REGULATIONS- I All announcements for insertion in the POLICE GAZETTE, and all communications upon them ihould be addressed to THE EDITOB OP THE POLICE GAZETTE, GEEAT SCOTLAND YARD, ' LONDON, S. W. 2, Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 5. Particulars as 10 stolen property will be likewise inserted'in one issue, if sufficient to enable • the article in question to be thereby identified. 1, In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 3. Every announcement, if for the apprehension if a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer ef police, or his immediate deputy, of the county, city, or borough, as the case may b:. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analagous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen properly to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In ail cases, the officer signing the request for insertion of any announcement, will it wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They null be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Greu. Scotland Yard, by cheque, crossed " Brummond § Co.," Post Office Order payable at Charing Cross, Postal Order, nr in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 136, Strand, London, the sole Agent, wht will furnish the rates on application. 14. CAUTION a i— number cation " November, 1883. 3.— It is particularly requested that any complaints - as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. SPECIAL NOTICE. It will greatly facilitate the transaction of business, if in all telegrams to Great Scotland Yard regarding - criminal matters, the name and official designation of the sender are telegraphed. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course wiH be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. Mr. Monro^ 1 Assistant Commissioner of Police of the Metropolis, has received several very similar Circulars to those issued from Geneva in December last by Williams and Co., alias Murray and Kurr, offering certain induce- ments to purchase cheap watches. They purport to emanate from a firm calling itself '' The Anglo- Swiss Watch Company, Gentva." The Director's name is given as " Mr. Charles Magni?, M. P., late Presi- dent of the Tribunal of Commerce, now Judge of the Tribunal of Commerce." Bankers— The Agence Eiuan- ciere, Geneva. The circular states that it is intended to issue a million of circulars in this country and Italy. Mr. Monro begs to call the attention of the Chief Constables of Counties and Boroughs to this Company. The Geneva Police write that M. Magniu is a Swiss citizen, who is entered in the Trade Register as " The Director of the Permanent Watch Company." By these means he has established the Anglo- Swiss Wratcli Company, of which Kurr and Company are sleeping partners, and M. Magnin is the only person authorised to sign for the Company, and is responsible in law. He is also stated to be a Deputy and a Judge at the Commercial Tribunal, and has always borne a good character. From information otherwise received, there is good reason to doubt the stability of M. Magnin's credit, and his financial circumstances are not prosperous. 2 THE POLICE GAZETTE. TUESDAY, MAY 25, 1886. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 7.— N Division.— For larceny ( lodger)— FLORENCE JAMES, age 16, height 5 ft. 4 in., com plexion dark, hair dark brown, eyes brown, surly look ing, holds her head down when talking and speaks softly; dress, blue cashmere dress, trimmed black braid, black straw hat, trimmed black velvet and two small'black feathers, black cloth jacket trimmed black braid, lace boots. Mother resides at 12, R; chmond- cottages, Plymouth. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 8.— For embezzlement— ROWLAND HILL, a clerk, late of 67, Solon New- road, Clapham, age about 28, height about 5 ft. 7 in., slight build, complexion fair, hair and moustache ( cut short) red, dressed re- spectably. Warrant issued. 