IV., No. 404 REGULATIONS- ATI announcements for insertion in the POLICE GAZET-. 1, and. all communications upon them ehould be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. X Particulars concerning persons whose apprehension is sought will be inserted tn one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 5 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the arriclc in question to be thereby identified. 4L In all eases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 6 Portraits of persons whose apprehension is sought for serious offences, and engravings of itnlen property, will be prominently inserted, with detailed particulars, at a cost of 15a. per portrait, and of Is. bd. per photograph or sketch of a stolen article, including the expense of engraving on wood. ft Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officcr of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be sig-. ted by the chief officer of police, or his immediate deputy, of the county, city, or borr> ugh, as the case may be. if Announcements concerning stolen property must be guaranteed by au officer of not less rank than Inspector, or analogous thereto. 8 Announcements of all persons to be apprehended or of stolen property bear a number and ® e alphabetically arranged by counties. 9 The force which causes particulars concerning delinquents, or stolen property to be inserted * the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Eiiurf notice of the fact, referring to the number of the announcement for insertion in i he next issue 10. In all eases, the officer signing the request for insertion of ant/ announcement, will fc. wholly responsible for any proceedings which may result fiom such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They musk be clearly written on one side of the paper only, be in ths usual form, and accompanied by i covering letter. 12. All payments must be in advance, either at the office. NOTICE. - EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " Tn no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered b; mnd to do so. APPREHENSIONS SOUGHT. £ 100 REWARD Poisoning of Eighteen Hunters at Clonsilla, County Dublin, on October 8, 1887. i.— CAPTAIN K. STEEDS offers the above reward for such information as would lead to a conviction for the above malicious act; and as large quantities of arsenic, or preparations of arsenic, have been found in the animals poisoned, and in the bran mashes used to convey the poison, the police are requested, at all places where poison ( arsenic) might be sold, to trace such through chemists, druggists, grocers, & c., who may have sold arsenic, or arsenical preparations— such as sheep dips, & c.— and com- municate with F. METROPOLITAN POLICE DISTRICT, 2.— C. I. D., C. 0.— For carnally knowing and abusing a girl, age 13— Sir SETON GORDON. Bart., age 42, height 5 ft. 6 or 7 in., complexion sallow, hair, whiskers, beard ( trimmed to point), and mous- tache black, eyes dark, of slight Jewish appearance, weirs opal and diamond rings on fingers, and several gold and other chirms on watch chain. Is well known at Southsea, Hastings, Brighton, and Ryde. Stays at fi. st- class hotels. Is supposed to have an estate at Embo, Sutherlandshire. Warrant issued. 3 — G Division.— Forembezzling£ 20— GEORGE UNDERWOOD, age 38, height 5 ft. 10. J in., com- plexion fair, hair light, long visage; dress, brown morning tweed coat and vest, worsted cord trousers, brown hard felt hat. Warrant issued. 4.— G Division.— For embezzlement— WILLIAM HENRY SMITH, age 46, height 5 ft. 10 in., com- plexion fair, hair light, moustache sandy ; dress, light suit, black hard felt hat with mourning band. Is a pensioner from the Army Medical Corps; supposed in Liverpool. Warrant issued. 5.— P Division.