REGULATIONS All announcements for insertion in the POLICE GAZET\ and all communications upon them should be addressed to THB EDITOR OP THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 8. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable act ion to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. A. In all cases where a rexcard is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. & Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be sigued by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ft Announcements concerning stolen property must be guaranteed by a- i officer of not less rank than Inspector, or analagous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number and at*- alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted wt the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any anno . ncement, will 8, wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later tha~ noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mus• be clearly written on one side of the paper only, be in the usual form, and accompanied by t covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or itt Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, ljj Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the Sigh Contracting Parties be bound to surrender their own subjects, whether by birth or naturalisation." The resalt of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT. MURDER. £ 250 RE WA i.— WHEREAS, during the night of Saturday, the 6th of August last, Police Constable HENRY WILLIAM BROWN was assaulted and thrown into the Shropshire Union Canal near Pendeford Bridge, in the Parish of Tettenhall, in the County of Stafford, and a Coroner's Jury having returned a verdict of Wilful Murder against some person or persons unknown, a Reward of £ 250 will be paid by Captain Congreve, Chief Constable, Staffordshire Con- stabulary, to any person or persons who shall give such in- formation and evidence as shall lead to the discovery and conviction of the murderer or murderers ; and the Secretary of State for the Home Department will advise the grant of Her Majesty's Gracious P A. RDON to any accomplice, not being the person who actually committed the murder, who shall give such information and evidence as shall lead to a like result. METROPOLITAN POLICE DISTRICT, 2.— P Division.— For failiDg to surrender to his bail for fraud- THOMAS HEATON alias JOHN HARRY SMITH, age 29, height 5 ft. 3 in., complexion fair, hair ( inclined to curl) light brown, whiskers and moustache ( slight) light; dress, black pilot jacket and vest, light tweed trousers, low shoes, black hard felt hat. His father, John Heaton, for- merly kept the " Bowling Green" Hotel, Bolton, Lancashire. Is well known to Mr. Gee, Royal Hotel, Bolton; Messrs. Meredith, law writers, Manchester, and Messrs. Floyd, law writers, Birmingham, where he may seek employment as clerk. Warrant issued. 3— V Division.— For committing a rape on a girl of weak intellect near Epsom, 7th inst.- JAMES WILSON, age 26, height 5 ft. 6 or 7 in., complexion and hair dark; dress, long black cloth jacket, cord trousers, cap with peak. A sweep ; native of . New Maiden, Surrey. Has friends at Virginia Water, Windsor, Slough, Reading, and Maidenhead, who are all sweeps. Warrant issued. BRECONSHIRE £ 30 REWARD. 4— Brecon ( County).— For housebreaking at Craig- y- Nos Castle, 24th ult., and stealing 1 gold franc, some silvr francs, consisting of 5, 2, and 1 francs; 1 Portuguese gold coin ; 3 small charms ( two gold and one silver), wild boar pattern ; 1 gold pen ; 1 small gold enamelled Portuguese decoration cross ; 1 gold wedding ring, w! th letters H. D. E. C. A. P.; 1 medium size spirit flask, without top, silver bottom, " E. N." engraved thereon- THREE MEN, ages 25 to 30, two about 5 ft. 7 in. in height; dress, dark coats, mixture trousers, black bowler hats ; the other slightly shorter; dress, dark grey suit, tight- fitting trousers, black soft hat or cap. The above reward will be paid by Signor Nicolini, Craig- y- No3 Castle, for the apprehension and convic- tion of the thief or thieves and recovery of the property. Information to Supt. Flye, Brecon. CARDIGANSHIRE. 