R EE G U L A Jill announcements for insertion in the POLICE GAZETTE, and all communications upon them, should he addressed to THE EDITOR OF THE POLICE GAZETTE, GHEAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought icill be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the r. ame and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of sto'en property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. G. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property Jm a miller, and an alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted ill the POLICE GAZETTE, must, on their apprehension or mover;/, at once transmit to the EdiM notice of the fact, referring to the number of the announcement for insertion in the ml iuue. 10. In all cases, the officer signing the request for insertion of any announcement, will he wholly responsible for any proceedings which may result from such publication. 11. Anr. ouncements for the Friday issue should be forwarded so as to be receimd not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning, they must be dearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Gnat Scotland Yard, by cheque, crossed " Drummond 6; Co.," Tost Office Order payable at Charing Cross, fatal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE. APPREHENSIONS SOUGHT EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party . shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties he bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. METROPOLITAN POLICE DISTRICT. 1.— C. O., C. I. D.— For conspiring with men ( Case No. 27) to defraud divers persons of £ 30,000 by means of forged bonds— JAMES VERNON ( supposed identical with William Wigram, alias Bond, William Lacey, and Moushard), age 40 to 45, height 5 ft. 10 in., complexion, hair, whiskers, and moustache ( slightly turning grey) dark, eyes blue, ugly nose, large nostrils; dress, dark clothe3, high hat. Is known to Winchester and Jersey police as William Wigram, and to the Manchester and Birmingham police as William Lacey, alias Wood. Frequents racecourses. Warrant issued. 2.— A Division.— For purchasing a cab on the hire system, and afterwards disposing of it— HENRY BRYANT, age 43, height 5 ft. 6 in., complexion fair, hair ( turning grey) light, eyes hazel; dress, light dust coat, brown tweed tight- fitting suit, black hard felt hat, lace boots. A horse- dealer, and has been con- nected with the cab trade. Supposed to have gone to Plymouth, accompanied by his wife and son, aged 5. Warrant issued. 3.— C Division.— Woodcut portrait and descrip- tion of ALFRED EYEEILL, whose apprehension is sought for embezzling £ 2,000,17th December last, age 35, height 6 ft., complexion fair, hair, whiskers ( cropped close to face), and moustache ( long) very light; well dressed and of gentlemanly appearance. Lately occupied rooms at 24, Old Bond- street as a pic ture dealer, and has been secretary to the Royal Insti- tute of Painters in Water Colours, 191, Piccadilly. 4.— S Division.— Woodcut portrait and descrip- tion of FREDERICK MONKTON, whose apprehen sion is sought for embezzling £ 239, age 28, height 5 ft. 5 or 6 in., complexion, hair, and eyes ( full) dark, slightly knock kneed left leg. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 5.— For embezzlement— W. H. BOWMAN, a clerk, late of 45, Elgar- street, Rotherhithe, age 26, height 5 ft. 1 in., complexion sallow, hair ( rather long) and mous- tache ( thin) light, round- shouldered, slightly bow- legged, part of second finger right hand deficient; dress, dark check suit and overcoat, light necktie, black felt hat. Absconded 9th December last. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. G. BUCKINGHAMSHI RE 6. — Chepping Wycombe ( Bmugh) — For stealing, 30th ult., a gentleman's silver Geneva watch, No. 76941, 461 scratched on inside case- WALTElI QUAKTERMAN, age 22, height 5 ft. 5 in., complexion, hair, and eyes dark, clean shaved; dress, black coat ( torn at elbow and under left arm), light grey vest, grey breeches, brown gaiters, plaid single- peak cap. A stableman; native of Watford, Hertfordshire. Information to Head Constable Fraser, Chepping Wycombe. CHESHIRE, 7.— Stockport ( Borough).— For shoplifting ( con- cerned with two men in custody)— JOHN BARMBY, age about 18, height 5 ft. 3 in., complexion fresh, hair brown; dress, brown check tight- fitting coat, worn at elbows, black cord trousers, plaid scarf, black hard felt hat, duckbill clogs. Left this borough 2nd inst., and will probably be found at some common lodging- house. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. DENBIGHSHIRE, 8.— Wrexham ( County).