R E G U L A All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOE OF TIIE POLICE GAZETTE, GEEAT SCOTLAND YAED. LONDON, S. W. 2- Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of sto'en property, will be prominently inserted, with detailed particulars, at a cost'of lbs. per \ portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. HONS. 8. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so < W to be received not later than noon on ircdnesday, and for the Tuesdaij edition not later than Saturday morning. 7 hey must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that H< y Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their oien subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up ita own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. A native of Chelsea.— THOMAS PERKINS, a clerk, age 21, height 5 ft. 7 in., complexion and hair fair, no whis- kers or moustache ; dress, tweed suit, light tight- fitting trousers. A native of Roti& rhithe. Warrant issued. 2.— S Division.— Woodcut portrait and descrip- tion of FREDERICK MONKTON, whose apprehen sion is sought for embezzling £ 239, age 28, height 5 ft. 5 or 6 in., complexion, hair, and eyes (. full) dark, slightly knock- kneed left leg. 3.— Chatham Division-— For stealing 14 £ 5 Bank of England notes, Nos. 5+ 171 7 to 5+ 17150, and £ 33 gold ; also a gaol parchment certificate 25th ult. — WILLIAM HARRIS, steward, H. M. S. " Triton," age 27, height 5 ft. 5 in., complexion sallow, hair and beard dark brown, eyes brown ; dress, slate- colour overcoat, black diagonal under ditto and vest, black- and- brown striped trousers, low shoes, hard felt hat, wore a silver watch, and chain in plaits, with Jubilee shilling and I'd. piece attached. A native of Maurice Town, Devonport. Information to be forwarded to the Metropolitan Polico Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 4.— For forgery.— E. WEIGNER, late of 10, South- ampton- street, Holborn, age 63, height 5 ft. 8 in , stout build, complexion florid, full face, hair ( bald on top) nearly white, sie'e whiskers and moustache, eyes ( very deeply sunk) dark, prominent nose, breathes heavily; dress, dark blue overcoat trimmed with silk braid. Supposed a French Jew. Warrant issued- Information to Inspector McWilliam, 26, Old Jewry, E. C. BANFFSHIKF. 5.— Banff ( County).— For fraud— GEORGE CUR- RIE, a baker, age about 23, height 5 ft. 8 in., com- plexion sallow, hair, eyes and moustache ( slight) dark, one tooth broken in front of upper jaw; dress, drab overcoat, blue serge or grey tweed jacket, grey tweed vest, grey tweed or brown worsted cord trou- sers, side- spring or long Wellington bpots, black hard felt hat. Absconded from Keith about 5 a. m., 26th ult, and supposed to be in possession of about £ 50 in cash. Will probably endeavour to emigrate. During J885 he worked at his trade in Lo.^ on. where he has a half- brother named Scott, a detective sergeant; and a cousin named Lennox, an inspector of police. May seek employment as a labourer, hawker, but- cher, or sailor. A native of Aultniore, Banffshire. Warrant issued. Information to Chief Constable Haig, Banff. BERKSHIRE. £ 5 REWARD. 6. — Wokingham i County). — Escaped from Broadmoor Criminal Lunatic Asylum, 9,3rd ult.— JAMES KELLY, an upholsterer, age 27, height 5 ft. 7 in., spare build, complexion dark olive, thin pale, face, hair black, moustache and eyes dark ; clothing marked " Broadmoor." Is intelligent and converses rationally. Mother- in- law resides at 21, Cottage- lane, City- road, London, and an intimate friend at 31, Clarendon- square, St. Pancras. Is well known at Liverpool A native of London. The above reward will be paid by Dr. Nichokoni Broadmoor Asylum, for his apprehension. Information to Supt. Atkin, Wokingham. CHESHIRE. 