5.— Llandyssul ( County).— For stealing, 2nd inst., a dark cloth jacket and vest ( mixed white thread), brown Bedford cord trousers, brown cloth jacket and vest, and pair of grey woollen stockings— JOHN HOPKINS, age 35, height 5 ft. 6 or 7 in., complexion fresh, hair brown, eyes hazel, moustache light, stout build, full face ; dress, pilot cloth jacket, brown striped cloth trousers and vest, brown cloth helmet cap and lace boots. Left Llandyssul by first train ( G. W. R.), 3rd inst., in the company of cattle dealers, for Blackwater Fair, but alighted at an inter mediate station. Supposed native of Bristol. CHESHIRE. 6.— Altrincham ( County).- For stealing ahorse and bridle ( recovered)- EDWIN CLOWES, age 28, height 5 ft. 3 in., complexion fresh, hair brown, eyes hazel, scars right side of head, centre of forehead, above right wrist ( burn), and on 1st and 2nd right fingers; dress, light mixture tweed jacket and vest, cardigan jacket underneath, moleskin trousers, blue sdk handkerchief around neck, peak cap, and clogs A boatman ; native of Stoke- on- Trent. Warrant issued. Information to Supt. Leighton, Altrincham. 7.— Nantwich ( County).- Y or larceny ( till) at Crewe, 9th inst.— GEORGE JONES, age about 19, height 5 ft. 3 or 4 in., complexion fair, hair light brown, eyes blue or grey, Roman nose, haggard appearance; dress, new brown mixture cloth jacket, I or J stamped on lining of sleeve near armpit, brown cloth trousers with stripe ( mended at bottom and much too large), black cloth vest, roughly bound with black braid, new cotton plaid shirt, lace boots ( worn at toes), black hard felt hat with elastic band and white bone stud hanging behind, red- and- blue striped lining. Stated he had been tramping the country. Information to Supt. Le ih, Nantwich. 8.— Chester ( C%).- For stealing, 9th inst, a chestnut cob, 14* hands, chipped knees, hind fetlocks white; also a dog cart with varnished body, and a sst of silver- mounted harness- A MAN, age about 25, height 5 ft. 9 or 10 in., clean shaved, of good appear- ance. ( Supposed same a* describe I in Case No. 16, Wth inst.) Information to the Chief Constable, Town Hall, Chester. CORK. 9.— Cork ( City).— For stealing a large sum of money, the property of his creditors— WILLIAM J. KEARSE, an absconding bankrupt, age 40, height 6 ft., complexion fresh, eyes blue, moustache ( thick) brown, walks erect, active gait, prominent cheekbones, square build, wears silk beaver hat and several rings. Information to District Inspr. Concannon, Royal Irish Constabulary, Cork. CUMBERLAND. 10.— Penrith ( County).— For stealing a gun ( recovered)— A MAN, age sbout 45, height about 5 ft. 9 in., complexion fair, hair Lght, moustache light brown, side whiskers ( slight) light, eyes light blue; dress, dark mackintosh, brown shooting coat and vest; wore a gold scarf pin, top nearly I inch square, and a red woollen muffler ; carries a sm ill black leather bag. Fowler, Penrith. 11.— Carlisle ( City).— For stealing, 11th or 12th inst., from an hotel, 1 lady's diamond ring, five large and several small stones ; 1 lady's gold ring, pearls and turquoise ; 1 gold cameo brooch, " Finding of Moses"; 1 gold cameo brooch, " Holy Family " ; 1 gold, with large cairngorm ; 1 gold, pebble garter ; 1 gold, mourn- ing black enamel, with onyx stone in centre, grey hair at back ; 1 silver plain brooch, with cairngorm centre ; 1 gold band bracelet, with carbuncle, drop broken off; 1 silver- gilt bracelet, with five cairngorms; 1 silver band bracelet, with coloured stones ; 1 thin long gold chain, fine work; 1 lady's thick gold watch chain, long ; 1 lady's gold albert chain, double ; 1 large gold brooch, richly chased, opens in front, contains a lady's likeness ; brush rack, soap dish, and six other silver dressing case bottle covers, with the initials " E. C." tartan plaid ; a silver card case, chased ; 1 lady's gold English lever watch, gold dial, floral chased cases, No. ( supposed) 45767, maker " Grant, Stirling "; 1 Marie Stuart brooch, silver pnamel, with crown