- For stealing £ 5- JOHN DAVIES, age 35, height 5 ft. 5 in., complexion sallow, hair ( turning grey), moustache, and side whis- kers black, bow- legged. TUESDAY, FEBRUARY 14, 1888. 9.— Wrexham ( County).— For stealing £ 6 10s. at Llangollen, 4th inst.-" JIM THE GROOM," age about 50, height 5 ft. 6 or 7 in., clean shaved, small features; dress, long snuff colour overcoat, brown trousers and vest, lace boots, dark felt hat. Warrant issued. Information to Deputy Chief Constable Wilde, Wrexham. DERBYSHIRE. 10.— Glossop ( Borough).— For forgery— THOMAS MICHAEL ELLISON, jun., solicitor's clerk, age 26, height 5 ft. 6 in., complexion fresh, hair ( cut short) dark brown, short side- whiskers and moustache ( which he may have shaved), eyes grey, square shoulders, rather long features, prominent cheek bones and ears, walks hurriedly with short quick steps, and leans for- ward from hip3; dress, supposed dark overcoat and trousers and high silk hat. "- Is fond of horse- racing, and may be found in the company of betting men or endeavour to go abroad. Now holds a lieutenant's commission in the Glossop Detachment of the 4th Cheshire R. V. Not to be apprehended out of the United Kingdom. Warrant issued. 11.— Glossop ( Borough).— For failing to report- Supervisee JAMES RODGERS, Office No. 30054, age 65, height 5 ft. 3 in., complexion fair, hair white, eyes hazel, scrofula scars on neck. Sentenced at Wigan, April, 1873, to 8 years' penal servitude and 7 years police supervision for stealing boots. XE 1134. Information to Head Constable Hodgson, Glossop. HAMPSHIRE. 12 — Newport ( Borough).— Woodcut portrait and description of HENRY BALLARD, a railway clerk, whose apprehension is sought for embezzling £ 90— age 36, height 5 ft. 8 in , complexion fresh, hair, whiskfrs, and moustache dark brown ( may now have shaved); dress, brown overcoat, constitution cord vest, blue serge trousers, yachting cap. Has been in the Navy, and may seek employment as a mariner. Warrant issued. Information to Head Constable Blackwell, Newport, Isle of Wight. HERTFORDSHIRE. 13.— Bishops Stortford ( County).- Yor house- breaking, 8th ult.- RICHARD HOYE COUSINS, age 39, height 5 ft. 6 in., complexion, hair, and whiskers dark, moustache dark brown, small scar on end of nose ; dress, long dark overcoat, dark trousers, hard felt hat. Frequents low public- houses, and may be found in the company of straw carters. Is known at Ponder's End and Enfield. Resides at 36, Thurbw- street, Wandsworth- road, London. Has been pre- viously convicted. Warrant issued. Information to Supt. Innes, Bishops Stortford. KENT. 14.— Folkestone ( Borough).— For deserting his wife and child, leaving them chargeable to the Eiham Union- CHARLES ALFRED SKINNER, a labourer, age 23, short and slight, hair brown, small whiskers, eyes blue. Sometimes hawks fish. Warrant issued. Information to Supt. Taylor, Folkestone. LANCASHIRE. 15.— Burnley ( County).— For forging a cheque for £ 8, in name of John Howarth, of Accrington, on the Manchester, Liverpool, and District Banking Company, Colne.— J. E. DAVIES, age 21, height 5 ft. 10 or 11 in , complexion fresh, hair black ; dress, black coat and vest, light mixture or check trousers, and billycock hat. Has in his possession a cheque book which he obtained at the bank, stating it was for Mr. Howarth. Will, no doubt, forge and endeavour to pass other cheques at different towns. Left Colne for London 23rd ult., stating he was going to rehearse in a play (" Dorothy "), at the Prince of Wales's Theatre. Was employed some time ago as agent or baggage man with the Fuller Company ( Mat Graves). Is well known amongst theatricals. Father resides at 25, Brearton- street, North Parade, Bradford; a brother at 45, Danes- road, Middlcsboro'; and a brother- in- law, Mr. Olsen, at 22, St. Andrew's Ferry, New Quay, Grimsby. Supposed native of Bradford. Warrant issued. Information to Supt. Barnet, Burnley. 16.— Leigh ( County).— For failing to report- Supervisee WILLIAM HAMPSON, Office No. 34682, age 38, height 5 ft. 4 in., complexion dark, hair dark brown, eyes brown, scars right of forehead and right eyebrow ( blue), over left eye, and bridge of nose, coal marks left hip. Sentenced at Manchester, 25th Octo- ber, 1886, to 15 months' hard labour and 5 years'police supervision for stealing pigeons. Information to Supt. Weir, Leigh. 17.— Rochdale ( County).— For failing to report— License Holder PATRICK DOOLEY, Office No. 34431, age 32, height 5 ft. 11 in., complexion fresh, hair dark brown, eyes hazel, blue dot between right thumb and forefinger, D. M. A. H. and heart on left . Sentenced at Liverpool, 17th April, 1880, to 10 years' penal servitude for manslaughter. Licensed 30th December last. G 420. Information to Supt. Tindall, County Police, Roch- dale. 18.