RBQULATIONS- K ATI announcements for insertion in the POLICE GAZBT. \ and all cwnmunications upon them should be addressed to TAN EDITOR or THB POLICB GAZETTB, GHBAT SCOTLAND YARD, LONDON, S. W. i. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. A, In all eases where a reward is offered the name and address of some person responsible for the payment must be given, anl the exact conditions be clearly stated. § . Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. ft. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in foroe against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. V. Announcements concerning stolen property must be guaranteed by an qffietr of not less rank i Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number ami am alphabetically arranged by counties. ' 9. The force which causes particulars concerning delinquents, or stolen property to be inserted m the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Edit* notice of the fact, referring to the number of the announcement for insertion in the next issns 10. In all cases, the officer signing the request for insertion of any minos. ncement will it wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one side of the paper only, be in the Usual form, and accompanied bv * covering letter. ' 12. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals » r accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party Bh& ll be found within- the territories of the other pa ty." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT METROPOLITAN POLICE OISTRICT. 1-— C Division.— For failing to surrender to hi recognisances for obtaining a sealskin jacket and £- 25 by means of a worthless cheque— WILLIAM WALTKH SHERBOURNE, alias MARGETSON, age 29, heigh 5 ft. 10 in., complexion fresh, hair ( inclined to curl) small side- whiskers, and moustache daik brown, eyes brown, of gentlemanly appearance and good address dress, light brown dust overcoat, light striped tweed trousers, button boots, black felt hat. Stated he was an auctioneer and estate agent. Warrant issued. 2.— P Division. — For stealing, 7th ult, " Radge" direct steerer cripper tricycle, No. 31962 30769, 36 in. side wheels, 28 in. steering wheel, plated handle, bars and fittings, wide axle, tyres much cut — F. BAKER, 48, Sf. anbury road ( false), age about 20 height 5 ft. 6 in., complexion fair and hair light, no whiskers or moustache ; dress, brown overcoat, dark trousers, lace boots, brown hard felt hat. Warrant issued. 3.— P Division.— For obtaining £ 17, in October last, by means of worthless cheques, drawn on Messrs. Tanquerary and Bywater, 79, Victoria- street, E. C. — ALFRED JULIAN, alias HENRY MITCHELL, MAJOR HALL, and CAPTAIN FISHER, age 45, height 5 ft. 6J in., complexion dark, hair and mous- tache dark brown, eyes grey, scir top and back of head, vaccination marks both arms, scars right side, buttock, elbow and groin, ruptured left side, tree and two birds right forearm ; dress, dark suit. Respectable appearance. Has been convicted for similar frauds At Morpeth, April, 1882, and sentenced to 12 months' imprisonment ; Derby, April, 1883, to 5 years' penal servitude ; liberated at Portsmouth, 29th March, 1887 Office No. 32593. Is also wanted for failing to report, Police Gazette, 1st July, and Cases No. 9 and 21, 28th October last. Warrant issued. 4.— P Division.— For stealing, 8th inst., a gentleman's dark mixture overcoat, black diagonal under ditto and vest, and light mixture trousers — JOSEPH MIDGLEY, a deserter from Royal Artillery at Woolwich, age 30, height 5 ft. 5 in., stout build, complexion, hair, and moustache dark, eyes grey, " female dancing on barrel," three fishes, and bracelet tattooed on arms ; rings on three fingers left hand. His stepfather, Joseph Thompson, resides at Wiston Selby, and other relatives at Bradford and Dacerbanks, Yorkshire. 5.— S Division— For night poaching— HODELL or ODELL, age 22, height 5 ft. 4 in, complexion swarthy, hair and moustache, ( slight) dark; diess, coachman's drab cloth coat or velveteen jacket with pearl buttons, tight- fitting worsted cord trousers.