/ POLICE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, DECEMBER 17, 1886. VOL. III., No. 310. REGULATIONS- 1. All announcements for intertion in the POLICE GAZETTE, and all communication! upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. i. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of itolen property, will be prominently imerted, with detailed particular!, at a cost of 15 » . per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or boiXugh, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number and an alphabetically arranged by counties. 9. The force which causes particulars concerning delinquent!, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor j notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They in us* be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. SPECIAL NOTICE. APPREHENSIONS SOUGHT. It will greatly facilitate the transaetion of business, if in all telegrams to Great Scotland Yard regarding criminal matters, the name and official designation of the sender are telegraphed. FUGITIVE OFFENDERS. A case has come nnder the notioe of the Editor, in which a person whose apprehension was sought in England, and who was deseribed in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the proseoutor is un- willing to ineur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact t& at the POLICE GAZETTE is • circulated in the Colonies. METROPOLITAN POLICE DISTRICT. 1.— B Division— For embezzlement— WILLIAM HENRY MAYE, age 32, height 5 ft. 9 in., complexion fair, hair light, eyes grey ; is in the habit of biting his finger- nails; dress, light brown covert coat, large brown mixture suit, button boots, brown hard felt hat. Warrant issued. 2.— D Division For obtaining .£ 350 by means of false pretences- CHARLES JAMES WISE, age 30, height 5 ft. 10 in., complexion, hair, moustache, and side whiskers dark, speaks with a slight German accent; dressed fashionably. Warrant issued. 3.— D Division,— For failing to surrender for trial, at the Central Criminal Court Sessions, for attempting to obtain money by menaces— CHARLES WOOD, age 30, height 5 ft. 4 in., complexion, hair, whiskers ( may be clean shaven) and eyes dark ; dress, dark cutaway cuat, trousers and vest, lace boots, bldck felt hat or cap with peak, shabby appearance. A native of London. Has served in 92nd Highlanders. Warrant issued. 4.— G Division.— For stealing a barrel organ— JOHN BAMBROOK, age 38, height 5 ft. 9 in, com- plexion fair, hair and tuft on chin sandy, lost left arm ; dress, white jacket, cord trousers, blue hard cloth cap. A native of London. Warrant issued. 5.— G Division.— For stealing, since 20lh ult., 5 silver watches ( two ladies,' Nos. 92227 and 42586 : three gent's open face, Nos. 31826, 31840, and 42541), 13 ladies' fancy dress rings ( pearl and ruby, and diamond and pearl, each having a number inside), I 18- carat chased keeper, 3 silver necklets, 3 ditto lockets, 6 pairs gold earrings, 7 silver alberts ( four gent's fancy, one curb, two ladies' fancy); 1 gold- mounted brooch, 1 gold- mounted half set, 3 silver half- sets— THOMAS P1CKSTONE, traveller, age 45, height 5 ft. 7 in., stout build, complexion sallow, eyes dark, hair, moustache and side whiskers slight, swaggering gait; dress, dark grey suit, black tie, hard felt hat. Travels for Taylors', the photographers, Ludgate- hill. Generally accompanied by his daughter, age 18,' complexion dark, genteel appearance. Warrant issued. 6.— M Division.— For rape- ALFRED BASTIN, age 47, height 5 ft. 6 in., complexion pale, hair light, beard and moustache light brown, eyes blue, cast in left, short- sighted, and stoops when walking ; dress, black diagonal cutaway coat, black cloth vest, dark tweed trousers, black hard felt hat. May be travel ling the country as a licensed hawker. Warrant issued. 7— T Division.