7.— Stockport ( Borough).— For stealing, 23rd ult. — A hand sewing machine," black wheel, box cover, with brass handles, " Duke of Wellington's " head on frame, No. 112461; 31st ult., a hand sewing machine, bright wheel, box cover, with brass handles, No. 120834— GEORGE FREDERICK SAYILLE, alias SALTER, GEORGE SALTER, and FREDERICK JACKSON, a bookbinder or canvasser, age 36, height 5ft. 8| in., stout build, complexion fresh, large nose, lower part of face prominent, hair light brown, moustache light, strong voice, very erect and takes long strides when walking ; dress, black Melton over- coat or grey mackintosh, brown tweed suit, black hard felt hat or double- peaked cap, blue tie with white spots, button boots. Has been travelling for Bradbury Sewing Machine firm of this borough, and was last seen on 7th inst. Served 5 years in the Kingston ( Canada) Militia ; was a member of the Stafford Police until May, 1878, and an attendant at the Warwick County Lunatic Asylum. Supposed to have been convicted at Nottingham, Dudley, Manchester, and other places. Is well known to police at Nottingham, Birmingham, Leamington, Greenwich, and South Coast. His wife is a native of Stafford, but does not reside with him. A native of Greenwich. Warrant issued. Not to be arrested out of the United Kingdom. 2 T H E POLICE GAZETTE. FKIDAY, JANUARY 13, 1888. S.— Stockport ( Borough). — For shoplifting — JOHN WILLIAM EVANS, a hawker, age about 19, short, complexion fresh, hair ( low on forehead) light dress, black jacket, cord trousers, black hard felt hat with elastic and bone ornament attached, silk handker- chief or scarf round neck, duckbill clogs with crimped fronts. Has several times been convicted for larceny at Ashton. Frequents common lodging houses and hawks laces. May be accompanied by other youths, named Cooney, Malley, and Kelly, and may have girls with them. A native of Ashton. Information to Lieut.- Colonel Staples, Chief Con stable, Stockport. DURHAM. 9.— Durham ( City).— For stealing, 27th ult., a silver Geneva watch ( recovered)— WALTER MUR- DOCH, age about 19, height about 5 ft. 5 in., slender build, complexion dark, hair ( long) brown; dress, cloth jacket, dark trousers ( patched on seat) with small yellow stripe, blue cloth vest, and soft felt hat. Arrived 25th ult. with a theatrical company, and absconded 27th ult. 10.— Durham ( City).— For stealing £ 2 gold and silver, 4 old silver coins ; 1 gold albert, long square links ( in two pieces); 2 gold keeper rings ; 2 cloth money bags, " Thomas Heslop, Maltman Inn, Durham," inside- JOHN THOMAS MADDISON, a miner, age 19, height 5 ft. 4 in., complexion fresh, hair brown, moustache ( slight) dark, eyes blue, several moles on face; dress, black tweed jacket suit, velvet cap with peak, tassel on top, low shoes. Was con- victed at Middlesbrough, 4th July, 1887, for shop- breaking, and sentenced to 3 months' imprisonment. Has worked at Trimdon Grange, and other collieries in this county. Information to Chief Constable Smith, Durham. GLOUCESTERSHIRE. 11.— Fishponds ( County).— For obtaining food and lodgings by false pretences — FREDERICK WOOD ( supposed false), age about 30, height 6 ft. 7 or 8 in , complexion sallow, hair and eyes dark, small side whiskers, no beard or moustache ; dress, dark suit ( coat and trousers greasy), hard bowler hat, and lace boots ( newly soled). Appearance of an engine- driver. Warrant issued. Information to Supt. Matthews, Fishponds. HERTFORDSHIRE. 12.— Bishops stortford ( County).