— SMITH, a gipsy, age 19, height 5 ft., complexion dark ; dress, dark clothes, soft felt hat. Travelling chair- menders. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 6.— Woodcut portrait and description of JOHN CLARRICOATS, a clerk, late of Vine Cottage, Cat- ford- bridge, Kent, whose apprehension is sought for forgery— age 48, height 5 ft. 6 in., stout build, hair ( very thick), moustache, and side whiskers ( turning grey), and eyes ( full) dark, has a habit of biting his upper lip ; dress, dark clothes, high hat, wears a large double chain. Absconded 3rd inst. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. ABERDEENSHIRE. 7.— Aberdeen { County).— For cattle stealing, July, 1886 — JOHN PROCTOR, alias ROBERT ALEXANDER, age 26, height 5 ft. 8 or 9 in., com- plexion fresh, hair brown, moustache ( if any) very slight, heavy eyebrows, full face, scar above one eye. A native of Aberdeenshire ; but speaks with an Eng- lish accent. Fled to America at the time of the offence, but returned lately and enlisted in the Scots Fusiliers at Edinburgh, 9th October last, joined the regiment at Ayr, and on 21st ult. obtained 7 days' leave, but failed to return. Regimental name and number, " William Deenry, 2177." Wore a medal which he boasted having received from the Canadian Government for taking part in the operations to suppress the Reil Rebellion. May endeavour to re- enlist. Not to be apprehended out of the United Kingdom, Warrant issued. Information to Major Ross, Chief Constable, Aber- deen. AYRSHIRE. 8.— Ayr ( County).— For failing to surrender to his recognisances at Kilmarnock, 21st ult., for forgery at Saltcoats— DAVID HUNTER, alias GRAEME HUN- TER, lately newspaper reporter at Ardrossan, age 26, height 6 fr., complexion fresh, hair, side whiskers ( thin), and moustache dark, chin shaved, eyes dark brown, long face, high cheek- bones, prominent chin, f THE POLICE GAZETTE, FRIDAY, DECEMBER 16, 1887. broad shoulders, stoops when walking, is very talka- tive, and of good address; dress, dark corded cloth coat and vest, dark trousers with light thread through- out, dark hard felt hat- all shabby. Is well known about the cattle market, Glasgow, as a " hanger on," and occasionally employed as clerk. May have got employment as a reporter for some newspiper. Warrant issued. Information to Captain McHardy, Chief Constable, Ayr BERKSHIRE. 9.— Wantage ( County).— For wilfully casting, in an exposed place, grain steeped with poison CHARLES LOADER, alias FORDHAM, vermin killer, age about 50, height 5 ft. 9 in., very stout, com- plexion, hair ( turning grey), and moustache ( heavy) dark; respectable appearance. SINCLAIlt, age about 30, height 5 ft. 4 or 5 in., slight, complexion sallow, hair ( cut short) and moustache dark, pointed chin ; dress, light plaid jacket and vest, with dark ditto under, dark tweed trousers, light brown hit; carried a stick. Warrant issued. Information to Supt. Hayts, Windsor. CAMBRIDGESHIRE. 11.— Cambridge ( Borough).— For obtaining. 17th ult., by means of fictitious cheques, 2 diamond rings ( one siogle stone, mounted in 18 carat gold, split shank, " 2520" scratched inside ; one a fine stone, half hoop, " 664" scratched inside— A MAN, age 25 to 30, height about 5 ft. 8 in., complexion sallow, hair light brown, rather flit nose, spoke with an American accent; dress, light drab covert coat, brown mixture cloth trousers, striped cap and gown. Passed two more cheques for £ 75 each, one No. 133,958, at the London and County Bank, Hanover- square, and one, No. 1339G0, at Mappin's, Regent- street. Has several more in his possession on Messrs. E B, G. E, and C. F. Foster's Bink, Cambridge. Information to Chief Constable Turrall, Cambridge. CARNARVONSHIRE. 12.— Carnarvon ( County).— For arson at Bettws- y- Coed, 6th September last ( See Case JVo. 9, 23rcl September) - EDWARD DAVIES, alias NED SIANDWS and NED Y TINKER- MAWR, a tinman, age 50 to 55, height 5 ft. 9 in, complexion fresh, ha' i and moustache turning grey, may have scars on face ; dre; s, shabby brown coat, cor J trousers, hard felt hat Has a brother residing at Henllan, and one at Carnar- von. May be found selling spectacles and some liquid used for polishing plated goods. Was seen at Absryst- with some time ago, and is supposed to have gone to South Wales. A native of Denbigh. Warrant issued. Information to the Chief Constable, Carnarvon. CHESHIRE. 