wigan Coal and Iron Com- pany at Darwen. A native of Blackburn. Warrant issued. Information to Supt. Myers, Blackburn. 23.— Burnley ( County).— For forging a cheque for £ 8, in name of John Howarth, of Accrington, on the Manchester, Liverpool, and District Banking Company, Colne.— J. E. DAVIES, age 21, height 5 ft. 10 or 11 in , complexion fresh, hair black ; dress, black coat and vest, light mixture or check trousers, and billycock hat. Has in his possession a cheque book which he obtained at the bank, stating it was for Mr. Howarth. Will, no doubt, forge and endeavour to cass other cheques at different towns. Left Colne for London 23rd ult., stating he was going to rehearse in a play (" Dorothy "), at the Prince of Wales's Theatre. Was employed some time ago as agent or baggage man with the Fuller Company ( Mat Graves). Is well known amongst theatricals. Father resides at 25, Brearton- street, North Parade, Bradford; a brother at 45, Danes- road, Middlcsboro'; and a brother- in- law, Mr. Olsen, at 22, St. Andrew's Ferry, New Quay, Grimsby. Supposed native of Bradford. Warrant issued. Information to Supt. Barnet, Burnley. 24.— Chorley ( County).— For inflicting grievous bodily harm— MICHAEL MURRAY, age 33, height 5 ft. 4£ in., complexion fresh, hair dark sandy, eyes grey, cut across left wrist, fourth finger- nail right hand crushed. A native of Chorley. Warrant issued. Information to Supt. Beetham, Chorley. 25.— Old Trafford ( County).— For failing to re- port- Supervisee WILLIAM SMITH, Office No. 33978, age 21, height 5 ft. 7 in., complexion sallow, hair brown, eyes grey, blue dot left wrist. Sentenced at Salford, llth April, 1887, to 6 months' imprisonment and 2 years' police supervision for larceny. 11. Information to Supt. Bent, Old Trafford. 26.— Liverpool ( City).— For stealing £ 30, 7th inst.— ALFRED HENRY BORTHWICK, age 21, height 5 ft. 7 in., smooth face, slightly freckled, hair ( short) light sandy, cast in one eye, round- shouldered, slightly bow- legged ; dress, blue overcoat with velvet collar, brown check suit, black felt hat. Warrant issued. Information to Chief Supt. Williams, Liverpool. LEICESTERSHIRE. 27.— Belgrave ( County).— For stealing a silver Geneva watch, No. 319, with German silver guard attached ; and a navy blue serge coat, pockets on hips and on left breast— RICHARD ROBINSON, age 40, height 5 ft., complexion and hair dark ; dress, dark cord trousers, light vest, old hard black billycock hat. Supposed to be wearing the stolen coat. A native of Market Harborough. Information to Supt. Peberdy, Belgrave. 28.— Loughborough ( County). — For larceny ( dwelling) at Sheepshed— ROBERT KILBY, alias KIMBERLEY and " BOB THE TIPSTER," age 32, height 5 ft. 81 in., complexion, hair, moustache, and beard dark, eyes hazel, oval face, scar left eyebrow, lost two upper teeth ; dress, check coat and trousers, blue melton overcoat.— WILLIAM ROBERTS, age 28, height 5 ft. 4| in., complexion fresh, hair dark brown, moustache slight, eyes brown, oval face, of smart appearance ; dress, dark grey overcoat or dark melton ditto, dark check trousers, brown leggings, and brown felt hat. A bookmaker; native of Knights- bridge, London. Warrant issued. Information to Sapt. Smith, Loughborough. MONMOUTHSHIRE. 29.— Tredegar ( County).— For failing to notify change of address— Supervisee MARY ANN PAYNE, Office No. 29782, age 41, height 5 ft. 1 in., complexion fresh, hair light brown, eyes hazel, second left finger crooked, scar upper lip. Sentenced at Birmingham, 18th October, 1884, to 15 months' imprisonment and 3 years' police supervision for felony. Information to Captain Parker, Superintendent Tredegar. MONTGOMERYSHIRE. 30.— Welshpool ( County).— For stealing fowls at Llanfyllin— HENRY JONES, alias JAMES, age 30, TUESDAY, FEBRUARY 14, 1888. T H E POLICE GAZETTE. 81 height 5 ft. 7 in., complexion sallow, hair dark brown, eyes hazel, cut mark on chin ; dress, dark cloth jacket, cord trousers, and cap. A native of Llanfyllin. Warrant issued. Information to Supt. Ellis, Welshpool. NORFOLK. 31.