IV., No. 410 ~ HEGULATIONS- 3 * f\, All announcements for insertion in the POLICE GAZET. and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 6- Portraits of persons whose apprehension is sought for serious offences, and engravings of \ tolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be sigued by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. H. Announcements concerning stolen property must be guaranteed by a- i officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number and alphabetically arranged by counties. 9 The force which causes particulars concerning delinquents, or stolen property to be inserted { oi the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit '. a the Editr notice of the fact, referring to the number of the announcement for insertion in ihe next issue. 10. In all cases, the officer signing the request for insertion of any announcement will a. wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later tf. ar noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mus. be clearly written on one side of the paper only, be in the usual form, and accompanied by r covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheous crossed " Drummond § Co.," Post Office Order payable at Charing Cross, Postal Order or w Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Witling, Ijs Strand, London, the sole Agent, who will furnish the rates on application. 14. J.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the Police Gazette, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. A Declaration was signed in London on the 21 st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other pa ty." " In no case, nor under any consideration whatever, shall the High Contracting Parties he hound to surrender their own s objects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT- 1.— N Division.— For stealing, 2Gth ult.— A strawberry roan mare, aged, 14\ hands, sand crack off fore foot, hog mane, docked tail, blind right eye ; a long pony barrow painted du'l red, <; A " cut on shaft, round holes in felloes of both wheels, odd caps, and harness consisting of an old military saddle, brass mounted bridle, monogram H U. S. on blinkers— GEORGE , alias ARSEN, age 22, height 5 ft. 8 in., complexion fair, hair and small moustache sandy, lost right eye, wears a patch over same ; dress, cord jacket, moleskin back and sleeves, lace boots, hard felt hat; appearance of a gipsy.— JACK , ttge 30, com plexion dark, dressed as a low horse coper, of gipsy appearance. Last seen outside a public- house at Market- place, Hertford, 27th ult. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 2.— For felony— GEORGE J. SHARPE, a banker's clerk, late of 4, Clyde- road, Wallington, Surrey, age 38, height 5 ft. 10 in., complexion fair, hair ( thin) beard, whiskers, and moustache light; dressed respectably. Absconded 19th ult. 3.— For fraud ( falsely representing himself as an employi? of Messrs. Swan and Edgar, Regent- street) — FRANK COOK, alias DISNEY, age 21, short, complexion very fair, full face ; dress, black coat and high liat. Has a sister residing at 5, Park Villas, Margery- road, Upton, a brother at 30, Cobbold- road, and friends in Station- road, Forest- gate. Warrant issued. 4.— For fraud. BARRETT, alias JARRETT, BARTLETT, SAMUEL BUTCHER and WALTERS, age 30, height 5 ft. 8 or 9 in., complexion fresh, hair light brown, clean shaved ; dress, dark blue jacket and vest, dark trousers, black felt hat, respectable appear- ance. A native of Charlton, Somersetshire. Warrant issued. 5.- For felony — ARTHUR MUNROE, age 15, height 5 ft. 2 in., complexion fresh, hair dark eyes hazel, impediment in speech. A page boy. Parents reside at 11, Nelson- street, Commercial- road, E. Was charged at Bow- street with felony, 25th ult.; but discharged for want of evidence. BERKSHIRE. 6.— Hungerford ( County).— For stealing, 14th ult., £ 12 13s. 6d.