— For failing to report— License Holder WILLIAM CHURCHILL, alias YORKEY POTTER, Office No. 34223, age 43, height 5 ft. 9 in., complexion fresh, hair brown, mous- tache and whiskers clipped short, series of mole3 left shoulder ; dress, dark clothes, hard felt hat. Sentenced at Chelmsford, 2nd March, 1880, to 10 years' penal servitude for horsestealing. Licensed 22nd November 1887. AG 324. Information to the Superintendent, Bishops Stort- ford. 13.— Watford ( County).— For stealing £ 4 10s., 21st ult.— THOMAS REED, alias THOMAS PEACOCK, age 34, height 5 ft. 9} in, complexion fresh, hair ( turn- ing grey) and eyes brown ; dress, drab cord jacket, lined striped lining, black vest, brown corduroy trou- sers, hard felt hat, lace boots. Belongs to the Army Reserve, and has drawn his pay at Woburn and Wee- don. A native of Battlesden, near Woburn, Bedford- shire- Warrant issued. Information to Supt. Hummerstone, Watford. 16 .— ciitheroe.—( Borough).— For failing to re- port.— Supervisee ROBERT GAVIN, alias THOMAS WILSON and McINTYRE, Office No. 31832, age 42, height 5 ft. 6 in., complexion fresh, hair light brown ( bald), lost left foot, scars left eyebrow and bridge of nose, 3rd right finger contracted, 4th left finger in- jured, scrofula on neck. Sentenced at Preston, 24th August, 1882, to 5 years' penal servitude and 3 years' police supervision for felony. I 805. Information to the Chief Constable, Ciitheroe. 17.— Liverpool ( City).— For stealing a scarf- pin ( recovered), 25th ult.— H. J. FRANKLIN, age 35, height 5 ft. 7 in., slight build, complexion sallow, hair, moustache, and whiskers ( slight) dark, very prominent nose, of Jewish appearance; dress, dark overcoat with astrachan collar, and silk hat with black band. His modus operandi is to call at a jeweller's shop under the pretence of purchasing jewellery, at the same time committing a robbery. Information to Chief Supt. Williams, Liverpool. LANCASHIRE. 14.— Blackburn ( County).— For forging a cheque for £ 8, in name of John Howarth, of Accrington, on the Manchester, Liverpool, and District Banking Company, Colne.— J. E. DA VIES, age 21, height 5 ft. 10 or 11 in., complexion fresh, hair black ; dress, black coat and vest, light mixture or check trousers, and billycock hat. Has in his possession a cheque book which he obtained at the bank, stating it was for Mr. Howarth. Will, no doubt, forge and endeavour to pass other cheques at different towns. Left Colne for London 23rd ult., stating he was going to rehearse in a play (" Dorothy "), at the Prince of Wales's Theatre. Was employed some time ago as agent or baggage man with the Fuller Company ( Mat Graves). Is well known amongst theatricals. Father resides at 25, Brearton- street, North Parade, Bradford; a brother at 45, Danes- road, Middlcsboro'; and a brother- in- law, Mr. Olsen, at 22, St. Andrew's Ferry, New Quay, Grimsby. Supposed native of Bradford. Warrant issued. Information to Supt. Barnet, Blackburn. 15.— Bootle ( Borough).— For deserting family — THOMAS ELSTON, age about 38, height 5 ft. 8 in., complexion dark, hair dark brown, eyes blue, small mark on left eye ; dress, dark tweed suit. Warrant issued. Information to Capt. Arrowsmitb, Chief Constable, Bootle. NORFOLK. 18.— Norwich ( City).— For embezzling £ 100- ARTHUR DAWSON, age 24, height 5 ft. 6 or 7 in-, complexion swarthy, hair light brown, eyes ( promi nent) full, squints, walks erect, and turns his right foot outwards when walking ; dress, supposed brown overcoat and black felt hat. A native of Norwich. Warrant issued. Information to Chief Constable Hitchman, Norwich. SOMERSETSHIRE. 19.— Glastonbury ( County).