13.— Aitrincha m ( County).— For stealing a horse and bridle ( recovered)— EDWIN CLOWES, age 28, height 5 ft. 3 in., complexion fresh, hair brown, eyes hazel, scars right side of head, centre of forehead, above right wrist ( burn), and on Ist and 2nd right fkgers; dress, light mixture tweed jacket and vest, cardigan jacket underneath, moleskin trousers, blue s: lk handkerchief around neck, peak cap, and clogs. A boatman ; native of Stoke- on- Trent. Warrant issued. Information to Supt. Leighton, Altrincham. 14.— B roxf on l County).— For stealing a silver lever watch, No. 9709, maker " Welmon, Bangor, 232," '• George Ennion " scratched inside case— THOMAS CLARKE, age 22, height 5 ft. 4 in, complexion fresh, hair ( curly) and moustache ( slight) dark, tattooed both arms, anchor on back of hand ; dress, brown over- coat, brown plaid suit, white muffler, hard hat. Recently purchased his discharge from the 3rd Battalion Rifle Brigade, and has since been employed at the Birkenhead Railway Goods' Station. A native of Chester. Warrant issued. Information to Supt. Downes, Broxton. 15.— Chester ( City).— For stealing a black stiff coa horse, 5 years, between 14 and 15 hands, white fetlocks— A MAN, age about 30, height 5 ft. 10 or 11 in., complexion florid, clean shaved, thin features ; dress, brown suit, and hard felt hat with flat top. Who induced the owner to agree to an exchange for a light hay carthorse ( useless), which was afterwards to be repurcha ed, but as soon as he got possession of the cob, mounted him and galloped ofl, leaving the worth- less horse behind. Was accompanied by two men, 1st, height 5 ft. 5 or 6 in., clean shaved except about an inch of dark whiskers, on each cheek, round face ; dress, light plaid suit.— 2nd, age 2C to 30, height about 5 ft. 8 in., walked with a stick, and apparently had a stiff leg ; dress, dark brown plaid suit. Warrant issued. Information to the Chief Constable, Town Hall, Chester. 16.— Macclesfield ( Borough).— For failing to re- port — Supervisee WILLIAM HALLAM, alias MAYERS, MARES, and REYNOLDS, age 42, height 5 ft. 6 in., complexion dark, hair brown, eyes grey, cupping marks back of neck, indistinct letters back left hand. Sentenced at Salford, 3rd December, 1887, to 10 years' penal servitude and 7 years' supervision for felony. D 1331. Information to the Chief Constable, Macclesfield. 17.— Stockport ( Borough).— For stealing a watch ( recovered), 5th inst. — ALFRED WORSH, alias JAMES CLARKE, a sailor or labourer, age 25, height 5 ft. 5| in., complexion fresh, . liair light brown, mous- tache light, " true love," cross flags, crucifix, and Jerusalem crest, and sailor's head left arm ; Jerusalem and crest 1882, and tombstone right arm ; wreath and female on breast; dress, black ribbed worsted over- coat, dark speckled coat, blue vest, dark speckled trousers, white muffler, lace boots, black hard felt hat, all much worn. He often goes on voyages on merchant ships, sailing from Liverpool, supposed in the name of James Clarke. Absconded 4th inst., and supposed to be making his way to some seaport town. Information to Lieut.- Colonel Staples, Chief Con- ttable, Stockport. DEVONSHIRE. 18.— Exeter ( City).— For stealing, 28th ult., a black cutaway coat, spotted pink lining, with very small dots, and a vest to match— EDWARD PRIOR, age about 24, height 5 ft. 11 in., complexion fair, smart appearance; dress, brown overcoat, black ribbed jacket ( much worn at wrist), brown guernsey, lace boots, hard felt hat. A painter ; native of Oxford. Information to the Chief Constable Guildhall, Exeter. DUMFRIESSHIRE. 19.— Dumfries ( County).