— ELIJAH COX, age 30, height 5 ft. 6 in., complexion fresh, hair brown, whiskers and moustache sandy, eyes blue ; dress, black pilot jacket, moleskin trousers and vest, and black soft billycock hat. A native of West Shefford, Berks.— JANE PEARCE, age 33, medium height, complexion very pale, hair brown, eyes grey; dress, brown or plum colour waterproof, blue dress, and brown hat with white feather. A native of Lockinge, near Wantage, Berks. Warrant issued. Information to Inspector Winchcombe, Hungerford. BUCKINGHAMSHIRE. 7.— High Wycombs KCounty).- Tor stealing, 14th ult., a horse, cart, and harness ( recovered)— HENRY OLLIVER, alias ROGERS, a tramping painter, age 34, height 5 ft. 9 in., complexion fresh, hair dark brown, whiskers and moustache light brown, shaves under chin ; dress, dark tweed jacket and vest ( spotted with paint), grey tweed trousers, black hard felt hat. Supposed native of Bath. Warrant issued. Information to Supt. Sargent, High Wycombe. CAMBRIDGESHIRE. 8.— Cambridge ( Borough).— Tor obtaining, Kth ult., by means of fictitious cheques, 2 diamond rings ( one single stone, mounted in 18 carat gold, split shank, " 2520" scratched inside ; one a fine stone, half hoop, " 664" scratched insidfe— A MAN", « ge 25 to 30, height about 5 ft. 8 in , complexion sallow, hair light brown, rather flat nose, spoke with an American accent; dress, light drab covert coat, brown mixture cloth trousers, striped cap and gown. Information to Chief Constable Turrall, Cambridge. CHESHIRE. 9.— Altrincham ( County).— For stealing ahorse and bridle ( recovered)- EDWIN CLOWES, age 28, height 5 ft. 3 in., complexion fresh, hair brown, eyes hazel, scars right side of head, centre of forehead, above right wrist ( burn), and on 1st and 2nd right firgers; dress, light mixture tweed jacket and vest, cardigan jacket underneath, moleskin trousers, blue silk handkerchief around neck, peak cap, and clogs. A boatman; native of Stoke- on- Trent. Warrant issued. Information to Supt. Leighton, Altrincham. 10.— Chester ( City).— For stealing a black stiff cob horse, 5 years, between 14 and 15 hands, white fetlocks— A MAN, age about 30, height 5 ft. 10 or 11 in., complexion florid, clean shaved, thin features ; dress, brown suit, and hard felt hat with flat top. Who induced the owner to agree to an exchange for a light bay carthorse ( useless), which was afterwards to be repurchased, but as soon as he got possession of the cob, mounted him and galloped off, leaving the worth- less horse behind. Was accompanied by two men, 1st, height 5 ft. 5 or in., clean shaved except about an inch of dark whiskers, on each cheek, round face ; dress, light plaid suit.— 2nd, age 20 to 30, height about 5 ft. 8 in., walked with a stick, and apparently had a stiff leg; dress, dark brown plaid suit. Warrant issued. Information to the Chief Constable, Town Hall, Chester. CORK. 11.— Cork ( City).— For stealing a large sum of money, the property of his creditors— WILLIAM J. KEARSE, an absconding bankrupt, age 40, height 6 ft, complexion fresh, eyes blue, moustache ( thick) brown, walks erect, active gait, prominent cheekbones, square build, wears silk beaver hat and several rings. I , 2 T H E POLICE GAZETTE, TUESDAY, DECEMBER 20, 1887 DENBIGHSHIRE. 12.— Wrexham ( County).— For failing to report - License Holder JOHN JONES, alias LUDLOW, Office No. 32871, age 40, height 5 ft., complexion sal- low, hair dark brown, eyes hazel, oval face, spare build, left leg shortened ( from accident\ scars back of neck and right forearm ( scald), varicose veins legs. Sen- tenced at Bridgnorth 21st October, 1881, to 7 years' penal servitude for larceny. Licensed 27th April, 1887. X H 57, Information to Deputy Chief Constable Wilde, Wrexham. ESSEX. 13.— Brentwocd [ County).— For illegally pawning a watch— WILLIAM HARRISON, age 42, height about 5 ft. 9 n>., complexion fair, hair light, mous- tache and side whiskers sandy, recent scar on fore- head ; dress, dark overcoat, black coat and vest, grey tweed trousers, lace boots, black felt hat. Travels the country cleaning watches and clocks, and states he formerly had a shop in Every- street, Ancoates, Manchester. Supposed native of Ancoates, Man- chester. Warrant issued. Information to Supt. Dobson, Brentwood. GLAMORGANSHIRE. 