— For embezzling Poor Rates— HENRY JACKSON, age 43, height 5 ft. 10 in., com- plexion fresh, hair, whiskers and moustache brown, malformation of nose as though broken at bridge, bow legged; dressed respectably. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 8.— For forgery- EDWARD ARTHUR BORTH- WICK, a clerk, late of 12, Upper Marylebone- street, London, age 31. height 5 ft. 10 in., very slight build, complexion fair, hair light, clean shaved, eyes blue, face rather bloated; shabby- genteel appearance; carried a small carpet bag ; speaks German and French fluently. Has a sister, Miss Borthwick, resid- ing at Stratford- on- Avon. Information to Inspector McWilliam, 26, Old Jewry, E. C. DORSETSHIRE. 9.— Sherborne ( County).— For embezzlement at Yetminster- ALFRED HENRY TRUEBRIDGE, age 28, height 5 ft. 9 in., complexion fair, hair light brown, small side whiskers and moustache ( heavy) light, eyes brown; dress, light suit, usually wears a helmet- shaped cloth cap. A native of Yetminster. Warrant issued. Information to Supt. Florance, Sherborne. 10.— Dorchester ( Borough)'.— For stealing watches entrusted to him to repair— JOHN WAGLAGE, a German, age 46, height about 6 ft., complexion fresh, hair, long beard, and moustache dark, eyes grey, marked with letter D, has been shot in left arm, shots still visible, scar from old wound inside left knee; ser- v ed in the Royal Artillery ; dress, old black frock coat and vest, light trousers, brown hard felt hat. May be carrying a small basket and umbrella. Previously convicted at Clerkenwell Sessions, and summary at Newport, Monmouthshire, far similar offences. Warrant issued. Information to Head Constable Coward, Dorchester. ESSEX. 11.— Mistley ( County).— For stealing an open face silver keyless Geneva watch, No. 20781, " G. Vincent" scratched on inner case, Canadian gold Albert guard with locket attached — ALFRED SMITH, alias " SPITTY," age about 40, height 5 ft. 9 or 10 in., com- plexion very dark, hair dark brown, beard and moustache ( heavy) dark, eyes nearly black, cheeks shaved ; dress, brown cloth frock coat, dark trousers, and soft felt hat ( all old). A native of Harwich. Warrant issued. Information to Inspector Willsmer, Mistley, or to Supt. Daunt, Colchester. 12.— Colchester ( Borough).— For stealing 2 covert overcoats ( one dark slate colour, the other light drab) — EDWARD BUTCHER, age 21, height 5 ft. 6 or 7 in., complexion fresh, hair very dark, no whiskers or moustache, eyes dark, scar on upper lip ; dress, brown tweed jacket and vest, light Bedford cord breeches and leggings, hard felt hat. Supposed native of Canter- bury. Warrant issued. Information to Chief Constable Coombs, Colchester. GLOUCESTERSHIRE. 13.— Fishponds ( County). — For stealing boots and a shawl— GEORGE PURNELL, age 25, height 5 ft. 9J in., complexion fresh, hair sandy, eyes hazel, varicose veins in legs; dress, brown tweed jacket, with buttons on back, corduroy trousers, white muffler, nailed boots, cap with button on top ( all old). A labourer; native of Pucklechurch. Warrant issued. 14.— Fishponds ( County). — For burglary at Weston- on- Trym ( see Case No. 112, 26th ult )— TWO MEN— 1st, age about 26, height 5 ft. 7 or 8 in., com- plexion fair, hair sandy, eyes grey ; dress, long dark brown overcoat, light plaid suit, black bowler hat; 2nd, age about 29, height 5 ft. 9 or 10 in., complexion fair, hair dark brown, eyes grey ; dress, long brown overcoat, dark plaid suit, brown bowler hat. Both supposed natives of Birmingham. Information to Supt. Matthews, Fishponds. 15— Stroud ( County).— For fraud — JAMES DRAKE, alias FISHER and MARCHANT, age 60, height 5 ft. 10 in., stout, complexion fresh, hair and whiskers grey, chin shaved; dress, long black dress coat ( clerical style); carried a stick and umbrella. Stated he was the Superintendent of the United King- dom Temperance and General Provident Institution for Mutual Life Assurance— office, 1, Adelaide- place, London Bridge, E C. Is also wanted at Devonport. ( See Case No. 19, 26th ult.) Warrant issued. Information to Supt. Philpott, Stroud. HEREFORDSHIRE. 