REGULATIONS- All announcements for insertion in the POLICE GAZET. 1, and all communications upon them thould be addressed, to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, . LONDON, S. W. 5!. Particulars concerning persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 5. Particulars as lo stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. A. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of ttolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of " s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ft Announcements concerning stolen property must be guaranteed by a- i ujher of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a numSer ana an alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted im the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Edi'. c-- notice of the fact, referri/ ig to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will it* wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mm be clearly written on one side of the paper only, be in the usual form, and accompanied by i covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by chequt crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order or ise Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Sir. J ami, Willing, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing can only be accepted as advertisements J. Houso, Edttoc. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form p? t fai th in my circular of the 7th of November, Io83. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. IMOTSCE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other pa ty." " In. no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own t ibjects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT, 1.— A Division.— For stealing, 15th ult., 1 silver Geneva open- face watch, gold hinges, in brown leather case ; 3 gold rings ( one half- hoop brilliant, rose points, gallery setting; one marquise, set diamonds and pearls ; one set sapphire and pearls) ; 1 small silver box, true lover's knot and date engraved thereon; silver cigarette case, enamelled, head of bulldog thereon ; 3 gold brooches ( one set malachite stone, one coral, crescent shape, spt rose diamonds); 1 ivory cigarette case, " Pustrie" in black letters thereon— A MAN, who called to view a furnished house, age about 47, height 5 ft. 7 in., comple\ ion pale, reddish nose whiskers and moustache ( turning grey) brown ; dress brown overcoat, velvet collar, high silk hat, black cloth boots, patent leather fronts, of Jewish appear ance, and spoke with a foreign accent. 2.— N Division.— For stealing, 20th ult.— A strawberry roan mare, aged, 14J hands, sand crack off fore foot, hog mane, docked tail, blind right eye long pony barrow painted dull red, " A " cut on shaft round holes in felloes of both wheels, odd caps, and harness consisting of an old military saddle, brass mounted bridle, monogram H R. S. on blinkers— GEORGE , alias ARSEN, age 22, height 5 ft. 8 in complexion fair, hair and small moustache sandy, lost right eye, wears a patch over same ; dress, cord jacket, moleskin back and sleeves, lace boots, hard felt hat; appearance of a gipsy.— JACK , age 30, com- plexion dark, dressed as a low horse coper, of gipsy appearance. Last seen outside a public- house at Market place, Hertford, 27th ult. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 3.— For fraud ( falsely representing himself as an employe of Messrs. Swan and Edgar, Regent- street) — FRANK COOK, alias DISNEY, age 21, short, complexion very fair, full face ; dress, black coat and high hat. Has a sister residing at 5, Park Villas, Margery- road, Upton, a brother at 30, Cobbold- road, and friends in Station- road, Forest- gate. Warrant issued. 4.- For felony — ARTHUR MUNROE, age 15, height 5 ft. 2 in., complexion fresh, hair dark eyes hazel, impediment in speech. A page boy. Parents reside at 11, Nelson- street, Commercial- road, E. Was charged at Bow- street with felony, 25th ult.; but discharged for want of evidence. 5.— For forgery.