ADMIRALTY, 1th March, 1882. 727. In case of desertion a reward not exceeding 31 may, at the discretion of the Captain of the Ship, or in his absenco the Commanding Officer, be paid to the Constable or other person, ( except as provided for in Article 729), by whom a deserter is brought on board the Ship to which he belongs, or delivered up to any Naval Officer or other person duly authorised to receive him, whether any reward has been offered or not; provided he is apprehended within two years from the date of his desertion. The amount of reward payable in each case, where no re- ward has been offered, should be determined by the attendant circumstances, and in considering these, the zeal thown, and the trouble taken, by the Constable, or other person, by whom the arrest of the deserter has been effected, should be duly weighed. The above Regulations for the payment of rewards will not be held to apply in the case of a deserter voluntarily surrendering himself at any Police Station, or to any Constable 3r other recognised authority, unless it can be clearly shown ihat such deserter had been induced so to surrender himself by the vigilance and exertions of any such Constable, or other person; but exceptional cases of this description are not to be dealt with without reference to the Admiralty at home, or Commanders- in- Chief or Officers in command of Stations abroad, for full inquiry into the circumstances. 2. In cases where persons have been more than two years in a state of desertion, no reward is to be paid - without previous reference as above ; and it has been notified to the Constabulary generally that when deserters are apprehended in the United Kingdom after such a period of absence, they are not to be removed from their places of confinement until the Admiralty has been communicated with. • * * * . 3. A reward, not exceeding 31, may also be paid for the apprehension of any person who, without, m the opinion of the Captain of the Ship to which he belongs, being guilty of desertion, commits any one of the following offences, the par- ticulars of which are to be stated in the offer of reward ;— ( a.) Breaks out of his Ship. ( 4.) When on service away from his Ship, quits his place of duty, and remains absent after the time at which he ought to have returned to the Ship. ( c) When the Ship is under sailing orders, remains absent without leave until after the Ship has sailed ; provided that the fact of the Ship being under sailing orders was generally known. A reward, not exceeding 1/, may be paid for the appre- hension ot any mm who overstays his leave. In giving these rewards, the same considerations as govern the payment of rewards for the apprehension of deserters are to be taken into account, both as regards arrest and voluntary surrender. 728- Iu addition to the foregoing rewards, there may be paid to the Constable, or other person bringing Deserters or Stragglers on board, such expenses attending their lodgment, subsistence, and travelling, as may appear to have been fairly incurred, and to be in accordance with these regulations; viz. :— Railway Fare ( return) of Escort - j As an ordinary rule, Railway Fare ( single) of Deserter or \ not to exceed Id. Straggler - - - - - ' per mile. Other sums expended in the actual carriage of the Deserter or Straggler, such as for the hire of Cabs, Boats, & c. Subsistence of Deserter or Straggler. Subsistence of Escort Not exceeding Is. while under detention, or 2s. 6d. a day when travelling. At the same rate as that allowed for Petty Officers under Article 1396. according to the time necessarily occupied in conveying the Deserter or Straggler to his destination and returning; namely, 2s. 6d. when absent above 9 hours, and not absent dur- ing the night; and 5s when absent a night, or for every 24 hours of absence, no fractional part of a day being allowed in addition to the 24 hours, unless the extra time for which payment is claimed exceeds, by more than 9 hours, the full time for which as. would be paid. The only other charges which, except in special cases, should be sanctioned, are a fee of 2s. to the Magistrate's Clerk, and a fee of 2s. Gd. to any medical practitioner by whom the Deserter or Straggler may have been examined. 2. No further claim for loss of time or for subsistence made by any Constable or other person apprehending a Deserter or Straggler is to be entertained, in cases where a Reward is payable. 3. When no reward is payable, the Constable, or other person bringing Deserters or Stragglers on board, should be directed, in addition to the above items, to prefer a claim for such other expenses as he may consider himself fairly entitled to, but every case of this description is to be forwarded to the Admiralty for examination and decision. 