All announcements for insertion in the POLICE GAZETTE, and all cnnmunications upon them, should be addressed to THE EDITOB OP THS POLICE GAZETTE, GEEAT SCOTLAND YAKD LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought wi'l be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the r. ame and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15j. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted it the POLICE GAZETTE, must, on their apprehension or recovery, at once tranunit to the Editot notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Ihey muse be clearly written on one tide of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be m advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond 8; Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. Jama Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the Slst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 10th May, 1870. The amended Article will henceforth read as follows :— " It is agreed that Her Britannia Majesty and his Majesty the King of the Belgians shall, cm requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter speoified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no ecu*, nor under any consideration whatever, shall the High Contracting Partus be bound to mvrsnder thtir own subjects whether by birth or naturalisation The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE OISTRICT. 1.— C. I. D., C. O.— For unlawfully conspiring to cause, by an explosive substance, an explosion in the United Kingdom of a nature likely to endanger life, and to cause serious injury to property— F. F, MILLEN, known as GENERAL MILLEN, alias MILLER or MULLER, ROBINSON, MORGAN, and MORTIMER, age 50 to 55, height 5 ft. 8 in., very slight build, small visage, red face ( blotchy as if from excessive drinking), large nose, hair ( wavy, turning grey) brown, moustache white, no whiskers; well dressed. Wears swoi d scarf p'r • has Irish harp and shamrock on locket of watch chain.— JOSEPH J MORONEY, alias JOSEPH MELVILLE, age 38, height 5 ft. 7 in., stout build, hair and moustache ( long) dark, full face, eyes ( flashing) dark hazel. The last known address of these men was in New York. Warrant issued. 2.— G Division.— For fraud, by promoting bogus insurance companies in connection with others who have been convicted ( principally the Equity Bogus Insurance Company) — FREDERICK RICHARD HARROLD, age 35 to 40, height 5 ft. 7 in., hair light, beard and moustache sandy; dress, dark suit. Respectable appearance. Will probably be found at Bradford, Leeds, or Manchester. Warrant issued. 3.— D Division.— For cutting and wounding police, 27th ult.— EDWARDKENEALLY, alias DAN KENEALLY, age 45, height 5 ft. 7 in., complexion dark, hair and whiskers ( about a fortnight's growth, turning grey) dark, slouching gait ; dress, black pilot coat, white jacket under, cord trousers, black felt hat or cap with peak. 4.— K Division.— Woodcut portrait and descrip- tion of EDWARD HYLAND, a confectioner, whose 5.— X Division.— For bigamy. — JAMES FRANCIS SHIEL, age about 45, height 5 ft. 7 in, broad build, complexion, hair ( turning grey), small side- whiskers, and moustache ( long) dark, slight cast in right eye. BEDFORDSHIRE. 6.— Sharnbrook ( County).— For stealing poultry ( recovered), 31st ult.— ALFRED SIMONS, age 23, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, eyes dark, r 1,0 ' walker ; dress, dark mixture suit ( horseshoe pattern buttons on coat and vest, legs of trousers rather tight), white neckerchief, black felt hat; appearance of a horse- dealer. Has travelled with droves for Sir. Wooley, horse- dealer, Raunds. — GEORGE DAYTON, age 22, height 5 ft. 7 or 8 in., complexion fair, hair and whiskers ( slight) light brown, eyes hazel, club footed and turns his toes in when walking ; dress, pepper- and- salt mixture coat, black trousers, double- peak cap. A native of Riseley, Bedfordshire. Warrant issued. Information to Supt. Quenby, Sharnbrook. BERKSHIRE. 