— THOMAS FANQUINSON alias JOHN CLIFTON, age 18 to 20, height 5 ft. 7 or 8 in., complexion pale, hair, moustache ( small), and eye- brows ( heavy), black. Lame in right leg, and walks with a crutch. Dress, blue overcoat, dark blue jacket and vest, dark trousers, black felt hat. Has been in the habit of having letters addressed _ to liim at tobacconists' shops, answering advertisements in the Exchange and Mart. Absconded 19th ult. Warrant issued. 6.— For fraud.— A man who gave the name of J. LESLIE, age 27, height 5 ft. 7 in , hair and moustache light brown, eyes grey; dress, morning coat, light ( small check) trousers, and high hat. Warrant issued. Information to Inspector Mc William, 26, Old Jewry, EC. ABERDEENSHIRE. 7.— Aberdeen { County).— For cattle stealing, July, 1886 — JOHN PROCTOR, alias ROBERT ALEXANDER, age 26, height 5 ft. 8 or 9 in., com- plexion fresh, hair brown, moustache ( if any) very slight, heavy eyebrows, full face, scar above one eye. A native of Aberdeenshire; but speaks with an Eng- lish accent. Fled to America at the time of the offence, but returned lately and enlisted in the Scots Fusiliers at Edinburgh, 9th October last, joined the regiment at Ayr, and on 21st ult. obtained 7 days' leave, but failed to return. Regimental name and number, " William Deenry, 2177 Wore a medal which he boasted having received from the Canadian Government for taking part in the operations to suppress the Reil Rebellion. May endeavour to re- enlist. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Major Ross, Chief Constable, Aber- deen. BERKSHIRE. 8— Windsor ( Borough).— For obtaining money by false pretences, 24th ultimo — T. SINCLAIR, age about 30, height 5 ft. 4 or 5 in., slight, complexion sallow, hair ( cut short) and moustache dark, pointed chin; dress, light plaid jacket and vest, with dark ditto under, dark tweed trousers, light brown hat; carried a stick. Warrant issued. Information to Supt. Hayes, Windsor. CAMBRIDGESHIRE. 9.— Cambridge ( Borough).— For obtaining, 17th ult., by means of fictitious cheques, 2 diamond rings ( one single stone, mounted in 18 carat gold, split shank, " 2520" scratched inside ; one a fine stone, half hoop, " 664" scratched inside— A MAN, age 25 to 30, height about 5 ft. 8 in., complexion sallow, hair light brown, rather flat nose, spoke with an American accent; dress, light drab covert coat, brown mixture cloth trousers, striped cap and gown. Passed two more cheques for £ 75 each, one No. 133,958, at the London and County Bank, Hanover- square, and one, No. 133960, at Mappin's, Regent street. Has several more in his possession on Messrs. E. B, G. E, and C. F. Foster's Bank, Cambridge. Information to Chief Constable Turrall, Cambridge. CHESHIRE. 10.— Altrincham ( County).— For stealing ahorse and bridle ( recovered)— EDWIN CLOWES, age 28, height 5 ft. 3 in., complexion fresh, hair brown, eyes hazel, scars right side of head, centre of forehead, above right wrist ( burn), and on 1st and 2nd right fiDgers; dress, light mixture tweed jacket and vest, cardigan jacket underneath, moleskin trousers, blue 2 THE POLICE GAZETTE, FIUDAY, DECEMBEB 9, 18& 7. silk handkerchief around neck, peak cap, and cloga. A boatman; native of Stoke- on- Trent. Warrant issued. Information to Supt. Leighton, Altrincham. 11.— Chester ( City).— For stealing a black stiff cob horse, 5 years, between 14 and 15 hands, white fetlocks— A MAN, age about 30, height 5 ft. 10 or 11 in., complexion florid, clean shaved, thin features ; dress, brown suit, and hard felt hat with flat top. Who induced the owner to agree to an exchange for a light bay carthorse ( useless), which was afterwards to be repurchased, but as soon as he got possession of the cob, mounted him and galloped off, leaving the worth- less horse behind. Was accompanied by two men, lst, height 5 ft. 5 or 6 in., clean shaved except about an inch of dark whiskers, on each cheek, round face ; dress, light plaid suit— 2nd, age 2G to 30, height about 5 ft. 8 in., walked with a stick, and apparently had a stiff leg; dress, dark brown plaid suit. Warrant issued. Information to the Chief Constable, Town Hall, Chester. 12.— Stockport ( Borough).