THE POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JUNE 4, 1886. VOL. HI., No. 254. REOtTLATIONS- 1. All announcements for insertion in the POLICE GAZETTB, and all communications upon them should be addressed to THH EDITOB OF THB POLICB GAZETTE, GBEAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTB, if they are sufficient to enable action to be taken upon them by another force. - 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension ii sought for serious offences, and euy, a'Ang: tf stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant w in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. T. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number and an alphabetically arranged by counties. ' 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice if the fact, referring to the number of the announcement for insertion in the next issue. 10. In ail cases, the officer signing the request for insertion of any announcement will b* wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied bv a covering letter. 12. All payments must be in advance, either at the office, Ore- J. Scotland Yard by cheque crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order Stamps. 13. Cities and Boroughs therein, arranged in Btrict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the at suppli m set I November, 1883. number at present supplied will be forwarded on appli- cation in the form forth in my circular of the 7tn of 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. SPECIAL NOTICE. It will greatly facilitate the transaction of business, if in all telegrams to Great Scotland Yard regarding criminal matters, the name and official designation of the sender are telegraphed. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. METROPOLITAN POLICE. CAUTION S i.— Mr. Monro, Assistant Commissioner of Police of the Metropolis, has received several very similar Circulars to those issued from Geneva in December last by Williams and Co., alias Murray and Kurr, offering certain induce- ments to purchase cheap watches. They purport to emanate from a firm calling itself if The Anglo- Swiss Watch Company, Geneva." The Director's name is given as Mr. Charles Magnin, M. P., late Presi- dent of the Tribunal of Commerce, now Judge of the Tribunal of Commerce." Bankers— The Agence Finan ciere, Geneva. The circular states that it is intended to issue a million of circulars in this country and Italy. Mr. Monro begs to call the attention of the Chief Constables of Counties and Boroughs to this Company. The Geneva Police write that M. Magnin is a Swiss citizen, who is entered in the Trade Register as " The Director of the Permanent Watch Company." By these means he has established the Anglo- Swiss Watch Company, of which Kurr and Company are sleeping partners, and M. Magnin is the only person authorised to sign for the Company, and is responsible in law. He is also stated to be a Deputy and a Judge at the Commercial Tribunal, and has always borne a good character. From information otherwise received, there is good reason to doubt the stability of M. Magnin's credit, and his financial circumstances are not prosperous. L 2 T H E TOLICE GAZETTE. FRIDAY, JUNE 4, 1830. The above reward will be paid by the President and Directors of the Manhattan Company, New York, for his apprehension. 4.— C Division.— For stealing cash and cheques ( value £ 71 4s. 3d.) on tte Western Branch Bank of England— SIDNEY TREVOR CLEALAND, alias CHARLES J. TODD, age 22, height 5 ft. 9 in., com- plexion sallow, hair brown, eyes dark blue, clean shaved, stoops slightly, red pimply scar right cheek, rather large upper front teeth, prominent nose, thin face and hands ( apparently sunburnt), long fingers; dress, brov/ n checked jacket and vest,' grey mixture trousers, black hard felt hat, stand- up collar ( corners turned down), white cuffs, collars and cuffs marked " Clealand " in ink. Warrant issued. 5.— E Division.— For stealing, 11th ult., 1 light check suit, 1 dark summer overcoat, 1 black diagonal single- breasted overcoat, 1 dress coat, 4 pairs linen drawers, 2 flannel vests, a musical album, a black portmanteau, and JEl 12s. 9d.