and thistle, with letter " M." engraved thereon; 1 pair silver enamelled earrings, with monogram ' E. C. C."; 1 Roman mosaic brooch and earrings to match, set in gold ; 2 silver band bracelets ; and 1 black enamel brooch with pearl spray, and earrings to match— JAMES RICHARDSON, alias BERTIE, a well- known thief, age 36, height 5 ft. 8 in., complexion pale, hair light brown, small side whiskers and moustache, blue or grey eyes, large prominent nose, blue mark centre forehead, scar on bridge of nose, hair thin on top of head ; dress, dark grey tight- fitting jacket suit, square crowned felt hat, and shoes ( all well worn), and a black waterproof coat ( stolen). May have in his possession a green- and- black plaid with white and- red stripes. Supposed native of London, and to be wanted at Morpeth for a similar offence ( see Case No. 88). DENBIGHSHIRE. 12.— Denbigh ( County).— For stealing at Ruthin, 5th inst., a lady's gold lever watch, No. 42883, maker " Robert Roskell, Liverpool," gold chain with guinea, date 1787, attached- GEORGE JONES, a boots and billiard marker, age about 20, height 5 ft. 5 or 6 in., hair ( cut short) and moustache ( slight) sandy ; dress, dark cloth jacket, woollen under ditto, plaid trousers ( worn at heels), lace boots, black hard felt hat. Sup- posed to have been in service at Llandudno, and North Western. and Adelphi Hotels, Liverpool. Warrant issued. Information to Supt. Vaughan, Denbigh. DORSETSHIRE 13.— Poole ( Borough).— For stealing, 25th ult, about £ 15 gold and silver ; 1 silver locket with photo, of a man and woman, silver chain, rope pattern, at- tached ; 1 lady's silver watch chain, small round link pattern, with hook and two tassels ; 2 white silk hand- kerchiefs ( one pale blue border) ; 1 white shirt, and 1 pair blue worsted socks— A MAN, age about 23, height about 5 ft. 9 or 10 in., complexion pale, no whiskers or rn: r^ ohe, long nose; dress, blue serge suit with large brass buttons, and peak cap. Stated he was steward of a large yacht, of which his father was captain. Also that he belonged to the Royal Victoria Yacht Club. Left for Waterloo Station by the 8.42 a. m train, 25th ult. Information to Head Constable Hunt, Poole. GLOUCESTERSHIRE. 14.— Cheltenham ( County).— For stealing pota- toes— WILLIAM WILLIAMS, age 45, height 5 ft. 8i in., complexion fresh, hair light, eyes grey. A labourer; native of Newent, near Gloucester. Warrant issued. 15.— Cheltenham { County). — For fraudulent bankruptcy— GEORGE WILLIAM BARROW, age 30 to 33, height 5 ft. 6 or 7 in., complexion pale, hair and moustache dark brown, of gentlemanly appear- ance ; dress, tweed suit, bowler hat. A jeweller; native of Cheltenham. Warrant issued. Information to Supt. McRae, Cheltenham. 16.— Gloucester ( County).— For stealing, 10th inst., 1 single case gold lever watch. " Strand " written inside case ; 1 single case Geneva do.; 1 lady's gold chain, small link pattern ; 1 gold dress ring, set pearls bloodstone in centre — WILLI AM SANSOM ( supposed false), age about 22, height 5 ft. 3 or 4 in., complexion fresh, hair light brown, moustache ( slight) light; dress, black- and- brown plaid suit, black bowler hat, lace boots. Stated he was an agent for Reckitt's blue. A native of Wolverhampton. Information to Deputy Chief Constable Chipp, Glou- cester. 17.— Bristol ( City).— For embezzlement— FREDE- RICK FRANKCORN, a collector, age about 35, height 5 ft. 7 in., blotchy face, red nose, hair, whisk* rs, and moustache ( turning grey) dark; dress, brown check suit ( shabby). HAMPSHIRE. 18.— Romsey ( County).— For stealing 1 long silver chain, curb pattern; 1 silver scent box, shape of a book, flowers engraved on side and inlaid with gold ; 1 small gold brooch, composed of three " forget- me- not" flowers, set white stones, gold leaves; 1 small silver brooch ; 1 gold- plated brooch, snake pattern ; 1 metal double- case verge watch, No. 128 B, steel chain, cross bar and 2 keys attached; and 1 silver double- case verge watch, No. 4478— GEORGE GRANT ( supposed false, age 30 to 35, height 5 ft. 10 or 11 in., complexion 3allow, hair and moustache light brown, high cheek- b. nes, finger nails bitten off close to quick, slightly bow- legged, knock- kneed ; dress, dark cloth coat, brown troupers and vest, brown hard felt hat. A tramping watchmaker. Supposed native of Plymouth. Warrant issued. Information to Inspector Russell, Romsey. 