9— For stealing £ 121 and some silk handkerchiefs— WORTHEY BUSH, an engineer, late of 104, Wilmer- gardens, Kingsland- road, age 34, height 5 ft. 7in., slight build, hair, eyes, and moustache dark, hollow cheeks, pimples on face, prominent nose ; dress, black Cam- bridge cut coat, trousers and vest, black hard felt hat. Is known at Salford, where he was arrested about 12 months ago for deserting his wife and family; sup- posed known at Manchester, where he has a brother residing in a street near Oxford- road. Absconded 12th inst. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BUCKINGHAMSHIRE. 10.— Slough ( County).— For failing to report, License Holder THOMAS HEARN, Office No. 28204, age 36, height 5 ft. 5 in., complexion fresh, hair brown, eyes blue, scars on back, right breast, and first and fourth right fingers, marks of corporal punishment. Sentenced at Aylesbury, 27th June, 1881, to 5 years' penal servitude for larceny. Licensed 3rd July last. A. H. 1440. Supervisee PHILIP HARDING, Office No. 30431, age 51, height 5 ft. 1 in., complexion fresh, hair and eyes brown, scars on forehead, bridge of nose, below left elbow, and on right side, slightly deaf. Sentenced at Aylesbury, 19th October, 1885, to 6 months' hard labour, and 3 years' police supervision for uttering counterfeit coin. 4,814. Information to Supt. Dunham, Slough. CLACKMANNANSHIRE. 11.— AI loa ( Burgh).— Woodcut portrait and descrip- tion of FRANCIS MURDOCK, whose apprehension is sought for embezzling £ 70— Age 35 to 40, height 5 ft. 9 or 10 in., stout build, complexion fresh, hair, whiskers, and moustache sandy, eyes ( supposed) grey, full face, large hands and feet; walks with long, heavy steps ; of slovenly appearance ; dress ( when last seen), blue serge jacket suit, hard felt hat; generally wore a gold guard with gold cross appendage; may have in his possession a pair of small coupling pliers, and a deer- horn handle pocket knife with two blades and cork- screw. A gardener; native of Aberdeenshire. Was lately employed as collector by the Alloa Gas Com- missioners. Absconded 13th inst. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Supt. Nicol, Burgh Chambers, Alloa. DEVONSHIRE. 12.— Honiton ( County).— Concerned with 2 men in custody, for stealing a horse by means of a trick— DAVID WALKER, age about 30, height 5 ft. 10 or 11 in., complexion fresh, whiskers and moustache ( turn- ing grey) brown; dress, brown overdoat, blue guernsey, brown corduroy trousers ( large pattern), lace boots, billycock hat. Travels the country with a waggon, having his name and address, " jDavid Walker, licensed hawker, No. 9, Gloucester*- lane, Bri^ tpU painted thereon. Hawks mats, oil cloth, tin boxes, < fcc. Warrant issued- Information to Supt. de Schmid, Hoaiton. 1 ; — 1 T- i—— 7 T — < r- DORSETSHIRE. 13.— Poole ( Borough).— For stealing a horse, trap and harness ( recovered), 12th inst.— HARRY BRIDLE, age 28, height 5 ft. 9 or 10 in., stout build, complexion fair, hair dark brown, round- shouldered ; dress, dark coat, trousers, and vest, black bowler hat. A labourer; native of Poole. May endeavour to go abroad. Warrant issued. Information to Supt. Hunt, Poole. DURHAM. 14.— Durham ( City).— For larceny- JOHN DES- MOND, alias THOMAS BURDIS, BROWN, and TEDDY BUSK, age 29, height 5 ft. 5 in., hair light brown, moustache ( slight) light, eyes ( very weak) grey, slightly pockpitted. A native of Sunderland; travels the country repairing umbrellas, & c., and stays at common lodging- houses. It is requested that special inquiry be made for his apprehension. Information to Chief Constable Smith, Durham. GLAMORGANSHIRE. 15.— N eath [ Borough).— For deserting his wife and family, 13th inst.— JAMES BOWEN, age 45, height 5 ft. 9h in., complexion fresh, hair, whiskers, and mous- tache dark, stoops, and wears small gold earrings, speaks with a Welsh accent; dress, dark coat, brown or grey trousers, bowler hat. A collier; native of St. David's, Pembrokeshire. Is accompanied by his son, age 13, hair light. Warrant issued. Information to Head Constable Phillips, Neath. GLOUCESTERSHIRE. 