All announcements for insertion in the POLICE GAZETV % and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GHEAT SCOTLAND YAED, LONDON, S. W. 3. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. A. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. B. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. f. Announcements concerning stolen property must be guaranteed by an tffiier of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as* alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted m the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referri/ ig to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by e covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Brummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or is Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, ljg, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration - was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. £ 125 REWARD. i.— Whereas, ARCHIBALD REED, a river watcher in the employ of the Tiverton Fishing Association, was brutally murdered during the night of Friday, the 29th of July last, on the bank of the River Exe, near Colli- priest. And whereas, the Coroner's Jury have returned a verdict of Wilful Murder against some person or persons unknown. A Reward of £ 125 will be paid by the Watch Com- mittee of the Borough to any person ( other than a person belonging to a Police Force in the United Kingdom) who shall give such information and evidence as shall lead to the discovery and conviction of the murderer or murderers. And the Secretary of State for the Home Department will advise the grant of Her Majesty's Most Gracious to any accomplice, not being the person who actually committed the murder, who shall give such information and evidence as shall lead to a like result. T H E POLICE G A Z E T T E . 3 METROPOLITAN POLICE DISTRICT. 2.— With reference to caution respecting the Agence Financiere of Geneva, issued on 3rd June, the notorious convicts, Benson and Kurr, are now in custody on the Continent for a confidence trick on a large scale, in which worthless bonds from the Agence Financiere have been used to carry out the fraud. There can be no doubt that the " Agence Financiere " is notffing but a swindle, got up by Kurr and Benson, the latter of whom has been in Geneva since April last, the month when the Agence was registered. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 3.— C. I. D., C. 0.— Woodcut portrait and de- scription of RANDALL COOPER, alias WILLIAM RINGOLD COOPER, RAFE COOPER, J. W. SLOANE, an American, whose apprehension is sought for forgery to the amount of £ 3,670, age 40, height 5 ft. in., spare build, complexion sallow, hair long ( turning grey), eyes ( flashing) brown, moustache and beard ( if wearing one) dark, turning grey, long thin face, stoops slightly, weak chest, pockmarked, two false teeth in front, scars back of head, right side, and left forearm, mole on right arm ; dresses well, gene- rally in dark clothes, with muffler, and soft felt hat- Was convicted at the Central Criminal Court for forgery, 20th October, 1879, and sentenced to 5 years' penal servitude, and has also been convicted in America, where he is well known, and sentenced to 6 years for forgery. Is said to have left England about 3 weeks since for America, and had in his possession a number of Bank of England notes, the proceeds of the forgery, vi:., 30 Notes of £ 100 each, Nos. 04841 to 04850, Nos. 05781 to 05790, Nos. 06671 to 06680, dated 16th April, 1887 ; 13 notes of £ 50 each, Nos. 28265 to 28277, dated 16th March, 1887 ; 1 note of i20, No. 27835, dated 17th February, 1887. Warrant issued. If found abroad his extradition will be asked for. 4.- A Division— For embezzlement- JAMES WILMOT MALLINSON, age 38, height 5 ft. 11 in., complexion, hair, whiskers, and moustache dark, eyes hazel; dress, black diagonal frock coat and vest, grey trousers, hard felt hat, may wear a grey jacket suit. A native of London. Supposed to have friends at Preston. Warrant issued. Not to be apprehended out of the United Kingdom. 5.— A Division.— For embezzlement— JOHN WILLIAM INCH, age about 37, height about 6 ft., stout build, broad shoulders, complexion and moustache fair, dissipated appearance ; dressed ( when last seen) in mourning. A native of Wisbech, Cambs. Mother resides ( supposed) at 49, New Parade, Wisbech. Stated that he was going to employment at Messrs. Joseph Lund and Co., Birmingham, and asked that his letters be addressed to the Liberal Club there. Known at Bradford, Yorks. Not to be arrested out of the United Kingdom. Warrant issued. 6.