19 — Winchester ( City).— For deserting his wife and family— WILLIAM ROACH, age 45, height 5 ft. 9 or 10 in., complexion sallow, hair dark brown, mous- tache light brown, eyes brown, anchor and flag tattooed right arm, " W. R." left arm, indistinct ring third finger left hand, slightly pockpitted ; dress, light brown suit, military boots, double peak cap. A native of Seven Dials, London. Is a p? nsioner. from the Medical Staff Corps, payable at Southampton. Warrant issued. Information to Head Constable Morton, Winchester. 20.— Basi ngstoke ( Borough).— For fraudulently obtaining money by stating he was a groom, and was empowered to sell 2 old carriage horses at a neighbour- ing mansion— G. MORRIS ( supposed false), age 20 to 25, height 5 ft. G in., hair dark brown, moustache ( slight) dark, full face, appearance of a groom ; dress, short dust coat, brown check trousers, black hard felt hat; carried a small cane or stick. Left by the 6.18 p. m., 29th ult., for Southampton. Information to Head Constable Hibberd, Basing- stoke. LANCASHIRE. 21.— Bury ( County).— For stealing, 7th inst.— A lady's 18 carat gold keyless Geneva watch, No. 79741, " Ada Allen" scratched faintly with pin on back of inside case ; 1 lady's 9 carat gold albeit, double link, , ball in centre, tassel and Royal arch jewel attached; 1 lady' s s; lver necklet, round pattern, with large silver cross, plain one side and engraved the other, attached — A MAN, age about 25, height 5 ft. 8 or 9 in., com- plexion fresh, hair brown, clean shaved, of good appearance and address. Is also wanted at Preston for stealing a horse and trar>. and at Southport for stealing a tricycle. Information to Supt. Henderson, Bury. 22-— Old Trafford ( County).— For s ealing a gentleman's brown check tweed jacket, pair of black cloth trousers and vest, and about 10 pairs of socks ( various) BOOTH ( false), age 13 or 14, height about 4 ft., medium build, complexion fresh ; dress, brown cord jacket and trousers, and red scarf. Had with her a yellow japanned box. Stated her mother resided at Rotherham. 24.— Old Trafford ( County).— For stealing a horse ( recovered)— A MAN and BOY : 1st, about 30, height about 5 ft. 5 in., complexion pale, moustache flight, hair light; dress, grey tweed jacket, fustian trousers, grey cap, and clogs. 2nd, about 15 years, complexion fresh, hair light; dress, dark cloth jacket, moleskin trousers, dark cap, and clogs. Is very talka- tive. 25.— Old Trafford ( County).— Escaped from Prestwich Lunatic Asylum— License Holder JAMES LEE, Office No 33764, age 37, height 5 ft. 4 in., com- plexion dark, hair dark brown, eyes light grey, nose broken, scars on head and cheeks, mouth drawn to right, bracelet right wrist, " LEE " and " J. L." left forearm, blue dots back of left hand, several stars on left thumb ; dressed in asylum clothing. Sentenced at Manchester, 9th February, 1882, to 7 years' penal servitude and 7 years' police supervision for rape. W I 780. Information to Supt. R. on left forearm, blue dot between Teft thumb and finger. Sentenced at Liver- pool, 24th October, 1881, to 7 years' penal servitude for larceny. Licensed 11th April, 1887. Information to the Superintendent, Lancashire Con- stabulary, Prescot. 27.—• Rochdale ( County).— For failing to report- Supervisee JOHN HALSTEAD, Office No. 26349, age 32, height 5 ft. 4 in., complexion fair, hair brown, eyes grey, small mole back of nerk. Sentenced at Man- chester, 23rd August, 1880, to 5 years' penal servitude and 7 years' police supervision for felony. G 801. 28.— Rochdale ( County).— For failing to report- Supervisee LEVI HARDMAN, Office No. 34178, age 21, height 5 ft. 8 in., complexion fresh, hair dark brown, eyes blue. Sentenced at Salford Sessions, 4th July last, to 4 calendar months' imprisonment and 2 years' police supervision for felony. C 866. Information to the Superintendent, County Police, Rochdale. 