— For failing to re- port— License Holder WM. PARSONS, Office No. 34525, age 42, height 5 ft. 4£ in., complexion dark, hair dark brown, eyes grey, scars between eyes, on neck, inside 2nd right finger and left thumb, nose sunken, round shoulders, and flat chest. Sentenced at Wells to 12 years' penal servitude on 30th July, 1878, for arson. Licensed 6th January, 1888. I 65. ( See Case No. 77.) Information to the Deputy Chief Constable, Glas- tonbury. STAFFORDSHIRE. 20.— Leek. ( County).—- For burglary and stealing, 19th ult., a gentleman's large size gold English lever watch, enamelled, cream- coloured dial, No. 23848, maker " H. Piddock, Hanley," old and much worn, with gold albert guard, fine open curb pattern, twisted bar, balls at end, ' attached ; 1 ' gentleman's gold English lever watch, white dial, escapement jewelled on ends, maker's name " George Allen, Red Lion- passage, London," No 17317, with long gold guard, cable pattern, attached; 1 dark coloured pocket- book, kid covering, white metal clasp, three compartments, lined yellow kid, one lined blue silk, containing a lady's companion, small ivory ornaments, and about £ 4 gold ; 1 small dark coloured purse, steel clasps, containing £ 3 gold and 4s. Od silver ; 1 white damask table- cloth, pattern wheat and roses woven, large worked pattern in centre— FIVE MEN, some of whom wore red handkerchiefs on chins and had their faces partly covered: 1st, THOMAS SMITH, alias BOSWELL, a gipsy horse- dealer, age about 40, height 5 ft. 7 or 8 in., complexion, hair, whis kers, moustache and eyes dark ; dress, long dark over coat, red cotton or woollen scarf, dark felt hat Has a fresh cut on back of left hand; 2nd, middle age, short and stout, fair hair; dress, dark suit and slouched hat; 3rd, age about 20, moustache ( slight) light; dress, dark mixture overcoat, striped trousers, soft black hat. Were armed with revolvers and jemmies. Warrant issued for the apprehension of Smith. Information to Supt. Breton, Leek. SURREY. MURDER. 21.— Chertsey ( County).— Between 7.30 and 10.30 p. m., on Friday, 12th ult., Mr. George Chuter, a retired builder, was murdered in his cottage at Byfleet, by having his head and face battered and throat cut. A Coroner's inquest was held on the body, and a verdict of Wilful Murder returned against some person or persons unknown. Information to Supt. Bungard, Chertsey. SUSSEX ( EAST). 22.— Cuckfield ( County).— For night poaching and assaulting a gamekeeper— EDWARD SETFORD, age 18, height 5 ft. 9 in., complexion fair, hair and eyes light; dress, cord jacket ( two white slops under), and cord trousers— LEOPOLD SETFORD, age 20, height 5 ft. 8 in., complexion, hair, and eyes dark, pug nose; dress, dark pilot jacket and cord trousers. Natives of Fletching, Sussex. Warrant issued. Information to Supt. Denman, Cuckfield. WARWICKSHIRE. 23.— Birmingham ( Borough). — For stealing books, 15th November last- JOHN WILLIAM HEP- PEL, a library assistant, age 22, height 5 ft. 4 in., stout build, thick neck, and very deep voice, complexion fresh, hair ( short) dark, full eyes ( which fill when laughing); dress, short rough black cloth jacket, dark cloth trousers, black billycock or high silk hat. May seek employment at booksellers or libraries. A native of Worcester. Warrant issued. Information to Chief Constable Farndale, Birming- ham. YORKSHIRE ( WEST RIDING), 24.— Tadcaster ( County).— For failing to report - License Holder HENRY ADDLE, Office No. 33211, age, 41, height 5 ft. 4 in, complexion fresh ( dark), hair dark brown ( turning grey), eyes hazel, stout build, scars on head, right eyebrow, and above right top lip, right thumb injured. Sentenced at Northallerton, 3rd January, 1882, to 7 years' penal servitude for felony. Licensed 30th June, 1887. I 37. Information to Supt. Shepley, Tadcaster. PEKSONS IN^ CUSTODY. CARNARVONSHIRE. 