— For stealing a watch ( recovered), 5th inst. — ALFRED WORSH, alias JAMES CLARKE, a sailor or labourer, age 25, height 5 ft. 53 in., complexion fresh, [ hair light brown, mous- tache light, " true love," cross flags, crucifix, and Jerusalem crest, and sailor's head left arm ; Jerusalem and crest 1882, and tombstone right arm ; wreath and female on breast; dress, black ribbed worsted over- coat, dark speckled coat, blue vest, dark speckled trousers, white muffler, lace boots, black hard felt hat, all much worn. He often goes on voyages on merchant ships, sailing from Liverpool, supposed in the name of James Clarke. Absconded 4th inst., and supposed to be making his way to some seaport town. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. DEVONSHIRE. 13.— Exeter ( City).— For stealing, 28th ult., a black cutaway coat, spotted pink lining, with very small dots, and a vest to match- EDWARD PRIOR, age about 24, height 5 ft. 11 in., complexion fair, smart appearance; dress, brown overcoat, black ribbed jacket ( much worn at wrist), brown guernsey, lace boots, hard felt hat. A painter ; native of Oxford. Information to the Chief Constable Guildhall, Exeter. ESSEX. 14.— Colchester ( Borough).— For stealing a horse and cart ( recovered), also a blue pilot jacket ( much worn), grey tweed lining, black buttons, and a dirty white mackintosh, no sleeves, large cape, white but- tons— ELIJAH HUTCHINSON, fish hawker, Super- visee, Office No. 24446, age 42, height 5 ft 4 in., com- plexion dark, hair light brown, eyes grey, slightly pockpitted, small mole on cheek, scar on forehead and eyebrow, first finger- nail right hand injured, 5 scars between shoulders left side; dress, brown coat, blue guernsey, brown corduroy trousers, black billycock hat. Also wanted for failing to report. Sentenced at Chelmsford, 16th October, 1871, to 7 years' penal ser- vitude and 5 years' police supervision for horse steal- ing. E 913. Warrant issued. Information to Chief Constable Coombs, Colchester. GLAMORGANSHIRE. £ 2 REWARD. 15.— Neath ( Borough).— Escaped from Ty Segur Reformatory School, 24th ult.— CHARLES WHITTY age 16, height 5 ft. 4 in., hair brown, eyes hazel, scar on nose, moles under right eye, throat, and right shoulder. A native of Ross. — ALBERT JOHN ROBERTS, age 16, height 5 ft. G in., complexion fresh, hair brown, eyes blue, small scar right wrist both dressed in cord jacket and trousers and Scotch cap, stamped " Glamorganshire Reformatory School." Will probably change their clothes, and endeavour to proceed to sea. Information to Supt. Phillips, Neath, by whom the above reward will be paid for their apprehension. trousers and vest, blue muffler and silk handkerchief, black hard felt hat ( all nearly new). A native of Langley Green, near Oldbury. Is well- known at West Bromwich, Handsworth, and Birmingham, where he was employed as coal jagger. Convicted at Longton 25th April, 1879, for stealing iron, and sentenced to 2 months' imprisonment; and at Stafford Assizes, 14th July, 1883, for stealing a horse at Bilston, and sen- tenced to 12 months'imprisonment. Photograph will be forwarded on application. Warrant issued. Information to Supt. Smith, Ross. HEREFORDSHIRE. 16.— Kington ( County).— For night poaching— THOMAS LAYMAN, a notorious poacher, age about 30, height 5 ft. 6 or 7 in., complexion dark, awkward gait, and walks rather lame ; dress, dark jacket and vest, cord or moleskin trousers, billycock hat. Warrant issued. Information to Supt. Edwards, Kington. 17.— Ross ( County).— For stealing a pony, 8th October last ( recovered at Monmouth)— EDWARD HOLMES, alias FONES, HONES, KNACKER NED and HARD- OF- HEARING NED, age 53, height 5 ft. 7j in., complexion fresh, hair ( bald on top) grey, eyes dark hazel, clean shaved, end of right little finger crushed; dress, dark blue pilot jacket, white moleskin LANCASHIRE. 18.— Leigh ( County).— Escaped from custody 5th inst., charged with obtaining money by threats, 4th October last. — JOHN GREEN, age 22, height 5 ft. 6 in., complexian pale, hair ( turning grey) dark, eyes ( glides with right) blue; dress, black overcoat and trousers, lace boots black soft felt hat— all old. Supposed native of Liverpool. Information to Supt. Weir, Leigh. 