7.— Reading ( County).— For night poaching at Aldermaston, 25th ult.— EDWARD PIKE, a gipsy, age 36, height 5 ft. 5 in., complexion fair, hair, mous- tache and whiskers light, eyes hazel; dress, short sleeved waistcoat with white buttons, black hard felt hat. Travels the country with a white pony and an old spring cart, accompanied by Mary Ann Rogers, hawk- ing clothes pegs, & c. Warrant issued. Information to Supt. Tocock, Reading. 8.— Windsor ( Borough).— For unlawfully taking: from her home 28th ult., EMMA GRIFFIN, age LOI; dress, brown ulster, dark blue frock, odd boots, and straw hat, with red fur round it— CHARLES GRANT, a blind man, short, very dark, plays an accordion in the streets, and carries a card on his breast with the words, " Struck blind with Lightning." The girl con- ducts him through the streets. Warrant issued. Information to Supt. Hayes, Windsor. apprehension is sought for housebreaking, 25th ult., age 35, height 5 ft. 6 in., complexion, hair, and mous- tache ( slight) fair, eyes blue ; dress, da: k clothes ; of respectable appearance. A native of Seddlescomble, Sussex. CHESHIRE. 9.— Altrincham ( County).— For unlawfully wounding, 5th November last— THOMAS GAYTER, age about 27, height 5 ft. 10 or 11 in., complexion fresh, hair light brown. A poacher ; native of Run- corn.— EDWIN BAILEY, age 36, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes blue, luuip over left eye. A well known poacher ; supposed native of Manchester. THOMAS WILLIAMS, a striker, age about 23, height 5 ft. 7 or h in., slim ^ uild, complexion sallow, hair dark brown, moustache ( slight) black, Union Jack, anchor, and 3 dots tattooed on forearm, speaks with a broad Scotch accent; dress, black suit. Has been employed as fireman on board boats plying between Glasgow and Belfast. Is very fond of singing in public- houses, native of Glasgow. Warrant issued. A labourer; native of 2, Lucas- street, Commercial- road, London. Warrant issued. 12.— Brentwood ( County).— For stealing, at Rom- ford, 4th inst., 33 half- bred lambs ( recovered)— RICHARD HOY, licensed drover, age 38 to 40, height 5 ft. 7 or 8 in., complexion fair, hair and moustache ( slight) light, eyes ( prominent) blue; dressed as a . drover, with brown or black cloth cap with peak. Dobson, Brentwood. 13.— Ongar { County).— For trespassing in pursuit of game, and assaulting gamekeepers — HENRY WRIGHT, alias " DUMPLIN," age 27, height 5 ft 11 in., complexion fresh, hair light brown, moustache { slight) dark, eyes dark brown, full face, rather high • cheek bones, recent cuts side of head ; dress, light twill jacket, dark corduroy trousers ( nearly new), soft felt hat. Has served in the Grenadier Guards. A native of High Ongar.— JOB WRIGHT, age 26, height 5 ft. 4 or 5 in., complexion fair, hair dark brown, eyes grey, generally walks with his hands in his trousers pockets; dress, long fustian coat, dark corduroy trousers. A native of Blackmore. Has served in the Militia. Warrant issued. GLAMORGANSHIRE. 15.— Cardiff { Borough).— For embezzlement.— RICHARD EVANS, alias RID G WAY, a bookkeeper and cashier, age 23, height 6 ft., slight built, complex- ion fresh, hair light brown, clean shaved, round features, small cut right side of upper lip; dress, brown overcoat, dark brown Scotch plaid tweed suit, black bowler hat. Absconded 25th ult. and stayed same night at an hotel in Swansea. Had in his possession a arge black Gladstone bag and a large brown paper parcel. May endeavour to leave the country. Warrant issued. HAMPSHIRE. 16.— Aldershct { County).— For ste » ling, 6th inst., 1 cwt. of hay ( recovered)— Two men : 1st supposed FREDERICK FRANKHAM, ega 29, height 5 ft. 2 or 3 in., complexion fresh, hair dark brown, eyes hazel ; dress, cord trousers. 