16.— Ledbury ( County).— For stealing at Tar- rington, 26th ult.— A silver Waltham lever watch, No. 2461682, steel chain attached, " J. R." on bar ; and a rough black cloth overcoat, velvet collar— CHARLES CAMERON, a sailor, age 35, height about 5 ft. 10 in., complexion fresh, hair brown, whiskers and moustache sandy, middle finger right hand crooked at first joint, burn mark right shin; dress, brown coat, blue vest, trousers, and cap, with peak. A Scotchman. Information to Supt. Smith, Ledbury. HERTFORDSHIRE. 17.— Hemel Hempstead ( County).— For steal- ing a coat and vest ( recovered) 27th ult.— ALFRED FORDHAM, age about 18, height 5 ft. 3 or 4 in., stout build, complexion fresh, hair brown, eyes blue, slightly round shoulder e 1; dres « , dirk coat and vest, lightorown trousers ( shabby), watertight boots, hard felt hat. A native of Hemel Hempstead. Warrant issued. Information to Deputy Chief Constable Pearson, Hemel, Hempstead. LANARKSHIRE. 18.— Hamilton ( County).— Woodcut portrait and description of WILLIAM ALLAN, whose appre- hension is sought for obtaining by means of false pretences, 29th October last— 2 mares, value £ 110: — 1st, dark brown, 3 years, about 16 hands, black hair on legs, and tinge of light hair in mane, small white spot inside one hind leg, near hoof ( sup- posed right), white stripe on face, eyes rather small, hair thin and short in tail, rump clipped half up and partly grown again, short back, rather short legs ; has never been worked ; is in foal. 2nd, a light brown filly, 2 years, about 15 hands, light- coloured hair on forelegs, one hind leg black outside with peculiar light stripe inside, white stripe on face, large head, fore- hoofs white and toes turn outwards, long tail. Both in good condition— age about 28, height about 5 ft. 10 in., complexion fresh, hair and small side whis- kers dark, heavy dark moustache ( which may be shaved, knock- kneed and walks with a short step ; dresses well, smart and horsey appearance. Associates with horsedealers and stable managers. A native of Larkhall, Lanarkshire. Lodged at 2, Porteous- place, Paddington- green, London, for six weeks previous to 6th November last. He had several letters addressed to him at Warwick- road, Paddington, but never re- sided there. Was residing within the last two months at " His Lordship's Larder Hotel," Glasgow, and while there ordered several suits of clothes from a Glasgow clothier. A tartan plaid and Cardigan jacket were delivered to him, which he may now be wearing. He also borrowed £ 16 from the same clothier. Was married a few months since to a dentist's daughter in Sunderland, and may be accompanied by his wife, age about 25, rather good- looking, and wears her hair curled in front. May have gone to Australia. The mares were despatched at 6.30 p. m., 30th October last, from Queen- street Station, Glasgow, per North British Railway, due at King's- cross Station at 5.45 a. m., 31st October, but no further trace of them has been found. Not to be apprehended beyond the United Kingdom. Warrant issued. Information to Chief Inspector Carmichael, Con- stabulary Office, Hamilton. 19.— Glasgow ( City).— For fraudulently obtaining a diamond ring ( recovered) from a firm of jewellers, by means of a forged cheque on the Bank of Scot- land, Edinburgh— WILLIAM RUTHERFORD, alias STEPHEN ELLERBY, age 30 to 40, height 5 ft. 7 or 8 in., stout, complexion ruddy, broad features, hair, beard, whiskers and moustache dark brown; dress, black cloth surtout coat, stock scarf, stand- up collar, dress hat. Spoke with a Scotch accent, and had the appearance and style of a business man. On 29th June last he opened an account with the Bank of Scotland, Edinburgh, depositing £ 480, and received a cheque- book, No. B. 65529- 52. He gradually withdrew all the money, and is now travelling the country obtaining goods from jewellers and others, and in payment thereof tenders forged cheques under different names. Warrant issued. Information to Chief Constable McCall, Glasgow. LANCASHIRE. 