REGULATIONS. % All announcements for insertion in the POLICE GAZBIV % and all communications upon them should be addressed to THE EDITOB OP THE POLICB GAZBTTE, GREAT SCOTLAND YARD, LONDON, S. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICB GAZBTTB, if they are sufficient to enable action to be taken upon them by another force. 5. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all eases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. ft. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the ease may be. P. Announcements concerning stolen property must be guaranteed by an qffieer of not less rank than Inspector, or analogous thereto. 6. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to is inserted m the POLICB GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will it wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by « covering letter. 12. All payments must be in advance, either at the office, Oreat Scotland Yard, by cheque, crossed " Drummond § Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. NOTICE. APPREHENSIONS SOUGHT. DEVONSHIRE. MURDER EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party Bhall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. £ 125 REWARD. Whereas, ARCHIBALD REED, a river watcher in the employ of the Tiverton Fishing Association, was brutally murdered during the night of Friday, the 29th of July last, on the bank of the River Exe, near Colli- priest. And whereas, the Coroner's Jury have returned a verdict of Wilful Murder against some person or persons unknown. A Reward of £ 125 will be paid by the Watch Com- mittee of the Borough to any person ( other than a person belonging to a Police Force in the United Kingdom) who shall give such information and evidence as shall lead to the discovery and conviction of the murderer or murderers. And the Secretary of State for the Home Department will advise the grant of Her Majesty's Most Gracious PABDOX to any accomplice, not being the person who actually committed the murder, who shall give such information and evidence as shall lead to a like result. METROPOLITAN POLICE DISTRICT. 2.— With reference to caution respecting the Age nee Financiere of Geneva, issued on 3rd June, the notorious convicts, Benson and Kurr, are now in custody on the Continent for a confidence trick on a large scale, in which worthless bonds from the Agence Financiere have been used to carry out the fraud. There can be no doubt that the " Agence Financiere " is nothing but a swindle got up by Kurr and Benson, the latter of whom has been in Geneva since April last, the month when the Agence was registered. APPREHENSIONS SOUGHT. METROPOLITAN POLICE OISTRICT. 3.— C. I. D , C. 0— Woodcut portrait and de- scription of RANDALL COOPER, alias WILLIAM RINGOLD COOPER, RAFE COOPER, J. W. SLOANE, an American, whose apprehension is sought for forgery to the amount of £ 3,670, age 40, height 5 ft. 7| in , spare build, complexion sallow, hair long ( turning grey), eyes ( Hashing) brown, moustache and beard ( if wearing cne) dark, turning grey, long thin face, stoops slightly, weak chest, pockmarked, two false teeth in front, scars back of head, right side, and left forearm, mole on right arm ; dresses well, gene- rally in dark clothes, with muffler, and soft felt hat- Was convicted at the Central Criminal Court for forgery, 20th October, 1879, and sentenced to 5 years' penal servitude, and has also been convicted in America, where he is well known, and sentenced to 5 years for forgery. Is said to have left England about 3 weeks since for America, and had in his possession a number of Bank of England notes, the proceeds of tbe forgery, vis., 30 Notes of £ 100 each, Nos. 04841 to 04850, Nos. 05781 to 05790, Nos. 06671 to 06680, dated 16th April, 1887 ; 13 notes of £ 50 each, Nos. 28265 to 28277, dated 16th March, 1887 ; 1 note of £ 20, No. 27835, dated 17th February, 1887. Warrant issued. If found abroad his extradition will be asked for. 4.