REQULATIONS- \ All announcement) for insertion in the POLICB GAZET-. 1, and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, GREAT SCOTLAND YARD, '. LONDON, S. W. _ ... 2. Particulars concerning persons whose apprehension is sought will be inserted tn one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 5. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of polke, or his immediate deputy, of the county, city, or boirough, as the case may be. t. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analagous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a numter, and art alphabetically arranged by counties. « 9. The force which causes particulars concerning delinquents, or stolen property to be inserted im the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any anntnmcement, will bt wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed '' Iirummond $ Co.," Tost Office Order payable at Charing Cross, Postal Order, or M Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, Igg, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. EXTRADITION. A Declaration was signed in London on the 2let of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT. 1.— G Division.— For embezzlement, since 30th March last— WILLIAM HUMPHREY, age 48, height 5 ft. 5 in., complexion sallow, hair, whiskers, and moustache black, lost left eye ; dress, dark clothes hard felt hat. A native of Bethnal- green. Warrant issued. 2 — M Division.— For stealing watches entrusted to him to repair. — FLORANT LOOSTERMAN alias ROSS, a German, age 46, height 5 ft. 5 in. complexion hair, beard, and rnoustache ( turning grey) dark ; mole near right eye and left of nose ; dress black diagonal frock coat, dark trousers, black hard felt hat. A working jeweller; may seek employment at pawnbrokers. His wife resides at 16, Coombes- street, City road, and states that she received a letter about two months since, requesting her to write to him at the General Post Office, South Wales. Warrant issued. 3.— M Division.— For embezzling £ 9 12s.— FRANCIS JOHNSON, late of Silverdale Lodge, the Grove, East Dulwich, age 65, height 5 ft. 6 in., com- plexion florid, hair ( bald on top), whiskers and mous- tache grey, of gentlemanly appearance. A tea mer chant's traveller. Has managed a shop at 109, Hope- street, Glasgow, where he may be found. Warrant issued. 4.— P Division.— Woodcut portrait and descrip- tion of F. KIMBER, alias WILLIAM EDWARD BROOKES, whose apprehension i3 sought for obtain- ing £ 20 by fraud- age 28, height 5 ft. 8or 9 in , com- plexion fair, hair light brown, eyes dark ; dress, long brown overcoat, black under ditto, check trousers, brown felt hat. Recently had shops at 624, Old Kent- road, 139, Galley wall- road, and 11, Westminster- bridge- rcad. Was convicted at Surrey Sessions in March, 1886, for fraud. His wife's relations reside at Totton, Hampshire. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 5 — For failing to surrender to his bail for fraud— JUBA KENNERLEY, an American, late of 17, Great George- street, London, S. W., and 39, Seething- lane, City, age 42, height 5 ft. ll in., complexion fresh, hair and moustache ( turning grey) brown ; dress, blue frock coat and vest, light trousers, high black hat. Warrant issued. K\ r 6.— For larceny [ servant)— WILLIAM AGER, a clerk, late of Leighton House, Hampton- road, Forest- gate, Essex, age 45, height 5 ft. 9 or 10 in., complexion, hair, whiskers, and moustache ( turning grey) dark, Wellington nose, limps a little when walking; dress, dark clothes, high hat, respectable appearance. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BRECONSHIRE. 7.— Hay [ County).— For obtaining goods by false pretences, 4th inst.- JOSEPH REEU, alias " DORSET JOEY" and " SHINER," age 45, height 5 ft. 5 in., hair ( turning grey) brown, full red face, e'ean shaved; dress, dark grey mixture coat, dark brown cord waist- coat and trousers ( new), lace boots, brown bowler hat. A ganger on public works and railways; native of Wimborne or Bournemouth. Warrant issued. Information to Supt. Joseph, Crickhowell. CHESHIRE. 8.— Nantwich [ County).— For larceny ( lodger), 3rd inst.— FANNY KNOWLES, alias ANN WHITE, age about 24, height 5 ft. 3 or 4 in., complexion dark, hair ( low on forehead) very dark, eyes dark; dress, black dress, dark high narrow- crowned hat, trimmed brown or red velvet; shabby appearance. Had with her a male child about 8 or 10 months old, dark curly hair. This woman is a notorious railway platform thief, lodges at respectable houses, temperance hotels, < fcc., and leaves without paying her bills, taking with her any article of value which she may find. Leah, Nantwich. 