REGULATIONS- t All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. ' 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. I. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, anl the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of itolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted t » the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit lo the Editor notice of the fact, referri) ig to the number of the announcement for insertion in i he next issue. 10. In all cases, the officer signing the request for insertion of any anno\ Mcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mull be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Lrummond £ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. METROPOLITAN POLICE DISTRICT. i 2.— Any additional copies of the GAZETTE beyond the - P" m set i November, 1883. n amber at present supi plied will be forwarded on appli- cation in the form set forth in my circular of the 7tn of 3.— It is particularly requested that any complaints aa to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. NOTICE. EXTRADITION. An Extradition Treaty was concluded on the 24th of November, 1886, between Her Majesty and His Majesty the Emperor of Russia, for the mutual sur- render of fugitive criminals. It is one of the most complete treaties on Extradi- tion which are now in force. Article 3 provides that " Either Government may, in its absolute discretion, refuse to deliver up its own subjects to the other Government." The following is a list of the Extradition Treaties concluded between Her Majesty's Government and other countries :— 1, America; 2, Austria ; 3, Belgium ; 4, Brazil : 5, Denmark ; 6, France ; 7, Germany ; 8, Guatemala ; 9, Hayti; 10, Italy; 11, Luxemburg; 12, Nether- lands ; 13, Russia; 14, Salvador ; 15, Siam ; 10, Spain; 17, Straits Settlements ; 18, Sweden and Nor way; 19, Switzerland; 20, Tonga. A new indemnity form has recently been issued by the Home Office, which can be used in Fugitive Offen- ders or Extradition cases. WHEREAS, between 3,15 and 4 p. m. on the 11th ult., an attempt was made by certain persons described below, to feloniously steal from a milk- shop situate 92, Bartholomew- road, Kentish- town, a safe and its contents, the property of David Samuels, and the said persons did wilfully murder Mrs. Louisa Samuels, wife of the above- named David Samuels. The Secretary of State for the Home Department will advise the grant of Her Majesty's most gracious A B D O to any accomplice not being the person who actually com- mitted the murder, who shall give such evidence as shall lead to the arrest and conviction of the persons implicated in the commission of the crimes above referred to. DESCRIPTION of three men concerned :— Ages from 25 to 30, rather below medium height, wearing dark clothes and hard felt hats, one having the crown indented; who were seen in the vicinity of 92, Bartholomew- road, several times between 1 p. m. and 3,45 p. m. on the day of the murder, having with them a medium sized dark chestnut or brown pony, rough coat, attached to a square box cart, plain sides, painted dark, probably brown or chocolate, rather small. These men were seen to drive rapidly away from the scene of the murder shortly before its discovery. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. Warrant issued. 4.— C Division.— For larceny ( servant)— RALPH MOUNFIELD, age 30, height 5 ft. 7 in., complexion very fresh, hair light, eyes blue, very stout; dress, black cutaway coat, brown mixture trousers, brown felt hat. A native of Liverpool. Warrant issued. 5.— D Division.