— For failing to surrender to his bail for fraud— THOMAS HEATON alias JOHN HARRY SMITH, age 29, height 5 ft. 3 in., complexion fair, hair ( inclined to curl) light brown, whiskers and moustache ( slight) light; dress, black pilot jacket and vest, light tweed trousers, low shoes, black hard felt hat. His father, John Heaton, for- merly kept the " Bowling Green" Hotel, Bolton, Lancashire. Is well known to Mr. Gee, Royal Hotel, Bolton ; Messrs. Meredith, law writers, Manchester, and Messrs. Floyd, law writers, Birmingham, where he may seek employment as clerk. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. ~ CITY OF LONDON. 6.— For embezzlement- WILLIAM FORREST, alias SHYLOCK, a clerk, late of 27, Bellenden- road, Peckham, age 28, height 5 ft. 6 in., slight build, hair dark, moustache ( slight) dark brown; dress, grey tweed suit, felt hat. May be found in the company of betting men or at billiard rooms. Absconded 19th September last. Warrant issued. 7.— For falsifying accounts- ARTHUR ROBERT TURNER CLEMENTS, a stockbroker's clerk, late of 43, Brondesbury- road, Kilburn, age20, height 5 ft. 7 in., complexion fresh, long thin face, large nose, hair black, eyes ( rather large) dark, rather weak voice, is fond of betting ; dress, navy blue or brown tweed suit. Ab- sconded 20th ult. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BRECONSHI RE. £ 30 REWARD. 8— Brecon ( County).— For housebreaking at Craig- y- Nos Castle, 24th ult., and stealing 1 gold franc, somo silver francs, consisting of 5, 2, and 1 francs; 1 Portuguese gold coin ; 3 small charms ( two gold and one silver), wild boar pattern ; 1 gold pen ; 1 small gold enamelled Portuguese decoration cross ; 1 gold wedding ring, with letters H. D. E. C. A. P. ; 1 medium size spirit flask, without top, silver bottom, " E. N." engraved thereon— THREE MEN, ages 25 to 30, two about 5 ft. 7 in. in height; dress, dark coats, mixture trousers, black bowler hats ; the other slightly shorter; dress, dark grey suit, tight- fitting trousers, black soft hat or cap. The above reward will be paid by Signor Nicolini, Craigy- Nos Castle, for the apprehension and convic- tion of the thief or thieves and recovery of the property. Information to Supt. Flye, Brecon. CHESHIRE. 9.— Birkenhead ( County).— For failing to report - Supervisee ELLEN HOLLGATE, alias WINSTAN- LEY, TAGUE, and MARY ANN SMITH, Office No. 33906, age 48, height 5 ft. 1 in., complexion sallow, hair light brown, eyes blue, spot left side of neck, two scars on each hand. Sentenced at Birkenhead, 18th April, 1887, to 6 months' hard labour and 5 years' police supervision for larceny. 8031. Information to Supt. Hindley, Birkenhead. and eyes brown, bald place about the size of a half- penny back of head, walks very erect; dress, small check grey- brown- and- black jacket and vest, mixture cloth trousers, lace boots with heel plates and toe protectors ( may be wearing a pair of new side- spring boots), brown hard felt hat. A native of Ashton- under- Lyne. Served five years in the 13th Hussars, and was bought off on 16th August, 1881. He then joined the Lancashire Constabulary, and was dis- charged for misconduct on 18th January, 1882, and since then has been tramping the country. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Head Constable Hodgson, GIossop. DORSETSHIRE 11.— Poole ( Borough).— For stealing, 25th ult, about £ 15 gold and silver ; 1 silver locket with photo, of a man and woman, silver chain, rope pattern, at- tached ; 1 lady's silver watch chain, small round link pattern, with hook and two tassels ; 2 white silk hand- kerchiefs ( one pale blue border) ; 1 white shirt, and 1 pair blue worsted socks— A MAN, age about 23, height about 5 ft. 9 or 10 in., complexion pale, no whiskers or moustache, long nose; dress, blue serge suit with large brass buttons, and peak cap. Stated he was steward of a large yacht, of which his father was captain. Also that he belonged to the Royal Victoria Yacht Club. Left for Waterloo Station by the 8.42 a. m train, 25th ult. Information to Head Constable Hunt, Poole. HAMPSHIRE. 12.— Romsey ( Count;/).