— A Division.— For embezzlement— JAMES WILMOT MALLINSON, age 38, height 5 ft. 11 in., complexion, hair, whiskers, and moustache dark, eyes hazel; dress, black diagonal frock coat and vest, grey trousers, hard felt hat, may wear a grey jacket suit. A native of London. Supposed to have friends at Preston. Warrant issued. Not to be apprehended out of the United Kingdom. 5.— C Division.— For stealing £ 200, the monies of the Junior United Service Club, Charles- street, St. James's- EDWARD CHARLES WORLD, age 35, height 5 ft. 6 in, complexion, hair ( short and curly) and eyes dark, thick lips; dress, black jacket, dark mixture trousers, black felt hat. A native of Sonthsea, yhere he has friends residing at 21 Somers- road ; may endeavour to leave the country. Warrant issued. 6.— L Division.— For stealing £ 61— WILLIAM GARNHAM, alias WILLIAM GAYTHORNE DUD- LEY WYATT, age 33, height 5 ft. 8 in , complexion, hair ( cut short), and eyes ( full) dark, very large hands, speaks German and French and is a good musician ; dress, light morning jacket, dark trousers and vest, black wideawake hat. A native of St. Pancras. May endeavour to leave the country. Warrant issued. 7.— N Division.— For falsification of accounts as secretary to a building society.- ALFRED JAMES READ, age 35, height 5 ft. 7 in., complexion fair hair, whiskers ( thin), and moustache light ; dresp dark clothes, respectable appearance. Expressed hio intention of going to the north of England and Scot land to organise building societies. Warrant issued. Not Jo be apprehended out of the United Kingdom. | 8.— R Division.— For embezzlement— GEORGE COX, a milk carrier, age 23, height 6 ft. 7 in., com- plexion, hair and moustache daTk ; dross, black Ches terfield overcoat, grey trousers, low shoes, brown felt hat. May visit his father, who is a coastguardsman at Eastbourne. Warrant issued. 9.— V Division.— For stealing a quantity of jewellery and wearing apparel, 31tt ult.— ANNA DULLY, alias HANNAH FOX, HANNAH WATSON and MONTAGUE, age 48, height 5 ft. 3 in., com- plexion dark, hair ( turning grey) brown, eyes grey long sharp nose, lost all her teeth, scar left side of neck and left arm ; dress, black jacket, brown dress trimmed lace, low shoes and black bonnet, or black cashmere dress trimmed with crape. A native of Lincoln. 10.— W Division.— For obtaining £ 10 by false pretences— HENRY AINES, age 35, height 5 ft. 6 in., slight build, complexion pale, hair and whiskers light brown; dress, dark tweed suit, hard felt hat. A butcher ; a native of Pratt's Bottom, Chelsfield, Kent. May seek employment at Barking or Chelmsford. Warrant issued. 11.— W Division— For embezzlement since 18th ult. :- JOHN KILLICK, butcher's assistant, late of Orchard- hill, Carshalton, age 50, height 5 ft. 7 in., complexion and hair ( turning grey) dark, no moustache; dress, dark brown tweed suit, lace boots, black hard felt hat. Is accompanied by a woman named STEVENS, age 25, tall, pregnant. Has friends at Kempshot Park, Basingstoke, and Guildford. Warrant issued. LUMMIS, a clerk, age 22, height 6 ft., slight build, complexion and moustache ( slight) dark ; dress, dark clothes, high silk hat. Supposed to be staying at Brighton. Warrant issued. BERKSHIRE. 13.— Maidenhead { Borough).— For stealing, 9th inst.— A roan Russian cob gelding, about 7 years, 14 hands, small " S " underneath mane, in good condition; a set of brass- plated harness, rush collar, and a coster- monger's barrow, painted red, white and blue, " Edward Bough, Fishmonger, Maidenhead," on tin1 plate on side, right shaft higher than left, piece broken out of tailboard— A MAN, age about 26, height 5 ft. 6 or 7 in , complexion fresh, hair, moustache and eyes dark; lisps slightly; dress, black diagonal coat and vest, dark and blue striped trousers, marone silk muffler with prune stripe, sidespring boots, black hard felt hat ; carried a long dark overcoat. Supposed native of Maidstone. Information to Supt. Taylor, Maidenhead. toecaps, size 9 ; 1 pair men's kid quarter boots, calf golothed, peak toecaps, Derby cut, fair stitched fore- part ; 1 left foot boot, kid quarters, goloshei, straight toecaps, fair stitched forepart, size 8 ; and 1 size 7— TWO MEN : 1st, age about 24, height 5 ft. 8 in., cast in one eye ; dress, dirty white jacket and cap. A tramping saddler. 