16.— Fishponds { County).— For housebreaking at Stapleton, 1st inst., and stealing 1 long- ribbed, single- breasted overcoat, black and red plaid lining, two pockets outside and one inside breast, black buttons, sleeves have been lengthened and bound with black; 1 single- breasted black cloth vest, buttons up to neck, small turn- down collar ; and a scarlet figured cotton handkerchief, fringed round edge— A MAN, age about 40, height 5 ft. 7 or 8 in., rather stout build, com- plexion very dark, whiskers slight; dress, dark clothes, black bowler hat; appearance of a mechanic. 17.— Fishponds ( Cwintv).— For stealing £ 1 2s. at Eastville— FREDERICK GARLAND, age about 27, height 5 ft. 7 or 8 in., complexion fair, hair light, eyes blue ; dress, brown coat, dark trousers, lace boots, black bowler hat ( all old); is a good skittle player, and may be found at skittle- alleys. A native of Kings- wood, near Bristol. Warrant issued. Information to Supt. Matthews, Fishponds. 18.— Stroud [ County).— For embezzling £ 5510s. 8d. — THOMAS HENRY ARMITAGE, age 35, height 5 ft. 8 in., complexion pale, hair dark brown, eyes grey, slightly round- shouldered and stoops when walking ; dress, dark brown jacket and vest, dark cloth trousers, white knitted woollen scarf, lace boots, black hard felt hat. Warrant issued. Information to Supt. Philpott, Stroud. HAMPSHIRE. 19.— Kingsclere ( County).— For stealing a pair of driving reins ( recovered), 29th January last — JOSEPH MITCHELL, alias GRITT, age 33, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes blue, scar corner of right eye, burn marks inside both thighs. A gipsyj; native of Romsey. Warrant issued. Information to Supt, Waters, Kingsclere. HEREFORDSHIRE. 20.— Leominster ( Borough).— For deserting his 2 children, leaving them chargeable to the Leominster Union- GEORGE WILLIAMS, age 30, height 5 ft. 9 in., complexion swarthy, hair dark, eyes grey, nose slightly inclined to one side, pointed chin; dress, dark jacket, tight- fitting cord trousers, black soft felt hat. A horse slaughterer; native of Leominster. Is now supposed to be hawking sponges with a license in name of " SLENDER." May be found at common lodging- houses, or working at a knacker's yard. Has been previously convicted at Hereford for a similar ofience. Warrant issued. Information to Head Constable Johnson, Leo- minster. HERTFORDSHIRE. £ 5 5s. REWARD. 21.— Hemel Hempstead { County).— For steal- ing, 1st inst.— a bay mare, aged, 15 hands, black points, star on forehead, brush tail, chipped knees " F. Oldfield " on shoes ; brass- mounted harness, and a light rustic dcjg- cart, mahogany panels, 16 spoke wheels, " GvAttftdod; Heftiel Hempstead," on wheel- caps — A MAN, age about 50, height 5 ft. 6 in., full faqe,. heard © n , ohia, slightly round- shouldered ; dress, dark tweed suit, felt hat, with flat top. Was last heard of at Kiilbufn, Middlesex. The above reward will be paid by Lovel Smeath- man, Esq., Solicitor, Hemel Hempstead, for the appre- hension and conviction of the thief and recovery of the property. Information to Deputy Chief Constable Pearson, Hemel Hempstead. ~ KENT. ~~ £ 100 REWARD. 22.— Canterbury ( County). — For embezzling illOO, the moneys of the Free Fishers and Dredgers' Co, Whitstable— GEORGE KEMP, age 50, height 5 ft. 9 in., stout build, complexion fresh, hair and whiskers ( shaved on chin) iron grey, one glass eye, and gene- rally wears grey tinted spectacles, without which he has got a peculiar look; dressed respectably. Is known to Mr. Rowden, Perth, near Kemp, Swansea or Cardiff; Mr. Burrows, Bergholt, Essex ; and Mr. Shaw, supposed residing in Baker street, London. A native of Whitstable, Kent. Absconded 31st ult. The above reward will be paid by the Free Fishers' and Dredgers' Co., Whitstable, for his apprehension. Warrant issued. Information to Supt. Wood, Canterbury. LANARKSHIRE. 