— Norwich ( City). — Escaped from H. M.' s Prison, Norwich, llth inst., whilst undergoing 2 months' imprisonment for a misdemeanour — ROBERT LARGE, age 21, height 5 ft. 6. J in., oval face, com- plexion dark, hair dark brown, eyes light brown, scar top of head and inside left shin, mole between shoulder- blades, scar and two small white marks right side small of hack ; dressed in prison clothes. A native of Lenwade, Norfolk. Warrant issued. 32.— Norwich ( City).— Escaped from prison, llth inst., whilst undergoing 12 months' imprisonment for felony— GEORGE ANNI30N, age 29, height 5 ft. in., long face, complexion and hair dark, eyes brown, mole pit of stomach. Supposed native of Yarmouth. Information to the Chief Constable, Guildhall, Norwich. inst., and stealing one American gold dollar, one silver dessert spoon ( fiddle pattern), marked " S. J. H. W." ; one silver pickle fork ( broken handle); one magnifying glass, white bone handle, brass rim, 2J in. in diameter. — THOMAS COPE, alias JOSEPH STOCKLEY, and VALENTINE SCAMEL, Office No. 34467, age 53, height 5 ft. 4 in., complexion fresh, hair brown, eyes grey, whiskers and moustache brown ( turning grey), high forehead, scar on right eyebrow, and pockpit corner of right eye, third right finger crooked, lost part of fourth finger, anchor below left elbow ; dress, dark mixture cloth jacket, broad plaid vest and trou- sers, large red woollen muffler, black soft felt hat, narrow brim, wore white apron and steel watch- chain. Sentenced at Stafford, 13th April, 1880, to 10 years' penal servitude for burglary. Licensed 3rd January, 1888. W G 886. Information to the Superintendent, Shropshire Con- stabulary, Whitchurch. (' worn at knees), sealskin cap, and strong lace boots. A native of Walkingham. Warrant issued. Information to Supt. Kelsey, Great Driffield. 41.— Hull ( Borough).— For stealing a silver watch, black overcoat, and silk handkerchief— FRED JOHN- SON, a fisherman, age 23 or 24, height 5 ft. 3 in., stout build, complexion fresh, hair auburn, moustache light, scar on side and bridge of nose ; dresq, black worsted slack back jacket, dark trousers, hard black hat with piece of ivory hanging behind. May be wearing the stolen overcoat. Has sailed in the Grimsby Fishing and Ice Company's Fleet. Left Hull 3rd or 4th inst., and supposed to have gone to Grimsby or Bostor. ( See Case Ko. 92). Warrant issued. Information to Captain Gurney, Chief Constable, Hull. NORTHAMPTONSHIRE. 33.— Oundle ( County).— For deserting his family, leaving them chargeable to the Oundlc Union— LAVENDER LAKEY, a labourer, age 45, height 5 ft. 2 or 3 in., complexion dark, thin features, hair, whiskers and eyes dark, shaves under chin, closes one eye when looking at or talking to any person ; dress, dark clothes, billycock hat. Warrant issued. Information to Supt. Noble, Oundle. SHROPSHIRE. 34.— Bridgnorth ( County).— For night poaching at Aldenham, 6th inst., concerned with two others in custody— JOHN OWEN, alias " HELL FIRE JACK," age 54, height 5 ft. 6 in, complexion fresh, hair, whiskers, and moustache brown, eyes grey, two blue scars left shoulder, brown mark left side of hip, cuts on chin, right cheek, and eyebrow, mole left groin and thigh, scars right thigh, right knee, and head, several scars on back, lost nearly all his teeth : dress, blue pilot jacket, moleskin or cord vest with bone buttons, cotton cord trousers, soft billycock hat. Is a well- known notorious poacher, and may Ye found at a common lodging- house in the company of other known poachers. Warrant issued. Information to Supt. Walters, Bridgnorth. 35.— Shrewsbury ( County).— For burglary at Tilley House, Wem, 12th inst., and stealing— 1 silver butter knife, 5\ in. long, fancy handle ; I silver tea spoon, filigree pattern ; 3 silver salt spoons ( bowl shape of a shell) ; 2 large fancy silver dessert spoons, 8 in. long, bowl inlaid with gold, handle and bowl chased ; 2 large silver fancy ditto, fluted bowls ; 2 ditto, embossed with flowers ; 1 fish slice and fork— crest, 2 hands clasped ; 1 small pickle fork, embossed. Also the following electro- plated articles :— 6 large forks, 5 small ditto, 7 large table spoons, 3 tea ditto, 4 des; ert ditto, 1 mustard ditto, 3 egg ditto, 3 fish knives and forks, 4 sauce ladles, 1 crumb scoop ( all beaded pattern) with crest, a griftin ; 2 dessert knives and 3 forks ( beaded pattern), chased with flowers, marked " C. T. W. W.