9.— Stockport ( Borough).— For stealing, 15tk inst., 2 yards of dark red plush, 2 white silk han,' « kerchiefs ( one plain, torn at corner, the other flowered) - SARAH ANN LANGLEY, alias LITTLE VIO- LET, age about 21, medium height, complexion fresh, plump features, hair dark brown, eyes dark, scar upper lip ; dress, dark grey winsey skirt, white bodice and apron, dark grey shawl, button boots. DUMFRIESSHIRE. 11.— Dumfries ( County).— For stealing at South- wOo'dfoot, 2nd inst.— 1 man's black repp cloth jacket' single- breasted, black lining, four cloth buttons on breast and two on each cuff; 1 man's black repp cloth vest, buttons up to neck, cloth buttons; 1 pair man's black- brown- and- white small check tweed trousers, fly fronts, yellow buttons, " Joseph Urqubart" there- on ; 1 man's dark tweed jacket suit, dark ground with white and yellow threads throughout ( recovered in Carlisle); 1 pair man's dark grey coarse tweed trousers, with white thread running through cloth, forming a small check, fly front3, block metal buttons ( nearly new); 1 man's blue silk pocket handkerchief ; 8 men's linen collars, size 14$ ; 1 pair man's tide- spring boots, plain uppers, nails round soles at heels ; and a brown hard felt hat- ROBERT WILSON, alias ROBERT BOWMAN and JOHN BOWMAN, age 40, height 5 ft, 6 in., complexion fresh, hair light, reddish whiskers and moustache; dross, black rr blue over- coat, dark tweed coat and vest, moleskin trousers ( dirty), side sprirg boots, rough folding cap with peak. A tramping labourer; suppose< Lpative of Blackpool, Lancashire. May be found wori'ing at some farm. Information to Chief Constable Jones, Dumfries. ESSEX. 12— Saffron Walderi ( County).— For stealing, at Berden Hall, 25th ult., an old silver English lever watch, No. 3402, maker, •' Fehrenbach," steel chain with double links attached — AN UMBRELLA HAWKER, age about 21, height 5 ft. 8 or 9 in., com- plexion pale, moustache slight; dress, brown coat with large bright pearl buttons, cord trousers, billycock hat. Supposed to travel with an old man named Aaron Bung, a tinker and razor- grinder, who travels in Hertfordshire. Information to Supt. Womack, Saffron Walden. 13.— Thorpe- le- Soken ( County)— For obtaining food and lodgings by fa'ss pretences- H. BARRING- TON, alias H. FIELDING, age 40, height 5 ft. 7 or 8 in., complexion and hair dark, eye3 dark grey, moustache curled at ends; dress, dark serge suit. Is accompanied by a boy, age 16, whom he calls Jack. Information to Inspector Willsmer, Thorpe- Ie- Soken. GLAMORGANSHIRE. £ 1 REWARD EACH. 14.— Neath ( Borough).— Escaped from the Gla- morganshire Reformatory School, Ty Segur, 12th and 13th inst.— W. H. COKER, age 15, height 4 ft. 6 in., hair brown, eyes grey. A native of Swansea.— H. PARRY, age 15, height 4 ft. 8 in., hair dark brown, eyes brown. A native of Swansea; was seen near Llandaff,— LEYSHON THOMAS, age 12, height 4 ft., hair light, eyes grey. A native of Neath.— W. W. PRICE, age 14, height 4 ft. 6 in., hair brown, eyes hazel A native of Aberdare; both supposed gone towards Pontypridd. All dressed in cord jacket and trousers and Scotch cap marked " G. R. S.," buttons marked " Reformatory, Neath." KENT. 17.— West Mailing ( County).— For assaulting his wife, 29th ult.— JOHN SACKETT, age 31, height 5 ft. 7 in., complexion fair, hair light; is very cxcited when drunk. A painter aud glazier. Has resided at Aylesford. Is accompanied by his 2 sons, one 9, and the other 11 years of age. Warrant issued. Information to Supt. Hulse, We3t Mailing. 18.— Margate ( Borough).— For stealing from a swimming- bath, 11th in3t., a gold English lever stop watch, gold albert chain ( fetter link pattern, each link marked 18- carat) and guinea attached ; a gentleman's gold single stone diamond ring, claw setting ; and a heavy gold signet ring, with masonic crest; also ob- taining a white cob mare, aged, about 14 hands, in good condition ; a set of plated harness, and a rustic cart painted black, pickcd out vermilion, initials " W. H. N." thereon— A MAN, age about 30, height 5 ft. 9 or 10 in., stout, moustache light brown, of military appearance ; dress, drab coat and trousers with brown stripe, blue waistcoat with white stripes and brass but- tons, brown hard felt hat. Is an expert swimmer, and will likely frequent first- class baths. Supposed wanted for similar offences. Information to Head Constable Romanis, Margate. LANARKSHIRE. 