— For stealing 1 long silver chain, curb pattern; 1 silver scent box, shape of a book, flowers engraved on side* and inlaid with gold ; 1 small gold brooch, composed of three " forget- me- not' flowers, set white stones, gold leaves; 1 small silver brooch ; 1 golcl- plated brooch, snake pattern ; 1 metal double- case verge watch, No. 128 B, steel chain, cross bar and 2 keys attached; and 1 silver double- case verge watch, No. 4478- GEORGE GRANT ( supposed false, age 30 to 35, height 5 ft. 10 or 11 in., complexion sallow, hair and moustache light brown, high cheek- bones, finger nails bitten off close to quick, slightly bow- legged, knock- kneed; dress, dark cloth coat, brown troupers and vest, brown hard felt hat. A tramping watchmaker. Supposed native of Plymouth. Warrant issued. Information to Inspector Russell, Romsey. 13— Winchester ( City).— For deserting his wife and family- WILLIAM ROACH, age 45, height 5 ft. 9 or 10in., complexion sallow, hair dark brown, mous- tache light brown, eyes brown, anchor and flag tattooed right arm, " W. R." left arm, indistinct ring third finger left hand, slightly pockpitted ; dress, light brown suit, military boots, double peak cap. A native of Seven Dials, London. Is a pensioner4from the Medical Staff Corps, payable at Southampton. Warrant issued. Information to Head Constable Morton, Winchester. 14.— Basingstoke ( Borough).— For fraudulently obtaining money by stating he was a groom, and was empowered to sell 2 old carriage horses at a neighbour- ing mansion— G. MORRIS ( supposed false), age 20 to 25, height 5 ft. 6 in., hair dark brown, moustache ( slight) dark, full face, appearance of a groom ; dress, short dust coat, brown check trousers, black hard felt hat; carried a small cane or stick. Left by the 6.18 p. m., 29th ult., for Southampton. Information to Head Constable Hibberd, Basing- stoke. DERBYSHIRE. 10.— GIossop ( Borough).— For stealing, 19th ult., a cashbox, containing £ 35 silver and an oval- shaped gold locket, white enamelled, with coloured flowers on front, engraved back with shield in centre, has been repaired at hinge- JOHN WILLIAMSON, a clerk, age 30, height 5 ft. 8 in., complexion sallow ( tanned from exposure), hair, side whiskers, moustache, HERTFORDSHIRE. £ 20 REWARD. ARSON 15.— Wa r e ( County).— Whereas the stack of faggots forming the Butts on the Welwyn Rifle Range was maliciously set fire to on the night of 21st October, 1887. The above reward will be paid by Superintendent Hilton, Herts Constabulary, Ware, to any person who will give such information as will lead to the apprehension and conviction of the offender or offenders. LANCASHIRE. 16.— Bury ( County).— For stealing, 7th inst.— A lady's 18- carat gold keyless Geneva watch, No. 79741, " Ada Allen" scratched faintly with pin on back of inside case ; 1 lady's 9 carat gold albeit, double link, ball in centre, tassel and Royal arch jewel attached ; 1 lady's silver necklet, round pattern, with large silver cross, plain one side and engraved the other, attached — A MAN, age about 25, height 5 ft. 8 or 9 in., com- plexion fresh, hair brown, clean shaved, of good appearance and address. Is also wanted at Preston for stealing a horse and trap, and at Southport for stealing a tricycle. Information to Supt. Henderson, Bury. 17.— Liverpool ( City).— For failing to report- Supervisee WILLIAM LANCASTER, Office No. 31414, age 21, height 5 ft. 2 in., complexion dark, hair brown, eyes blue. Sentenced at Liverpool, on 14th December, 1885, to nine months' imprisonment and 5 years' supervision for larceny. 1017. Information to the Chief Supt., Detective Depart- ment, Liverpool. 18.— Oldham ( Borough). — For failing to report— Supervisee AMELIA DAVENPORT, alias ETHELIA DAVENPORT and ETHELIA RIGBY, Office No. 30026, age 42, height 4 ft. 11 in., complexion fresh, hair grey, eyes hazel, scar end of right thumb. Sen- tenced at Salford, 23rd February, 1885, to 12 months' imprisonment and 4 years' police supervision for felony. Information to the Chief Constable, Oldham. LEICESTERSHIRE. 19.— Loughborough ( County).