( APPREHENSION OF DESERTERS- REWARDS, & c.) FLEET CIRCULAR No. 6. ( Extract.) L. ADMIRALTY, 1th March, 1882. 727. lit case of desertion a reward not exceeding 31 may, at the discretion of the Captain of the Ship, or in his absence the Commanding Officer, be paid to the Constable or other person, ( except as provided for in Article 729), by whom a deserter is brought on board the Ship to which he belongs, or delivered up to any Naval Officer or other person duly authorised to receive him, whether any reward has been offered or not; provided he is apprehended within two years from the date of his desertion. The amount of reward payable in each ease, where no re- ward has been offered, should be determined by the attendant circumstances, and in considering these, the zeal shown, and the trouble taken, by the Constable, or other person, by whom the arrest of the deserter has been effected, should be duly weighed. The above Regulations for the payment of rewards will not be held to apply in the case of a deserter voluntarily surrendering himself at any Police Station, or to any Constable 3T other recognised authority, unless it can be clearly shown that such deserter had been induced so to surrender himself by the vigilance and exertions of any such Constable, or other person ; but exceptional cases of this description are not to be dealt with without reference to the Admiralty at home, or Commanders- in- Chief or Officers in command of Stations abroad, for full inquiry into the circumstances. 2. In cases where persons have been more than two years in a state of desertion, no reward is to be paid without previous reference as above ; and it has been notified to the Constabulary generally that when deserters are apprehended in the United Kingdom after such a period of absence, they are not to be removed from their places of confinement until the Admiralty haB been communicated with. * * « * • 3. A reward, not exceeding 31, may also be paid for the apprehension of any person who, without, in the opinion of the Captain of the Ship to which he belongs, being guilty of desertion, commits any one of the following offences, the par- ticulars of which are to be stated in the offer of reward;— ( a.) Breaks out of his Ship. ( b.) When on service away from his Ship, quits his place of duty, and remains absent after the time at which he ought to have returned to the Ship. ( e.) When the Ship is under sailing orders, remains absent without leave until after the Ship has sailed; provided that the fact of the Ship being under sailing orders was generally known. A reward, not exceeding 1/, may be paid for the appre- hension of any man who overstays his leave. In giving these rewards, the same considerations as govern the, payment of rewards for the apprehension of deserters are to be taken into account, both as regards arrest and voluntary surrender. 728- In addition to the foregoing rewards, there may be paid to the Constable, or other person bringing Deserters or Stragglers on board, such expenses attending their lodgment, subsistence, and travelling, as may appear to liave been fairly incurred, and to be in accordance with these regulations; viz. :— Railway Fare ( return) of Escort - ( As an ordinary rule, Railway Faro ( single) of Deserter or ! not to exceed Id. Straggler - - - - - ' per mile. Other sums expended in the actual carriage of the Deserter or Straggler, such as for the hire of Cabs, Boats, & c Subsistence of Deserter or Straggler. Subsistence of Escort Not exceeding 1J. while under detention, or 2s. 6d. a day when travelling. At the same rate as that allowed for Petty Officers under Article 1396, according to the time necessarily occupied in conveying the Deserter or Straggler to his destination and returning; namely, 2s. 6d. when absent above 9 hours, and not absent dur- ing the night; and 5s when absent a night, or for every 24 hours of absence, no fractional part of a day being allowed in addition to the 24 hours, unless the extra time for which payment is claimed exceeds, by more than 9 hours, the full time for which 5*. would be paid. The only other charges which, except in special cases, should be sanctioned, are a fee of 2s. to the Magistrate's Clerk, and a fee of 2s. 6 d. to any medical practitioner by whom the Deserter or Straggler may have been examined. 2. No further claim for loss of time or for subsistence made by any Constable or other person apprehending a Deserter or Straggler is to be entertained, in cases where a Reward is payable. 3. When no reward is payable, the Constable, or other person bringing Deserters or Stragglers on board, should be directed, in addition to the above items, to prefer a claim for such other expenses as he may consider himself fairly entitled to, but every case of this description is to be forwarded to the Admiralty for examination and decision. 