2nd, age about 30, height about 5 ft. 10 in. ; wore a soft billycock hat. Information to Supt. Joseph, Crickhowell. CARNARVONSHIRE. 15.— Carnarvon { County).— For arson at Bettws- y- coed, 6th inst.— EDWARD DA VIES, alias NED SIANDWS and NED- Y- TINKER MAWR, age 50 to 55, height about 5 ft. 9 in., complexion fresh, hair and moustache dark ( turning grey), may have scars on face, is addicted to drink ; dress, shabby brown coat, cord trousers, hard felt hat. A tinman ; native of Car- narvon ; mends umbrellas. Information to the Chief Constable, Carnarvon. CUMBERLAND". ~ 16— Penrith { County).— For stealing £ 7 2s. 9d.— JOHN 1VEY, age 33, height 5 ft. 11 in., complexion fresh, hair and eyes dark, moustache light brown active, and square build ; dress, brown check tweed jacket suit. Was recently agent at Penrith for the Singer Manufacturing Company, and previously in the same employment at Newcastle- upon- Tyne. Has been in the army, and also in the Forfar Militia. Warrant issued. Information to Supt. Fowler, Penrith. 17.— Whitehaven { County).— For office- breaking, 8th inst.— A MAN, age about 30, height 5 ft. 6 or 7 in., complexion fresh, thin face, hair ( cut short and turn- ing grey) and moustache dark, smart, active appear- ance ; dress, brownish tweed suit, black- and- white woollen check scarf, lace boots ( recently repaired at heels), blue pilot cheesecutter cap. Had in his posses- sion a pawnticket for draughtsmen's tools, pledged with " Collis, Church- street, Whitehaven," 8th inst., in name of Joseph Richardson. Information to Supt. Thornburrow, Whitehaven. DERBYSHIRE 18.— Derby ( Borough).— For obtaining a situation by means of a forged character— WALTER TRAF- FORD, alias W. WALTERS, and W. O'BRIEN WALTERS, age 24, height 5 ft. 8 in , complexion and hair ( thin, and cut short) dark, no whiskers or mous- tache, prominent eyes, sharp features ; dress, black Melton coat and vest, dark blue striped trousers, black hard felt hat. Had with him a black Cheviot coat and vest, and a pair of dark trousers with red stripe. A chemist's assistant; native of Lincoln, where his father is in business as a tailor and out- fitter. Stated he was the son of Mr. Walters, The Hall, Ballydoyle, Dublin, and has in his possession cards and notepaper bearing that address. He also stated he was a nephew of Mr. W. O'Brien, M P. It is requested that inquiry be made at chemists, as he answers advertisements in the Chemists' Magazine. Warrant issued. Information to Lieut.- Col. Delacombe, Chief Con- stable, Derby. DEVONSHIRE. 19.— Exeter ( City).— For embezzling £ 34 10s., 31st August last — CHARLES GARDINER, age about 30, height 5 ft. 8 or 9 in., complexion, hair ( curly), moustache and eyes ( large) dark ; dress, dark cutaway coat and vest, dark trousers, side- spring boots, hard bowler hat. Had wii h him a large black box and bag. A bookbinder ; native of Exeter. Is supposed to be accompanied by his wife and a child about 12 months old. Warrant issued. 20.— Exeter ( City).— For desertion, and embezzl- ing £ 130— SERGEANT THOMAS COLLINS, Devon- shire Regiment, age about 30, height 5 ft. 5 in., slight build, complexion fresh, hair and moustache brown, long neck, sloping shoulders ; dress, dark coat and vest, light mixture trousers, hard felt hat. A coach trimmer. May endeavour to leave the country. Information to the Chief Constable, Guildhall, Exeter. BRECONSHIRE. 14.— Crickhowell ( County).— For stealing, at Talgarth, 1st inst, 1 pair of men's Oxford shoes, drab cloth quarters, goloshed with enamelled hide, straight DORSETSHIRE. 21.