19.— Liverpool ( City).— For failing to report- License Holder JOHN MACSHEA, alias GEORGE WILLIAMS and WILLIAM WALKER, Office No. 34004, age 48, height 5 ft. 6 in., complexion dark, hair and eyes grey, several moles on neck, scar bridge of ie. Sentenced at Liverpool, 21st February, 1877, to 14 years penal servitude for larceny ( person). Li- censed 22nd October last. U D 220.— License Holder JOHN WILLIAMS, alias MARTIN, ARTHUR MURPHY, and QUICK, Office No. 33916, age 62, height 5 ft. 5 in., complexion fresh, hair and eyes grey, scar right thumb, pockmarks right shoulder and back. Sentenced at Liverpool, 12th November, 1883, to 5 years' penal servitude for burglary. Licensed 18th Oct. last. Z J 847. Information to the Chief Superintendent, Detective Department, Liverpool. 20.— Manchester ( City).— For failing to report- Supervisee MARY BROWN, Office No. 30967, age 25 height 5 ft., complexion fresh, hair dark brown, eyes brown, wart right side neck. Sentenced at Salford, 13th April, 1885, to 15 months'hard labour and 4 years' police supervision for larceny. 61.— Supervisee AGNES CLARE, alias LARKIN, Office No. 15944, age 41, height 5 ft. 1 in., complexion fair, hair brown, eyes blue, lost several top teeth, two scars on forehead. Sentenced at Manchester, 23rd October, 1875, to 7 years' penal servitude and 7 years' police supervision for larceny.— Supervisee PATRICK ARMSTRONG, Office No. 21977, age 28, height 5 ft. 4 in., complexion fresh, hair brown, eyes grey, scars on forehead and each eyebrow, lost 2nd left finger. Sentenced at Man- chester, 15th June, 188- 2, to 12 months'hard labour and 7 years' police supervision for larceny ( person). 68354 Supervisee THOMAS McWILLIAMS, alias THOMAS JENKINS, Office No. 26678, age 37, height 5 ft. 2 in., complexion fresh, bair brown, eyes grey, castle, woman, and man's head, heart, cross, and anchor on chest, coat of arms and other blue marks right forearm, mermaid, sailor, and other blue marks left forearm. Sentenced at Manchester, 14th Octo- ber, 1886, to 12 months'hard labour and 1 year's police supervision for larceny.— Supervisee JANE JONES, alias MOTTERSHEAD and ANDERSON, Office No. 34209, age 51, height 4 ft. 11 in., complexion sallow, hair dark brown, eyes grey, left ear slit, mole right wrist, lost three upper front teeth. Sentenced at Man- chester, 14th April, 1887, to 7 months' hard labour and 3 years' police supervision for larceny.— Supervisee MARY ANN WILLIAMS, Office No. 20887, age 39, height 5 ft. 1 in., complexion dark, hair brown, eyes brown, small mole left of face, lost two upper front teeth. Sentenced at Manchester, 12th April, 1832, to 9 months' hard labour and 7 years' police supervision for larceny. 66585.- Supervisee WILLIAM ASH- TON, alias JAMES LANE, Office No. 17939, age 33, height 5 ft. 2 in., complexion fresh, hair brown, eyes blue, small scar under right arm ( scald), mole under left breast. Sentenced at Manchester, 10th February, 1881, to 9 months' hard labour and 7 years' police supervision for larceny.— Supervisee JOHN JONES, alias HY. THOMPSON, SYDNEY HOWARTH, and JNO. HOWARD, Office No. 24327, age 49, height 5 ft. 2 in., complexion fair, hair light brown, eyes grey, scars on forehead, left eyebrow, nose, right side mouth and under jaw, flogging marks on back. Sen- tenced at Kirkdale, 31st October, 1871, to 10 years' penal servitude and 7 years' police supervision for lar- ceny ( person). Information to the Deputy Chief Constable of Man- chester. 21.— Warrington ( Borough).— For stealing a quantity of drugs, 15th October last— ANDREW MAKENZIE GUTHRIE, alias MAKENZIE, mineral water, ginger beer, and cordial maker, age 49, height 5 ft. 9 in., complexion fresh, hair ( turning grey) light, eyes grey, bridge of nose broken, right eye twitches, cut marks on cheeks, under eyes. A Scotchman. Supposed previously convicted at Liverpool, Chester, & c. Was at Prescot, St. Helens, and Widnes last week. Is accompanied by a woman, age about 44, who assists him disposing of stolen property ; and also attends markets selling ginger beer and mineral waters. Warrant issued. Information to the Chief Constable, Warrington. LEICESTERSHIRE. 