4. Should the Constable, or other person bringing a Deserter or Straggler on board, object to the Captain's award, the case is to be submitted to the Commander- in- Chief, who, if unable to settle the question, will forward it for the decision of the Admiralty. * » • » • The Governor of the gaol will furnish a statement of the number of days' subsistence issued, for which the charge of one shilling per diem is to be raised. • » * « * 6. With a view to simplifying the payment of such claims, Magistrates and Governors of gaols, when requested to send Deserters or Stragglers back to their Ships, should be informed that it is desirable that the men should be sent in the custody of tho Constables who actually apprehended them. 7. The foregoing mode of payment does not apply to cases of Deserters or Stragglers apprehended by the Metropolitan ( London) Police, when the following course is to be observed :— No payment is to be made by the Accountant Officer in respect of the expenses incurred by the Constable, or of any reward which may be due to him. The Constable will fill up a form, prepared for the purpose, which he is to produce, and in which he will include the whole of his expenses, and certify that they were necessarily incurred by him. He will then hand the form to the Accountant Officer of the Ship, who will, with the approval of the Captain, charge the Deserter or Straggler with the sum shown thereon, to- gether with any reward, if due, and note in the space provided on the form the fact of the charge having been made. The form is then to be returned to the Constable. The payment of the expenses incurred, and of the reward when due, will be arranged between the Admiralty and the Commissioner of Police. 729. No reward, except as provided in the following para- graph, is in any case to be paid to a person belonging to the Fleet, nor to any other person, for the apprehension of Deserters or Stragglers within the precincts of a port or place where there is a Police Force employed in any Naval Establishment. 2. Whenever the Police of Ships, or other persons in the Fleet, are sent on shore for the express purpose of collecting Deserters or Stragglers, they are to be paid the amount of extra pay provided for by Article 1372, provided the Captain is satisfied with the manner in which the duties have been per- formed, and that no unnecessary delay took place in their per- formance ; and in order to encourage the Local Police at the Home Ports in searching for and apprehending Deserters and Stragglers, a reward, not exceeding 5s. for each person ap- prehended, within the limit of two years, may, at the discre- tion of, and under such regulations as may from time to time be laid down by the Commanders- in- Chief at the Ports, be paid to any Constable of Local Police who arrests a Deserter or Straggler. 3. These expenses are to be paid by the Accountant Officers of the Ships. By Command of their Lordships, ROBERT HALL. GOD KNOWS- " You want to know what makes me so cheerful when things are dark and gloomy 1 Well, I'll tell you, and I only hope you will learn my secret and bury it deep in your heart, and never forget it. It's all in two words, dear—' God knows.' What most people wrap up in a creed I wrap up in my heart; with all my heart and soul I believe God knows. There, now, you've got to the bottom of it. You want to know how it works. If I give you a sample here and there, it is only a sample ; for nobody can get the full comfort of this ' God knows,' who doesn't use it night and day, and ever so many times a day, too. There was the time of little Sam's fever— very badly he had it; all I could say throughout was ' God knows, God knows.' I didn't know, and the doctor didn't know ; but God knew what was best and what was going to be ; and how quiet and still He kept me, I never shall for- get. Then I remember another trying time. Most working people know what it is to be at low water sometimes. Doctors' bills, many mouths to fill, week after week no wages coming'in, a hard landlord ; but there was one thing I never lost sight of— I never doubted that ' God knows.' The devil often used to say, ' God doesn't know,' and ' God doesn't care,' but I never believed him. But I think the worst trouble of all was when Willie took to bad ways and went down and down, until it seemed as if he could not fall any further. But' God knows ' I said to myself and kept on saying ; and in His own good time He drew Willie to Himself, and he's the best of the family is Willie, now. I don't know when I'm going to depart hence, or what I'm going to die of. I don't know who is going to look after the old man when I'm gone ; or if he goes first I don't know who's going to look after me, but ' God knows,' so I'm not going to bother my head about it. What's the good of worrying and fretting when you've got One who takes care of you and yours, and who will never make a mistake 1 I've been running on, I'm afraid, but it lies near my heart, and I can't help talking about it."