— CARLO AMBROSIO, an Italian, age 27, height 5 ft. 10 in., complexion, hair, and eyes dark, speaks very bad English ; dress, light suit, black felt hat— ROMANELLO, an Italian, age about 19, height 5 ft., complexion and hair fair, speaks English fluently; dress, light jacket, dark trousers, brown felt hat. Warrant issued. 6.— N Division.— For stealing, 25th ult., 3 gold bracelets ( one 1 in. wide with Landseer's Sanctuary in relief, stag raised in dark gold one side, plain the other ; one ditto 1 in. wide, raised pattern, crest— stag's head one side, " Jesius Prest" in scroll on other ; one ditto plain gold band, f in. wide); 3 18- carat plain gold studs; 1 gentleman's mourning ring, " In memory of John Pouler;" a pair of gold oblong links, chased, plain horseshoe ; 1 pair gold circular solitaires, with monogram " A. Woodcut portrait and description of EDITH JULIA SMEETON, whose apprehension is sought for uttering forged cheques in various provincial towns ( see POLICE GAZETTE, 19th March last), age 31, height 5 ft. 5 in., complexion dark, hair ( fringe on forehead) dark brown, of good appearance and address ; dressed respectably. graph, and description of RICHARD SEAMAN SCOTT, who3e apprehension is sought on a warrant, under Extradition Act, for forgery in New York, U. S.; age 45, height 5 ft. 6] in., complexion dark, hair dark orown ( tinged with grey, cut short, and combed over forehead to cover slight baldness), short dark mous- Her husband, WILLIAM GEORGE SMEETOX, was arrested at Great Berkhampstead on 14th inst. for uttering a forged cheque. His woodcut portrait is given herewith. A fac- simile of the cheques passed, and of the forged endorsement, are likewise given. The writing on the face of the cheque is that of Smeeton, and the endorsement is in the writing of his wife. Both ISmeeton and his wife were convicted in 1880 of forging and uttering cheques. It is requested that Police of the towns in which cheques have been passed will at once communicate with the Deputy Chief Constable, Herts Constabulary, Hemel Hempstead. DORSETSHIRE. 9.— Wirnborne County).— For obtaining, by false pretences, a dog- cart, 4 fowls, a sack of potatoes, 7 pigs, 1 mahogany tab'e and £ l 10s., 28th November last— GEORGE McDONALD, age 45 to 50, height 5 ft 6 or 7 in., complexion fair, hair, beard ( 6 in. long) whiskers, and moustache ( heavy) sandy : eyes very small, narrow forehead, round shoulders, sword cut top of head, flat- footed and turns his toes out, is addicted to drink, and spends much of his time in public- houses ; dress, dark diagonal tweed coat and vest, dark trousers, no collar or necktie, round hard felt hat. May be accompanied by his wife and 3 children, travelling from town to town, fraudulently obtaining goods by representing that his father is a large wine and spirit merchant in America, and allows him a yearly allow- ance, which ho draws quarterly. Is supposed to have resided in Bristol about 6 or 8 months since. Warrant issued. Information to Supt. Batty, Wimborne. HAMPSHIRE. 10.— Wi nchester ( Borough).— For stealing £ 10 10s. — LOUISA STUBBINGTON, age 29, height 5 ft. 1 or 2 in., complexion very dark ( freckled), hair dark brown, frizzed over forehead, eyes hazel; dress, black dress, short black elastic cloth jacket, trimmed with astra- chan, black straw hat with red feather ; took with her a black satin dress, trimmed with red, long black- cloth jacket, fur round bottom, and light brown cloth Ulster. KENT. 11.— G ravese n d ( Borough /— For failing to report — License Holder JOHN CROUCH, Office No- 29403, age 61, height 5 ft. 5 in., complexion sallow, hair dark brown, eyes grey, scar left buttock, varicose veins both legs. Sentenced at Maidstone Sessions 8th March, 1875, to 12 years' penal servitude and 5 years' police supervision for burglary. Licensed 11th December last. Q- V B 301. License Holder JAMES HARNETT, alits DR1SCOLL, Office No. 30395, age 28, height 5 ft. 2 in., complexion fair, hair sandy, eyes grey, scars each side of head, marks of corporal punishment, E. Sentenced at Central Criminal Court 22nd November, 1880, to 7 years' penal servi- tude and flogged for robbery. Licensed 22nd April, 1886. G 1082. Supervisee SARAH ROBINS, alias DURY, Office No. 24074, age 43, height 5 ft. 2 in , complexion fresh, hair brown, eyes hazel, scars on fore- head, nose, and right arm. Sentenced at West Kent Sessions 21st October, 1880, to 5 years' penal servitude and 7 years' police supervision for housebreaking. G 136. Information to the Chief Constable, Borough Police, Gravesend. 