— For obtaining goods by false pretences- ALEXANDER BOWSTEAD, alias BOMESTEAD and HEATHERTON, age 30, height 5 ft. 5 or 6 in., hair ( bald on top) side whiskers ( thin) moustache, and eyes dark, bow legged, turns his toes out when walking ; dress, blue jacket, dark vest, striped trousers, strong lace boots, soft felt hat. Likely to be employed as a cattleman on some farm. Supposed native of Cumberland. Warrant issued. Information to Chief Constable Jones, Dumfries. ESSEX. 20.— Brentwood ( County).— For stealing a watch, 22nd August last- EDWIN SEYMOUR JOYCE, age 28, height 5 ft. 7 in , complexion, hair, and eyes dark, moustache light, face and hands freckled, broad shoul- ders, stoops slightly ; dress, light dust coat, blue and- brown mixture tweed coat and vest, shepherd's plaid trousers, round felt hat; carried a black bag, initials " E. S. J." painted on side. A baker; native of Cor- hampton, Hampshire. Has been employed by the Singer's Sewing Machine Company as canvasser at Brighton and Hay ward's Heath. Warrant issued. Information to Supt. Dobson, Brentwood. 21.— Dunrnow ( County).— For obtaining goods by false pretences- ROSS ROSTER SCOTT, alias ROSS SCOTT, age 30, height 5 ft. 8 in., complexion fair, hair light brown, eyes blue, clean shaved, prominent teeth, impediment in speech, face rather blotchy; dress, brown cloth overcoat, black hard felt hat. A native of Felsham, near Woolpit, Suffolk. Warrant issued. Information to Supt. Ackers, Dunmow. 22.— Colchester ( Borough).— For stealing a horse and cart ( recovered), also a blue pilot jacket ( much worn), grey tweed linirg, black buttons, and a dirty white mackintosh, no sleeves, large cape, white but- tons— ELIJAH HUTCHINSON, fish hawker, Super- visee, Office No. 24446, age 42, height 5 ft. 4 in., com- plexion dark, hair light brown, eyes grey, slightly pockpitted, small mole on cheek, scar on forehead and eyebrow, first finger- nail right hand injured, 5 scars between shoulders left side; dress, brown coat, blue guernsey, brown corduroy trousers, black billycock hat. Also wanted for failing to report. Sentenced at Chelmsford, 16th October, 1871, to 7 years' penal ser- vitude and 5 years' police supervision for horse steal- ing. E 913. Warrant issued. Information to Chief Constable Coombs, Colchester. Kingswood Reformatory School— JAMES NORMAN age 15, height 5 ft., complexion fair, hair brown, eyes hazel, several dots tattooed left arm, bracelet right wrist, J. and 3 dots right arm; dress, corduroy suit. A native of 45, Cambridge- lane, East Plymouth. The above reward will be paid by Mr. Jerram, Kings- wood Reformatory, for his apprehension. Information to Supt. Matthews, Fishponds. HAMPSHIRE. 24.— Aldershot ( County).— For shopbreaking, 1st inst., and stealing a sum of money and a quantity of postage- stamps— CHARLES WILLIAM WESTON age 27, height 5 ft. 6 in., complexion fair, hair and moustache light biown ; dress, black Irish frieze over- coat, short black under ditto, light cord trousers, lace boots. Served 12 years in the Army Service Corps. Warrant issued. Information to Supt. Brinson, Aldershot. HEREFORDSHIRE. 25.— K ington ( County).— For night poaching— THOMAS LAYMAN, a notorious poacher, age about 30, height 5 ft. 6 or 7 in., complexion dark, awkward gait, and walks rather lame; dress, dark jackct and vest, cord or moleskin trousers, billycock hat. Warrant issued. Information to Supt. Edwards, Kir. gton. 26.— Ross ( County).— For stealing a pony, 8th October last ( recovered at Monmouth)— EDWARD HOLMES, alias FONES, HONES, KNACKER NED, and HARD- OF- HEAHING NED, age 53, height 5 ft. 7* in., complexion fresh, hair ( bald on top) grey, eyts dark hazel, clean shaved, end of right little finger crushed ; dress, dark blue pilot jacket, white moleskin trousers and vest, blue muffler and silk handkerchief, black hard felt hat ( all nearly new). A native of Langley Green, near Oldbury. Is well- known at West Bromwich, Handsworth, and Birmingham, where he was employed as coal jagger. Convicted at Longton 25th April, 1879, for stealing iron, and sentenced to 2 months' imprisonment; and at Stafford Assizes, 14th July, 1883, for stealing a horse at Bilston, and sen- tenced to 12 months'imprisonment. Photograph will be forwarded on application. Warrant issued. Information to Supt. Smith, Ross. HERTFORDSHIRE. 