14.— Cardiff ( Borough).- For embezzlement— WILLIAM EVANS, a clerk, age about 27, height 5 ft. 8 or 9 in., complexion fresh, hair and moustache sandy; dress, black coat and vest, brown tweed trousers, black bowler hat. Warrant issued. Information to Head Constable Hemingway, Cardiff. £ 2 REWARD. 15.— Neath ( Borough).— Escaped from Ty Segur Reformatory School, 24th ult.— CHARLES WHITTY, age 16, height 5 ft. 4 in., hair brown, eyes hazel, scar on nose, moles under right eye, throit, and right shoulder. A native of Ross. - ALBERT JOHN ROBERTS, age 16, height 5 ft. 6 in., complexion fresh, hair brown, eyes blue, tmall scar right wrist; both dressed in cord jacket and trousers and Scotch cap, stamped " Glamorganshire Reformatory School." Will probably change their clothes, and endeavour to proceed to sea. Information to Supt. Phillips, Neath, by whom the above reward will be paid for their apprehension. GLOUCESTERSHIRE. 16— Cheltenham ( County). — For fraudulent bankruptcy- GEORGE WILLIAM BARROW, age 30 to 33, height 5 ft. 6 or 7 in., complexion pale, hair and moustache dark brown, of gentlemanly appear- ance ; dress, tweed suit, bowler hat. A jeweller; native of Cheltenham. Warrant issued. Information to Supt. McRae, Cheltenham. 17.— Fishponds ( County ).— Absconded from Kingswood Reformatory, 2nd ult., and stealing clothes - GEORGE TAYLOR, age 17, height 4 ft. 11 in., com- plexion pale, hair light brown, eyes grey, blue mark on forehead, scars on right wrist and thumb. A native of Pendlebury, Manchester.- WILLIAM ROLFE, age 15, height 5 ft, complexion fresh, hair light brown, eyes light grey ; dress, supposed cord uniform of the school. A native of Horfield, Bristol.— JOSEPH STARK, age 15, height 4 ft. 6j in., complexion dark, hair and eyes dark brown; dress, cord trousers and • old cotton shirt. A native of St. Austell.— ERNEST WILLIAM CHEETHAM, age 17, height 5 ft. 3 in, complexion fresh, hair black, eyes dark brown, anchor tattooed back of left hand, blue dots on arm, ring first and third fingers left hand, face freckled. A native of Bristol.— WILLIAM BRITTON, age 17, height 5 ft. 4 in., complexion sallow, hair dark brown, eyes dark grey, burn mark on right wrist, scar left wrist. His mother resides at 66, Dudley road, West Bromwich. Information to Supt. Matthews, Fishponds. HEREFORDSHIRE. 18— Weobley ( County).— For embezzling £ 27— JAMES POWELL, age 50 to 55, height 5 ft. 7 or 8 in., stout build, complexion, hair, whiskers, and moustache dark, eyes hazel; dress, dark grey overcoat, jacket, vest, and trousers, and hard felt hat. A native of Brobury, Herefordshire. May endeavour to go abroad. Warrant issued. Information to Supt. Owens, Weobley. KIRKCUDBRIGHTSHIRE. 19.— Kirkcudbright ( County).— For stealing a silver lever watch ( recovered) ( Case No. 85, 25th ult.) - JOSEPH DONALDSON, farm servant, age 26, height 5 ft. 10 or 11 in., hair, moustache, and small side whiskers dark, thin face, long straight nose ; dress, dark overcoat, dark tweed suit, hard felt hat. A native of Kirkoswald. Warrant issued. Information to Chief Constable Davidson, Kirkcud- bright. LANCASHIRE. 20.— Bolton ( County).— For highway robbery, at Middle Hulton- TWO MEN : 1st, age about 30, height 5 ft. 9 in., complexion, hair, and moustache dark ; dress, dark suit, black hard felt hat; 2nd, stout build, with dark moustache; who stated that they had a number of rabbits for sale, but upon a youth being sent with the money to receive them he was thrown down, and the money forcibly extracted from his pocket. Information to Supt. Eatough, Bolton. 21.— Bury ( County).— For stealing, 7th ult.