19.— Glasgow [ City).— For embezzling £ 480— DONALD JAMES ROSE MACLEAN, age 21, height ft. 10in, complexion pale, hair auburn; dress ( sup- posed), light tweed suit. Was lately employed as clerk and cashier by the County Fire and Provident Life Insurance Companies, 32, Renfield- street, Glasgow. Absconded 9th inst. It is requested that inquiry be made at hotels, ship- ping offices, outward bound vessels, ifcc. Warrant issued. Information to the Chief Constable, Central Police Chambers, Glasgow. LANCASHIRE. 20.— Bury [ County).— Woodcut portrait and des- 21.— Liverpool ( City).— For office breaking and forgery— JAMES ROSS, alias ROBERTS and JOHN- SON, a clerk, age 38 to 40, height 5 ft. 6 in., hair ( bald on top), whiskers and moustache brown, eyes grey, prominent features, sunburnt; dress, brown and white striped trousers, greasy red necktie, lace boots, hard felt hat. A Scotchman. His modus * operandi is to conceal himself in the building, and afterwards break into the different offices, get blank cheques, which he fills up and usually cashes at public- houses. Previously convicted at Manchester, 9th November, 1877, for larceny ( servant), and sentenced to 3 months' imprisonment; at Liverpool Assizes, July, 1879, for forgery, and sentenced to 6 months' imprisonment ; at February Sessions, 1884, for stealing tools, and sen- tenced to 8 months' imprisonment ; and at March Sessions, 1886, for office- breaking, and sentenced to 12 months' imprisonment. Williams, Liverpool. 22.— Bootle ( Borough).— For obtaining money by false pretences— JAMES SMITH ( supposed false), age 28 to 30, height 5 ft. 8 or 9 in., complexion fresh, hair and moustache dark ; dress, dark pepper- and- salt mix- ture jacket suit, blue cloth- top boots, billycock hat. His modus operandi is to call at houses, inquire for the occupier, and produce a railway consignment note stating there is a parcel at the station, but that the carriage has to be paid before it can be delivered. " 23.— Rochdale ( Borough). — For failing to report — License Holder MICHAEL McKENZIE, alias THOMAS BUCKLEY, Office No. 32588, age 46, height ft. 7 in., complexion fresh, hair dark brown, eyes grey, scars each eyebrow, bridge of nose, and right side jaw, right ear prominent. Sentenced at Preston, 19th October, 1881, to 10 years' penal servitude and 7 years' police supervision for felony. Licensed 29th March, 1887. H 931.— Supervisee JOSEPH WILD, Office No. 30301, age 29, height 5 ft. 5 in., complexion fresh, hair light brown, eyes grey, mole inside right arm, nearly bald. Sentenced at Salford, 12th January, 1885, to 15 months' hard labour and 5 years' police supervision for larceny. 5959.— Supervisee ROBERT MILLS, Office No. 27247, age 43, height 5 ft. 3 in., complexion sallow, hair dark brown, eyes hazel, several scars left of forehead. KAVANAGH, whose ap- prehension is sought for stealing £ 22 gold and silver — age 28, height about 5 ft. 6 in., complexion ruddy, very thin long features, hair dark or black, moustache very slight, scars as from scrofula on face ( supposed left side); cress, brown tweed suit, black hard felt hat. Has been a sergeant in the Gordon Highlanders, and now belongs to the Army Reserve. CUMBERLAND. 10.— Whitehaven [ County).— For stealing a black horse pony, 14 hands, and a long car cart, blue body, wheels newly painted red- JOSEPH RICHARDSON, age 32, height 5 ft. 1 or 2 in., stout build, scar on throat ( having recently attempted to commit suicide), several scars on face. A fish hawker and carter. Warrant issued. Information to Supt. A native of Aimworth- road, Radcliffe, near Bury. His father resides at Chester, and he has a brother at 299, Stretford- road, Manches- ter. Is in the habit of visiting friends at Northwich. May endeavour to leave the country. Warrant issued. Information to Supt. Henderson, Bury. TUIISDA*, AUGUST 16, 1887. Was em ployed by the Corporation of Rochdale as traveller for the sale of manure. Made inquiries in Leeds about a month since as to ships, other than regular passenger boats, sailing to Australia. Was next seen in York, 3rd ult., with a young woman, and on 4th proceeded from York to Selby. Warrant issued. Information to Chief Constable Wilkinson, Roch- dale. LEICESTERSHIRE. 