2nd, supposed SMITH, or W. FULLICK, age 25 to 30, height 5 ft. 6 or 7 in., com- plexion fresh, hair dark brown ; dress, cord trousers. Had with them a chestnut horse with white face, and a van, slate colour body, " W. Fullick, Bramsden, Hants," thereon, red wheels, cross springs; also a black mare, and a low cart, chestnut body, red wheels. Warrant issued. Information to Supt. Brinson, Aldershot. 17.— Winchester { City).— For stealing a quantity of furniture- FREDERICK HARDY RUFFLE, a printer's machine minder, age 25 to 26, height about 5 ft. 4 or 5 in,, very Blight build, complexion, hair, and slight moustache dark ; dress, black coat and vest, light tweed trousers, black hard felt hat. A native of South- sea. Warrant issued. Information to Head Constable Morton, Winchester. 18. — Portsmouth { Borough). — For fraud — HENRY MORGAN, age about 33, height 5 ft. 5 or 6 in., complexion pale, hair ( small side whiskers and moustache) dark, chin shaved, eruption on face, especially on lower jaw and neck, scar, about the size of a shilling, behind left ear, slight discharge from ears, several false teeth in front, small hands and feet, delicate appearance, and speaks quickly ; dress, usually black melton overcoat with velvet collar, fine black diagonal coat and vest, black- and- grey mixture stripe trousers, lace boots with hooks instead of eyelet holes, brown cloth spats, white turn down collar, black necktie and high hat, carries an umbrella. Is accompanied by his wife, Emma or Emily, age about 26, height 5 ft. 3 or 4 in., complexion, hair, and eyes dark, thin features, slightly round- shouldered ; dress, black astrachan jacket, reddish plum- colour dress, trimmed plush, black bonnet, trimmed slate and brown ribbon. And a boy, George, about 2 years of age, complexion fair, hair light. Had with them a Glad- stone bag, about 20 in. by 9 in.; 1 black shiny leather ditto, about 14 in. by 9 in.; and a black satchel. Absconded 29th ult. Morgan arrived in Portsmouth in November last, stated he was in partnership with his brother at Melbourne, and that he intended to open a large wholesale grocery establishment; advertised for a manager, warehousemen, and travellers, but insisted on payments of from £ 50 to £ 5, ostensibly by way of security. He also purchased fruit in the locality, which he disposed off at reduced prices, opened a banking account, and left a small balance, which was altogether insufficient to meet his post dated cheques. May attempt to commit similar frauds in other towns, and pay a small deposit upon his premises under the pretence of purchasing them. Warrant issued. Information to Chief Constable, Cosser, Ports- mouth. HEREFORDSHIRE. 19.— Bromyard ( County).— For stealing, 28th ult. 1 black cloth pilot jacket and vest, 1 pair grey striped trousers, 1 coloured cotton shirt, 1 linen collar, 1 large blue handkerchief, patch in centre; 1 pair brown wollen gloves, lined with red— WILLIAM PUGH, age 35, height 5 ft. 7 or 8 in., complexion fresh, hair, side whiskers and moustache light sandy, eyes grey ; dress, moleskin jacket, grey cloth vest, cord trousers, and cap with two peaks. Has served in the Army ; is fond of drink, and very talkative when under its influence, A native of Newnham, Tenbury. Warrant issued. Information to Supt. Ovens, Bromyard. 20.— Hereford ( County).— For sheep stealing at Llanello— License Holder JAMES CASTREE, Office No. 34356, age 32, height 5 ft. 6 in., complexion fair, hair brown, eye3 light hazel, heavy light brown mous- tache, scars left of bead, each side of forehead, left temple, and outerside of each eye, right thumb, and left [ forefinger damaged, moles on belly and ribs; dress ( supposed), dark jacket, dark cord trousers, and hard black hat. Sentenced at Hereford Sessions, 31st December, 1883, to 5 years' penal servitude and 5 years' police supervision for sheep stealing. Licensed 19fch December last. G J 999. Warrant issued. 21.— Hereford { County).— For committing wilful and corrupt perjury, 9th July last.