REQULATIONS- V All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, GKEAT SCOTLAND YARD, IIONDON, S. W. ' 8. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. I. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of ttolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, anil of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. f. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analagous thereto. 8. Announcements of all persons to be apprehended or of ttolen property bear a number, and an alphabetically arranged by counfies. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all eases, the officer signing the request for insertion of any annoxMcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutl be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," lost Office Order payable at Charing Cross, Postal Order, or tn Stamps. 13. NOTICE. EXTRADITION. An Extradition Treaty was concluded on the 24th of November, 1886, between Her Majesty and His Majesty the Emperor of Russia, for the mutual sur- render of fugitive criminals. It is one of the most complete treaties on Extradi tion which are now in force. Article 3 provides that " Either Government may, in its absolute discretion, refuse to deliver up its own subjects to the other Government." The following is a list of the Extradition Treaties concluded between Her Majesty's Government and other countries :— 1. America ( United States of); 2, Austria- Hungary; 3, Belgium ; 4, Brazil ; 5, Denmark ; 6, France ; 7, Ger- many; 8, Guatemala ; 9, Hayti; 10, Italy ; 11, Luxem- burg ; 12, Netherlands; 13, Russia; 14, Salvador; 15, Spain ; 16, Sweden and Norway ; 17, Switzerland ; 18, Tonga. Any steps with a view to obtain the surrender of a fugitive criminal from Siam, or from the Straits Settlements, should be taken under the Fugitive Offenders Act, 1881, 44 and 45 Vic. c 69. A new form of indemnity has recently been issued by the Home Office, which can be used in Fugitive Offenders or Extradition cases. The notice which appeared in the POLICE GAZETTE of 1st, 8th, and 15th inst. is cancelled. Office No. 27321, whose apprehension is sought for forging a cheque for £ 1,000, age 55, height 5 ft. 8 in., complexion dark, hair, whiskers, and moustache grey, eyes blue, peculiar formation back of head, boil scar back of neck, anchor tattooed left breast, 2 anchors, Union Jack, and " E. M. Y." right arm, " C. B. M.," skull and cross- bones left arm ; well educated, and of gentlemanly appearance ; dressed respectably. Fre quents billiard- rooms. Has friends at Westbourne- park and Hornsey, London. Sentenced at the Central Criminal Court Sessions, November, 1809, to 2 years' imprisonment for bigamy ; at Dublin, November, 1857, to 3 years' penal servitude for forgery; and at the Central Criminal Court Sessions April, 1877, to 10 years' penal servitude for a similar offence. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W., or to the Chief Constable, Doncaster. 2.— Central Office.— For stealing a quantity of jewellery ( recovered) and £ 152 10s. gold— JOHN R. CLARKE, age 24, height 5 ft. 6 in., complexion sallow, hair, moustache and small side whiskers dark brown, eyes ( small and sunken) dark, bald patch left side of head, walks quickly ; dress, dark grey overcoat, black under ditto, grey mixture trousers, brown hard felt hat, wears a red and black silk muffler, respectable appearance. A native of Croydon. 3.— B Division.— For embezzlement— FRANK ROBERTS, age 30, height 5 ft. 6 in., complexion fair, hair light, eyes blue; dress, black diagonal overcoat, grey trousers, black felt hat. Is accompanied by a woman, age 35, short, lame right leg. Warrant issued. 4.— D Division.— Woodcut portrait and descrip- tion of ERNEST CLIN, a Frenchman, whose appre- hension is sought for stealing £ 223, 16th ult.— age 49, short and stout, complexion fresh, hair and moustache dark brown ; dress, dark clothes and high or black felt hat; respectable appearance. Cannot speak English. Warrant issued. 5.— N Division. — For larceny ( servant) — GEORGE CASBON, age 15j, height 4 ft. 7} in., com- plexion fresh, hair brown, eyes blue; dress, brown tweed coat and vest, light trousers, side spring boots, hard felt hat. A native of Tottenham; absconded 13th inst. May be found at Broad Green, Folbourne, Cambridgeshire 6.— P Division.— For cutting and wounding, 16th inst.