REGULATIONS- All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. . . 8. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the ' POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars at to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such personbe required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the ense may be. q Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and an alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit W the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any anm. Mcement, will bi wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday,. and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Ihummond § Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, IJS, Strand, London, the sole Agent, who will furnish the rates on application. 14. CAXJTION n THE ROYAL EDUCATIONAL CIRCULAR GUIDE. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and - his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no ease, nor under any eonsideration whatever, shall the High Contracting Partiei be bound to surrender their own lubjects, whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. METROPOLITAN POLICE DISTRICT. i- Attention is called to the " Royal Educational Circular Guile" issued by Convict Expiree WILLIAM RIDLEY CARR, alias HENRY PARKER, Office No. 28234, of 13, Torrington- square, W. C. This publication first appeared in the latter part of the year 1885, and was announced as having been established in 1882, and circulating to the extent of 25,000 copies annually. Sums of money, varying in amount from 10s. 6d. to £ 3 3s., were obtained by Carr from a large number of persons, chiefly army tutors and the principals of schools and colleges, for the insertion of educational advertisements. Carr was convicted at the Central Criminal Court on 28th March, 1887, of obtaining money by false pretences in connection with these advertisements, it being shown that the alleged circulation of the " Royal Circular Guide" among the " nobility, clergy, and gentry " was fictitious, and that barely sufficient copies were printed to supply the advertisers with one each. It was also found upon inquiry that Carr's representation that the publication was under the patronage of H. M. the Queen, T. R. H. the Prince and Princess of Wales, and Prince Albert Victor of Wales, the Earl of Derby, Sir Matthew White Ridley, & c., was false. Owing to representa- tions that were made to the judge as to the state of the prisoner's mind, he was released on a nominal sentence. He is now sending out circulars announcing the publication of a further issue of " The Royal Educational Circular Guide— guaranteed annual issue 2 '•>, 000," and again soliciting advertisements. He also promises to introduce pupils to advertisers upon payment of a small commission. Clergymen, army and navy tutors, and the principals of schools, colleges, & c., should be cautioned respecting this man's transactions, and it is requested that any information respecting him may be forwarded to the Assistant Commissioner, Convict Office, Great Scotland Yard, London, S. Value £ 6,200— A MAN, who gave the name of LAMBERT, aged 45, height apprehension is sought for embezzling the moneys of the Corporation, age 27, height about G ft. 2 in., square- build but very slight, hair cut very short, moustache slight, stoops a little when walking ; dress, generally short light overcoat, light tweed jacket suit ( trouseis tight- fitting), hard felt hat, respectable appearance. GRAHAM ( right name supposed "- MEAD ") age 45 to 50, height 5 ft. 8 in., complexion florid, hair, whiskers, and moustache dark ( turning grey), peculiar cast in right eye; dressed respectably. Is known at the Royal Hotel, Aldershot, and may be found at some watering- place. A native of Ports- mouth. Was employed as 2nd class writer on board H. M. S. Duke of Wellington. Absconded 30th ult., having in his possession 19 £ 5 Bank of England notes, dated Portsmouth, October 15th, 1885, numbers ( sup- posed) 62232 to 62250, the balance being in gold and silver. HERTFORDSHIRE. 19.— Watford { County).— For fraud— DOUGLAS GORDON, age about 40, height about 5 ft. 8 or 9 in., complexion fair ( very clear), hair sandy, eyes light, light side whiskers and moustache, high cheek bones, Roman nose, good- looking ; dress, navy blue jacket, light washing vest, light trousers, billycock hat ( Yankee style), wore a gold albert, and carried a brown silk umbrella. His practice is to call at a house, and hiring furnished lodgings agrees to pay a month in advance, tenders a fictitious cheque for more than the amount, and receives the balance. Was accompanied by a woman. Information to Supt. Hummerstone, Watford. LANCASHIRE. 20.— Bacup ( County).— For embezzling £ 173— ROBERT BALL, age about 33, height 5 ft. 1 or 2 in., complexion dark, hair, whiskers and moustache very dark brown ( cut short), eyes hazel, slightly bow- legged, thumbnail ( supposed left) injured, walks with a short, quick step, and is generally smoking ; dress, brown plaid suit and billycock hat. Was lately employed as traveller for a stone merchant at Rawtenstall, and is well known in Warrington and Liverpool districts. Warrant issued. , 21.— Bacup { County).— For stealing, at Rawten- stall, between 21st and 25th ult., a 9- carat gold albert chain, curb pattern, with pendant bloodstone one aide and dark green speckled Stone the other; and a pale blue silk handkerchief, torn at one corner— A MAN, age about 28, complexion dark, hair dark brown ; dress, dark tweed jacket, dark cloth vest, cord trousers, blucher boots, brown billycock hat. LEICESTERSHIRE. 26.— Leicester { Borough).— For stealing a watch ( recovered) from the dressing- room of the Turkish Baths, 29th ult.— A MAN, age 28 to 30, height 5 ft. 6 or 7 in., complexion fair, monstache light brown, eyes large, thick set; dress, black worsted coat, light check vest, white collar ( very low at throat), blue necktie ( sailor's knot), black felt hat. Gave the name of " Wright," but the watch was pledged in name of " Frank Gilbert." Information to Head Constable Duns, Leicester. LINCOLNSHIRE. 27.— Spalding { County).— For stealing a pair of Militia boots, 21st ult. ( recovered at Peterborough)— CHARLES HALL, age 30 ( looks older), height 5 ft. 4 or 5 in., stout build, full face, moustache light; dress, blue jacket ( such as are worn by firemen), dark cloth cap with peak. Belongs to the Grantham Militia, and may be wearing a Militia shirt, Btamped 442, 4th Lincoln. Stated his intention of taking em- ployment in the neighbourhood of London during the hay- making season. Warrant issued. 28.— Spalding { County).— For obtaining goods by fraud- ROBERT HOLROYD GOATE, age 19, height 5 ft. 4 or 5 in.; dress, dark cloth coat and vest, light trousers, double peak check cloth cap. A grocer's assistant, native of Wisbeach. His practice is to stay at respectable hotels, and leave without paying his bill. Warrant issued.
