M., No. 270 REGULATIONS- 1- All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, GBEAT SCOTLAND YAED, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. à. Portraits of persons whose apprehension is sought for serious offences, ani engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. á. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. *• Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The farce which causes particulars concerning delinquent » , or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit W the Editor notice of the fact, referring to the number of the announcement far insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from sueh publication. 11. Announcements for the Friday issue should be forwarded to as to be received not later than noon on Wednesday, and for the Tuesday edition not later them Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond f Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. ^ 14. N Division.— Woodcut portrait and description ( together with facsimile of cheque) of HARRY CAMPBELL HARRIS, whose apprehension is number cation in tne torm set tortn in my i November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. SPECIAL NOTICE. It will greatly facilitate the transaction of business, if in all telegrams to Great Scotland Yard regarding criminal matters, the name and official designation of the sender are telegraphed. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies sought for stealing cheques, Nos. 1- 0008 to 0044— age 36, height 5 ft. 8 in., complexion dark, hair ( curly) dark brown; dress, blue serge suit, flat top hat. Speaks with American accent. It is requested that furniture warehousemen and dealers be cautioned against this man, and asked, in the event of his calling, to give immediate information to Police. METROPOLITAN POLICE DISTRICT/ 2.— A Division.— For answering the advertise- ment of a person who advertised a business for sale, pretending to negotiate for same, and by trick stole £ 5 from vendor- WILLIAM HENRY PEARSON, age about 50, height 5 ft. 6 or 7 in., complexion ruddy, hair, whiskers, and moustache dark brown; dress, black diagonal frock coat, dark trousers, lace boots ( narrow toes), buff gloves, high hat; appearance of a racing man. Warrant issued. 3.— B Division.— For stealing a £ 5 Bank of England note, £ 8 gold, and a silver lever hunting watch, No. 1189886— JAMES SMITH, age 30, height 5 ft. 5 in., complexion, hair ( slightly bald and parted in centre) dark, eyes blue, abscess mark on throat; dress, red mixture stable jacket, 4 pockets outside, and vest to match, dark mixture trousers, lace boots ( patched on uppers), black felt hat. A stable- man ; held a hackney carriage driver's licence at Dewsbury in 1385, and has been employed at Rutland, Norwich, Hamilton, and Glasgow. 4.— G Division.— For larceny ( bailee).— ROBERT W. REV, age 40, height 5 ft 8 or 9 in., complexion fair, hair and moustache ( heavy) dark brown, thin features, sharp nose.; dress, dark clothes, high hat, of gentlemanly appearance. A commission agent, late of 10,' Finsbury- square. Is supposed to have been con- victed in France for a similar offence. Warrant issued. 5. — P Division. — For embezzling £ 10— CHARLES REIS, age 23, height 5 ft. 2 in., com- plexion fair, hair light brown, eyes light blue, clean shaved, high forehead, weak knees, walks with a slovenly gait, C. R., 1875, and " Baker's coat of arms " inside right forearm ; dress, light tweed jacket ( short), trousers, and vest, brown felt hat. A native of Weistock, Baden, Germany. Absconded 15th inst., and may endeavour to leave for America. 6.— T Division.— For embezzlement— HARRY ATKINS, age 25, height 5 ft. 4 in., complexion fresh, hair dark, abscess mark right side of neck, smart appearance; dress, grey mixture suit, side- spring boots, black hard felt hat. Supposed native of Bridg- north. Absconded 20th ult. 7.— V Division.— For embezzlement— HENRY BO WRY, alias BONNEY, age 17, height 5 ft. 4 in. complexion and hair dark; dress, black overcoat and vest, brown cloth trousers, grey felt hat. May be found in company of horse- dealers and gipsies. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 8. — For embezzlement — ROBERT GEORGE HINDLEY, a collector, late of Avondale Cottage, Palmerston Road, Bowes Park, N., age 37, height 6 ft., slight build, complexion fair, hair ( turn- ing grey) and moustache fair ; dress, dark cutaway coat, ditto mixture trousers, high hat, which he wears on the back of his head. Warrant issued. 9.— For felony — J. T. MANN, a commercial traveller, late of 1, Cobham Villas, Somerset- road, Tottenham, age 40, height 5 ft. in., hair, beard, and moustache black ; dress, black morning coat and vest, high black hat. BEDFORDSHIRE. 10.— Ampthill ( County).— For stealing, 19th inst., a gentleman's silver open face American lever watch, No. 26202, steel hands and second ditto, silver albert and key ( stone deficient) attached— JAMES HOL- LAND, a tramping tailor, age 35 to 40, height 5 ft. 8 or 9 in., complexion, hair, and moustache, dark, eyes grey; dress, dark coat ( greasy down front), dark grey trousers, lace boots, with straps across front, black hard felt hat. May be found either at Cheltenham, Eton, Kingston, Watford, Rickmansworth, King's Langley, or Harrow, where he has previously been employed. Warrant issued. Information to Supt. James, Ampthill. — Luton ( Comity).— Escaped from custody, 22nd inst., whilst under remand on a charge of stealing ducks— JOSEPH CLEAVER, age 26, height 5 ft. 3 in., complexion dark, hair dark brown, eyes ( sunken) brown, scars on forehead ; dress, dark clothes. Information to Supt. Tydeman, Luton. BERKSHIRE. 12.— Clewer ( County).— For stealing a horse ( re- covered) ( Case No. 92, 18th June) — EDWARD THOMAS, alias HENRY DAVIS and " JUMBO," age about 40, height 5 ft. 1 or 2 in, complexion fair, scar on nose and upper lip. Has been frequently convicted of horse- stealing ; frequents fairs, fetes, and low race meetings. Information to Supt., Clewer, Berks. 13.— Newbury ( County).— For stealing a pair of boots ( recovered), at Woolhampton, 11th inst.— JONATHAN WESTON, age 24, height 5 ft. 3j in., complexion fresh hair brown, eyes blue, paralysed, mole on right breast, scar left shoulder blade, cut on forehead and second finger right hand; dress, black coat or jacket, dark trousers, black billycock hat, wore a large belt round middle. A native of Woolhampton, near Reading. Warrant issued. Information to Supt. Bennett, Newbury. 14.— Reading ( County).— For housebreaking and stealing— A dark brown tweed jacket ( pockets on hips) and a pair of trousers and vest ( not quite so dark); 1 pruning knife, " Sutton and Sons " on blade ; 1 white cotton shirt; 1 pair socks ; 1 painter's white slop ; 1 chisel knife ; 2 plaid caps; 1 new flag basket, bound with webbing, containing one pair small pliers, one pair compasses, and one pointing trowel, marked " H. N."; 1 pocket knife; and 1 putty knife— A TRAMPING PAINTER, age about 35, height 5 ft. 6 or 7 in., complexion fair, hair light, and moustache ( heavy) sandy, very red face; dressed in stolen suit, which is too large for him. Information to Supt. Pocock, Reading. CAMBRIDGESHIRE. 15.— Isle of Ely ( County/— For obtaining money by false pretences, and stealing 4 tame rabbits— FREDERICK TAYLOR, age 35 to 40, height 5 ft. 8 or 9 in, complexion sallow, hair and small side whiskers dark, " D." left side ; has been in the army ; dress, brown cord waistcoat, dirty cord trousers, black cloth cap with peak— all old. A tramping labourer ; sup- posed native of Norfolk ; has with him a light- coloured shepherd's bitch. Warrant issued. Information to Supt. Wright, Ely. CARNARVONSHIRE. 16.— Carnarvon ( County).— For embezzling £ 900 — HUGH THOMAS ROBERTS, age about 29, height about 5 ft. 9 in., slight build, moustache light, stoops, thin face, downcast look, deep voice, of gentle- manly appearance. Was formerly a clerk in the White Star offices, Liverpool, and lately rate collector at Bangor. Plays billiards; may be found at betting clubs, or endeavour to go abroad. Information to Chief Constable Ruck, Carnarvon. CHESHIRE. 