All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they arc sufficient to enable action to be taken upon them bg another force 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be dearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. G. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not loss rank than In tpector, or analogous thereto. In all cases, the officer signing the request for insertion of any announeemei. t, will be wholly responsible for any proceedings which may result from such publication. 11. Antouncements for the Friday issue should be forwarded so as to be received not later th in noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be c'earlg written on one side of the paper only, be in the tsital form, and accompanied by a covering letter. 12. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be hound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT. 1.— A Division.— For conspiring with James Price, alias Brcoks, sentenced to 5 years' penal servi- tude for committing stock broking frauds ( Case No- 101, 16th v. lt.)— JOSEPH SNOWDEN, age 40, height 5 ft. 7 in., complexion, hair ( bushy), whiskers, and eyes dark, stoops slightly ; dress, dust coat and felt hat. Last known address, 162, Farringdon- road, London. Warrant issued. 2.— C Division.— Engraving and description of WILLIAM PERRY, alias ELLIS, whose apprehension is sought for fraud, age about 34, height 5 ft. 6 or 7 in., com- plexion, hair, and moy& tache dark; of gentlemanly ap- pearance. This man is at present com- mitting frauds on dressmakers and others by representing himself as agent for Messrs. E. Butterick and Co., 171,173, 175, and 177, Regent street, and has obtained subscriptions in advance for an illustrated paper of fashion costumes, & c., called " The Delineator," published by the above firm, who have not authorised this man to act for them. Is also wanted at Hull and other places. 3.— K Division— Woodcut portrait and descrip- tion of EDWARD HYLA. ND, a confectioner, whose apprehension is sought for housebreaking, 25th ult., age 35, height 5 ft. 6 in., complexion, hair, and mous- tache ( slight) fair, eyes blue ; dress, dark clothes ; of respectable appearance. A native of Seddlescomble, Sussex. 4. — N Division.— For stealing horses ( Cases No. 76, 13th inst)— THREE MEN : 1st, age about 22, height 5 ft. 6 in., complexion fair, hair and moustache ( very slight) light; dress, light mixture tight fitting suit, brown hard felt hat.— 2nd, age 25, height 5 ft. 8 in., complexion, hair, moustache, and slight side whiskers dark, round face; dress, black cat- away coat, light mixture tweed trousers and vest, black hard felt hat.— 3rd, age 30, height 5 ft. 4 in, stout build, complexion and hair dark, whiskers shaved ; dress, light mixture tweed tight- fitting suit, black hard felt hat. Appearance of respectable horse copers. 5.— T Division.— Woodcut engraving and de- scription of DONALD CAMPBELL CLARK, photo- graphic engraver and operator, late of 70, Paxton- road, Chiswick, whose apprehension is sought for stealing, be- tween 1st August and 24th ult., photographic apparatus : — 1 Darl- meyer rapid rectilinear lens, 15 in. by I' 2 in.; 1 do , 13 in. by 11 in. ; 1 do., wide angle lime size ; 1 do., 8k in. by 6i in.; 1 do. rapid rectili- near, 10 in. by 8 in.. No. 36203 ; 1 French portrait lens ; 1 Ross landscape len3, 12 in. by 10 in.; 1 Darlmeyer triplet, 12 in. by 10 in. ; 1 bellows camera, complete with dark slide and focussing screen and 2 lenses; 1 double stereoscope camera, complete with dark slide and focussing screen and 2 lenses— complexion, hair, beard, whiskers and moustache dark ; round- shouldered ; dress, light woollen jacket, trousers, and vest ( worn), brown Tam- o'- shanter hat. BEDFORDSHIRE. 7.— Shernbrook ( County).— For stealing poultry ( recovered), 31st ult.— ALFRED SIMONS, age 23, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, eyes dark, a bad walker ; dress, dark mixture suit ( horseshoe pattern buttons on coat and vest, legs of trousers rather tight), white neckerchief, black felt hat; appearance of a horse- dealer. Has travelled with droves for Mr. Wooley, horse dealer, Raunds. — GEORGE DAYTON, age 2- 2, height 5 ft. 7 or 8 in., complexion fair, hair and whiskers ( slight) light brown, eyes hazel, club footed and turns his toes in when walking ; dress, pepper- and- salt mixture coat, black trousers, double- peak cap. CHESHIRE. 