— For obtaining various sums of money by false pretences during the past 2 months— FRANK STEBBING, age 25, height 5 ft. 9 in., com- plexion fair, hair and moustache brown, eyes brown, smart appearance, has served in a volunteer corps, and in a fire brigade, of which he often boasts; dress, black diagonal morning coat and vest, dark mixture trousers, black cap with peak and leather strap. Sup- posed native of Isle of Wight. May endeavour to en- list. Warrant issued. £ 20 REWARD. 6.— K Division.— Woodcut portrait and descrip- tion of LOUIS HEIM, whose apprehension is sought for embezzling £- 20 12s.- age 51, height 5 ft. 5 in., com- plexion swarthy, hair, beard, and whiskers ( turning grey) dark, eyelids inflamed, near sighted and wears sought for stealing £ 65 since 25th December last— age 35, height 5 ft. 9J in., complexion rather pale, hair, whis- kers and moustache light, eyes blue; sharp pointed nose, large scar middle finger left hand ; dress, black cloth single- breasted overcoat, or dark blue dust ditto ; brown office jacket, brown mixture vest, black cloth trousers, amber tie, strong lace boots, brown felt hat. Is accompanied by Louisa Gladdin, age 37, tall, com- plexion fair, hair ( cut short) auburn, eyes full; dress, brown ulster, button. boots, black straw bonnet trimmed black feather ; and her two children— Charles, age 12 and Gertrude, age 2J. May have left the country. 10.— P Division.— For stealing £ 7 lOs.- MARK RAY, age 33, height 6 ft., complexion fair, hair, whis- kers, and moustache light ( inclined to red), eyes grey, large Roman nose, tattooed on forearms ; dress, long black diagonal overcoat, tweed under ditto, black trousers, blue- and- black striped scarf, hard felt hat. Was drum- major in a militia regiment at Hounslow, and formerly served in the Bedfordshire Constabulary at Leighton Buzzard. Has a sister, Mrs. Hayes, living at Spenser- street, St. Albans. May be found in the neighbourhood of military stations or pension offices. 11.— R Division.— For stealing, 22nd ult., a 50- inch Premier bicycle, painted black, handle bars bent, ball bearings, one to back wheel; and a front direct centre steering tricycle, painted black, double driver, bent frame, one spoke broken, Brook's saddle salvo tricycle spring, Humber chain, detached cranks, no brake ; 36- inch wheels, front steerer, 18 in.— TWO MEN, 1st, age 27, height 5 ft. 7 in.; dress, light tweed suit, hard felt hat; 2nd, age 18, height 5 ft. 4 in.; dress, dark tweed suit, hard felt hat. 12.— R Division.— For obtaining money by false pretences- HENRY WICKS or WEEKS, age 37, CAMBRIDGESHIRE. 16.— Isle of Ely.— For stealing at Ely, 28th ult., 2 lady's cream colour silk pockethandkerchiefs ( one with blue border), a prayer- book, gilt edges, brass snap fastening, and 3 small bottles of Canadian scent — C. VINCENT, age 18, height 5 ft. 6 or 7 in., slight, complexion fair, hair light brown, " eyes hazel ; dres?, black coat and vest, black and brown check trousers, hard felt hat, brown gloves; carries a walking stick. States he is a grocer and draper ; stays at coffee and refreshment houses for one or two days, and leaves without paying his bill. Is supposed to have gone into Norfolk. Information to Supt. CHESHIRE. 17.— Stockport ( Borough). — For stealing, 28th ult., 1 red satin apron, 1 green silk ditto with white on flower, 1 white diaper apron, 1 woman's grey and black plaid ulster ( partly worn)— THOMAS MORRIS, age 15, short and stout, complexion fresh, hair dark ; dress, dark clothes, strong lace boots, white muffler, double peak cap, tied across top. Was recently dis- charged from the Stockport Industrial School. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. DENBIGHSHIRE. 18.— Wrexham ( County).— For stealing £ 50— ROBERT ROBINSON, age 18, height 5 ft. 5 in., com- plexion pale, hair dark brown ; dress, dark overcoat and trousers, hard felt hat. Carried a small black bag, parcel, and walking- stick, and had in his possession seven £ 5 Bank of England Notes, Nos. 70946, 70947, 70948, 70949, 70950, 70951, 70952, dated London, 2nd September, 1886 ; one No. 67802, dated Birmingham, METROPOLITAN POLICE DISTRICT, 2.