17.— Altrincham ( County).— For stealing £ 2 gold, 4 half- crowns, I pair small gold earrings, 1 pair silver ditto, made of foreign coins ( size of threepenny- piece), and 1 silver albert guard, with small whistle and 2 foreign coins about the size of a shilling attached— A WOMAN, age 38 to 40, height 5 ft. 2 or 3 in., com- plexion pale, hair ( wavy and brushed back) brown, lost upper front teeth, skin disease side of nose ; dress, black corded jacket, black dress trimmed crape, black bonnet with black feather. Information to Supt. Leighton, Altrincham. 18.— Runcorn ( County).— For burglary ( breaking out) and stealing a brown ribbed cloth overcoat, " Nic- holls, Manchester," on tab ; 1 pepper- and- salt mixture sack coat, 1 pair lace boots ( nearly new), and a dark hard felt hat— A MAN, age about 30, height 5 ft. 4 or 5 in., complexion fresh, hair ( cut short) light, eyes hazel, full face, no whiskers or moustache, lump out- side right ankle, walks lame; dress, dark clothes, lace boots, black hard felt hat. Information to Supt. Hollingworth, Runcorn. 19.— Stockton ( Borough).— For stealing, 16th inst., a man's black- ribbed, worsted morning coat ( nearly new), pockets in laps behind, small ticket ditto, striped lining in sleeves, bound black braid— A MAN, age about 37, height 5 ft. 4 or 5 in., complexion, hair, whiskers, and moustache ( about a month's growth) dark, low forehead, near- sighted, arms tattooed ; dress, dark overcoat, trousers, and vest, white collar, black- and- green necktie, lace boots, black hard felt hat, or cap with peak. This man obtained lodgings by stating that he was employed as number taker in the carriage department at the Teviotdale Railway Station, and worked in the night- time ; at the same time he obtained lodgings at another house by stating he worked during the day, and that he came from Crewe or Chester. Left behind a pair of men's grey worsted socks, white toes, initials " W. H." worked at top ; 1 dinner knife and fork, black handles, and a coat similar to the one stolen ( supposed proceeds of larcenies). Information to Lieut,- Colonel Staples, Chief Con- stable, Stockport. DERBYSHIRE. 20.— Derby ( County).— For forging and issuing a cheque purporting to be drawn by " Charles Edmund Newton "- HENRY DAVIES, age about 28, height 5 ft. 9J in., slight, complexion dark, hair and moustache ( slight) black, Roman nose ; dress, check snuff- colour suit, low shoes, black hard felt hat; supposed to have with him a new brown leather Gladstone bag, " E. E. N." painted on side. A native of Dorrington, Shropshire; served in the 7th Hussars, and since leaving the army has been employed as barman in liquor vaults. Has an uncle residing in Bootle. Warrant issued. Information to Deputy Chief Constable Lawson, St. Mary's Gate, Derby. DURHAM. 21.— Durham ( City).— For fraudulently obtaining, 14th inst., a rounded 18- carat gold buckle ring, set 3 small diamonds, H. T./ scratched inside ; 1 small tra- velling rug ; 1 rug strap ; 1 black leather hand bag; 1 white shirt; 2 linen collars, Connaught shape, " Welsh, Wayetron < fe Co.," thereon; 2 pairs linen cuffs, size 9J, marked " Ben " inside: 1 black satin tie, Stanley shape, with white spots; and £ 7 9s. 6d.— HARRY JOSEPH, age about 30, height 5 ft. 4 or 5 in., stout build, hair dark brown, moustache ( slight) dark, pro- minent eyes, full face, of Jewish appearance; dress, black finp cloth frock coat, light cloth trousers, black round felt hat, size 7, maker, " Lincoln, Bennett and Go., London." May be wearing some of the stolen linen and tie. Stated he resides at Fernhead Lodge, near Harrow - road, London ( supposed false)— CHARLES ARTHUR SLADER, age 33, height 5 ft. 8 to 10 in., slight build, hair, beard, and moustache ( cut short) dark brown, thin face ; dress, black cloth morning coat, dark trousers, black felt hat, size 6f, " Hood, Salmond, Imrie and Co., Durham," inside. Their modus operandi is to call upon tradesmen and order goods, and pay for the same by cheque, which is occasionally in excess of the value of the goods, in which case they receive the balance in cash ; upon the cheques being presented they are returned marked " No account." Joseph has in his possession a cheque- book on the North- Western Bank, Limited, Liverpool Branch, and a pass- book on the same bank. • It is requested that special inquiry be made at hotels, billiard- rooms, and other likely places. Not to be arrested out of the United Kingdom. Information to Chief Constable Smith, Durham. ESSEX. 