— A lady's 18 carat gold keyless Geneva watch, No. 79741, ' Ada Allen" scratched faintly with pin on back of inside case ; 1 lady's 9 carat gold albert, double link, ball in centre, tassel and Royal arch jewel attached ; I lady's silver necklet, round pattern, with large silver cross, plain one side and engraved the other, attached — A MAN, age about 25, height 5 ft. 8 or 9 in., com- plexion fresh, hair brown, clean shaved, of good appearance and address. Is also wanted at Preston for stealing a horse and trap, and at Southport for stealing a tricycle. 22.— Bury ( County).— For embezzling £ 2 Is. 3d., 15th ult.— JOHN HOLT, age 28, height 5 ft. 5 in., complexion fair, hair and moustache light, left leg knock- kneed, right bow- legged; dres3, light tweed suit. A native of Rochdale. Warrant issued. 23.— B u ry ( County).— For failing to report— Super- visee JOSEPH HARAN, alias HYDE, HEARN, HERON, and AARON, Office No. 30488, age 37, height 5 ft. 4 in., complexion dark, hair dark brown, eyes hazel, scars over each eye and on right cheek, heart, cross, and T. H. right forearm, heart, cross, and E. W- left forearm, dots back of left hand, eyebrows meet. Sentenced at Preston, 6th January, 1886, to 4 months' hard labour and 2 years' police supervision for larceny. 2510- 14. Information to Supt. Henderson, Bury. 24.— Pemberton ( County)— For stealing, 2Gth ult., a silver lever stop watch, No. 1305 or 1350, gold hinges and hands, silver albert guard, long link pat- tern, with imitation silver penholder attached— WIL- LIAM CALLOW, alias BLACKSHAW, age 20, height 5 ft. 5$ in , complexion fresh, hair and eye3 brown, scar over right eye, back of left hand, and left shoulder; dress, dark mixture suit, army boots, cloth cap. His brother, David Callow, resides at Sandy- lane, Skel- mersdale. Enlisted for the Lancashire Fusiliers, 11th August last, but was discharged on account of ill- health. Information to Supt. Hey wood, Pemberton. 25— Liverpool ( City).— For obtaining £ 20 by f > rgery, 24th ult.— SAMUEL FARRELL, age about 32, height 5 ft. 4 or 5 in., complexion, hair, and moustache ( slight) dark, peculiar look about the eyes, right leg shorter than left, scars under left eye and on forehead; dress, drab overcoat ( new) with brown velvet collar, brownish tweed suit, billycock hat, always carries a walking stick. Has been pre- viously convicted of similar offences. May be found either in low company, or endeavour to emigrate. Information to Chief Supt. Williams, Liverpool. LEICESTERSHIRE. 26.— Leicester ( Borough). For stealing £ 55, a gold English lever watch, and a gold albert, round links, twisted, with key attached, by means of the confidence trick, 26th ult.— ANTONIO LOMBERTI, an Italian, age 30 to 35, height 5 ft. 6 in., complexion fair, whis- kers light; dress, dark blue overcoat, black worsted trousers and vest, white scarf, black billycock hat, wore a large gold guard.— ANTONIO FERERO, an Italian, ago about 24, height 5 ft. 3 or 4 in., stout build, whiskers and moustache slight; dress, light overcoat, blue- and- black square pattern trousers, blue- and- red striped silk neckerchief, brown billycock hat. Information to Head Constable Duns, Leicester. LINCOLNSHIRE. 27.— Louth ( Borough). — For stealing a gun— JOHN HENRY GIBBINGS, a gunsmith, age 22, height 5 ft 6 or 7 in., slight build, complexion fresh, thin face, hair light brown, moustache slight, peculiar eyes, shabbily dressed. May endeavour to obtain employment at his trade, or enlist. Warrant issued. Information to Head Constable Enright, Louth. NORTHAMPTONSHIRE. 28.— Northampton ( Borough).— For stealing a large quantity of boots- HENRY FLETCHER ( sup- posed false), a Polish Jew, age about 40, height 5 ft. 2 or 3 in., complexion pale, full round face, moustache ( turn- ing grey) dark, speaks with a strong German accent. dress, black frock coat and black silk hat. His modus operandi is to open a shop for a few weeks as an importer and exporter of boots and shoes, and having obtained a large quantity, sends them to an auctioneer in another town. In the present case the wife of this man left North- ampton for London ( Broad- street, City) on the 12th inst. with two boxes and two parcels of boots, and again on the 15th inst. with a case and three parcels of boots and at C p. m., same date, Fletcher left for Willesden with a large parcel of boots, and the whole are be- lieved to have been taken to an auctioneer in London. Warrant issued. Information to the Chief Constable, Northampton. NOTTINGHAMSHIRE. 