— Central Office. — Concerned with John Jones, alias James Reuben Powell, License Holder, Office No. 3936 and 30575, remanded at Horsham, West Sussex, till 2nd inst, for burglary — WILLIAM SAYERS, alias HENRY HARRIS, Expiree, Office No. 15523, age 48, height 5 ft. D in., complexion fresh, hair ( turning grey) brown, small side whiskers and moustache inclined to sandy, nose broken, blue mark and " P. Boulter" tattooed right arm, 2 flags and anchor inside right arm, anchor back of right hand, blue mark between thumb and forefinger, walks slightly lame; dress, black cloth overcoat with velvet collar, pepper- and- salt mixture trousers and vest, light spotted scarf, white collar, side- spring boots ( nearly new), brown hard felt hat. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W., or to Supt. Henderson, Horsham. 3.— Central Office.— Woodcut portrait and de- scription of ODILE MANGIER, whose apprehension is sought for conspiracy and forging the labels, ( fee., of Messrs. Moet and Chandon and Messrs. Clicquot and Co.' s champagnes— age about 40, height about 5 ft. 7 in., complexion sallow, hair ( turning grey) dark, moustache heavy and long ( may now be shaved off); dressed respectably. A Frenchman. Calls himself a wine merchant. Absconded from his bail at Marl- borough- street Police Court in January last.— CON- RAD HENZEN, age about 33, height about 5 ft. 9 in., height 5 ft. 9 in., complexion and hair dark, delicate appearance, ears frostbitten and black at edges, cup- ping mark on breast; dress, brown overcoat, black cardigan jacket, cord trousers. A bricklayer. Sup- posed native of Windsor. Warrant issued. 13.— R Division.— Woodcut portrait" and descrip- tion of FREDERICK H. MOSEY, who apprehension eye- glasses with gold frames ; dress, dark green over- coat, light trousers, high black hat with mourning band, wears a massive gold open link chain fastened in top buttonhole of vest. Warrant issued. The above reward will be paid by Mr. Henry Her- mann, 29, Dodd- street, Limehouse, for his apprehension. 7.— M Division.— For stealing a black bag con- taining £ 203 gold and silver— A MAN, age 26, height 5 ft. 6 in., complexion sallow, hair ( curly) very dark, deeply pockpitted, gipsy appearance; dress, grey coat, pockets at sides, dark tight- fitting trousers, blue neckerchief with white spots. Drove away in alight spring cart painted dark green picked out light green, with a dark bay pony 12 hands. 8.— M Division.— For carnally knowing and abusing a girl age 11. ( See case No. 6, 21st January ? a « <)— THOMAS WILLIS alias CLOGGY, age 20, height 5 ft. 4 in., complexion pale, hair brown, blotched face, blue mark top of nose, slightly bow- legged. A native of London. His grandfather named Willis, resides in Park street, Birmingham, where he may be found. 9.— P Division.— Woodcut portrait and descrip- tion of JOHN DODDS HIXON, whose apprehension is is sought for embezzling £ 104— age 27, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes brown, high cheek- bones, scar on forehead, cartilage of nose prominent; dress, dark brown overcoat, respectable appearance. A native of West Hartlepool; was em- ployed as traveller to a timber merchant. Warrant issued. 14.— W Division.— For stealing milk churns ( re- covered)— GEORGE FRANK TRYHORNE, age 34, height 5 ft. 8 in., stout build, complexion fair, hair dark ; dress, dark clothes; a dairyman ; native of Wiltshire. May visit his father, who is a shepherd, at Guidhampton, near Salisbury, and a sister, Mrs. Butler, who resides at Calne, Devizes. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. AYRSHIRE. 15.— Ayr ' County).