— Ashton- under- Lyne ( Borough).— For fail- ing to report— Supervisee WILLIAM HUNT, Office No. 26184, age 26, height 5 ft. 5 in., complexion dark, hair brown, eyes hazel, scar on nose and under left eyebrow. Sentenced at Salford, 95th October, 1880, to 5 years' penal servitude and 7 years' police super- vision for felony. G 1013. Information to the Chief Constable, Ashton- under- Lyne. 19.— Oldham ( Borough).— For failing to report— License Holder EDWARD McCARTY, Offici No. 33919, age 29, height 5 ft. 2 in., complexion fresh, hair brown, eyes, right hazel, left blue, scar left of nose, blue spot right elbow and outside forearm, scars bridge of nose, back of neck, and left forearm, part ring third left finger. Sentenced at Preston, 17th October, 1883, to 5 years' penal servitude and 7 years' police super- vision for larceny ( person). Licensed 13th October, 1887. J 814.— License Holder JOHN McCARTY, Office No. 34545, age 31, height 5 ft. 3 in., complexion fresh, hair dark brown, eyes grey, scars left eyebrow, left temple, and inside lower lip, M. C. on chest, cross on muscle of each arm, MARY GIBSON, M. G-, and star front of left arm, 5 blue dots back of left wrist, rings on second and one on third and fourth left fingers. Sentenced at Manchester, 2lst January, 1884, to 5 years' penal servitude for felony. K 132. WARWICKSHIRE" 22.— Birmingham ( Borough).- Woodcut portrait and description of JOHN WILLIAM HEPPEL, whose apprehension is sought for stealing books from the LEICESTERSHIRE. 20.— Loughborough ( County). — For larceny ( dwelling) at Sheepshed- ROBERT KILBY, alias \ KIMBERLEY and " BOB THE TIPSTER," age 32, height 5 ft. 8} in., complexion, hair, moustache, and beard dark, eyes hazel, oval face, scar left eyebrow, lost two upper teeth ; dress, check coat and trousers, blue melton overcoat.— WILLIAM ROBERTS, age 28, height 5 ft. 4; in., complexion fresh, hair dark brown, moustache slight, eyes brown, oval face, of smart appearance ; dress, dark grey overcoat or dark melton ditto, dark check trousers, brown leggings, and brown felt hat. A bookmaker; native of Knights- bridge, London. Warrant issued. Information to Supt. Smith, Loughborough. STAFFORDSHIRE. 21.— Leek ( County).- For burglary and stealing, 19th ult., a gentleman's large size gold English lever watch, enamelled, cream- coloured dial, No. 23848, maker " H. Piddock, Hanley," old and much worn, with gold albert guard, fine open curb pattern, twisted bar, balls at end, attached; 1 ' gentleman's gold English lever watch, white dial, escapement jewelled on ends, maker's name " George Allen, Red Lion- passage, London," No 17317, with long gold guard, cable pattern, attached; 1 dark coloured pocket- book, kid covering, white metal clasp, three compartments, lined yellow kid, one lined blue silk, containing a lady's companion, small ivory ornaments, and about £ i gold ; 1 small dark coloured purse, steel clasps, containing £ 3 gold and 4s. Od. silver ; 1 white damask table- cloth, pattern wheat and roses woven, large worked pattern in centre— FIVE MEN, some of whom wore red handkerchiefs on chins and had their faces partly covered : 1st, THOMAS SMITH, alias BOSWELL, a gipsy horse- dealer, age about 40, height 5 ft. 7 or 8 in., complexion, hair, whis- kers, moustache and eyes dark ; dress, long dark over- coat, red cotton or woollen scarf, dark felt hat Has a fresh cut on back of left hand ; 2nd, middle age, short and stout, fair hair; dress, dark suit and slouched Reference Library— age 22, height 5 ft. 4 in., com- plexion fresh, hair ( cut short) dark, full eyes ( which fill with water when laughing), full face, thick neck, and very deep voice ; dress, short rough black cloth jacket, dark cloth trousers, stand- up collar, black billy- cock or silk hat. YORKSHIRE ( EAST RIDING). 23.— Great Driffield ( County).— For obtaining wearing apparel by false pretences, 30th December last — THOMASTOMLINSON, aHasFRED ALLISON and TOM WILSON, age 17, height £ ft. 1 or 2 in., com- plexion pale, hair brown, eyes grey, right leg rather crooked through fracture; dress, brown cloth jacket and vest ( jacket torn under arm), brown cord trousers ( worn at knees), sealskin cap, and strong lace boots. A native of Walkingham. Warrant issued. Information to Supt. Kelsey, Great Driffield. 24.— H u JI ( Borough).