27.— Ware [. County).— For stealing a large number of watches entrusted to him to repair.— JOSEPH KETTERN, age 26, height about 5 ft. 6 or 7 in., com- plexion, hair, moustache, and eyes dark, high shouldered, turns his toes in when walking, and when speaking uses the same words several times. A travelling watch and clock repairer. Native of Germany. Has been employed in London. Warrant issued. Information to Supt. Hilton, Ware. LANCASHIRE. 28.— Rochdale ( County). — For embezzling £ 20 7s. 7d.— JAMES HENTHORNE, age 25, height 5 ft. 7 in., complexion fresh, hair and moustache light brown, eyes brown, full round face, quick walker ; dress, light grc- y suit, black hard felt hat. May endea- vour to go abroad. Warrant issued. Information to Supt. Tindale, Rochdale. 29.— Manchester ( City).— For larceny from an hotel— PHILLIP PANNETT, age 18, medium height, stout build, complexion fresh, hair and eyes brown, rose tattooed between thumb and forefinger right hand, brown scar side of left eye, ring tattooed little finger left hand ; dressed respectably. Was pre- viously convicted in November, 1883, for larceny, and sent to a reformatory for 5 years. Was also arrested in London, 22nd May last, for laceny in Manchester. Information to the Deputy Chief Constable, Man- chester. 30.— Bolton ( BoroughJ.— Woodcut portrait and GLOUCESTERSHIRE. £ 1 REWARD. 23.— Fishponds ( County). — Absconded from TUESDAY, DECEMBER 297, 18S7. T H E POLICE GAZETTE. description of WILLI AM H O W ART H, alias WILLIAM WALMSLEY, WILLIAM ATHERTON, WOLSTEN- HOLME, and YORKSHIRE BILLY, a farm labourer, whose apprehension is sought for failing to surrender to his recognisances at Salford Sessions, for stealing 2 heifers at Longworth ; age 62, height 5 ft. 3J in., com- plexion very fresh, hair ( slightly tinged with grey) light brown, eyes blue ; dress, grey tweed coat and vest, ribbed fustian trousers, blucher boots and cap. Is well known in the Buckrose Division of the East Riding of Yorkshire, and in West Staincliffe Division of the West Riding. Has dealt in calves at Settle and Olitheroe; was last employed at Red Valves Farm, Bury. Warrant issued. Information to Supt. Eatough, Bolton. 31.— Rochdale ( Borough).— Woodcut portraitand description of JOHN RENTON ARCHIBALD, alias LONSDALE, whose apprehension is sought tor steal- ing £ 600— age 47, height 5 ft. 7 or 8 in., complexion fresh, hair and moustache grey, head nearly bald; dressed respectably. Absconded from this town 8th inst., where he had been since 14th ult. acting as agent for Mr. Lonsdale, inventor and patenteeof the " Magnetaire," 447, Strand. Supposed native of Scot- land. Is accompanied by his wife, whose relations reside at 87, Tabley- road, Tufnell- park, London. Warrant issued. Information to Chief Constable Wilkinson, Roch- dale. 32.— Salford ( Borough).— For failing to re- port— Supervisees THOMAS SMITH, Office No. 34205, age 34, height 5 ft. 9 in., complexion fresh, hair dark brown, eyes hazel, left little toe deformed, scars on right of forehead and bridge of nose— RICHARD CONWAY, Office No. 32559, age 31, height 5 ft. 4 in , complexion fresh, hair dark brown, eyes brown, D. W., anchor, and blue dots on back of left hand, scar on back of right. Smith, sentenced at Salford on 4th December, 1882, to 5 years' penal servitude and 7 years' police supervision for larceny. I 1109. Conway, sentenced at Salford, 11th January, 1886, to 14 months' imprisonment and 5 years' police supervision for larceny. 5097. His modus operandi is to open a shop for a few weeks as an importer and exporter of boots and shoes, and having obtained a large quantity, sends them to an auctioneer in another town. In the present case the wife of this man left North amptonfor London ( Broad- street, City) on the 12th ult. with two boxes and two parcels of boots, and again on the 15th ult. with a case and three parcels of boots, and at 6 p. m., same date, Fletcher left for Willesden with a large parcel of boots, and the whole are be- lieved to have been taken to an auctioneer in London.