4. Should the Constable, or other person bringing a Deserter or Straggler on board, object to the Captain's award, the case is to be submitted to the Commander- in- Chief, who, if unable to settle the question, will forward it for the decision of the Admiralty. » * * * » The Governor of the gaol will furnish a statement of the number of days' subsistence issued, for which the charge of one shilling per diem is to be raised. * • * * # 6. With a view to simplifying the payment of such claims, Magistrates and Governors of gaols, when requested to send Deserters or Stragglers back to their Ships, should be informed that it is desirable that the men should be sent in the custody of the Constables who aotually apprehended them. 7. The foregoing mode of payment does not apply to cases of Deserters or Stragglers apprehended by the Metropolitan ( London) Police, when the following course is to be observed No payment is to be made by the Accountant Officer in respect of the expenses incurred by the Constable, or of any reward which may be due to him. The Constable will fill up a form, prepared for the purpose, which he is to produce, and in which he will include the whole of his expenses, and certify that they were necessarily incurred by him. He will then hand the form to the Accountant Officer of the Ship, who will, with the approval of the Captain, chargu the Deserter or Straggler with the sum shown thereon, to- gether with any reward, if due, and note in the space provided on the form the fact of the charge having been made. The form is then to be returned to the Constable. The payment of the expenses incurred, and of the reward when due, will be arranged between the Admiralty and the- Commissioner of Police. 729, No reward, except as provided in the following para- graph, is in any case to be paid to a person belonging to the Fleet, nor to any other person, for the apprehension of Deserters or Stragglers within the precincts of a port or place where there is a Police Force employed in any Naval Establishment. 2. Whenever the Police of Ships, or other persons in the Fleet, are sent on shore for the express purpose of collecting Deserters or Stragglers, they are to be paid the amount of extra pay provided for by Article 1372, provided the Captain is. satisfied with the manner in which the duties have been per- formed, and that no unnecessary delay took place in their per- formance ; and in order to encourage the Local Police at the Home Ports in searching for and apprehending Deserters and Stragglers, a reward, not exceeding 5s. for each person ap- prehended, within the limit of two years, may, at the discre- tion of, and under such regulations as may from time to time be laid down by the Commanders- in- Chief at the Ports, be paid to any Constable of Local Police who arrests a Deserter or Straggler. 3. These expenses are to be paid by the Accountant Officers of the Ships. By Command of their Lordships, ROBERT HALL. They say it takes a good many things to make a good sailor. A good ship is, of • course, important, and a good chart ; he must have a true compass, too. But however perfect his " rig- out,'' there is one thing he is bound to have, and that is his " weather eye" open. If you want to pass an exceedingly gratifying compliment on a Jack Tar, you need only say that he keeps " his weather eye open," and Jack will be delighted. Now, when I think of life as a great voyage, and of the storms that beat upon us, and the dangers that lie in our way, if we would be " forearmed " by being " fore- warned," I am certain no people need so much as Christian people to be bidden " keep your weather eye open." Perhaps you are becalmed just now. Sails without a " hatful " of wind hang idly - from the yards ; it is terrible to be not getting on. I have seen before now one yacht lying helplessly on the unrippled ocean, while another not so very far away ran gaily before the breeze. There was no chance in it either. It simply was that the • one master had kept his weather eye open, and the other had not ; the one had sought the breeze, and the other had waited for the breeze to seek him. Spiritual breezes spring up from the Word of God, round His footstool, round His table. Or, perhaps there is a storm brewing. Storms oftentimes brew in silence. It is too silent. When things are prosperous, and you bask in what seems to you per- petual sunshine, never do you need your weather eye open so much as then. Make for the harbour, flee f^ r refuge to the Eternal One, while the storm is brewing and before it bursts. Don't forget the greatest storm of all. Look out for that. The storms of life are bad enough to bear, but the great storm of judgment will be the worst. That day is drawing nearer every day. Keep your weather eye open, and do not let it catch you unawares. No earthly anchor will stand you in stead that day. Christ is the - only anchor which will bear the strain of that awful hurricane. With Christ you shall ride out the storm well and gloriously. Are you in the midst of a storm now ?— being battered by some rough storm, either morally, physically, or mentally ? In the midst of fierce temptations, or un- bearable suffering, or mental distress, you feel almost inclined to despair utterly. Keep your weather eye open. Look up ! The roughest storms have their endings, and above the dark clouds the sun still shines. The Lord Jesus Himself is Master • and Con crueror of all. May God keep our weather eye open ! SPECIAL NOTICE.