25.— Leicester ( Borough). — For stea'ing about £ 20 gold— CHARLEC WOODCOCK, a cashier, age about 50, height 5 ft. 5 or 6 in., complexion fresh, hair dark, whisker3 and moustache ( cut short) turning grey ; dress, dark clothes, respectable appearance, of good address, is very talkative, and fond of taking snuff. Absconded 13th inst- May endeavour to leave the country. 26.— Leicester ( Borouqh).— Woodcut portrait and description of WILLIAM HENRY GRAY, a clerk and cashier, whose apprehension is sought for stealing £ 10, 23rd ult.— age 32, height 5 ft. 6 in., com- plexion pale, moustache dark, beard on chin about a fortnight's growth ; dress, grey alpaca jacket, grey trousers, black billycock hat, respectable appearance. May endeavour to leave the country. Warrant issued. Information to Head Constable Duns, Leicester. MONMOUTHSHIRE. 27.— Newport ( Borough).— For stealing by means of a trick, 12th inst. —£ 200 in Bank of England notes and gold. Number of notes— 62052, dated at Bristol, 24th Feb., 1886; 36172, at London, 23rd Feb., 1887 ; 65657, at London, 26th Feb., 1887; 8, 9, and 60, at London, 26th Feb., 1887 ; 43340, at London, 9th July, 1887 ; 44988, at London, 10th Nov., 1886 ; 78979, at London, 14tli Dec., 1886 ; 66643, at London, 13th Dec., 1886 ; 4, at London, 13th Dec , 1886 ; 19126, at Liver- pool, 25th March, 1884; 78809, at London, 14th Dec., 1884 ; 40795, at Birmingham, 26th May, 1886 ; 97633, at London, 26th Jan., 1887; 70278, at London, 25th Jan., 1887 ; 65825, at London, 26th Feb., 1887; 51950, 1, and 47, at London, 4th Dec., 1885.— TWO MEN, 1st, age 35 to < 40, height about 5 ft. 10 in., stout build, full face, large high forehead, irregular ugly teeth, large head, hair ( cut short and bristly) and moustache brown, pockpitted and slightly freckled ; dress, fawn colour plaid suit ( coat short), light brown socks, low Oxford shoes, wore a gold chain with square locket, and a gold ring on little finger. A native of Switzerland, speaks Italian, and professes not to know English. 2nd, age about 30, height 5 ft. 7 or 8 in., very stout, pot- bellied, complexion clear ruddy, full round face, hair ( cut short) very light brown, moustache light brown, eyes blue, rather rollicking walk ; dress, black twill suit, small side spring boots, wore a very large mourning ring, with cameo stone, with raised figure, on fourth finger left hand. An Italian, but has the appearance of a Norwegian or German, ancl appeared not to be able to speak Eng- lish. Warrant issued. It is requested that inquiry be made at hotels, shipping offices, < kc., and any information obtained immediately communicated to Head Constable Sinclair, Newport. NORFOLK. 28.— East Harling County). — For stealing, 7th inst., a brown cob, 9 years, 14 hands, short tail, low back, slight enlargement on one fore ankle ; a square cart, painted brown, picked out red, " Arthur Holl New Buckenham," painted on side; a set of plated har ness, rush collar lined red, riding saddle and bridle, 2 cloth rugs and one waterproof ditto — THREE MEN 1st, age about 30, height 5 ft. 6 or 7 in., stout build rather long sharp nose; dress, dark check suit and black felt hat; 2nd, age about 30, height 5 ft. 2 or 3 in., whis kers ( slight) light; dress, light check suit as worn by low horse dea'ers, and light cap with peak. These two; one of whom had a revolver in his possession, which he fired at a Police Constable, came into the county of Norfolk from the direction of Bury St. Edmunds, 5th inst., going towards Norwich via Kenninghall and New Buckenham, driving a bay or brown mare and gig cart, with a black gelding, apparently in a tired and exhausted condition, tied behind. Spoke with London accent, and were constantly using obscene language. Were traced as far as Elvedon, Suffolk going towards London driving the stolen cob and cart. The third was traced to Stuston, Suffolk driving the bay mara and gig, with one shaft newly broken and tied with string. Are supposed to be professional horse stealers. Information to Supt. Starke, East Harling. 29.— King's Lynn ( Borough).— For deserting his family— ROBERT STUDD, age 48, height 5 ft. 7 in. complexion and whiskers ( turning grey) dark, hair dark brown, shaves upper lip; dress, drab jacket or slop, cord or fustian trousers. A labourer ; native of Terrington, Norfolk ; has been in the army. May be found in the North of England. Warrant issued. Information to Head Constable Ware, King's Lynn.
