NOTICE. CAUTION. METROPOLITAN POLICE DISTRICT. l.— EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party, shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects, ichether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but can not be considered bound to do so. AGMCE FIMCIERE OF GENEVA. * ' / This is a limited liability company, registered in Geneva on the 9th April, 1887. The names of the registered association are as follows:— C. A. Leppert, manager. H. Stoeusse, small tradesman. H. Cartier, small tradesman. F. Willeumier, journeyman upholsterer. G. Kling, small tradesman. G. Reugg, clerk in the Agence. The majority of the members, it will be observed, are apparently not capitalists, and, in the opinion of the Swiss police, are men of straw, who have obliged Leppert by signing their names 1o the articles of association. Leppert is not known as a man of considerable means. He failed in business as a banker some years ago, was prosecuted for fraud, and on the 28th February, 1883, was sentenced to four months' imprisonment for having obtained 65,500 francs by worthless cheques on a Berlin firm. None of those whose names are given above are Englishmen. The circular which has been issued is written by an Englishman, aud the paper used in several of the issues is of English make, which indicates participation in the venture on the part of an Englishman or Englishmen. The style of the circular suspiciously resembles that of the late prospectus issued by Williams & Co. ( alias Murray and W. Kurr), and of the advertisements connected with the previous transactions of these persons. It has been ascertained that W. Kurr, the notorious convict, attends daily at the office of the Agence Financiere. Leppert was the banker of Williams & Co., and, in the opinion of the Swiss police, the prospectus and the funds for working the undertaking emanate from W. Kurr. The Agence commence operations in this country by issuing a circular, in which they give, as references, the names of gentlemen of the highest respectability. These gentlemen never authorised the use of their names in connection with the Agence at all. Their names were appended to the certificates of character of one of the applicants for the post of local manager of the " Agence" in this country. The Manager of the Agence has since explained that they were misled in this matter by the applicant referred to ; into the merits of this matter there is no occasion to enter; the fact remains that they issued, as references with regard to the Agence, the names of gentlemen who were simply references as to the character of an individual applicant for a post under the Agence. Considering the auspices under which the Agence has started, the suspicious circumstances under which its operations in this country have been commenced, it is desirable that the attention of Police should be directed to the scheme of Government Bonds introduced into this country by the Agence. 2 THE POLICE GAZETTE, FRIDAY, JUNE 10, 1887. tion of HENRY EDWARDS, late statioc- master at Bow Station, North London Railway, whose apprehen- sion is eought for stealing £ 97 15s , age 55, height 5 ft. 7 in , complexion fresh, hair, moustache ( turning grey) and eyes dark, red nose, flat- footed ; dress, short brown morning ccat, black trousers and vest, lace boots, hard felt hat. 6.— W Division — For carnally knowing a girl, age 14 years and 11 months^ DANIEL REARDON, floorcloth printer, age 38, height 5 ft. 8 in., com- plexion dark, hair and heavy moustache very dark, no whiskers ; dress, dark coat and vest, light trousers, side- spring boots ( imitation buttons), black hard felt hat. The first thing to be well laid and constructed is the permanent way. The rails, • the sleepers, the tunnels, the embankments, the points, the switches must all be of the very best. The permanent way to glorv is laid by God Himself, and by the Spirit of God, through the Word of God. We can see the spiritual railroad, the line stretching from earth to Heaven ; the terminus is in the glory land. If you want to get on this railway, you must come to Jesus, who is the way. The station has one word carved over the entrance, " Repentance." " Repent ye and believe the Gospel." Have you repented ? What is it 1 Sorrow for sin ? Yes ; and some- thing else, the forsaking of sin. You ask for a ticket. It is stamped and handed to you ; and then, as you feel in your pocket in agony, you are told " nothing to pay." Salvation full. Salvation free. Salvation not only from the penalty but from the power and presence of sin. Salvation not only through the blood of a dying Christ, but through the life of a risen Christ. Is yours a first- class ticket ? Yes; the very lest Christ gives you. And so, stepping into the train, you give yourself up to Jesus. Some people are very much puzzled as to what this is. When I travel from Portsmouth to London, I get into the train at Portsmouth and remain there until I get out in London. If you jgive yourself to H.' m, He will fill you with Himself— you will be no longer selfish. He will destroy that and make you unselfish : you will be no longer ill tempered. Christ will not live with ill- temper. Is He not a glorious Saviour 1 He is the Way and He is the Train. No • fear, in Him, of running off the line. Sometimes you get into a tunnel; some sorrow, some trial, some temptation comes; as Jesus says, " To you it is given on my behalf, not only to believe but also to suffer." And now the train is slackening speed ; you are getting your things together; the journey is nearly over, almost at home ; and the train steams into the terminus ; and One stands there who died for us, who rose for us, who lived in us, who brought us home and welcomes us to His Father's Home.