— JOHN BAGGOT, age 24, height 5 ft. 6 or 7 in., hair ( parted in centre), small side whiskers, and moustache ( slight), dark, very smart appearance. A native of Marden, Here- fordshire. Warrant issued. Information to the Chief Constable, Hereford. 22.— Ledbury ( County).— For larceny ( bailee)— WILLIAM ALBERT DAVIS, alias TOM DAVIS, a carpenter, age 60, height 5 ft. 9 in., hair grey; dress, cord trousers, black soft felt hat. Travels the country setting saws for butchers, and plays a tin whistle in low public houses. A native of Hereford. Warrant issued. Information to Superintendent Cope, Ledbury. 23.— Leominster ( Borough). — For failing to report- License Holder ARTHUR WILLIAM DAVIS, Office No, 31184, age 31, height 5 ft. 3in., complexion fresh, hair light brown, eyes grey, mole right cheek. Sentenced at Worcester, 8rd January, 1881, to seven years' penal servitude and seven years' police super- vision for fraud. Licensed 11th August, 1886. A H 1057. Information to the Chief Constable, Leominster. HERTFORDSHIRE. 24.— Hemel Hempstead ( County).— For steal- ing a set of sweep's tools, 16th ult.— JAMES WOOD- THORP, a sweep, age 45, height 5 ft. 7 in., com- plexion sallow, hair brown, whiskers under chin, blind left eye. Supposed native of Lincolnshire. Warrant issued. Information to Deputy Chief Constable Pearson, Hemel Hempstead. 25 — St. Albans ( City).— For burglary, 31st ult., and stealing six £ 5 Bank of England notes, No. 3+ 15784 to 15789, dated 22nd August, 1887, and 2 sovereigns— TWO MEN, 1st, height 5 ft. 8 in.; 2nd, height 5 ft. 5 in.; both dressed in dark clothes and felt hats. One is supposed to have a revolver bullet wound in his hand, or upper part of the body, or may have his face cut by broken glass. Information to Head Constable Pellant, St. Albans. KENT. £ 100 REWARD. 26.— MaU'wig' ( County).— For embezzling £ 2,000.— ALEXANDER EDWARD ROLLASON, late clerk to Messrs. Stook and Company, paper manufacturers, Snodland. Age about 45, height 5ft. 9in , spare, gaunt appearance, quick and abrupt in his manner, regular white teeth, short- sighted one eye, and wears glasses ( one a magnifier, the other plain), speaks French, wore a gold presentation watch with his name engraved inside. A native of Birmingham, has resided abroad, and was formerly employed as commission agent and manager of stores in London, New York, Montreal, dsc. Photograph can be seen on application. Warrant issued. The above reward will be paid by Colonel Holland, Ivymeath, Snodland, Kent, for the apprehension and conviction of Rollason. 27.— Mailing { County).— For failing to report.— Supervisee JOHN LAVENDER, Office No. 30316, age 43, height 5ft. 6in„ complexion ruddy, hair ( turning grey) brown, eyes blue, blind left eye, cut left side of head, scar right eyebrow. Sentenced at Maidstone, 4th June, 1878, to 10 years' penal servitude and 7 years' police supervision for larceny. Liberated 15th April, 1886. E 783. Information to Superintendent Hulse, Mailing. 28.— Tunbridge Wells ( Borough).— For stealing a set of harness ( recovered)— GEORGE CHAMBER- LAIN, alias GEORGE SMITH, age 28, height 5 ft. 5 or 6 in., hair, side whiskers ( slight), and eyes dark. A stableman ; was formerly in the service of the Duke of Northumberland, at Alnwick, as second coachman; afterwards in business at Aldbury, Surrey; and last year was driving a cab in London. Warrant issued. Information to Head Constable Embery, Tunbridge Wells. LANCASHIRE. 29.— Liverpool ( City).— For stealing X6416s. lid. — THOMAS MADDEN, an army pensioner and a member of the Corps of Commissionaires ( No. 97), age about 41, height 5 ft. 8 in., complexion, hair, and moustache dark ; dressed in the uniform of the corps. Has a brother- in- law named Littledale residing at 2, Chilton- street, New Swindon ; two named Cook, one residing at 7, Turner- street, Townsend, Glasgow, and the other at 7 or 9, Hamilton- street, Paisley. Ab- sconded 4th inst. Warrant issued. Information to Chief Supt. Williams, Liverpool. 