T H E POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JULY 2, 1886. VOL. M., No. 262 REGULATIONS- 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YABD, LONDON, S. W. . , 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue oj the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of Uolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. v Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analagous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any anno. Mcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Cheat Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. . • . - 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. APPREHENSIONS SOUGHT. 1.— The composition of the Friday No. of the " Police Gazette" will be found arranged for easy reference as follows:— ( a). Regulations at top of 1st page. < b). Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7tn of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. SPECIAL NOTICE. It will greatly facilitate the transaction of business, if in all telegrams to Great Scotland Yard regarding criminal matters, the name and official designation of the sender are telegraphed. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid suoh expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies METROPOLITAN POLICE DISTRICT. 1.— D Division.— For stealing £ 18 lis. lid., 22nd ult.— FREITZ GAETZGER, age 16, short and stout, complexion dark, hair ( cut short) black, eyes blue ; speaks with a, slight German accent; dress, butcher's blue smock and apron, dark brown trousers, coloured cricketing cap. A native of London. 2— D Division.— For stealing, 15th ult— A gentleman's black cloth dress suit, silk facing and lining, and 1 black cloth cutaway coat and vest, " E. Schwabacher " in ink stitched inside, " Poole, Saville- row," on tabs ; a gentleman's silk umbrella, silver- mounted handle, which : an Ui removed and used as a walking- stick, " C. S." engraved thereon ; 2 dressing bags ( one with fittings, one without), " E. S." in gold letters thereon, in brown linen cover ; and a gentle man's pair of new low shoes— ERISH STRALEN DORF, age 19, height 5 ft. 8 in., complexion and hair dark ; dress, dark cutaway coat and vest, light check trousers, side- spring boots, brown felt hat, smart appearance. A native of Frankfort, Germany ; cannot speak English. May seek employment as a waiter. 3.— E Division.— For embezzlement— WILLIAM HEWITT, age 35, height 5 ft. 4 in., complexion ruddy, hair, whiskers, and moustache dark brown, eyes blue ; dress, black cutaway coat, brown vest, dark trousers, black hard felt hat; shabby appearance. A law writer. May seek employment at law stationers in large provincial towns. Warrant issued. 4.— M Division— For stealing a silver lever watch, No. 42466, and silver albert ( curb pattern), a lady's long gold neck chain, and £ 13 gold— HENRY GLAZIER, age 24, height 5 ft. 5 in., slight build, complexion fresh, hair and eyes brown, high cheek- bones, stoops when walking ; dress, black diagonal coat and vest, dark mixture trousers, hard felt hat. 5.— P Division— For stealing, 5th ult.— 1 lady's gold Geneva watch, maker, " Racino, Dublin"; 1 gold locket, " In memory of Margaret McCullough, died 1867 " ( or 1868) thereon ; 1 vinaigrette, diaper pattern; 1 gold chain, Spanish cable pattern ; 2 brooches ( one Roman mosaic— a pigeon with ribbon and three eggs thereon; one gold filigree pattern); 2 gold sleeve- liiis, rose pattern; 1 bog oak bracelet, set on springs in form of a shamrock, with Irish amethyst set in gold, forming shamrock in centre; 1 preference stock, 1876, for £ 25 on North- Eastern Railway; 1 life annuity for £ 69 Is.; 1 Post Office Savings Bank book, No. 34,308, in name of S. Drury; and 9 Panama shares, 500 francs each— TWO MEN, 1st, age 40, height 5 ft. 4 in., com- plexion, hair, and whiskers ( shaved on chin) very dark ; dress, dark overcoat and trousers, low felt hat ( Supposed same as describ* d in POLICE GAZETTE Case No. 4, 1th ult.)— 2nd, age 30, height 5 ft. 5 in.; dress, dark clothes, low felt hat; left behind a black American cloth portmanteau, containing 2 bricks. 6.— R Division.— For stealing £ 40— ARTHUR ANGUS, age 17, height 5 ft. 3 in., complexion, hair, and eyes dark, lame left leg, turns his foot out when walking ; dress, black diagonal coat and vest, dark tweed trousers, lace boots, vhite straw hat. Has been in the South Metropolitan Schools, Witham, Essex, and has a brother residing at 11, Stapleton- street, New Wortley, Leeds. May endeavour to go to America. Warrant issued. 