9 — Altrincham ( County).— For unlawfully wounding, 5th November last- THOMAS GAYTER, age about 27, height 5 ft. 10 or 11 in., complexion fresh, hair light brown. A poacher ; native of Run corn.— EDWIN BAILEY, age 36, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes blue, lump over left eye. A well known poacher; supposed native of Manchester. Warrant issued. Information to Supt. Leighton, Altrincham. of furniture- FREDERICK HARDY RUFFLE, a printer's machine minder, age 25 to 26, height about 5 ft. 4 or 5 in,, very slight build, complexion, hair, and slight moustache dark ; dress, black coat and vest, light tweed trousers, black hard felt hat. HEREFORDSHIRE. 17.— Ledbury ( County).— For larceny ( bailee)— WILLIAM ALBERT DAVIS, alias TOM DAVIS, a carpenter, age 60, height 5 ft. 9 in , hair grey ; dress, cord trousers, black soft felt hat. Travels the country setting saws for butchers, and plays a tin whistle in low public houses. A native of Hereford. Warrant issued. Information to Superintendent Cope, Ledbury. DENBIGHSHIRE. 10.— Wrexham ( County).— For stealing, 27th ult £ 3 Is. lid. and a pocket- knife ( I blade broken)— THOMAS WILLIAMS, a striker, age about 23, height 5 ft. 7 or H in., slim build, complexion sallow, hair dark brown, moustache ( slight) black, Union Jack, anchor, and 3 dots tattooed on forearm, speaks with a broad Scotch accent; dres3, black suit. Has been employed as fireman on board boats plying between Glasgow and Belfast. Is very fond of singing in public- houses, native of Glasgow. Warrant issued. U. P. left arm, man's head, anchor, and heart back of left hand, rings 2nd, 3rd, and 4th left fingers, anchor right wrist, JAMES CLANCEY, life in 1875, inside left knee, left foot fractured. Sentenced at Durham, 4th December, 1875, to penal servitude for life for robbery. Licensed 24th June, 1886. B 1276. Information to the Chief Constable, Dumfries. ESSEX. 12.— Brentwood ( County).— For stealing £ 14 12s. at Chad well St. Mary, 27th ult.— JAMES NEAL, age 35, height 5 ft. 5J in., complexion fair, hair light, moustache light brown, eyes brown; dress, dark brown check suit, lace boots, hard felt hat. A labourer; native of 2, Lucas- street, Commercial- road, London. Warrant issued. 13.— Brentwood ( County).— For stealing, at Rom- ford, 4th inst., 33 half- bred lambs ( recovered)— RICHARD HOY, licensed drover, age 38 to 40, height 5 ft. 7 or 8 in., complexion fair, hair and moustache ( slight) light, eyes ( prominent) blue ; dressed as a drover, with brown or black cloth cap with peak. Information to Supt. Dobson, Brentwood. GLAMORGANSHIRE. 14— Cardiff ( Borough).— For embezzlement.— RICHARD EVANS, alias RIDGWAY, a bookkeeper and cashier, age 23, height 6 ft., slight built, complex- ion fresh, hair light brown, clean shaved, round features, small cut right side of upper lip; dress, brown overcoat, dark brown Scotch plaid tweed suit, black bowler hat. Absconded 25th ult. and stayed same night at an hotel in Swansea. Had in his possession a large black Gladstone bag and a large brown paper parcel. May endeavour to leave the country. Warrant issued. Information to Head Constable Hemingway, Cardiff. HAMPSHIRE. 15.— Aldershot ( County).— Forsteiling hay ( Case No. 16,13thinst.)— Two men : 1st, WALTER FRANK- HUM, a gipsy, ego 31, height about 5 ft. 5 in., com- plexion fresh, hair brown ; dress, dark coat ( much worn) and dirty cord trousers. Is accompanied by a woman named SMITH, age 30, height about 5 ft. 1 in., complexion and hair very dark, and 3 children. Had with them a black mare pony and a drab colour cart, wheels painted red.- 2nd, FREDERICK FRANK- HUM, a gipsy, age 28, hair dark brown, whiskers and moustache dark, chin shaved ; dress, dark coat, dirty cord trousers, black hard felt hat ( nearly new). Is accompanied by a woman, very short, complexion very dark, and 2 children. Had with them a chesnut horse with white face and a drab colour van, wheels painted red, " W. Fullick, Bramsdean, Hants," painted thereon. Warrant issued. Information to Supt. Brinson, Aldershot. 16.— Winchester ( City).— For stealing a quantity HERTFORDSHIRE. 18.— H emal Hempstead ( County).