— Wimborne ( County).— For obtaining food by false pretences— SIDNEY COSH, age 36, height 5 ft. 9 in., complexion ruddy, hair dark brown, eyes hazel, downcast expression, very lithe and powerful, scar left wrist, blue ring on second and third fingers left hand ; dress, light slop or jacket, cord trousers, white straw hat with band ; carried a bundle. Is a thatcher, & c., and notorious poacher ; native of Mil- borne St. Andrew, Dorset. Warrant issued. Information to Supt. Marsh, Wimborne. GLOUCESTERSHIRE. 22.— Cheltenham ( County). — For stealing £ 11 lis.— REGINALD MARK CHARLES WOLF, a draper, age about 34, height 5 ft. 8 in., complexion TUESDAY, SEPTEMBER ] 3, 1887. fresh, hair, side whiskers, moustache, and eyes dark. A native of London. Warrant issued Information to Supt. McRae, Cheltenham. HAMPSHIRE. 23.— Portsmouth ( Baroujh.) — Woodcut portrait a, ncl description of HARRY E. W. WATTS, naval writer, whose apprehension is sought for stealing, 1st July last, from H. M. S. " Duke of Wellington," at Portsmouth, .£ 248 12s. 7d., consisting of 19 £ b Bank of England notes dated " 15th October, 1885, Portsmouth," Nos. 62232 to 60, and some gold and silver. Age 24, height 5 ft. 7 in., complexion fair, hair, moustache and eyes brown. Has passed as the Hon. Gerald Travers; was recently seen at the " Wild West Show." May be found in the company of prostitutes, and spending money freely. Information to Chief Constable Cosser, Portsmouth. T H E POLICE GAZETTE. 3 head, very small feet, speaks with a foreign accent ( supposed German) ; dress, black corded coat and vest dark striped tweed trousers, hard felt or high hat. Accused opened a shop as a commission agent about a month since, and immediately thereafter committed the fraud. Warrant issued. £ 100 REWARD. 29.— Glasgow ( City).— For stealing £ 886, con- sisting of 500 £ I British Linen Company's Bank notes, 85 £ a notes, 271 £ l various, and 30 £ 5 Bank of Eng- land notes— FOUR MEN", lst, age about 35, height 5 ft, 8 or 9 in., whiskers ( cat short) dark brown, mous- tache ( heavy) dark ; dresa, dark tweed suit, black hard felt hat. 2ud, about same age and height; dress, brown tweed suit and black felt hat. 3rd, age about 40, tall and stout, round full face, moustache ( heavy) dark brown ; dress, dark tweed coat and vest, light trousers, black felt hat. 4th, age 35 to 40, short and stout, whiskers and moustache dark brown ; dress, dark tweed suit, black felt hat. All spoke with slight foreign accent ( supposed German), and one carried a small leather bag. While 3 of them kept the bank teller and clerk in conversation at the front of the counter, the fourth went behind and stole the notes. The above reward will be paid by the Bank Directors British Linen Company's Bank for the apprehension and conviction of the thieves, and recovery of the money. It is requested that inquiry be made at bankers, money changers, hotels, & c.; and any information obtained immediately communicated to the Chief Constable, Central Police Chambers, Glasgow. LANCASHIRE. HEREFORDSHIRE. 24.— Hereford ( County).— For obtaining £ 7 13s, by means of false pretences— ED WIN JEFFRIES, a farm labourer, age 25, height 5 ft. 6 in., complexion fair, moustache light brown, eyes ( large) grey, break- ing- out on back of neck ; dress, black cloth coat and vest, brown cord trousers, black hard felt hat. Warrant issued. 25.— Hereford ( County).— For housebreaking at Aconbury, 31st ult , and stealing 1 black diagonal cloth coat; 1 pair light Scotch tweed trousers, and a pocket- book ( case No. 24, 26th ult.)— JOHN JAMES, age about 30, height 5 ft. 7 or 8 in., complexion fair, hair brown, moustache heavy ; dress, dark jacket and vest, blue loose fitting serge trousers, blue muffler with white spots, brown felt hat. Has been in the army, ^ ind now belongs to t he Breconshire militia. Information to Deputy Chief Constable Cope, Here- ford. 26.— Leominster ( County).