22.— Leicester ( Borough). For stealing £ 55, a gold English lever watch, and a gold albert, round links, twisted, with key attached, by means of the confidence trick, 26th ult.— ANTONIO LOMBERTI, an Italian, age 30 to 35, height 5 ft. 6 in., complexion fair, whis- kers light; dress, dark blue overcoat, black worsted trousers and vest, white scarf, black billycock hat, wore a large gold guard.— ANTONIO FERERO, an Italian, age about 24, height 5 ft. 3 or 4 in., stout build, whiskers and moustache slight; dress, light overcoat, blue- and- black square pattern trousers, blue- and- red striped silk neckerchief, brown billycock hat. Information to Head Constable Duns, Leicester. LINCOLNSHIRE. 23.— Boston ( Borough).— For stealing, 26th ult., 6 dessert spoons, 6 small size forks, and 6 tea spoons, marked " M. G." ; 4 table- spoons, marked " M. G." or " J. E. G." ; 2 fancy sugar ditto, and 1 pair sugar bows, marked " J. E. Q.," and 3 tea caddy spoons— all silver— DANIEL HENSON REED, alias SMITH, age about 33, height 5 ft. 7 or 8 in., complexion pale, hair, side whiskers, and moustache black, chin shaved, eyebrows meet, right arm withered and short, and carries his right shoulder forward, walks rather badly ; dress ( supposed), black frock coat, small dark striped trousers, hard felt hat, wore brown astrachan gloves. A painter, and uses his left hand when working; native of Peterborough, where his father keeps the " Queen's Head " public- house. Warrant issued. Information to Head Constable Bellamy, Boston. NORFOLK. 24.— Holt ( County).— For assaulting police — WILLIAM LAMB, age 30 to 35, height 5 ft. 6 or 7 in., complexion fresh, hair brown, whiskers and moustache sandy; dress, velveteen sleeve waistcoat and cord trousers. Travels through Norfolk, Suffolk, and Essex with a van, his wife selling tin ware. Associates with low pony and donkey dealers. Warrant issued. Information to Supt. Parr, Holt. NORTHAMPTONSHIRE. 25.— Northampton ( Borough).— For stealing a large quantity of boots— HENRY FLETCHER ( sup- posed false), a Polish Jew, age about 40, height 5 ft. 2 or 3 in., complexion pale, full round£ ace_. moustache ( turn- ing grey) dark, speaks with a strong German accent ; dress, black frock coat and black silk hat. His modus operandi is to open a shop for a few weeks as an importer and exporter of boots and shoes, and having obtained a large quantity, sends them to an auctioneer in another town. In the present case the wife of this man left North- ampton for London ( Broad- street, City) on the 12th ult. with two boxes and two parcels of boots, and again on the 15th ult. with a case and three parcels of boots, and at C p. m., same date, Fletcher left for Willesden with a large parcel of boots, and the whole are be- lieved to have been taken to an auctioneer in London. Warrant issued. Information to the Chief Constable, Northampton. STAFFORDSHIRE. 26.— Bilston ( County).— For failing to report- License Holder HARRIET JONES, Office No. 32827, age 26, height 5 ft. 2 in , complexion pale, hair and eyes brown, slender build ; dress, cotton skirt, plaid shawl, black hat trimmed black velvet, old side- spring boots. Sentenced at Stafford, lst January, 1883, to 6 years' penal servitude for larceny. Licensed 15th April, 1887, J 14. 27.— Burton- on- Trent ( County).— For failing to report— Supervisee JAMES TAYLOR, Office No. 28379, age 29, height 5 ft. 9 in., complexion fresh, hair brown eyes grey, scar centre of forehead. These words are not addressed to those who knew nothing of Him, but to a luke- warm church whose water was no' bilin'. If we want light, heat, joy, power, we must fling open our hearts to Jesus. When we get a whole Christ into a whole heart— when we open room after room and let Jesus own us, and train us, and cleanse us, and have full sway, then we shall get a tide from heaven s ocean of love, our joy will be full, and we shall realise what Paul meant when he said, Christ in you the Hope of Glory."