— For inde- cently assaulting a girl, age 9- GEORGE BRAINES, a groom and coachman, age 37, height 5 ft. 5 in., stout build, complexion dark, hair turning grey, eyes grey, clean shaven ; dress, melton cloth coat, dark trousers and vest, hard felt hat. Has been in service with good families in London, latterly at Earl Brownlow's. A native of Moulton, Northamptonshire. Warrant issued. 19.— Hemel Hempstead ( County).— For steal- ing a set of sweep's tools, 16th ult.— JAMES WOOD THORP, a sweep, age 45, height 5 ft. 7 in., com- plexion sallow, hair brown, whiskers under chin, blind left eye. Supposed native of Lincolnshire. Warrant issued. Information to Deputy Chief Constable Pearson, Hemel Hempstead. 20.— St. Albans ( City).— For burglary, 31st ult., and stealing six £ 5 Bank of England notes, No. 3+ 15784 to 15789, dated 22nd August, 1887, and 2 sovereigns— TWO MEN, 1st, height 5 ft. 8 in. ; 2nd, height 5 ft. 5 in.; both dressed in dark clothes and felt hats. One is supposed to have a revolver bullet wound in his hand, or upper part of the body, or may have his face cut by broken glass. Information to Head Constable Pellant, St. Albans. KENT. 21 — Dartford ( County).— For embezzling £ 1 15s. at Swanscombe, 28th ult.— CHARLES OSBORNE, a carman, age 27, height 5 ft. 5 in., complexion fresh, hair and moustache ( cat short) light brown ; dress, blue cloth jacket, dark trousers and vest, black plaid scarf, heavy lace boots, cap with peak and tassel on top. Warrant issued. Information to Supt. Webster, Dartford. £ 100 REWARD. 22.— Mailing ( County).— For embezzling £ 2,000.— ALEXANDER EDWARD ROLLASON, late clerk to Messrs. Stook and Company, paper manufacturers, Snodland. Age about 45, height 5ft. 9in , spare, gaunt appearance, quick and abrupt in his manner, regular white teeth, short- sighted one eye, and wears glasses ( one a magnifier, the other plain), speaks French, wore gold presentation watch with his name engraved inside. A native of Birmingham, has resided abroad, and was formerly employed as commission agent and manager of stores in London, New York, Montreal, ( kc. Photograph can be seen on application. Warrant issued. The above reward will be paid by Colonel Holland, Ivymeath, Snodland, Kent, for the apprehension and conviction of Rollason. 23.— Gravesend ( Borough).— For embezzlement— FREDERICK CHARLES OWEN, age 17, height 4 ft. 11 in., complexion fiir, hair light, eyes ( weak) blue, wears spectacles ; dress, black coat and vest, light trousers, hard felt hat. A native of Gravesend. Warrant issued. Information to Chief Constable Berry, Gravesend. 24.— Tun bridge Wells ( Borough).— For stealing a set of harness ( recovered)- GEORGE CHAMBER- LAIN, alias GEORGE SMITH, age 28, height 5 ft. 5 or 6 in., hair, side whiskers ( slight), and eyes dark. A stableman ; was formerly in the service of the Duke of Northumberland, at Alnwick, as second coachman; afterwards in business at Aldbury, Surrey; and last year was driving a cab in London. Warrant issued. Information to Head Constable Embery, Tunbridge Wells. LANCASHIRE. 25.— Bury ( County).— For failing to report- Supervisee ADAM WALKDEN, Office No. 30940, age 19, height 5 ft. 1 in., complexion fresh, hair brown, eyes brown ( squints), scar left elbow. Sentenced at Salford, 11th January, 1886, to 6 months' hard labour and 2 years' police supervision for larceny 5595. Information to Supt. Henderson, Bury. 26.— Old Trafford ( County).— For larceny ( lodg- ings), 10th inst.— WILLIAM WHITTAKER. a collier, age 25, height 5 ft. 4 in., complexion pale, bald on top of head, no whiskers or moustache; dress, dark tweod coat and vest, velvet cord trousers ( tight- fitting), white muffler with black spots, billycock hat, lace boots. Absconded 10th inst. Information to Supt. Bent, Old Trafford. 27.— Rawtenstall ( County).— For stealing _£ i8 from an hotel, 16th inst. ( concerned with Robert Westbury, Case No. 63)— THREE MEN— 1st, age about 40, height about 5 ft. 6 in., rather stout build, hair dark, very hoarse voice ; dress, dark overcoat and billycock hat. 2nd, age about 35, height 5 ft. 10., hair, whiskers and moustache dark ; dress, round jacket or overcoat, billycock hat, carried a walking stick. 3rd, age 40 to 45, height 5 ft. 5 in., slight build ; dress, dark overcoat and billycock hat. Information to Supt. Norris, Rawtenstall. 28.— Liverpool ( City).