29.— Mansfield ( County).— For unlawfully pledg- ing a watch, 13th August last— WILLIAM SIMKIN, age about 27, height 4 ft. 10 in., complexion fair, hair light brown, moustache and small side whiskers light sandy. A watch maker, has resided at Mansfield for several years. May be accompanied by his wife, who is about a head taller than himself. Warrant issued. Information to Supt. Tomasson, Mansfield. SHROPSHIRE. 30.— Bridgnorth ( Borough).— For deserting his family— WILLIAM HENltY LEE, age 30 to 35, height 5 ft. 6 or 7 in , broad forehead, full eyes, dent in chin, walks erect; dress, dark monkey jacket and trousers, and cloth cap. Was recently seen in Kidderminster with his wife and child, and is now supposed to be in the adjoining counties hawking, as he has with him a ped- lar's certificate, granted at Bridgnorth, 4th November, 1886, which he will probably be renewing. Warrant issued. Information to Chief Constable Childa, Bridgnorth. SUFFOLK. 31.— Ipswich ( Borough).— For failing to surrender to her recognisance for being concerned with woman ( Case No. 48)— SARAH LEE, age 59, height 5 ft. 4 in., stout, complexion fresh, hair dark, eyes dark brown, full flabby weather- beaten face ; dress, red and black shawl, black dress, white apron, black bonnet, carries a basket containing braces, brushes, etc. for sale. Had in her possession, but now detained by police, a pedlar's certificate 35937, Office Reg. No. 1583 N, issued in London, 9th June, 1887, addressed, Mills- field, Philip- lane, Tottenham. May now apply for another certificate. 32.— Ipswich ( Borough). — For obtaining money by fraud ( fortune telling)— A FEMALE, supposed name LEE, alias PINFOLD and SMITH, a gipsy, age 55 to 60, height 5 ft. 3 in., complexion pale, hair and eyes black, thin face ; dress, red- and- hlack shawl, short dark dress, white apron, heavy boots, close- fitting old- fashioned black bonnet, tied under chin with black ribbon. Carries a white basket containing brooches, combs, etc. May be found with a travelling van. Warrant issued. 10s- REWARD. 33.— Ipswich { Borough).— Escaped from Ipswich Reformatory School, 14th ult.— MARGARET NEEV- CEY, age 16 ( looks 14), height about 5 ft., complexion pale, hair very dark, eyes brown, short upper lip, long nose, Jewish appearance, scar below right knee ; dress, black braided stockinette jacket, brown linsey dress, lace boots, black velvet hat with red feather, linen marked " 18." The above reward will be paid by Mrs. Taylor, lady superintendent, Ipswich Reformatory, for her arrest. Information to Lieut.- Col. Russell, Chief Constable, Ipswich. TYRONE. 34.— Aughnacloy ( County). — For embezzling £ 450, 15th ult.— RICHARD UNTHANK, age 55 ( looks younger), height 5 ft. 8 in., medium build, com- plexion sallow, hair grey, downcast appearance, and has a habit of opening and closing his lingers ; dress, dark suit, low hat. A native of Savernake, Wilts. Wariant issued. Information to District Inspector Hume, Aughnacloy, Ireland. WARWICKSHIRE. 35.— Acock's Green ( County).— For stealing, 5th ult., a black cloth ribbed overcoat, single breasted, pockets on hips and left breast, ticket pocket, cloth buttons, black lining— FREDERICK POOLE, alias RICHARD SHEARMAN, a gardener, age 28, height 5 ft. 7 or 8 in., complexion fair, hair light brown, moustache ( slight) light, no whiskers ; dress, dark plaid suit, black hard hat, lace boots. Can play the cornet, concertina, and tin whistle ; and is fond of playing the latter in taprooms of public- houses. Last heard of at Forge Mills on 5th inst., where he booked to Tamwortb. Warrant issued. Information to Supt. Frankton, Acock's Green. WESTMORLAND. 36— Kendal ( County).— For embezzling £ 3 5s. 4d. — ROBERT WALSH, age 30, height 5 ft. 6 or 7 in., FRIDAY, DECEMBER 2, 1887.