— FREDERICK CLARK, age 26, height about 5 ft. 5 in., complexion pale, thin face, hair and moustache ( slight) very light; dress, black cutaway coat and vest, brown tweed trousers, brown felt hat. 7.— P Division.— For stealing a cheque for £ 145, drawn by Payne and Smith, Lombard- street, in favour of Mrs. Osmond, Lee, 3 £ 10 Bank of England notes ( Nos. 90855, 90856, and 90857), and 2 £ 5 notes ( Nos. unknown), £ 3 gold and 5s. silver— WILLIAM ALEX- ANDER, age 14 ( looks older), height 5 ft. 2 in., com- plexion sallow, hair black, eyes dark, full face, carries his head backwards ; dress, dark tweed jacket, black trousers, brown felt hat with flat brim, lace boots. DERBYSHIRE. 15.— Bakev/ el I ( County).— For breaking into a rail- way office at Mousal Dale— THOMAS HOADLEY, age 25, height 5 ft. 4 or 5 in., complexion pale, hair brown, cast in eyes, slightly round- shouldered ; dress, long dark overcoat ( old), dark trousers, hard felt hat. Warrant issued. Information to Supt. Birker, Bakewell. DORSETSHIRE. 16.— Wimborne ( County).— For obtaining money by fraud, 28th February last— H. L. ELLIOTT, age about 40, height 5 ft. 7 or 8 in., rather stout build, complexion, hair ( turning grey), and few side whiskers dark ; dress, black diagonal coat and vest, mixture trousers, round hard felt hat. Lately resided at War minster, Wiltshire, where he was employed as traveller by Messrs. J. Hall and Co., Oil Merchants. Supposed to have been at one time an auctioneer in Exeter. Warrant issued. Batty, Wimborne. 17.— Weymouth ( Borough).— For stealing, lst inst., £ 15 gold, 1 pair plain oval gold sleeve links, and I silver pen and pencil- case combined, turned handle ( top screws off, leads inside)- PRIVATE HENRY STRATFORD, 1st Battalion Dorset Regiment, age about 20i, height 5 ft. 4f in., complexion fresh, hair black, moustache ( slight) dark, eyes hazel, scar on right eyebrow; dress, dark pepper- and- salt mixture coat and vest, light tweed trousers, turn- down collar, striped tie, black bowler hat. A groom ; native of Faringdon, Berkshire. Enlisted at Eastbourne, 14th April, 1885. Warrant issued. Information to Head Constable Vicory, Weymouth. CAMBRIDGESHIRE. 11.— Isle of Ely ( County).— For stealing 4 stones of mutton— URIAH SMITH, a gipsy, age 21, height 5 ft. 5 in., complexion dark, hair ( very low on forehead) and eyes black; dress, fustian jacket and trousers, heavy nailed shoes, soft felt hat, all old. Warrant issued. Information to Supt. Wright, Ely. 12.— Cambridge ( Borough).— Forforgery— JOHN DANIELS SAUNDERSON, a billiard marker, age 19 height 5 ft. 7 or 8 in., complexion fair, hair light brown, eyes blue; dress, brown check suit, black hard felt hat. Absconded 16th inst. Had in his possession a black diagonal cloth coat and vest, and a pair of grey check trousers. Information to Chief Constable Turrall, Cambridge. CARNARVONSHIRE. 13.— Carnarvon ( County).- For burglary, and stealing at Llandudno, 5th inst., 1 black ribbed over- coat, 1 pair side- spring boots, size 9, straight toe- caps, patch on right; 1 pair lace boots, 1 Japanese silk hand kerchief, brown and gold ; and a small silver Geneva watch, swivel broken off— WILLIAM DAY, age 23, height 5 ft. 7| in., complexion fresh, hair dark brown, eyes hazel, small cut centre of forehead, scar right wrist and first finger right hand ; dress, supposed stolen articles, and brown trousers with large holes on knees, brown hard felt hat. Has been employed as boots at hotels in Liverpool and Birmingham, native of Stafford, where his father resides. Previously convicted at Llandudno, 15th November, 1886, and sentenced to 1 month's imprisonment for larceny. Information to the Chief Constable, Carnarvon. ESSEX. 18.— Epping ( County).— For stealing a horse ( re covered) at Ongar, 2lstult.— A MAN, age about 30, height 5 ft. 5 in., complexion very pale, hair brown, slight side whiskers, moustache stubby, surly features, full face, broad shoulders, thick set, short neck, appear- ance of a horse dealer; dress, brown suit ( coat with raised seams and buttons thickly set down front), tight- fitting trousers, brown hard felt hat with broad brim and flat crown. Concerned with Moser Streeti sentenced at Chelmsford Quarter Sessions, 6th inst. to 9 months' imprisonment. Information to Superintendent Lennon, Epping. 19.--- Colchester ( Borough).