30.— Ashton- under- Lyne ( Borough).— For car- nally knowing a girl under 13— HENRY SADDLER, age 25, height 5 ft. 6 or 7 in , complexion fresh, hair brown ; dress, dark suit and light grey double- peaked cap. A native of Ashton- under- Lyne. Warrant issued. Information to Chief Constable Dalgliesh, Ashton- under- Lyne. 31.— Rochdale ( Borough) — Woodcut portrait and description of JOHN RENTON ARCHIBALD, alias LONSDALE, whose apprehension is sought tor steal- ing jf600— age 47, height 5 ft. 7 or 8 in., complexion fresh, hair and moustache grey, head nearly bald ; dressed respectably. Absconded from this town 8th inst., where he had been since 14th ult. acting as agent for Mr. Lonsdale, inventor and patenteeof the " Magnetaire," 447, Strand. Supposed native of Scot- land. Is accompanied by his wife, medium height but very stout, weighing about 17 stones, whose relations reside at 87, Tabley- road, Tufnell- park, London. May begin a similar business in some other town under an assumed name. Warrant issued. TUES ' AY, JANUARY 3, 1888. T H E POLICE GAZETTE. 3 32.- Rochdale ( Borough).— For stealing two let- ters containing cheques— EDWARD DOBSON, alias EDWARD MOORE and J. CARLETON, age about 35, height 5 ft. 4 or 5 in., complexion sallow, hair and moustache dark, prominent forehead; dress, dark clothes, cardigan jacket, lace boots, hard felt hat. was a native of Cheltenham, and a waiter by trade ; alio that he had been a collector for the Liverpool Victoria Legal Friendly Society in Bristol about 4 years ago. May mako similar applications to agents in other towns. Is accompanied by a woman whom he called Lizzie, age about 30, medium height., complexion fresh, hair sandy, very full eyes ; dress, fancy braided black jacket, brown dress, and brown felt hat. £ 2 REWARD. 33.— Rochdale ( Borough).— Escaped from custody 29th ult., charged with housebreaking— WILLIAM WEBSTER, age 22, height 5 ft. 5J in., complexion fair, hair ( cut short) light brown, eyes blue, anchor and W. tattooed left arm and U. on right; drese, eld brown tweed coat and vest, dirty moleskin trousers, red braccs, white flowered silk muffler, old cloth cap with peak, and clogs. Was convicted of felony at Bury in April last, and sentenced to 3 months' im prisonment- Will probably endeavour to join the army or get work as a loom jobber. Has two brothers residing in Oldham. A native of Shrewsbury ; came to Rochdale with his family about 11 years ago. Information to Chief Constable Wilkinson, Rochdale, by whom the above reward will be paid for his appre- hension. MONMOUTHSHIRE. 34.— Newport ( County).— For embezzling .£ 9 3s.— WILLIAM HEWER, alias FLETCHER, age 23, height 6 ft. 10 in., complexion dark, moustache slight, decayed teeth, talks quick, and walks erect; dress, dark overcoat and clothes, bowler hat. A fitter, but has worked as iron planer, boiler maker, threshing- machine engine driver, stoker ia factories, and on board ship. Was convicted at Birmingham in October, 1873, on two charges of larceny ; at Sheffield, in February, 1877, for lam ny ; and at Salford Quarter Sessions, 3rd August in same year, for stealing a watch at Oldham, Lanca- shire, and sentenced to 7 years' penal tervitude and 7 years' police supervision. Liberated on license from Parkhurst Prison, 20th March, 1883, and absconded This man applies to the agents of the various Assur- ance Associations for employment as collector. In applying to one agent in Manchester he stated that he had friends near Accrington, and to another that he from Kidsgrove, Staffordshire, on the 4th of May fol- lowing without reporting himself. Since then he has worked at Leicester, Barrow- in- Furness, and Lough- borough. When it is an earthly physician that is to work a cure, he takes time ; but when the Lord Jesus was the physician, the cure was perfected in a moment.