— For failing to surrender to his recognisances, 15th ult., for assault with loaded fire- arms at Cummock, 3rd February last— JOSEPH AUGUSTINE SMALL HALEY, a travelling draper or hawker of cloth, age 28, height 5 ft. 7 in., com- plexion fresh, hair, small whiskers, and moustache dark, eyes grey, walks erect with a short step, smart appearance, speaks with a mixed Irish and Scotch accent, is addicted to drink ; dress, brown cheek tweed jacket suit, light shoes, red necktie, black or grey soft felt hat. Absconded from Cummock 18th ult. Is well known in Glasgow, where he was formerly a pawnbroker. Warrant issued. Not to be apprehended beyond the United Kingdom. GLOUCESTERSHIRE. 20.— Stroud ( County).— Woodcut portrait and de- scription of THOMAS MASLIN, whose apprehension is sought for embezzlement — age 37, height 5 ft. 9 or 10 in., complexion pale, hair and moustache light brown, eyes grey, turns his left foot in when walking, finger nails bitten very short, full fat face, small fleshy sub- stance on white of eyes, sings at concerts ; dress, sup- posed, brown overcoat, dark clothes, black hard felt hat; wore a ring with initials " T- M." Left Stroud for Paddington by 11.45 p. m. train 17th ult. May en- deavour to leave the country. Warrant issued. Information to Supt. Philpott, Stroud. HAMPSHIRE. 21.— Fareham ( County).— For burglary— A MAN, age about 44, height 6 ft., complexion sallow, hair and moustache ( heavy) dark, supposed cut about the hands; dress, long brown overcoat, partridge colour trousers, tied below knees with string, old boots ( large patch on one), hard felt hat. Information to Supt. Kinshott, Fareham. also has a brother in London employed in some railway office. Warrant issued. , Information to Chief Constable Dalgleish, Ashton- under- Lyne. 26.— Salford ( Borough).- For fraud- SAMUEL BOWKER, age 55, height 5 ft. 9 in., hair grey ; dress, light dust coat, and high hat. NORTHAMPTONSHIRE. 27.— Oundle ( County).— For night poaching, at Aldwinckle, 22nd ult.- GEORGE WATSON, alias BOSS WATSON, age about 35, height 5 ft. 7 or 8 in., complexion, hair ( cut short), moustache ( slight), and eyes ( small) dark, walks quickly ; dress, brown vel- veteen coat, dark brown cord trousers, double- peak cap with flaps tied over top, lace boots. An ironstone- worker; supposed native of East Dereham, Norfolk. Has resided at Woodford for the last fire years, and previously worked for the Newbridge Iron Ore Com- pany at Staveley, Derbyshire, where his wife's rela- tions reside. Warrant issued. HEREFORDSHIRE. 22— Leominster ( Borough).— For stealing silver hunting watch ( nearly new) and a gentleman's gold ring set blue stone. ( See case No. S, 24th December last)- JAMES ARCHIBALD SHEDDEL, a tailor, age 25 to 30, height 5 ft. 4 in., stout build, complexion fresh, moustache ( slight) dark, short neck. Was lately employed at a tailor's shop at Hereford, where he gave his name as Buckham, but left 25th ult. Warrant issued. Information to Head Constable Johnson, Leo- minster. LANCASHIRE. 23.— Manchester ( City).— For stealing £ 40— WALTER HERRING JENKINSON, age 15, height 4 ft. 7 or 8 in., complexion fresh, hair light brown ; dress, dark mixture suit, lace boots. A native of Barnsley. Warrant issued 24.— Liverpool ( City). — For stealing £ 12— GEORGE PIPES, age 37, height 5 ft. 4 in., hair light brown, beard, whiskers and moustache light, is fond of music ; dress, black coat and vest, dark check trousers. Is accompanied by ELIZABETH HANNAH, age 38, height 5 ft. 1 in., complexion swarthy hair ( inclined to be wavy in front) light brown, dressed respectably in black. Warrant issued. Williams, Liverpool. 25.— Ashton- u n d e r- Ly n e ( Borough).