22.— Colchester ( Borough). — For stealing, 17th inst.— 1 long overcoat, olive colour, thin material; 1 short dark lavender coat ( new) ; 1 black dress ditto and vest; 1 pair dark green trousers; 1 white silk pocket- handkerchief; 1 gold curb chain and locket, with photo of a man attached ; 2 turn- down collars, marked " A. Mills"; 1 silk umbrella, light- coloured handle, with silver band and knob ; 1 pair worsted stockings, marked " C. U. No. 15 " ; and 1 pair lace boots— HENRY PULLEN, age 23, height 5 ft. 6 or 7 in., slight, complexion sallow, hair and moustache ( slight) brown, long face, wart on lower part of one ear. A native of Colchester. Warrant issued. Information to Chief Constable Coombs, Colchester. GLAMORGANSHIRE. 23.— Pontypridd ( County). — For conspiracy— JOSEPH GODWIN, alias " PAPER COLLAR JOE," age 45 to 48, height 5 ft. 7 or 8 in., stout build, com- plexion fresh, hair light brown, whiskers and mous- tache slight. A horse- dealer; supposed a native of Birmingham. Warrant issued. Information to Supt. Matthews, Pontypridd. GLOUCESTERSHIRE. 24.— Fishponds ( County).— For stealing 1 pair silver sleeve links, 1 black cashmere shawl, handsomely crewelled ; 1 broche cloth jacket trimmed astrachan, 1 damask tablecloth marked *' A. M. W." 1 extra size damask tablecloth, 1 black velvet dress, 1 black serge dress, 3 pair silk gloves, 1 brown silk umbrella, and 1 black Gladstone handbag— KATE TOWNSEND, age 21, height 5 ft. 4 in., complexion fair, hair sandy, eyes grey, slightly freckled, mole on left cheek; dress, black jacket trimmed black fur, dark stuff dress, small round bonnet. A native of Faringdon, Berks. 25.— Fishponds ( County).— For embezzlement— CHARLES GRIST, alias GEORGE HASQUEN- CORT, age 19, height 5 ft 6j in., complexion fair, hair light, eyes grey ; dress, dark grey, Prince of Wales cut coat ( coarse material), light vest, corduroy trousers, dark bowler hat. A native of Mangotsfield, near Bristol. Warrant issued. Information to Supt. Matthews, Fishponds. A carpenter; native of Rotherhithe. Has been employed by " Messrs. Colls and Sons, Camber- well." Warrant issued. Information to Supt. Brindon, Hants Constabulary, Aldershot. HERTFORDSHIRE. 28.— Hemel Hempstead { County).— For feloni- ously receiving a gold lever watch, No. 251601, and black jet chain and locket, 15th ult.— WILLIAM CHARLES ARNOLD, age about 40, height about 5 ft. 6 in., complexion hair, beard, and moustache dark; dress, black frock coat, dark cord trousers, white wrapper ( dirty), soft felt hat. Supposed native of Colchester. Warrant issued. 29.— Hemel Hempstead ( County).— Forembez zlement— GEORGE CHESHIRE, age about 24, height about 5 ft. 8 in., complexion fresh, hair, whiskers and moustache ( slight) light, cross eyed. A native ol: Stendham, Herts. May seek employment as carman or farm labourer. Absconded 2nd inst. Warrant issued. Information to Deputy Chief Constable Pearson, Hemel Hempstead. 30.— Hitchin ( County).— For burglary, 16th inst and stealing 30 yds. drab cashmere, marked a/ cy on board ; 25 yds. prune ditto, marked a/ cy ; 26 yds. black French ditto, marked m/ cy ; and 25 yds. plum coloured ditto— TWO MEN— 1st, age about 30, height 5 ft. 8 or 9 in., stout build, complexion, hair, and mous- tache ( heavy) dark ; dress, dark guernsey jacket, cor- duroy trousers, black hard felt hat; 2nd, age 28, height 5 ft. 7 or 8 in., slight, complexion fair, hair and moustache sandy; dress, dark jacket, dark cord trousers, hard felt hat, respectable appearance. Booked from Stevenage to King's Cross by the 6.40 a. m. train, 17th inst., supposed having the stolen goods in their possession. Information to Supt. Reynolds, Hitchin. 