23.— Govanhill ( Cmnty).— Woodcut portrait antf description of THOMAS MOFFATT, whose apprehen- sion is sought for embezzling £ 239 8s. 7d., the property of the Bank of Scotland— age 25, height 5 ft. 7 in., com- plexion pale, hair black, moustache ( slight) and eyes dark, round face, scrofula mark right side of neck; dress, light grey small check tweed suit ( wore black mourning band on left arm), black hard felt hat, light grey spats. May be accompanied by his wife and a boy 2 months old. A bank teller ; native of Glasgow. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Supt. Cornelly, Constabulary Offices, 174, High- street, Glasgow. LANCASHIRE. 24.— Bolton ( County).— For making false entries in wages book at Farnworth, 22nd ult.— WILLIAM JOHN BEATESON, age 20, height 5 ft. 10 in., com- plexion sallow, hair ( inclined to curl and parted down centre) black, whiskers and moustache slight, eyes brown, walks very erect and swings his arms about; dress, brown plaid overcoat, black cloth trousers, black billycock hat; has with him a black cloth suit. A native of Farnworth. Warrant issued. Information to Supt. Holland, Bolton. 25.— Garstang ( County).— For burglary and house- breaking- JAMES CARRUTHERS, alias JAMES BOWEN, JAMES GRIBBIN, JAMES PARKER, THOMAS WILLIAMS, DANIEL HIGGINS, and EDWARD BALLARD, a bricklayer, age about 30, height 5 ft 6 in., complexion fresh, hair and moustache brown, eyes blue, high cheek bones, hollow cheeks, small cut and 2 small blue spots right fore- head, scar front left arm, 2 moles back of neck, right side and on upper lip. Has been several times con- victed for felony in the above names. May be found working on a farm as labourer, but will not stop long anywhere. Information to Supt. Webb, Bowgrave, near Garstang. 26.— Liverpool ( City).— For stealing £ 200— WILLIAM GEORGE JOSEPH DE COSTA, a clerk, age 23, height 5 ft. 9 or 10 in., complexion fair, hair ( curly) light brown, moustache ( heavy) dark brown, eyes ( small) grey, prominent nose, sloping shoulders! FRIDAY, MAY 81, 1886. THE POLICE GAZETTE. end of right little finger crushed, slight flesh scar right temple, thick neck, muscular legs; dressed respectably, may be wearing a brown hat, round scarf pin with circle of pearls, and a gold chain with Chinese coin pierced in centre, attached. Is well known to captains of American ships, and may be found in their company. Absconded 22nd ult. It is requested that inquiry may be made at Ameri- can bars, hotels, shipping offices, Sic. Warrant issued. 27.— Liverpool ( City).— For stealing, 13th inst., a gentleman's single stone diamond ring, marked i/, bw/ ; 1 lady's dress ring, set diamond with 3 pearls at each side, square setting; 1 9- carat gold albert, wheat pattern ; 1 lady's gold Geneva watch, open face, gold dial, crystal glass, steel hands, engraved case; 1 gentleman's gold, machine- made, lever watch, open face, white seconds dial, gold hands, marked r/ r/— ; 1 gentleman's 18- carat plain gold signet ring, square slab, 3 gold wire bauds marked u/ bu— A MAN, age about 27, height 5 ft. 4 or 5 in., complexion fair, long hook nose, moustache slight; dress, light suit and peak cap, with anchor in front— who ordered the jewellery to be sent to his lodgings for selection, and on gaining pos- session of it decamped. 28.— Liverpool ( City).— For stealing a gentle- man's |- plate gold lever watch, No. 105583, gold albert chain, massive uniform curb links, stamped 18 carat, with oval- shaped gold medallion pendant at- tached, ononesidearepresentionof thePrinceof Wales's arms and initials " A. E.," and on the other " H. R. H. the Prince of Wales, India, 1875 and 1876 "— ARTHUR STANLEY BEECH, alias WILSON, a gunner of the Lancashire Division Royal Artillery, No. 53332, age 20, 5 ft. 6^ in., complexion and hair dark, eyes brown, little finger right hand crooked, man with basket tattooed left forearm is also wanted for deser tion. Absconded 18th inst. Information to Chief Supt. Williams, Liverpool. 