20.— Bacup ( County).— For obtaining money by false pretences— CHARLES McNEIL, age about 38, height 5 ft. 7J in., complexion sallow, hair dark brown, moustache and eyes brown, rather corpulent; dressed respectably in dark suit, overcoat, etc., and wears a gold albert chain. A native of Preston.— THOMAS MILLER, or MELLOR ( supposed false), age about 30, height 5 ft. 5 or 6 in., complexion fresh, hair brown or sandy, whiskers sandy; dressed respectably in light tweed suit, light overcoat, and hard hat. Their practice is to call on persons and represent that their master, a local tailor, is in difficulties through lending money to a friend who has absconded, and that they are endeavouring to raise a sum of money to get the bailiffs out of the shop. In cases where they succeed, they leave a quantity of cloth as security, which afterwards proves to be comparatively worthless. Both travel the country with a white or cream- colour horse and trap, and are now supposed to be in Yorkshire. They put up at public- houses, and leave the following day without paying their account. Warrant issued. Information to Supt. Norris, Bacup. 21.— Blackburn ( County).— For stealing £ 50 in gold from a farmhouse— Supervisee HENRY BOOTH, Office No. 30818, age 18, height 5 ft. 7 in., complexion fresh, hair light brown, eyes hazel, scars over right eye and back of hands. Sentenced at Preston, 1st July, 1885, to 12 calendar months' imprisonment and 3 years' police supervision for larceny. 547- 14. Information to Supt. Myers, Blackburn. 22.— Bootle ( County).— For stealing 2 horses ( re- covered)— THOMAS HIGGINS, age about 27, height 5 ft. 2 or 3 in., stout build, complexion sallow, hair dark brown, moustache sandy, full round face, broken nose, speaks with a strong Scotch accent; dress, dark cloth jacket and trousers, side- spring boots, cap with peak. A tramp, attends race meetings, sings in low public- houses, and stays in common lodgirg- houses. Was recently employed by a sparring- booth pro- prietor. Information to Supt. Walsh, Bootle. 23.— Burnley ( County).— For failing to report- Supervisee JAMES CHERRY, Office No. 26783, age 35, height 5 ft. 3 in., complexion fresh, hair and eyes brown, moles left of belly and on shoulders and back. Sentenced at Preston Sessions, 2nd July, 1884, to 6 calendar months' hard labour and 2 years' police super- vision for larceny. Information to Supt. Wright, County Police Office, Burnley. 24.— Manchester ( City).— For obtaining £ 3,000 by fraud— THOMAS MORRIS, age 55 to 60, height 5 ft. 8 or 9 in., complexion fresh, hair ( turning grey), side whiskers and eyes brown, shuffling walk ; is an invete- rate smoker, fond of company and drinking whisky, associates with betting and stablemen. A Welshman. Not to be apprehended beyond the United King- dom. Warrant issued. Information to Detective Supt Hicks, Manchester. 25.— Liverpool ( City). — For embezzlement - HENRY ANDREWS, a clerk, age 25, height 5 ft. 8 or 9 in., complexion pale, hair ( parted in centre) light, side whiskers and moustache light brown, chin shaved, flat cheeks, eyes slightly protrude, rather large nose ; dress, brown tweed jacket and vest, dark trousers, lace boots, hard felt hat. Absconded 17th ult. Warrant issued. 26.— Liverpool ( City).— For stealing £ 470— JAMES SYKES CRANE, a clerk, age 31, height 5 ft. 5 or 6 in., complexion fresh, hair, side whiskers, and moustache brown, under lip protrudes; dress, black and brown check tweed suit ( trousers very tight), black billycock hat, respectable appearance. Frequents race meetings, music- halls, and brothels. Absconded 27th ult. Warrant issued. Information to Chief Supt. Williams, Liverpool. 27.— Oldham ( Borough).