— R Division,— For embezzlement- GEORGE COX, a milk carrier, age 23, height 5 ft. 7 in., com- plexion, hair and moustache dark; dress, black Ches- terfield overcoat, grey trousers, low thoes, brown felt hat. May visit his father, who is a coastguardsman, at Eastbourne. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 7.— For embezzlement— SAMUEL H. LUMMIS, a clerk, age 22, height 6 ft., slight build, complexion and moustache ( slight) dark ; dress, dark clothes, high silk hat. BUCKINGHAMSHIRE. 8.— Chepping Wycombe ( Borough).— For steal- ing a dark mixture tweed suit, short coat, black crape mourning badge on left arm ( all new); and three white shirts- GEORGE FISHER, age 26, height 5 ft. 3 in., complexion and hair dark, no whiskers or moustache, eyes brown ; dress, dark tweed suit, double peak cap of same material. A chimney sweep ; native of Oxford, where he may visit friends.— JOSEPH COOK, alias OLLIFFE, age 14, height 4 ft. 8 in , complexion fair,' hair brown, eyes light; dress, dark cord or dark tweed suit. CARNARVONSHIRE. 9.— Carnarvon ( County).— For arson at Bettws- y- coed, 6th inst.- ED WARD DAVIES, alias NED SIANDWS and NED- Y TINKER MAWR, age 50 to 55, height about 5 ft. 9 in., complexion fresh, hair and moustache dark ( turning grey), may have scars on face, is addicted to drink; dress, shabby brown coat, cord trousers, hard felt hat. A tinmar.; native of Car- narvon ; mends umbrellas. Information to the Chief Constable, Carnarvon. CHESHIRE. 10.— Stockport ( Borough).— For stealing, 13th Sept., a gentleman's light wood or cane walking- stick, ivory dog's head handle, silver band, " Rev. M. Pugh " thereon- Expiree THOMAS MANSFIELD BAINS, alias RHODES, MARGERISON, THOMAS DOB- SON, and JOHN BARNES, Oflfice No. 28821, age 60, height 5 ft. 3 in., complexion sallow, hair grey, eyes brown, scars on bridge of nose and on ( or above) left knee; dress, cord trousers ( much patched), old dark cloth coat and vest, black hard felt hat, and good lace boots; carries a basket of tools. Sentenced at Bradford on 24th November, 1873, to 10 years' penal servitude for felony. Liberated on expiration of sen- tence on September 29th, 1885. A baker ; native of Epsom, Surrey, and lived at 4, Church- street, Epsom. Information to Head Constable Lynn, Devonport. FLINTSHIRE. 14.— Holywell ( County).— For larceny ( bailee)— SAMUEL STEVENS, native of Wrexham, age 35, height 5 ft. 4 in., complexion dark, hair dark brown, eyes hazel ; dress, black jim- crow hat, light cloth coat, cotton cord trousers, lace boots. A hawker of earthen- ware. Accompanied by his wife, an Irishwoman, and two children, a boy about 5 years old and girl ( a baby) about six months old. Recently seen at Runcorn and Northwich. Holds a pedlar's certificate issued in Flintshire. Warrant issued. Information to Supt. Hughes, Holywell. GLOUCESTERSHIRE. 15. — Cheltenham ( County).— For stealing a tri- cycle ( recovered), 11th inst.— A MAN, age about 34, height 5 ft. 3 or 4 in , complexion sallow, hair, whiskers and moustache dark; dress, tweed jacket, fustian trousers, red neckerchief with white spots, heavy water- tight boots, plaid cloth cap with peak. Information to Supt. McRae, Cheltenham. 16.— Bristol ( City).— For stealing, 12th inst.— 1 wide gold bracelet, plain middle, chased edges ; 2 silver bracelets ( one set brown stones, with heart attached, the other set crystals) ; 1 ring set 3 diamonds ; 1 oval- shaped gold brooch and earrings to match, set coloured stones, with diamond in centre ; 1 pair gold sleeve links ; 1 gold shirt stud ; 1 small gold locket and chain, set pearls in shape of letter " Y," containing two photos ; 1 silver Geneva watch, No. 24463, with long silver chain attached ; 1 gold ring, set red stone ; and one half- sovereign.— A MAN, age about 23, height 5 ft. 4 or 5 in , complexion fair, hair brown, no whiskera or moustache; dress, long black morning coat, black- and- white check tie, black bowler hat. His practice is to visit houses stating he has been sent by the " Water Works Company" to examine the bath taps, and when left alone, steals articles of jewellery and decamps. HAMPSHIRE. 17.— Lyndhurst ( County).— For stealing, 22nd July last, a bay yearling colt ( recovered)— GEORGE GAILER, age 33 or 34, height 5 ft. 6 or 7 in., stout build, full face, hair light brown, little or no whiskers ; dress, dirty grey tweed suit, black soft felt hat, or may be weeing cord trousers and brown sleeved waistcoat. WATTS, naval CUMBERLAND. 11.— Penrith ( County).— For committing an in* decent assault on a child, 17th inst.