7.— X Division.— For stealing and forging, 17th ult., money order forms No. 4601 to 4648— PETER BUSS, a baker, age 32, height 5 ft. 7 in^ complexion, hair, and moustache dark ; dress, grey coat and vest, check trousers. A German, speaks good English ; has been proprietor of a baker's shop and post- office at 346, Portobello- road. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 8.— For an offence under the Bankruptcy Act— JOHN BARNETT, a bifilder, late of Shortlands, Kent, age 40 to 45, height 5 ft. 8 in., complexion fresh, hair and small side whiskers light, shaved on chin, mark on nose from blow, sharp features ; dress, light overcoat, dark coat and vest, mixture trousers, high hat. Warrant issued. £ 5 REWARD. 9.— For fraud- COLMAN WEINGOTT, age about 29, height 5 ft. 6 in., complexion pale ; hair, small side whiskers and moustache black, prominent nose ; dress, dark clothes, respectable appearance. The above reward will be paid by J. R. Malley, Esq, 34, Fore- street, E. C., for the apprehension and conviction of Weingott Information to Inspector McWilliam, 26, Old Jewry, E. C. BEDFORDSHIRE. 10.— Ampthill ( County).— For stealing a suit of clothes ( recovered)— J AMES CARSON, age about 45, height 5 ft. 6 or 7 in., complexion fresh, hair ( bald on top) and moustache brown, eyes very light blue. Has been in the Army, and was discharged about October last from the 2nd Bedfordshire Regiment. Frequents public- houses singing songs, and talks a great deal about India. A native of Belfast. Warrant issued. Information to Supt. James, Ampthill. . BERKSHIRE. 11.— Wokingham v County).— For stealing a dark brown mare, 9 years old, 14 hands, white off hind leg, in good condition, a set of gig harness, and a spring cart, painted yellow, plain red wheels, patent axle, " Robert Russell, Builder and Contractor," on head board— A MAN, age about 26, height 5 ft 6 in., com- plexion fresh, hair ( whiskers and moustache) light sandy; dress, dark clothes, round hard felt hat; appearance of a tramp. Stated he was an engineer. Information to Supt. Atkin, Wokingham. 12.— Maidenhead ( Borough).— For stealing 2 dozen check shirts, 19th ult.— A MAN, age about 38, height 5 ft. 6 in., complexion fair, hair dark brown, moustache dark sandy, eyes light, thin face with pimples; dress, long brown coat, dark vest ( pocket at back), two pairs trousers ( outside pair dark), red- and- black plaid scarf, hard felt hat. Obtains his living by singing, and selling song- books. Stated he had been in the Army. Information to Supt. Taylor, Maidenhead. 2 THE POLICE GAZETTE. TUESDAY, JULY 344, 1886. CARNARVONSHIRE. 13.— Carnarvon ( County)— For embezzling -£ 900 — HUGH THOMAS ROBERTS, age about 29, height about 5 ft. 9 in., slight build, light moustache, stoops, thin face, downcast appearance, deep voice, of gentle- manly appearance. Was formerly a clerk in the White Star offices, Liverpool, and lately rate collector of Bangor. Plays billiards; may be found at betting clubs, or endeavour to go abroad. Information to Chief Constable Ruck, Carnarvon- shire . CHESHIRE. 14.,— Macclesfield ( County).— For stealing 2 cows ( recovered) at Great Warford, 15th ult.— A MAN, age about 35, height 5 ft. 8 or 9 in., complexion sallow, hair, mutton- chop whiskers, and moustache ( slight) dark, chin shaved, thin features, smart appearance ; dress, dark suit, light boots, dark hard felt hat; who, on an attempt having been made to apprehend him, presented a revolver, and escaped. Information to Supt. Large, Macclesfield. 15.— Runcorn ( County).— For burglary ( breaking out) and stealing a brown ribbed cloth overcoat, " Nic- holls, Manchester," on tab ; 1 pepper and- salt mixture sack coat, 1 pair lace boots ( nearly new), and a dark hard felt hat— A MAN, age about 30, height 5 ft. 4 or 5 in., complexion fresh, hair ( cut short) light, eyes hazel, full face, no whiskers or moustache, lump out- side right ankle, walks lame ; dress, dark clothes, lace boots, black hard felt hat. Information to Supt. Hollingworth, Runcorn. 16.— Macclesfield ( Borough).— For burglary and stealing, 23rd ult.