31.— Ware ( County).— For stealing the inner por- tion of a cash- box containing £ 5 10s., gold and silver, some " lOU's" and memoranda— TWO MEN ( who drove a dark brown pony and a dark- painted gig): 1st, age 25 to 28, height 5 ft. 7 or 8 in , complexion, hair, and whiskers ( bushy, but probably false) dark ; dress, dark grey or mixture suit,- black hard felt hat. 2nd, age 18 to 20, hair brown, no whiskers or moustache ; dress, black coat and vest, black hard felt hat. Were traced to Cheshunt. ( Supposed same as described in Case No. 77, 9th inst.) Information to Supt. Hilton, Ware. 32.— Watford ( County).— For stealing a silver English lever watch ( recovered) at Rickmansworth, 29th ult.— GEORGE WRIGHT, age 26, height 5 ft, or 6 in,, complexion fresh, hair light brown, eyes blue, moustache ( heavy) light, rather large mouth; dress, dark pilot jacket, light brown trousers patched at knees, plaid neckerchief. Information to Supt. Hummerstone, Watford. 33.— St. Albans ( City).— For stealing £ 13 gold, 13th inst.— CHARLES MENLOVE, age 29, height 5 ft. 7 in., complexion fresh, hair brown, eyes hazel, clean shaved, slightly bow- legged ; has been in the Army; dress, dark mixture suit, black hard felt hat. A native of St. Albans. Warrant issued. Information to Head Constable Pellant, St. Albans. 34— Hertford( 5oro « grA;.— Forlarceny— ALFRED BEETON, age about 24, height 5 ft. 5 or 6 in., com- plexion fair, hair short, side whiskers and moustache dark; dress, black diagonal coat or jacket, mixture tweed trousers and vest, black hard felt hat; wears an ele- phant silver scarf- pin. A carpenter; native of Laven- ham. Warrant issued. Information to Head Constable Jarrett, Hertford. 36.— Folkestone ( Borough).— For stealing, 26th inst.— A black hard felt hat, blue lining, stamp inside crown, and 1 pair blue pilot cloth trousers— A MAN, age about 36, height about 5 ft. 6 in., complexion and hair dark, moustache slight; dress, dark coat and vest and stolen trousers, hart} felt hat; appearance of a discharged soldier. 37.— Folkestone ( Borough).— Yor stealing, 26th inst.— A gold open- face Geneva watch, glass deficient, maker, " Davis, Goodge street, Tottenham- court- road, London," 1 gold open- face watch, small size, long gold neckchain attached; 1 large open- face siiver watch ; and a dark green leather purse, elastic band, containing 13s— A MAN, age 20, short, slight build; dress, grey suit, cloth cap, who carried a book and stated he was sent to see the workmen. Information to Supt. Taylor, Folkestone. This man came to Hawick about 4 p. m. 9th inst., and stated he rode from Liverpool on a bicycle, and was going to Edinburgh ; engaged apartment at an hotel, but left about 2.30 p. m. 10th instant, without paying his bill, and stealing about £ 5 in bronze and small silver. His bicycle was all bright, with ball pedals, and had a heart engraved on one side of fork, with maker's name and " Leicester " thereon. May be found committing similar frauds elsewhere. 50.— Hawick ( Borough).— For breach of trust and embezzlement — JAMES DALGLEISH, a draper's assistant, age about 27, height 5 ft. 8 or 9 in., com- plexion fresh, hair brown, moustache light, round face; is addicted to drink ; dress, black corded coat and vest, dark check tweed trousers, black felt hat. Next, in verse 27. we see promise of success in prayer— power in prayer— something more than a habit of prayer— a being brought into the line of His Will and Purpose. 4. Success in ser- vice, verse 28, not success as the world judges, perhaps, but with God's smile on you. 5. Faith in trial, verse 29— and in the Revised Version we find, verse 30, gives ( 6), promise of being blessings to others. " He shall deliver him that is not innocent." We are so apt to come after good and God, and we miss both. Come to God, and good shall come unto thee. " The Lord is my Shepherd,"— then, goodness and mercy follow me. Put the blessings into God's Hands, don't be occupied first with them ; acquaint thyself with Him, and all *' these blessings shall overtake thee."