— For stealing a dark green and red mixture suit ( trousers fall fronts), 1 pair lace boots, with toecaps, and 1 silver brooch set in gold— ARTHUR ALFRED WILLIAMS, age 24, height 5 ft. 9 in., complexion swarthy, hair black, small side whiskers and moustache dark, eyes hazel, burn mark under left jaw, left arm deformed ; dress, dark grey cloth suit ( worn), lace boots, hard felt hat. A native of Pencombe, Herefordshire. May be wearing the stolen articles. Information to Superintendent Strangward, Leo- minster. KENT. 27.— Canterbury ( County). — For stealing 10 rabbits ( recovered)— FREDERICK FARROW, alias LORD, age 42, height 5 ft. 8i in., complexion fresh, hair ( bald on top), whiskers, and moustache sandy, eyes hazel, forehead and arms freckled, 2 moles right fore- arm, rear left forearm, 2 scars lower part of belly, top of second finger, left hand fractured. A native of Elmswell, Suffolk. Has been convicted at Ipswich Assizes, July, 1861, for placing an obstruction on the railway, and sentenced to 4 years' penal servitude ; at Bury St. Edmunds, July 1886, for sheep- stealing, to 2 years' imprisonment; at Chelmsford Sessions, October, 1869, for horsestealing, and sentenced to 7 years' penal servitude ; and at Chelmsford Sessions, January, 1877, for larceny, and sentenced to 10 years' penal servitude. Information to Supt. Wood, Canterbury. LANARKSHIRE. 28.— Glasgow ( City).— For fraudulently obtaining 4 gold watches and a quantity of other goods by means of forged cheques on the Nottingham Joint Stock Bank Limited, Victoria- street, Nottingham, and on the Huddersfield Banking Company, Hudders- tield— WILLIAM WOLLMAN, alias SILVER, and SYKES, age about 44, height 5 ft. 2 or 3 in., stout build, complexion dark, full face, side whiskers and moustache heavy, shaved on chin, bald all orer top of 30.— Bury ( County).— For failing to report— Li- cense Holder LUKE LEES, Office No. 32873, age 52, height 5 ft. 4 in., complexion dark, hair dark brown, eyes dark brown, scars left side of head, bridge of nose, outside right eye, and on left thumb, 3rd left finger stiff, blue mark above left wrist, dot back of left hand. Sentenced at Salford, 28th May, 1883, to 5 years' penal servitude and 7 years' police supervision for house- breaking. J 482. Information to Supt. Henderson, Bury. 31.— Kirkham ( County).— For failing to report- Supervisee JOHN BLAND, Office No. 25873, age 51, height 5 ft. 5 in., complexion fresh, hair dark brown, eyes blue, scars each eyebrow, back of neck, and below left elbow. Sentenced at Lancaster, 18th October, 1880, to 5 years' penal servitude and 7 years' police supervision for fraud. Information to Supt. Stafford, Kirkham. JE3 REWARD. 32.— Old Trafford ( County).— For stealing, 13th ult, a gentleman's gold chronometer balance stop watch, No. 2194, " Harris, Manchester" engraved on works, gold albert chain with Indian gold coin at- tached— A MAN, age about 28, height 6 ft. 8 in., com- plexion pale, no whiskers or moustache; dress, dark clothes, hard felt hat. The above reward will be paid by Mr. Samuel Butterworth, 7, Rushcroft- road, High Crompton, near Oldham, for the apprehension and conviction of the thief and recovery of the property. 33.— Old Trafford ( County).— For stealing, at Eccles, 31st ult.— A lady's brown silk umbrella, a plain muslin apron, and a pair of lady's low shoes.— MARGARET VERNON, age about 20, complexion pale, hair cut short in front; dress, short brown jacket with bronze buttons, grey dress, black and white speckled straw hat ( sailor pattern). Stated she had a sister residing at 78, Church Street, Bradford, Manchester. Information to Supt. Bent, Old Trafford. 34.— Liverpool ( City).— For failing to report- License Holder THOMAS SMITH, Office No. 33618, age 68, height 5 ft. 3 in., complexion sallow, hair grey, eyes hazel, nose fractured, scars on eyebrows and left jaw. Sentenced at Liverpool on 27th August, 1883, to 5 years' penal servitude for stealing tools. Licensed 19th August, 1887.