— A MAN, age about 30, height 5 ft. 5 or 6 in., rather stout build, complexion fresh, moustache and slight whiskers on chin dark ; dress, supposed blue serge or pilot cloth jacket, drab cord trousers, double peak grey cloth cap, lace boots, upper leather in one boot is cut. DEVONSHIRE. 12.— Exeter ( City).— For desertion, and embezzl- ing £ 130— SERGEANT THOMAS COLLINS, Devon- shire Regiment, age about 30, height 5 ft. 5 in., slight build, complexion fresh, hair and moustache brown, long neck, sloping shoulders ; dress, dark coat and writer, whose apprehension is sought for stealing, 1st July last, from H. M. S. " Duke of Wellington," at Portsmouth, £ 248 12s. 7d., consisting of 19 £ 5 Bank of England notes dated " 15th October, 1885, Portsmouth," Nos. 62232 to 50, and some gold and silver. Age 24, height 5 ft. 7 in., complexion fair, hair, moustache and eyes brown. Has passed as the Hon. Gerald Travers; was recently seen at the " Wild West Show." May be FRIDAY, SEPTEMBER 23, 1887. A tramping Irishman, Information to Supt. Ovens, Weobley. LANARKSHIRE. £ 100 REWARD. 20.— Glasgow ( City).— For stealing £ 886, con sisting of 500 £ 1 British Linen Company's Bank notes, 85 £ 5 notes, 271 £ 1 various, and 30 £ 5 Bank of Eng land notes— FOUR MEN, 1st, age about 35, height 5 ft. 8 or 9 in., whiskers ( cut short) dark brown, mous- tache ( heavy) dark ; dress, dark tweed suit, black hard felt hat. 2nd, about same age and height; dress, brown tweed suit and black felt hat. 3rd, age about 40, tall and stout, round full face, moustache ( heavy) dark brown ; dress, dark tweed coat and vest, light trousers, black felt hat. 4th, age 35 to 40, short and stout, whiskers and moustache dark brown ; dress dark tweed suit, black felt hat. All spoke with a slight foreign a: cent ( supposed German), and one carried a small leather bag. While 3 of them kept the bank teller and clerk in conversation at the front of the counter, the fourth went behind and stole the notes. The above reward will be paid by the Bank Directors British Linen Company's Bank for the apprehension and conviction of the thieves, and recovery of the money. It is requested that inquiry be made at bankers, money changers, hotels, & c.; and any information obtained immediately communicated to the Chief Constable, Central Police Chambers, Glasgow. Was accompanied by a boy, age 14, short, complexion fresh, slightly bow- legged ; dress, dark jacket and vest, cord trousers ( torn ' at knees), side- spring boots ( too large). Last seen going in the direction of Rochdale, about 2 p. m. 27th ult. Warrant issued. Information to Chief Constable Cummings, Bacup. LEICESTERSHIRE, 24.— Market Harborough ( County).— For steal- ing carpenters' tools ( recovered), 14th inst.— A MAN, age 3 i, height 5 ft. 7 or 8 in., complexion fresh, huir dark brown, round face, slight moustache; dress, dark coat, cotton cord trousers, dark cloth cap with peak, blue- and- white spotted necktie, with silver- plated scarf ring. Appearance of a bricklayer's labourer. Information to Supt. Bott, Market Harborough. 25.— Leicester ( Borough).— For stealing, 6th inst., a lady's small silver watch, chased back, No. 52443; and a long gold guard, small chain pattern ( guard since found pledged)— A man named SEAGRAVE, a labourer, age about 40, height 5 ft. 4 in., thin features, dark moustache; dress, dark coat, light vest and trou- sers, black hard billycock hat, rather shabby appear- ance. Last seen at Loughborough 7th inst. : Information to Head Constable Duns, Leicester. t LINCOLNSHIRE. £ 1 REWARD. 26.— Bourne( County).— For deserting his children at Billingborougli, 5th ult.— WILLIAM WOOD- FORD, a labourer, age 23, height 5 ft. 5 in., com- plexion fresh, hair ( curly) dark brown, eyes grey, scar left hip ; dress, drabbet jacket, black waistcoat, light trousers and cap. Supposed to be working as a dock labourer at Hull. Has been in the army, and now belongs to the army reserve. Warrant issued. The above reward will be paid by J. L. Bell, Esq., clerk to the guardians, for his apprehension. Information to Supt. Brown, Bourne. Butterick and Co., 171, 173, 175, and 177, Regent- street," and has obtained subscriptions in advance for an illustrated paper of fashions, costumes, < tc., called " The Delineator," published by the above firm, who have not authorised this man to act for them. He is believed to have been convicted at Bedford Assizes on 29th October, 1884, and sentenced to 3 months' imprisonment, and to have been discharged from Northampton Gaol in October last, after under- going 6 months' imprisonment, on both occasions for similar offences. 92.— The attention of Police is directed with a view to hotel proprietors, innkeepers, etc., being cautioned against a man calling himself J. E.