— For unlawfully withdrawing himself from the Leicestershire Consta- bulary— JOHN TOM GARRATT, alias JOHN HARRISON, age 22, height 5 ft. 9| in, complexion sallow, hair brown, moustache slight, eyes grey, rough pimply face, wide nose, thick lips, walks with a rolling gait. Has been in the 6th Enniskillen Dragoons, and may again endeavour to enlist. Warrant issued. Information to Supt. Smith, Loughborough. NOTTINGHAMSHIRE. 20.— Mansfield ( County).— For fraud, 2nd March last— SAMUEL BAGULEY, age 30, height 5 ft. 8* in., complexion fresh, hair brown, moustache ( slight), smaU side whiskers, and imperial, mole with few hairs on one cheek ; is a bad walker and very nervous; dress, dark suit, high hat. A solicitor; native of Mansfield. Warrant issued. Information to Supt. Tomasson, Mansfield. SHROPSHIRE. 21 — Bridgnorth ( County).— For stealing at Bent- ley, 3rd inst, £ 3 18s. and a woman's old brown cloth ulster, with red piping round neck— ELLEN YEO, or YEW, a cook, age about 30, medium height, complexion pale, hair dark brown, rather long face with mole near right corner of mouth ; dress, stolen ulster, black cloth jacket, light winsey dress trimmed crape, high- crowned black felt hat with upright grey feather in front. Had in her possession a new black reversible mackintosh, glazed cne side ; a grey woollen wrap, and a black alpaca umbrella with white handle. A native of Ports- mouth ; has lived in London. Left Bridgnorth by 12.15 p. m. train, 3rd inst., for Birmingham. Warrant issued. Information to Supt. Walters, Bridgnorth. STAFFORDSHIRE. 22.— Bu rslem ( County).— For obtaining money by falsely representing himself to be a canvasser for Messrs. Heilboroun and Co., photographers, Hanley— ISAAC PARRY, age 40, height 5 ft. 6 or 7 in., com- plexion fresh, hair dark brown ; dress, grey serge coat and vest, dark brown trousers, lace boots. A native of Hanley. Warrant issued. Information to Chief Supt. Hill, Burslem. 23.— Longtori ( County).— For stealing, 29th ult., a purse containing 9s. 9d.— A MAN, age 35 to 40, height about 5 ft. 6 in., complexion sallow, whiskers dark ; dress, brown cloth jacket, black cloth trousers, black hard felt hat, and white apron round waist, who met a girl and asked her to allow him to hold per purse while she went on an errand for him. Information to Supt. Evans, Longton. SUFFOLK. 24.— Lowestoft ( County). — For forgery and embezzlement— WILLIAM R. HAGUE, a clerk, age about 30, height 5 ft. 4 or 5 in., slight build, complexion fair, hair, moustache, and tuft on chin light, face freckled, walks erect, is a good billiard player, and frequents public- houses. May be accompanied by his wife, who is lame, and a child. Absconded from Burgh Castle in August last, stating he had obtained a situ- ation at Hammersmith, London. A native of Scar- borough. Warrant issued. Information to Supt. Gobbett, Lowestoft. SUSSEX ( EAST}. 25.— East Grinstead ( County).— For assaulting a gamekeeper — THOMAS KING, age 50, height 5 ft. 8 or 9 in., complexion, hair ( bald oa top), side whiskers, and eyes dark, swelling over right eye; dress, long black jacket, cord vest, moleskin trousers, white neckerchief, cloth cap with peak and tassel. Has with him a black cob, 14 hands, knees broker, and an old cart, painted black, containing bird cages and nets. Is a notorious poacher, and frequents rail- way works. Warrant issued. T H E POLICE GAZETTE. or SUSSEX ( WEST;. 26.— Horsham ( County).— For embezzling £ 50 KOBERT THWAITES, age 30 to 38, height 5 ft. 6 7 in., complexion fair, hair and moustache ( turning grey) dark ; dress, dark clothes, hard felt hat, respect- able appearance. Was employed as clerk by the Aylesbury Dairy Company, and is well known London. Warrant issued. Information to Supt. Denman, Horsham. WESTMORLAND. 27.— Appleby ( County).— For failing to report Supervisee JOSEPH WALTON, Office No. 3- 2828 age 31, height 5 ft. 6 in., complexion fresh, hair brown eyes blue, wart back of neck. Sentenced at Preston 20th October, 1886, to 6 months' hard labour and 2 years' police supervision for larceny. 