29— Liverpool ( City).— For failing to report, Supervisee HENRY MAYO, Office No. 22755, age 33, height 5 ft. 3 in., complexion fresh, hair brown, eyes grey, H. H., cross, flags, crown, anchor, man, and coat of arms left arm, unicorn right arm, H. 2nd left finger, tattoo mark left thigh. Sentenced at Gloucester Sessions, 20th October, 1875 to 10 years' penal servi- tude and 5 years' police supervision for stealing an ass. W. B. 1153.— License Holder THOMAS SMALL- WOOD, alias BLOCKFORD and SPINKS, Office No. 29575, age 39, height 5 ft. 7 in., complexion dark, hair brown, eyes light hazel, large mole right cheek, right shoulder fractured, flogging marks on back_ Sentenced at Liverpool Assizes 24th July, 1878, to 8 years' penal servitude for burglary. Licensed 31st December, 1885. E. 822.— License Holder WILLIAM SMITH, alias RUSHFORTH, Office No. 30195, age 42, height 5 ft. 9 in., complexion dark, hair and eyes grey, eruption scars on cheeks and forehead. Sentenced at Kendal Sessions 22nd October, 1880, to 7 years' penal servitude for stealing a pony and trap. Licensed 31st March last. G. 1009.— License Holder EDWARD HEATON, Office No. 29679, age 23, height 5 ft. 5 in., complexion fair, hair light brown, eyes hazel. Sen- tenced at Liverpool Sessions 25th June, 1880, to 7 years' penal servitude for shop breaking. Licensed 7th January last. G. 588. Information to the Chief Supt., Detective Dept., Liverpool. 30.— Manchester ( City).— For failing to report - Supervisee JOHN JONES, alias HIGHAM, HINES, JOHNSON, OWEN, and MULRANEY, Office No. 25545, age 39, height 5 ft. 2 in., complexion fresh, hair red, eyes grey, scar back of neck and centre of back, end of 2nd and 3rd left fingers fractured. Sentenced at Manchester Sessions, 6th June, 1877, to 8 years' penal servitude and 7 years' police super- vision for larceny ( person). X D 882.— Supervisee HARRIET BUCKLES, Office No. 30438, age 40, height 4 ft. 9 in., complexion sallow, hair black, eyes brown; scars on forehead, lost all top teeth, deaf. Sentenced at Salford Sessions, 26th October, 1885, to 6 months' imprisonment and 2 years' police supervision for larceny. 1802.— Supervisee EDWARD ARM STRONG, alias FRANCIS TURNER, Office No. 29841, age 46, height 5 ft. 5 in., complexion fresh, hair and eyes grey, scars top and back of head, back of right hand, right eyebrow, and left shin and knee, nose fractured and crooked, tattoo marks left arm. Sentenced at Manchester Sessions, 17th October, 1877, to 7 years' penal servitude and 7 years' police super- vision for larceny ( person). D 1169.— License Holder HENRY JOHNSON, alias McGRATH, Office No. 30344, age 39, height 5 ft. 5 in., complexion dark, hair dark brown, eyes grey, scars back and left of head, 1st and 2nd left finger, back of left hand, and on shins, back of right hand fractured. Sentenced at Manchester Sessions, 12th January, 1880, to 7 years' penal servitude and 7 years' police supervision for felony. Licensed 15th April last. W G 752.— Supervisee CATHERINE HARVEY, Office No. 29719, age 50, height 4 ft. 11 in., complexion pale, hair sandy, eyes brown, scars comer of left eye, on chin, and end of first left finger ( deep), lost all upper front teeth. Sentenced at Salford Sessions, 7th July, 1884, to 18 months' imprisonment and 5 years' police super- vision for larceny. 1108.— Supervisee EDWARD BURKE, alias JOHN SMITH and EDWARD YOURE, Office No. 24559, age 20, height 5 ft 2 in., complexion fresh, hair brown, eyes grey, scar top lip, moles right forearm and over left breast. Sentenced at Manchester Sessions, 11th January, 1883, to 12 months' imprisonment and 7 years' police supervision, for larceny ( person). 77216.— Supervisee JOSEPH PIMBLOTT, Office No. 24574, age 40, height 5 ft. 3 in., complexion fresh, hair brown, eyes grey, scar each eye- brow and back of left shoulder.