12.— Maidstone ( Borough).— For stealing 2 coats ( recovered) 29thult.- GEORGE EDWARD BUTTON, age 30, height 5 ft. 10 in., complexion sallow, hair ( curly), beard, whiskers, and moustache red ; dress, black cloth jacket, blue vest, police uniform trousers. A native of Farleigh, Kent. Has been in the Kent and Sussex Constabulary, and Metropolitan, Graves- end, Tenterden and Margate Police Forces. Information to the Head Constable, Maidstone. 13.— Tunbridge Wells ( Borough).— For obtain- ing a mantle by false pretences— EMILY LOUISA PETERS, age 21, height 5 ft. 5| in., complexion fair, hair light, full face; was convicted of larceny at Hastings in 1884. A native of Tunbridge Wells. May be found in the neighbourhood of Peckham or Victoria Railway Station passing under the name of Miss Blanche Wilson. Warrant issued. 14— Tunbridge Wells ( Borough).- For stealing a bicycle ( recovered, Case No. 26,28 ult.)— H. LEACH, alias ROBERTS, age 25 to 30, height 5 ft. 6 or 8 in., full face, moustache dark brown ; dress, dark mixture tweed coat and vest, corduroy trousers ( worn at bottom), hard felt hat, appearance of a labourer. LANCASHIRE, 15.— Liverpool ( City).— For failing to report- License Holder WILLIAM TURNER, alms HOLMES and SMITH, Office No. 29941, age 44, height 5 ft. 8 in., complexion dark, hair brown, eyes hazel, lost right foot. Sentenced at Preston Sessions 23rd February, 1882, to 5 years' penal servitude and 7 years police supervision for larceny. Licensed 6th February last. B. I. 1323.- Supervisee THOMAS CLARKE, Office No. 25986, age 26, height 5 ft. 3 in., complexion fresh, hair brown, eyes blue, scar centre of forehead. Sen- tenced at Manchester Sessions 3rd October, 1883, to 12 months' imprisonment and 3 years' police super- vision for larceny. 82362. MONTGOMERYSHIRE. 18.— Welshpool ( County).— For manslaughter— WILLIAM GRAVELL or GREVILL, alias SLEN, age about 25, height ftbout 5 ft. 11 in., slight build, complexion pale, hair brown, small side whiskers and moustache light, slightly freckled ; dress, overall slop, moleskin trousers, strong boots, " Archer" cap, all stained with red soil. A navvy, supposed native of Bath- road, Cheltenham. Is supposed to have gone to South Wales, and may be found at public works. Warrant issued. Information to Supt. Ellis, Welshpool. STIRLINGSHIRE. " 22.— Stirling ( Borough).- Tor fraud - JAMES McBREEN , age about 30, height 5 ft. 7 in., complexion dark, small moustache, otherwise clean shaved, smart appearance; dress, dark coat and vest, light tweed trousers, black felt hat. Not to be apprehended out of Scotland. Warrant issued. Information to Supt. Ferguson, Stirling, STAFFORDSHIRE. 19.— Stafford ( County).— For burelary, 30th ult., and stealing— A silver Geneva watch, No. 17263 ; silver Albert guard, links about 1 inch long, with engraved silver locket and small American coin attached; 1 black ribbed worsted monkey jacket, pockets with flaps on hips, 1 outside left breast and inside right ditto, black glazed buttons, 2 buttons on each cuff, covered with same material as jacket; 1 brown twill overcoat, pockets with flaps on hips, 1 outside left breast; 1 wooden pipe, silver- mounted, amber mouth- piece ; 1 yellow silk handkerchief, figured with horse- shoes ; 1 self- closing tobacco pouch ; 1 white cotton pocket handkerchief; 1 single- breasted blue plush vest; and 1 large black- and- white string bag— HENRY JOHNSON, alias THOMAS WILSON and GEORGE BURGESS, age 34, height 5 ft. 4^ in., com plexion fair, hair brown, eyes grey, scar corner of right eye, back of neck, both elbows and knees, 3 moles on neck, fourth finger damaged ; dark sack jacket aud vest, blue rough serge trousers, check shirt, black- and- white neckerchief, lace boots, black hard felt hat. Information to Deputy Chief Constable Oswell, Stafford. 20.