1495— 15. Information to the Chief Constable, Appleby. 28.— Kendal (. County).— For embezzling £ 3 5s. 4d — ROBERT WALSH, age 30, height 5 ft. 6 or 7 in complexion fresh, hair ( turning grey) black, side whiskers and moustache dark brown, hangs his head forward when walking; dress, dark blue overcoat, black coat and vest, dark cloth trousers, lace boots, hard felt hat. Was lately employed as butcher's. assistant at Gras mere, Westmorland. His mother resides at Worsley near Manchester, where she carries on a blacksmith's business. Warrant issued. Information to Supt. Shields, Kendal. WARWICKSHIRE. 29.— Leamington ( Borough).— For stealing, 31st July last— 1 gold chain, close link pattern ; 1 round gold brooch ( 1 gold wedding ring) raised centre ; I pair gold earrings, round pattern, raised centre ; 2 gold lockets ( one containing photograph of a man and woman, one oval, chased back with plain shield in centre)— WILLIAM GLIDDON, age about 30, height 5 ft. 6 in., complexion swarthy, moustache ( slight) light; dress, grey jacket, dark trousers and vest, brown felt hat. May be accompanied by his wife, age about 26, height 5 ft. 2 in., complexion very dark, hair black, long fringe, cross- eyed ( supposed left). Her mother resides at 62, Foley- street, Hereford. Was convicted at Marl borough- street Police Court for larceny, 27th August, 1884, and sentenced to 6 months' imprison- ment ; and also tried at Stafford Sessions, 5th April, 1887, for housebreaking, but acquitted. Was for some time employed at the " Green Dragon" Hotel, Here ford, as boots, and afterwards lived with his wife at West Felton Grange, near Rednal, Shropshire. Warrant issued. Information to Chief Constable Brabner, Leaming- ton. WORCESTERSHIRE. 30.— Bromsgrove ( County).— For embezzling « £} 0— THOMES G. QUARTERMAN, age 45, height about 5 ft. 6 in., complexion fresh, hair dark brown whiskers and moustache veiy grey, 2 front teeth upper j* w broken, bowlegged, walks with a swinging gait, slightly deaf; dress, brown dust coat, grey suit, black bowler hat. A native of Abberly, Worcestershire; was recently employed as a coal agent. Warrant issued. Information to Supt. Jeffrey, Bromsgrove. 31.— Great Witley ( County).— For night poaching and assault, 16th September last— JOHN TANTRUM, age 40, height 5 ft. 6 in., complexion sallow, hair black, moustache ( thick,) dark, eyes brown, thickly pock- pitted ; dress, brown jacket, corduroy trousers and vest, soft billycock hat. A labourer ; native of Bewd- ley. Warrant issued. Information to Supt. Pugh, Great Witley. YORKSHIRE ( EAST RIDING.) 32.— Pocklington ( County,.— For night poaching — THOMAS HARRISON, age 36, height 5 ft. 8 in., complexion sallow, hair and whiskers brown, eyes haz^ l; dress, blue pilot coat, cord trousers and vest, lace boots, blue cloth cap with string across top. An agricultural labourer ; native of Clifton, Westmore- land. Warrant issued. Information to Supt. Farrah, Pocklington. YORKSHIRE ( NORTH RIDING). 33.— Guisboroug h ( County) — For stealing £ 1310s. at Redcar, 4th ult. ( Case No. 35, 7th ult.) — ISAAC BLAND, age 36, height 5 ft. 5 or 6 in., complexion fresh, hair and eyes brown ; dre3s, pilot jacket, with saddle back stitched on outside, dark grey vest, dark cord trousers, red scarf, lace boots ( worn at heels), Scotch cap with peak— all old. Has worked as stoker at York City Gas Works, also at Beckton Gas Works, North Woolwich, and may endeavour to obtain similar employment. It is requested that special inquiry may be made at • gasworks. Warrant issued. Information to Supt. Clarkson, Guisborough. YORKSHIRE ( WEST RIDING). 34.— Halifax ( County).— For converting and ap- propriating a large sum of money to his own use in September list— EDWIN BINNS, a silk merchant, late of White Lee, age about 60, height 5 ft. 9 or 10 in., complexion fresh, hair brown, whiskers ( full) turning grey, stoops when walking, and, when talking, laughs in a peculiar loud way ; dress, frock coat, grey mixture trousers, high hat, or soft billycock ditto.