— For stealing a silver watcb, black overcoat, and silk handkerchief— FRED JOHN- SON, a fisherman, age 23 or 24, height 5 ft. 3 in., stout build, complexion fresh, hair auburn, moustache light, scar on side and bridge of nose ; dress, black worsted slack back jacket, dark trousers, hard black hat with piece of ivory hanging behind. May be wearing the stolen overcoat. Has sailed in the Grimsby Fishing and Ice Company's Fleet. Left Hull 3rd or 4th inst. and supposed to have gone to Grimsby or Boston. Warrant issued. YORKSHIRE ( WEST RIDING). 25.— Halifax ( County).— For failing to report- Supervisee JOHN THOMAS HAMFORD, Office No. 27934, age 43, height 5 ft. 5 in., hair brown, eyes grey, scar bridge of nose; dress, blue pilot overcoat ( old), black billycock hat, cord vest and trousers, greasy and much worn. Sentenced at Salford, 25th February, 1884, to 15 months' imprisonment and 4 years' super- vision for larceny. 11179. D.— Remanded till 9th inst, for conspiring to defraud divers persons of £ 30,000, by means of forged bonds- ROBERT DAKER, alias OSCAR DECKER and ROBOND, suppose ! an American, age 61, height 6 ft., complexion fresh, hair, whiskers, moustache, and eyes grey, lost left thumb; dress, black diagonal overcoat with velvet collar, dark check jacket and vest, dark striped trousers, side FMUAY, FiliRUARY 10. 18b8 T H E POLICE GAZETTE. 3 spring boots, high hat.— EDWARD GEORGE FAIR- CHILD, alias CAPTAIN GRAHAM, LORD FAIR- FAX, and WALTER SELWYN, Expiree, Office No. 27G37, age 37, height 5 ft. in., complexion fresh, hair dark brown, moustache light, scar on index finger of right hand ; dress, black melton overcoat with astrachan collar and cuffs, black walking coat and vest, dark striped trousers, button boots, drab cloth gaiters, high silk hat with French band. - ALDEN WESTON, alius BARON DE LOAN DO, age 30, height 5 ft. 10£ in., oomplex'on pale, hair and moustache ( slight) light ; dress, black diagonal walking suit-, blue- and- white striped shirt, white stand- up collar and tie, patent boot3, high silk hat, of gentlemanly appear- ance.— GEORGE JOHNSON, alias DUNBAR and " THE MAJOR,' supposed an American, age 51, height 5 ft. 9 in., complexion sallow, beard ( pointed) and moustache grey, eyes hazel, false teeth, small tattoo mark between jight thumb and forefinger, large ditto between left thumb and finger; very cool, gentle- manly appearance ; dress, dark clothes, high silk hat with mourning band.— THOMAS HILL, alias HAR- RISON and WOOD, age 43, height 5 ft. 8* in., com plexion sallow, beard ( long) and moustache black, eyes brown, two warts left thumb, lost one tooth in upper jaw : dress, dark clothes, lace boots, hard felt hat. A native of Birmingham or Manchester. These men are connected with a gang of notorious provincial, Continental, and American forgers. 28.— C Division. - Remanded till lltli inst. for hotel robberies, forgery, and fraud — PHILLIP PANNETT, alias BllADLAUGH and HUSSEY VIVIAN, age 19, height 5 ft. 3 in., complexion fair, hair ( thick and heavy), light brown, moustache slight, eyes hazel, rose tattooed right hand, half ring left little finger, mole rijjlit arm ; dress, check ulster, brown tweed suit, low hat, button boots. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. for stealing from an hotel a tin box containing a quantity of electro- plated goods— JOHN W. BURNS ( supposed false), age about 27, height 5 ft. 7i in., complexion fresh, eyes hazel, has lost the hair off his head, and it has now commenced to grow white tinged with brown ; rose, shamrock, and thistle on chest, flag right arm, 2 blue lines on right wiist, anchor right hand, flag left muscle, anchor, flag, and J. E. on left arm, J. G., star, and cross left hand, large I rown spot between shoulder blades.— JOHN HAILEY, alias SMITH, age 34, height 5 ft. 51 in., complexion fresh, hair light brown, eyes blue, scars on crown of head, wart back part of head, scars on forehead, blue speck under right eye, nose slightly twisted to right side, varicose veins both legs. Supposed to be a License Holder.— JANE SMITH, alias ANNIE ADAMS, age 37, height 5 ft. 11 in., complexion sallow, hair light brown, eyes grey, scars centre of forehead, corner of right eye, and on nose ( broken), mole right cheek. A travelling thief. Supposed to be a License Holder. States she is a native of Birmingham. Information to Head Constable Hemingway, Cardiff. CARNARVONSHIRE. 29.— Llandudno ( County).— Committed for trial at Carnarvon Assizes, 18th inst., for shopbreaking 4th inst., and stealing property, Case No. 53, 27th ult.— FREDERICK REIDELL, a German, age 48. Resided at Manchester and Salford until June, 1880, when he was convicted for housebreaking and larceny and sentenced to 18 months' imprisonment and 7 years police supervision. Information to Supt. Williams, Coaway.