— Woodcut portrait and description of THOMAS TAYLOR, late clerk and cashier in an estate office, whose apprehen- sion is sought for embezzling £ 21 Gs., 15th June last- age 33, height 5 ft. 6 or 7 in., complexion fair, hair light brown, moustache light, eyes blue, full round features, walks erect with a swinging gait, is fond of company, and may endeavour to obtain relief at Masonic Lodges; dress, usually brown mixture suit, black hard felt hat. A native of Ashton- under- Lyne ; his wife keeps a boarcling- house in Southport, and he OXFORDSHIRE. 28.— Oxford ( City)-— For indecently assaulting a girl age 6, 15th ult.— JOHN BAG GET, age 29, height 5 ft. 7 in., complexion fresh, hair and moustache dark ( may have shaved), eyes hazel, deeply pockpitted, is suffering from venereal disease, carries his head for- ward when walking, and his hands generally in trousers pockets; belongs to the Army Reserve; dress, supposed white slop or short rusty jacket and corduroy trousers. Has a brother employed at the Warwick Farm Dairies, Elgin- road, St. Peter's Park, London, W., and another as bandsman in the Welsh Border Regiment at Aider- shot, where he wa3 supposed to have been seen 23rd ult. STAFFORDSHIRE. 29.— Brown hi'ls ( County).— For embezzlement— THOMAS ELLISON, age 40, height 5 ft. 4 or 5 in., complexion fresh, hair ( curly) black, eyes blue, mous- tache shaved, walks lame, having had left leg broken ; dress, black cloth suit, hard billycock hat. WORCESTERSHIRE. 30.— Stourbridge ( County).— For obtaining board and lodgings by false pretences from 23rd to 26th ult.— BRADFIELD ( supposed false), age abaut 45, height about 5 ft. 6 in., complexion fair, hair ^ bald on crown) light brown, eyes blue or grey, whiskers ( long) and moustache ( heavy) sandy, walks with a swagger- ing gait; dress, light tweed jacket and vest, light cord trousers ( darned all over seat and right knee) paper collar, blucher boots, black hard felt hat, wore a silver albert chain with foreign coin attached. YORKSHIRE ( WEST RIDING.) 31.— Bradford ( County).— Woodcut portrait and description of JOHN ROBINSON, whose appre- hension is sought for stealing £ 60 at Low Moor, 25th ult.; age 26, height 5ft. 3 or 4 in., complexion pale, hair dark brown, eyes brown, small features; dress, light drab overcoat, black cloth coat and vest, brown cloth trousers, lace boots, billycock hat. METROPOLITAN POLICE DISTRICT. 32.— M Division.— Remanded till 6th inst. for obtaining goods from various firms in the country by means of Long Firm frauds- WALTER FRANCIS alias COLLINS HAWKINS & CO., age 58, height 5 ft. 9 in., complexion sallow, hair and tuft on chin dark ( turning grey), eye3 grey, scar inside left hand near thumb, several teeth deficient in upper and lower jaw; dress, black pilot coat, black cloth trousers, dark tweed vest, blue and white spotted tie, light tweed hat.— WILLIAM HENRY BILLINGS, age 38, height 5 ft. 11 in , complexion sallow, hair dark, moustache light, eyes grey, walks badly ; dress, long brown over- coat, dark tweed vest, black cloth troussrs, side- spring boots, black hard felt hat, all old and dirty. BRECONSHIRE. 33.— Crickhowell ( County).— Remanded for bur- glary at Glynpedr House, ( see Case No. 64, 25th ult.)— HENRY MANUEL SMITH, age 59, height 5 ft. 7 in., complexion fair, hair, whiskers and moustache ( turning grey) brown, eyes grey, right arm paralysed, slightly lame right leg, speaks French fluently ; dress, brown cloth overcoat with velvet collar and cuffs, black cloth vest, speckled ditto under, black cloth trousers, lace boots, white high crowned bowler hat. A native of Bedminster, Bristol. Supposed to be a returned convict..— EMMA WILLIAMS, age 27, height 5 ft. 14 in., complexion fair, hair and eyes brown; dress, brown ulster, black dress ( old), lace boots, black straw hat, trimmed black feather. A native of Thomas- street, Carmarthen. Supposed to have two sisters married at Neath, Glamorganshire.