— For uttering a ficti- tious cheque on the London and Westminster Bank, Lothbury Branch— R, C. CROSBIE ( supposed false), age about 35, height 5 ft. 8 or 9 in., complexion dark, hair dark brown, moustache heavy, rather long neck, mole on face ( supposed left cheek), blinks his eyes when talking ; of military appearance; dress, brown overcoat, dark serge suit, side- spring boots, dark brown hat, wore a steel chain with locket attached, and carried a medium- sized black portmanteau. Warrant issued. Information to Chief Constable Coombs, Colchester. CHESHIRE, H.- Stockport ( Borough).— For larceny - A woman, who gave the name of ELLEN ANN, age about 20, medium height, hair dark brown, long coarse fea- tures, weak eyesight and wears spectacles ; mark under light jawbone; dress, long plain black jacket, light green bodice, brown skirt, black straw hat, points on brim, trimmed bead lace and bows in front; had a small red knitted handkerchief, and wore a red flannel round her throat, carried a black fancy basket. Stated GLOUCESTERSHIRE. 20.— Chipping Sodbury ( County).— During the night of 7th inst., Richard Rugman, aged 80, and Eliza Smith, aged 76, living in a cottage at Moreton, near Thornbury, were brutally assaulted by being beaten about the head with a stick by a TALL MAN, unknown. The former has since died from the injuries received. Information to Supt. Critchley, Chipping Sodbury. 21.— Dursley ( County).— For stealing at Berkeley, 31st ult.— 1 small silver sauce ladle, 1 small silver sugar sifter, 1 old- fashioned cream jug, boat shape, - v ery much discoloured, 1 meerschaum cigar- holder and case, 1 small pocket telescope, and 2J yards claret colour cloth, double width ( new)— A MAN, age 25, height 5 ft. 8 or 9 in., complexion fair, hair light, eyes blue, clean shaved, smart appearance, slight impedi- t ment in speech ; dress, 2 coats ( one light brown, the other dark), brown trousers, lace boots, black hard felt hat, carried a small bag made of striped bed ticking. Stated he was agent for Singers' Sewing Machine Company, and that he occasionally cleaned clocks. Supposed to have come from Monmouth to Berkeley. Information to Supt. Harrison, Dursley. and vest, light trousers, black hard felt hat. A native of Chichester or Chester ; was formerly a corporal in 2nd Battalion Cheshire Regiment, and now belongs to the Army Reserve. Information to Captain Forrest, Chief Constable, Winchester, or to Inspector Russell, Romsey. 23.— Portsmouth ( Borough).— For embezzlement — THOMAS COOK, age about 34, height 0 ft. 2 or 3 in., complexion fresh, hair dark brown, email side whiskers and moustache, eyes hazel; dress, blue cloth overcoat, black- and- brown plaid Scotch tweed walking- coat and vest, dark brown tweed trousers, lace boots, black hard felt hat. Has been a stationer's traveller. Is fond of betting, and associates with low- class betting men ; of nervous temperament, and speaks quickly. Warrant issued Information to Chief Constable Cosser, Portsmouth. 24.— Southampton ( Borough).— For stealing, 11th inst., a Rover Safety bicycle, 28 in wheels, plated in parts, Coventry Cycle Company and Perambulator Works, Southampton," on brass plate LAW- RENCE ( false) age about 30, height 5 ft. 6 in., beard, whiskers, and moustache sandy ; dress, dark coat, light trousers, black hard felt hat. Information to Head Constable Breary, Southamp- ton. 25.— Lyndhurst ( County).— ALFRED THOMP- SON, alias PENFOLD, Case No. 25, 29th October, 1886. Warrant withdrawn. KENT. 2G.— Ton bridge ( County).— For stealing from an hotel, 11th inst., 2 lady's open- face gold watches, 1 gold chain, small link pattern, with gold key attached ; 1 gold chain, large link pattern with gold locket, horseshoe one side and chased the other, attached, con- taining photos of 2 girls ; 1 plated neck- chain with large locket containing the photo of a man and woman, and 1 gold ring set 5 pearls— A MAN, age 50 to 60^ height about 5 ft. 6 in., hair, whiskers and moustache grey, lost upper front teeth, spoke with a French accent; dress, 2 dark overcoats, red- and- black necktie with horseshoe pin set pearls, black felt hat, respect- able appearance. Information to Supt. Barnes, Tonbridge. HAMPSHIRE. 22.— Romsey ( County).— For stealing 1 Water- bury watch and a leather purse, steel clasp knob fastening, 10th inst.— WILLIAM EASELL, age 35, height 5 ft. 7 in., complexion fresh, hair brown, moustache light, eyes grey ; dress, black cloth jacket LANCASHIRE. 27.— Bacup ( County).— For larceny ( bailee), 2Cth ult.