— HENRY JOHNSON, alias THOMAS WILSON and GEORGE BURGESS, age 24, height 5 ft. 4J in., complexion fair hair brown, eyes grey, scar corner of right eye back of neck, both elbows and knees, 3 moles on neck, fourth finger damaged, carries a bass ; dress, brown overcoat, blue plush vest, brown cardigan jacket under, dark grey trousers, white apron, hard black felt hat. A convict on license; is also wanted for burglary at Stafford ( see POLICE GAZETTE, Case ATo. 19, 4th ult.). A native of Manchester. Photograph may be seen on application. Warrant issued. ESSEX. 17.— Witham ( County).— For stealing, 21st ult., rom Kelvedon Church— 1 plain silver plate, about the size of an ordinary cheese plate, with short stand, " Easterford, Kelvedon," engraved under rim— A MAN, age about 45, height 5 ft. 10 in., complexion fair, hair light, right arm crippled ; dress, long brown velvet coat, billycock hat. 18.— Witham { County).— For stealing a silver plate ( part recoveied) from Kelvedon Church, 21st ult.— A MAN, age about 25, height 5 ft. 10 in., complexion bronze, eyes blue, slight build, and very upright; dress, dark blue jacket, P. and O. cap ; carried a parcel tied in a blue- and- white striped wrapper. Information to Supt. Ackers, Witham. FIFESHIRE. 19.— Dunfermline { City).— Woodcut portrait and description of ANGUS McGREGOR SINCLAIR, whose apprehension is sought for embezzling £ 24 2s., the moneys of the " Royal Liver Friendly Society," 6th ult.— age 27£, height 5 ft. 7j in., complexion fresh, hair ( slightly bald) and moustache reddish, small red side whiskers, shaved on chin ; dress, generally dark grey tweed jacket and vest, striped trousers, hard felt hat. A native of Caithness- shire May seek employ- ment as a canvasser or collector for some friendly society, or as a clerk, under an assumed name. Is supposed to be accompanied by a young woman, who may pass as hia wife. Information to Supt. Forbes, Dunfermline. FLINTSHIRE. 20.— Mold { County).— For stealing 2G sacks ( re- covered)- J AMES LEEK, a/ ias" SQU1NTY HITTER," age about 21, height 5 ft. 6 in., complexion sallow, hair ( inclined to curl) black, eyes dark, squints badly ; dress, black twill jacket, dark corduroy trousers, white muffler with large blue spots ( dirty), side- spring boots, hard billycock hat. A salt hawker and rag gatherer ; native of Chester ; attends fairs with swing- boats, & c — JOSEPH MULLOY, dlias " LITTLE JOE," age 17 ( looks much younger), height 4 ft. 9 in., complexion fair, hair light, eyes blue, small mole upper lip, wart on hand ; dress, dark tVeed jacket, pepper- and- salt mixture vest, corduroy trousers, side- spring boots, cap with straight peak. A native of Frodsham. Warrant issued. Information to Supt. Bolton, Mold. HAMPSHIRE. 21.— Lyndhurst { County).— For fraud- ARTHUR E. POWELL, a clerk, age about 25, height 5 ft. 4 or 5 in., complexion pale, hair ( inclined to curl) dark, little or no whiskers, left eye appears smaller than the other, bow- legged ; dress, dark jacket and vest, black round felt hat. Absconded from Lymington 7th ult, Warrant issued. Information to Supt. White, Lyndhurst. HERTFORDSHIRE. 22.— Hemel Hempstead { County).— For feloni ously receiving a gold lever watch, No. 251601, and black jet chain and locket, 15th ult.— WILLIAM CHARLES ARNOLD, age about 40, height about 5 ft. 6 in., complexion hair, beard, and moustache dark; dress, black frock coat, dark cord trousers, white wrapper ( dirty), soft felt hat. Supposed native of Colchester. Warrant issued. Information to Deputy Chief Constable Pearson, Hemel Hempstead. 2 3.— H e rtf o r a' ( Borough).- For larceny— ALFRED BEETON, age about 24, height 5 ft. 5 or 6 in., com- plexion fair, hair short, side whiskers and moustache dark; dress, blackdiagonal coat or jacket, mixture tweed trousers and vest, black hard felt hat; wears an ele- phant silver scarf- pin. Sentenced at Liverpool 24th October, 1881, to 9 months' imprisonment and 5 years' police super- vision for larceny. 5593.— License Holder ELLEN MERCER, Office No. 20266, age 44, height 5 ft. 2 in., complexion fresh, hair dark brown, eyes hazel, scars on bridge of nose and back of right arm. Sentenced at Manchester, 20th February, 1878, to 7 years' penal servitude and 7 years' police supervision for larceny. Licensed 23rd October, 1882. E 19.— Supervisee THOS. HART, alias HENSHAW, Office No. 20516, age 36, height 5 ft. 6.{ in., complexion fresh, hair brown, eyes blue, scar left of forehead. Sentenced at Liverpool, 10th August, 1881, to 15 months imprison- ment and 5 years' police supervision for larceny. 