25.— Llandudno ( County).— Committed for trial at Carnarvon Assizes, 18th inst., for shopbreaking 4th inst., and stealing property, Case No. 53, 27th ult.— FREDERICK REIDELL, a German, age 48. Resided at Manchester and Salford until June, 1880, when he was convicted for housebreaking and larceny and sentenced to 18 months' imprisonment and 7 years' police supervision. Information to Supt. Williams, Coaway. CHESHIRE. 26.— Birkenhead ( Cou> i< y).- Remanded till 6th inst., for larceny, 26th ult.— ARMEN KASPER MILLER, alias MULLER, age 31, height 5 ft. 5j in., complexion sallow, hair and eyes brown, nose slightly bent, H. M. in old English, 1870, and scroll in red ink, rope and anchor in blue, right forearm ; dress, loose brown coat, dark ribbed trousers, blue cloth vest, hard black felt hat, old lace boots. A native of Augs- berg, Bavaria. Information to Supt. Hindley, Birkenhead. DENBIGHSHIRE. 27.— Denbigh ( County).— Committed for trial at next Assizes, for housebreaking— HARRY ANDER- SON, age 38, height 5 ft. 11 in., completion sallow, hair, whiskers, and moustache light brown, eyes grey prominent r. ose, stoops a little when walking ; dress, dark suit, round woollen cap, and lace boots.— JOHN ANDERSON, age 21, height 5 ft. 4i in., com- plexion fresh, prominent mouth, hair light brown, moustache ( slight) light, tattooed J. E. left forearm, bracelet both wrists ; dress, dark jacket and vest, plaid trousers, black hard felt hat, lace boots.— JOSEPH IVEY, age 26, height 5 ft. 5 in., complexion, hair, and moustache dark, eyes blue, " I. Ivey" tattooed left forearm; dress, brown suit, white scarf, black felt hat, odd boots. Stated they were seamen, and hailed from New York. Information to Supt. Vaughan, Denbigh. DERBYSHIRE. 28.— Langley Mill ( County).— Remanded till 6th inst. for larceny ( shop) at Ilkestone, 30th ult.— WILLIAM HAWCOURT, age [ 55, height 5 ft. 1 i*., complexion fresh, hair sandy, eyes blue, anchor tattooed left arm; dress, dark mixture coat and vest, corduroy trousers, clogs and cap. A bricklayer's labourer; native of Northwich, Cheshire. Has been employed in Lancashire, Cheshire, and Derbyshire.— WILLIAM HUGHES, age 29, height 5 ft. 2 in , com- plexion fresh, hair dark brown, eyes blue, horizontal scar about 1 inch long over right eye; dress, dark mixture coat and vest, cord trousers, black hard felt hat. A native of Oxford. States he is a bricklayer's labourer, and has been employed at Wickford, Essex, Loughboro', and Leicester- WILLIAM COOPER, age 43, height 5 ft. 4 in., complexion fresh, hair sandy, eyes blue, scar over right eye, bridge of nose has been broken, deep set eyes; dress, blue worsted coat, brown check vest, light drab cord trousers, hard felt hat. States he resided at 22, Rumley- place, Great Peter- street, Westminster, and was employed for 6 months last year by Mr. Turner, sub- contractor under Messrs. Lucas and Aird, on the Putney and Wimbledon Rail- way, also from October to December last on Black- heath and Greenwich Underground Railway, as bricklayer's labourer. Information to Supt. A native of Ely, Cambridgeshire. 30.— Hertford ( Borough).— Committed for trial, 1st inst., for conspiring to defraud an auctioneer when buying and selling cattle ( see Case N~ o. 62, 20th ult.)— JOHN WILLIAM PERRY, age 34, height 5 ft. 9 in., complexion fresh, hair dark, eyes hazel, scar centre of forehead ; dress, dark melton overcoat, brown check jacket suit. A native of Crewkerne, Somerset, lately resided at No. 1, Percria Villa, Somerset- road, Totten- ham. Information to Head Constable Jarrett, Hertford. KENT.