— For stealing £ 6416s. lid. — THOMAS MADDEN, an army pensioner and a member of the Corps of Commissionaires ( No. 97), age about 41, height 5 ft. 8 in., complexion, hair, and moustache dark ; dressed in the uniform of the corps. Has a brother- in- law named Littledale residing at 2, Chilton- street, New Swindon ; two named Cook, one residing at 7, Turner- street, Townsend, Glasgow, and the other at 7 or 9, Hamilton- street, Paisley. Ab- sconded 4th inst. Warrant issued. Information to Chief Supt. Williams, Liverpool. 29— Manchester ( City).— For failing to report- License Holders JOHN JONES, alias STANDALOFT, Office No. 34215, age 26, height 5 ft, 5 in., complexion dark, hair black, eyes dark brown, scars on eyebrows, narrow- chested, anchor and scar on light forearm, anchor and blue mark on left. Sentenced at Boston, 15th October, 1883, to 5 years' penal servitude and 7 years' police supervision for felony. Licensed 22nd November, 1887.- WILLIAM STACEY, Office No. 33759, age 54, height 5 ft. 2 in , complexion fresh, hair sandy, eyes blue, double ruptured, scar on 4th left finger. Sentenced at Derby, 4th January, 1881, to 7 years' penal servitude and 7 years' police supervision for felony. Licensed 2nd September last. Supervisees JAMES JACKSON, alias HENRY MIDDLEHURST, Office No. 34476, age 40, height 5 ft. 2 in., complexion fresh, hair brown, eyes blue, right thumb deformed. Sentenced at Preston, 6th April, 1887, to 9 months' im- prisonment and 3 years' police supervision for larceny. Liberated 5th January, 1888.- JOHN CASSIDY, Office No. 23860 age 28, height 5 ft. 5 in., complexion fair, hair brown, eyes hazel, lump behind left ear, scars across left thumb, on right forefinger, and in bend of right arm. Sentenced at Manchester, 11th February, 1880, to 5 years' penal servitude and 7 years' police supervision for housebreaking. Liberated 24th Janu- ary, 1884.— JOHN GREATERIX, Office No. 33976, age 36, height 5 ft. 9 in., complexion fresh, hair dark brown, eyes blue, nose crooked, scar over right eye- brow. Sentenced at Salford, 11th April, 1887, to 6 months' imprisonment and 3 years' police supervision for larceny .- CATHERINE WILKINSON, Office No. 31215, age 42, height 5 ft. 2 in., complexion fresh, hair light brown, eyes blue, scar left of neck. Sentenced at Manchester, 16th February, 1885, to 18 months' im- prisonment and 3 years' police supervision for larceny. - MARY ANN MORAN, alias MORRIS and CAS- SIDY, Office No. 32517, age 28, height 5 ft., com. plexion fair, hair light brown, eyes blue. Sentenced at Manchester, 14th December, 1885 to 15 months' im- prisonment and 3 years' police supervision for larceny. - HENRY THOMPSON, alias DYSON, Office No. 33220, age 30, height 5 ft 5 in., complexion fresh, hair dark brown, eyes hazel, scar left forefinger. Sentenced at Preston, 2nd July, 1879, to 7 years' penal servitude and 5 years' police supervision for larceny.— SARAH ANN COCKSHOTT, alias LAW and LOW, Office No. 32422, age 26, height 4 ft. 9 in., complexion sallow, hair and eyes brown, lost an upper front tooth. Sen- tenced at Salford, 16th August, 1886, to 6 months' im- prisonment and 2 years' police supervision for larceny. - JAMES JOHNSON, Office No. 31442, age 45, height 5 ft. 6 in., complexion dark, hair dark brown, eyes hazel, tiger and tree on right elbow, T. S. and man in fighting attitude on right ribs, cross flags left side, cross flags, crown, cross muskets, and pile of shot on left arm. Sentenced at Manchester, 16th October, 1882, to 5 years' penal servitude and 7 years' police supervision for horse- stealing. Information to the Deputy Chief Constable, City Police, Manchester. 30.— Ashton- under- Lyne ( Borough).— For car FRIDAY, JANUARY 20, 1888. 3 nally knowing a girl under 13— HENRY SADDLER, age 25, height 5 ft. 6 or 7 in., complexion fresh, hair brown ; dress, dark suit and light grey double- peaked cap. A native of Ashton- under- Lyne. Warrant issued. Information to Chief Constable Dalgliesh, Ashton- under- Lyne. 31. — Blackburn ( Borough).— For failing to report - Supervisee JOSEPH SMITH, Office No. 29961, age 21, height 5 ft., complexion fresh, hair and eyes dark brown. Sentenced at Bradford, 4th April, 1884, to 18 months' imprisonment and 3 years' police supervision for larceny. C878. Her modus operandi is to take furnished houses or lodgings, order goods of tradesmen, and pay with drafts of £ 5, drawn on firms or solicitors, obtain the balance in cash, but upon the drafts being presented they are returned dishonoured.