— Stoke- on- Trent ( County).— For obtaining by false pretences ( fortune- telling) at Basford, 18th ult., a silver Geneva hunting watch, main- spring broken ; 1 pair silver earrings, set small brown granite stone ; 1 pair silver bangles, 1 silver brooch, representing 2 deer and whip ; 1 gold keeper ring, chased ; and 1 silver ditto— A WOMAN, age about 23, height 5 ft. 2 or 3 in., complexion very dark, hair and eyes black, turned- up nose, appearance of a gipsy ; dress, black or very dark shawl, with white border and fringe, dark grey dress, black straw hat turned upon one side, trimmed crape and small black feather. Information to Supt. Hackney, Stoke- on- Trent. 21.— Tettenhall ( County).— For larceny ( servant), 22nd ult.- JAMES DONALD WILDSMITH, age 39, height 5 ft. 8 in., stout built, complexion fresh, hair SURREY 23.— Godstone ( County).- For stealing 3 pumps and a quantity of lead at Horley— GEORGE LAW- RENCE, alias JUMBO, age 25, height 5 ft. 4 in., com- plexion and hair dark, eyes grey ; dress, dark' cloth coat and vest, brown tweed trousers. A native of Red- hill.— JAMES HANDS, aged 24, height 5 ft. 8 in, complexion fair, hair dark brown, eyes grey. Warrant issued. Information to Supt. Bedford, Godstone. SUSSEX ( EAST). 24.— Lewes ^ County).— For stabbing— HARRY SIMMONDS, age 27, height 5 ft. 6 in. complexion fa r, hair, whiskers, and moustache light, eye3 ( full) light blue, tattooed right wrist and breast, ring on finger • dress, black tweed suit, black billycock hat. Has been in the Navy, and may endeavour to go to sea; a native of Coppard's Bridge, Chorley. Information to Supt. Osbon, Lewes. WORCESTERSHIRE, 25 — Oldbury ( County.'— For obtaining a pair of boots by false pretences, 28th ult.— A MAN, age about 40, height 5 ft. 6 or 7 in., complexion pale, hair ( bald on top and turning grey) dark ; dress, dark jacket, hard felt hat, wore a white apron. A travelling shoe- maker. Warrant issued. Information to Supt. Hardman, Oldbury. YORKSHIRE ( EAST RIDING). 26.— Hull ( Borough).— For stealing, 1 bedstead, a bed, and a pair of mattresses— GEORGE SMITH, age 35, height 5 ft. 1 or 2 in., rather stout, complexion fair, hair ( turning grey) light brown, moustache light, eyes blue ; dress, blue cloth suit. An engineer ; native of Middlesboro ; repairs sewing machines. Was employed as agent for the Eclipse Sewing Machine Company. Is well known in Middlesboro, where he formerly kept a small grocer's shop in Cannon- street. Absconded 24th ult. 27.— Hull ( Borough).— For fraud— H. W. KER- SHAW, age 40, height 5 ft. 3 or 4 iu, complexion fair, hair light, moustache and imperial sandy ; dress, tw- 3ed suit, dark hard felt hat. A photographer; lately re sided at Liverpool- street, Hull. His practice is to solicit orders for oil- paintings, agreeing to accept payment by weekly instalments, but after receiving several sum3 he decamps, without fulfilling the contract. Carries an oil- painting ( sup- posed of himself) as a specimen, and is accompanied by a youth about 18 years of age. Warrant issued. Information to Major Gilbert, Chief Constable, Hull. YORKSHIRE ( NORTH RIDING). 28.— Scarborough ( Borough) — For obtaining money by false pretences between 12th and 17th ult. — CARR, a Scripture- reader, age about 40, height o ft. 9 or 10 in., slight build, hair, beard, whiskers, and moustache dark brown, pleasant countenance; dress, long black overcoat, black suit, low felt hat— all rather shabby; carried a black leather bag containing a small mahogany box, " Port of Hull Society and Sailors' Orphan Home" painted thereon, with which he calls at gentlemen's houses, stating he is collecting subscriptions for the Orphans' Home ( false). Was accompanied by a boy about 8 years of age, who gave the name of EDWARD MYERS, hair inclined to curl; dress, sailor's suit, patent leather shoes. Supposed native of Aukborough, Lincolnshire ; attends Christian Army meetings. Warrant issued. Information to borough. Chief Constable Pattison, Scar- RE ( WEST RIDING). ( County) — For failing to report— YORKSHI 29.— Keighley Supervisee HENRY SHACKLETON, Office No. 26948, age 22, height 5 ft. 5 in., complexion fresh, hair brown, eyes grey. Is of unsound mind.