— A MAN, age 48, height 5 ft. 8 in., complexion fair, hair, beard ( slight), and moustache brown, round- shouldered, knock- kneed ; dress, black coat and trou- sers ( greasy), soft felt hat. A tramping watch and clock cleaner. Is known amongst tramps as " Ned." Supposed native of Stockport. Warrant issued. 28.— Bacup ( County).— For stealing, I9th inst., an old silver verge hunting - watch, No. 51391 — WILLIAM BLACKBURN, age 13, height about 4 ft. 7 in., com- plesion fresh, hair light brown, eyes blue, lost sight of right eye; dress, grey mixture cloth jacket, brown trousers, neck tie and front, lace boots, hard felt hat. His mother resides at Norwich. Information to Supt. Norris, Bacup. 29.— Old Trafford ( County).— For stealing at Prestwich, llt'n inst., £ 10 gold and silver—- SUSANNAH MORRIS, age about 22, short, com- plexion fresh, hair dark, good lool: ing ; dress, dark ulster and dark crimson velveteen hat. Has been a prostitute in Manchester, where she was known as " Dorab," but was lately an inmate of Emden- street Penitentiary, Manchester. Information to Supt. Bent, Old Trafford. 30.— Rochdale ( County).— For stealing a silver watch ( recovered)- GEORGE THOMAS PULLARD, alias WILLIAM TAYLOR, age 32, height 5 ft. 8 in , complexion fair, hair and moustache ( heavy) light brown, bare spot top of head caused by old wound ; - dress, dark brown jacket and vest, dark tweed trousers, hard felt hat. Has served in the 60th Rifles in th&' name of Taylor, and is now in the Army Reserve. 31.— Rochdale ( County).— For stealing a suit of workhouse clothing, stamped " Stamford, Rochdale, Union Workhouse," 9th January and 2nd March— WILLIAM GRIME, age 04, height 5 ft. 0 or 10 in., stout, complexion fresh, hair and . moustache dark, walks with an awkward gait— JAMES BRIERLEY, a tramp, age 45, height 5 ft. 5 » r 6 in., whiskers and moustache sandy. Warrants issued. Information to Supt. Tindall, County Police Station, Rochdale. 32.— Warrington ( County).— For housebreaking- and stealing a watch ( recovered)— Expiree JAMES WARBURTON, age 31, height 0 ft. 6| in, complexion sallow, hair dark brown, eyes brown, mole or birth- mark left side of body, birth- mirk front of left thigh, scar left shoulder, scars on fingers right hand ; dre3s, blue pilot coat, brown cord trousers, billycock hat, and clogs. A ative of Warrington.— HENRY BARLOW, FRIDAY, APKIL 193, 1887. Sup- posed native of Royton, near Oldham. Information to Supt. Weir, Leigh. 33.— Liverpool { City).— For obtaining money by false pretences— JOHN G. TOOMEY, age about 21, height 5 ft. 8 in., clean shaved, small eyes, large' mouth; dress, dark blue serge suit, and steward's cap. His practice is to call upon naval officers and clergy- men, represent himself to be a ship's steward, and that he is about to join H. M. S. Penelope at Harwich, but is without funds to cover his travelling expenses. Information to Chief Supt. Williams, Liverpool. 34.— Ashton- under- Lyne { Borough).— Woodcut portrait and description of THOMAS TAYLOR, late clerk and cashier in an estate office, whose apprehen- sion is sought for embezzling £ 21 Gs., 15th June last- age 33, height 5 ft. C or 7 in., complexion fair, hair light brown, moustache light, eyes blue, full round features, walks erect with a swinging gait, is fond of company, and may endeavour to obtain relief at Masonic Lodges ; dress, usually brown mixture suit, black hard felt hat. A native of Ashton under- Lyne ; his wife keeps a boarding- house in Southport, and he also has a brother in London employed in some railway office. Warrant issued. Information to Chief Constable Dalgleish, Ashton- under- Lyne. 35.— Salford [ Borough).— For housebreaking, and stealing a quantity of bottled stout and draught beer — JOHN DOWNING, alias DOWNIE, age 27, height 5 ft. 4 in., complexion fresh, hair dark brown, mous- tache black, eyes brown, anchor tattooed right fore- arm, 5 blue dots left arm, 4 blue cut marks corner of left eye; dress, black coat, corduroy trousers, and clogs.— ALFRED GORTON, a labourer, age 31, height 5 ft. 7 in., slight, complexion fresh, hair brown, mous tache dark, eyes blue. Warrant issued. 36.— Salford ( Borough\— For forging a cheque for £ 273— CHARLES PREST, age about 29, height 5 ft. 6 or 7 in., complexion sallow, hair and moustache ( slight) light, slight impediment in speech, takes long strides when walking, and leans slightly to right side ; dress, usually, black worsted frock coat, respectable appearance. I3 said to be in bad health, and staying at some seaport town, Warrant issued. Information to the Chie^ Constable, Town Hall, Salford.