29.— Salford ( Borough).— For failing to report— License Holder GEORGE COOPER, Office No. 33879, age 30, height 5 ft. 5 in., complexion fresh, hair brown, eyes grey, scars left and back of head, right of neck, below right elbow, on left shin, and back of left band. Sentenced at Lancashire Sessions, 15th October, 1883, to 5 years' penal tervitude for larceny. J 880. Information to the Chief Constable, Town Hall, Salford. LEICESTERSHIRE. 30.— Loughborough ( County).— For unlawfully withdrawing himself from the Leicestershire Consta- bulary— JOHN TOM GARRATT, alias JOHN HARRISON, age 22, height 5 ft. in, complexion sallow, hair brown, moustache slight, eyes grey, rough pimply face, wide nose, thick lips, walks with a rolling gait. Has been in the 6th Enniskillen Dragoons, and may again endeavour to enlist. Warrant issued. Information to Supt. Smith, Loughborough. NOTTINGHAMSHIRE. 31.— Mansfield ( County).— For fraud, 2nd March last— SAMUEL BAGULEY, age 30, height 5 ft. 8J in , complexion fresh, hair brown, moustache ( slight), small side whiskers, and imperial, mole with few hairs on one cheek ; is a bad walker and very nervous; dress, dark suit, high hat. A solicitor; native of Mansfield. Warrant issued. Information to Supt. Tomasson, Mansfield. OXFORDSHIRE. 32.— Oxford ( County).— For larceny ( dwelling), 10th inst.— A MAN, age about 30, height 5 ft. 10 in., com- plexion fair, moustache ( heavy) sandy, rather large r£ d nose; dress, brown overcoat, cord trousers, hard felt hat ; appearance of a tramping mason. Information to Deputy Chief Constable Fernsby, Oxford. SHROPSHIRE. 33— Bridgnorth ( County).— For stealing at Bent- ley, 3rd inst, £ S 18s. and a woman's old brown cloth ulster, with red piping round neck— ELLEN YEO, or YEW, a cook, age about 30, medium height, complexion pale, hair dark brown, rather long face with mole near right corner of mouth ; dress, stolen ulster, black cloth jacket, light winsey dress trimmed crape, high- crowned bla< k felt bat • with upright grey feather in front. Had in her possession a new black reversible mackintosh, glazed cne side ; a grey woollen wrap, and a black alpaca umbrella with white handle. A native of Ports- mouth ; has lived in London. Left Bridgnorth by 12 15 p. m. train, 3rd inst., for Birmingham. Warrant issued. Information to Supt. It seemed to mean utter failure. I could just make it go on the level with great effort; but that was all. It was killing work ! I lay in bed awake, wondering how it was others could get along sd well. Next day I tried again— same result The tread- mill was nothing to it ! The tyre slipped. 1 must be too heavy to ride ! It went to be repaired. The man who repaired it said the pin had been driven into the brass work— it must be my weight; but I called to mind friends as heavy who could go like birds ! Again I tried - again it had to be repaired ; this time the man watched me try it. Now I shall expect you to smile. I shall not blame you ________ upon H^ H • break cn ; " and this time away I went successfully enough. The more I thought of my error, the worse it seemed. How could I have been so foolish, so ignorant? By- and- by, being a parson, I recognised in it a parable. In the Heavenly race what a difference there is in the running ! To some Christianity seems no effort; they do, so to say, the six or seven miles an hour easily. They are cheerful, humble, loving, honest, truthful, and always happy. Others never seem to get on. It is not that they do not try, they are not indifferent; but somehow their struggles seem useless, and they grow tired, and have a weary, disappointed look, a hopeless way of talking. They are easily vexed, and there is no sunshine. What is so often the cause of the difference 1 One is trying to run the race with the break on. There are so many breaks which may be put on. The break of a Christless running— all tho sins on the wheel ; he must remove them on to the Sin- bearer before'he can make headway. There is the break of known sin indulged in, making the running heavy indeed.