— For failing to report- License Holder WINIFRED HANNAH DOHERTY, age 38, height 5 ft. 1 in., complexion pale, hair auburn, eyes light hazel, scars over eyebrows, on left cheek and chin, right arm, and both legs ; lost nearly all her teeth. Sentenced at Salford Sessions, 9th April, 1883, to 5 years' penal servitude and 7 years' police super vision for felony. Licensed 9th September last. J 43. Information to the Chief Constable, Borough Police, Oldham. 28.— Salford ( Borough).— For housebreaking and larceny— A WOMAN, age 35, short, complexion sallow, hair ( rough) dark ; dress, brown ulster and fur cape. 29.— Salford ( Borough).— For housebreaking and stealing, 1st inst., about 3 dozen coins, consisting of sil- ver twopenny- piece, 1 threepenny- piece, 1 fourpenny- piece, several American dollars, Mexican, French, and other foreign coins of various dates, 1 sovereign with cross scratched across the head, 2 or 3 crooked six- penny- pieces, 1 copper token, 1 silver twisted watch- key on ring, with small silver coins ; 11 silver lids, belong- ing to bottles, Arc., of a lady's dressing- case ( one 6 in long by 11 in. wide, two 3 in. long by 21 in. wide, the remainder round, with engraved edges, pla! n in centre for monogram); a set of cornelian stone beads, dia- mond pattern, with clasp ; and a silver medal, issued by Gas Institute, 1885 ; 2 links of coral beads, com- bined in one, forms a necklet, long shape, red- and- white colour at intervals, snap crushed ; a meerschaum cigar holder, about 3it in. long, amber mouthpiece, silver band, well coloured— A MAN, age about 40, height 5 ft. 6 or 7 in., complexion fresh, whiskers and moustache sandy, full features ; dress, dark overcoat with velvet collar, worn at back, dark trousers, black tie with pin, black billycock hat, respectable appear- ance. 30.— Salford. ( Borough).— For aiding and abett- ing in the murder of a child— MARY ANN or JESSIE FICKLE, age 40, height 5 ft. 2 or 3 in., hair dark brown. A prostitute : native of Bolton. Information to the Chief Constable, Town Hall, Salford. LEICESTERSHIRE. 31.— Loughborough ( County).— For stealing a Postal Order for 20s., signed" R. Sutton Clifford;" 19s. worth of Postage stamps, and £ 1 16s. cash ; HENRY EDWARDS, age 15, height 5 ft. 8 in., com- plexion fair, hair brown, large mouth, projecting chin ; dress, dark brown mixture overcoat, light check trousers ( worn at bottom), stand- up collar, blue and yellow silk muffler, black billycock hat. A native of Loughborough. Warrant issued. Information to Supt. Smith, Loughborough. MONMOUTHSHIRE. 32.— Newport ( Borough).— Woodcut portrait and description of WILLIAM ANDREW HUGHES, alias E. PATTERSON, a clerk or accountant, - whose FRIDAY, DECEMBER 17, 1886. THE POLICE GAZETTE. 3 apprehension is sought for stealing £ 56, 20th ult.; age 32 to 35, height 5 ft. 2 or 3 in., slight, complexion sallow, hollow cheeks, sickly appearance, hair brown, small dark whiskers and moustache, shaved on chin, wrinkles his nose when laughing, and is in the habit of frequently twisting his forehead; is addicted to drink; dress, 2 small black coats, grey striped trousers, Oxford shirt, blue mixture necktie, black hard felt hat, shabby appearance. Left Newport by the tug- boat " Prairie Bird," and landed at Portishead, near Bristol, at 2 p m. 20th ult. Had with him a leather bag marked " Slipway Company, Limited." A native of Bethesda, Carnarvonshire; was employed by several firms in Liverpool. May endeavour to leave the country. Not to be arrested beyond the United Kingdom. Warrant issued. NORTHAMPTONSHIRE. 33.— Towcester ( County).— For stealing at Old Stratford lst inst., a pair of lady's boots ( recovered at Blisworth), and a lady's old brown plaid ulster, large buttons— A TRAMP, age 35, height 5 ft. 7 in., complexion dark, hair, whiskers, and moustache brown, pockpitted ; dress, stolen ulster ( sleeves much too short), heavy navvy boots, small black felt hat with narrow brim. Information to Supt.