1761. Sentenced at Man- chester, Uth February, 1880, to 8 years' penal servi- tude and 7 years' police supervision for larceny. Licensed 10th April. 1886. Y. G. 141.— License Holder JAMES STEWART, aliis EDWARD McDERMOTT, Office No. 30511, age 30, height 5 ft. 5 in., complexion fresh, hair brown, eyes grey, pockmarked, scars ( burn) right arm and shoulder. Sentenced at Glasgow 26th December, 1877, to 10 years' penal servitude for rob- bery. Licensed 10th May, 1886. D. 1397.— Supervisee JOHN WILLIAMS, alias BETHEL and CART- WRIGHT, Office No. 30810, age 38, height 5 ft. 7 in-, complexion dark, hair dark brown, eyes blue ( blind right), scars centre of forehead and each eyebrow, varicose veins both legs. Sentenced at Manchester, 23rd June, 1879, to 7 years' penal servitude and 7 years' police supervision for larceny. Sentenced at Manchester, 13th June, 1883, to 9 months' hard labour and 3 years' police, supervision for larceny. 78602.— Supervisee ELLEN KELLY, Office No. 27985, age 28, height 4 ft. 7J in , complexion fresh, hair brown, eyes grey, scar near right eye, blue mark right upper lip. Sen- tenced at Preston 20th February, 1884, to 15 months' hard labour and 7 years' police supervision for larceny. 93115.— Supervisee ELLEN MARKHAM, Office No. 29287, age 53, height 4 ft. 111 in., complexion sallow, hair brown, eyes blue, mole left side mouth, 4 warts left cheek, scar left side forehead. Sentenced at Salford, 23rd February, 1885, to 9 months' hard labour and 3 years' police supervision for larceny. 3347. Information to Supt. Hicks, City Police, Manchester. TUESDAY, JUNE 29, 1886. C A UTFO N. 74.— Edinburgh { City).— The special attention of Police is directed to the proceedings of " Major ARTHUR SPENCER," whose apprehension is sought for fraud { see POLICE GAZETTE, Case No. 12, 18th ult.), since which time different charges have been lodged against him by jewellers, gunmakers, bootmakers^ hosiers, butchers, bakers, clothiers, bankers, and portr manteau makers. His modus operandi is to call upon tradesmen and order goods, and pay for the same by cheque, which is occasionally in excess of the value of the goods, in which case he receives'the balance in cash. Upon the cheques being presented they are returned marked ' No account." He has evidently practised this mode of swindling for a considerable time, and there is every reason to believe that he is still pur- suing the same course in other large towns. Each time the feeling seems to have been drawn forth by a different aspect of want and suffering. In Matt, ix 36 it was the spiritual need of this great multitude which wrung His soul. He saw them tired and lying down as sheep having no shepherd, and the heart of the great Shepherd and Bishop of souls sprang from the outward temporal desclateness to the inward and spiritual, for " Then, said He. . . . Pray ye, therefore, the Lord of the harvest, that He will thrust forth labourers into His harvest." In Matt. xiv. 34 it would seem to be the ravages of bodily sickness which specially touched His pity. " He saw a great multitude, and was moved with com- passion towards them, and He healed their sick." In Matt. xv. 32 it was just sheer physical hunger which made Him overflow with pity. " I have com- passion. . . . because they have nothing to eat." I remember well the power with which this verse came to me in the streets of Paris. An abject- looking man was stooping after the bits of bread, mere scraps, thrown out of a restaurant upon the pavement. Quite unconscious of the passers by, he picked up the frag- ments; brusied off the dirt with his ragged sleeve, and retired behind one of the pillars of the arcade to eat them. It was more than I could bear. I put a small piece of silver in his hand with a kind word or two. Never can I forget the upward look of surprise, or the gratitude of the man's whole action and expres- sion. And in the rush of pity which filled my heart, I remembered with sacred joy that in the days of His flesh, our beloved Lord had been carried away with pity just because " they had nothing to eat." We read, too, of our Lord's " compassion" called forth to individual cases, each time meeting their need. In Matt. xx. 34 the two blind men receive their sight. In Mark i. 41 the leper is cleansed. In Luke vii. 13 " the only son of his mother " ( a widow) is restored to her from the dead. " He is the same, yesterday, to day, and for ever."
