THE POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, APRIL 9, 1886. VOL. HI., NO. 238. REGULATIONS- 1. All announcements for iniertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OF THB POLICE GAZETTE, GBEAT SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension « sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may b:. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analagous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear « number, and an alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted its the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In ail cases, the officer signing the request for insertion of any announcement, will bt wholly responsible for any proceedings which may result front such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They irnut be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, GreL. Scotland Yard, by cheque, crossed '' Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or is Stamps. 13. Advertisements are accepted for the POLICE GAZETTB through Mr. James Willing, 126, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing tan only be accepted as advertisement*. J. MONBO, Editor. Cities and Boroughs therein, arranged in strict alphabetical order. number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7tn of 2.— Any additional copies of the GAZETTE beyond the m f November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. SPECIAL NOTICE. It will greatly facilitate the transaction of business, if in all telegrams to Great Scotland Yard regarding criminal matters, the name and official designation of the sender are telegraphed. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded • by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un willing to incur any expense, with a view to obtain • his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT* METROPOLITAN POLICE DISTRICT. 1.— Central Office.— Woodcut portrait and de- scription of GEORGE BERNARD HARVEY DREW, a solicitor, whose apprehension is sought for embezzle- ment, age 40, height 5 ft. 11 in., stout, complexion fresh, hair ( turning grey) dark brown, generally clean shaved, but may be growing beard or moustache ; has a nervous twitching of the head when talking, arising from drinking habits ; of gentlemanly appearance. Has in his possession 32 £ 100 Bank of England notes, No, 57767 to 780, dated 13th April, 1885, and 58751 to 68, dated 13th April, 1885. May be found at seaside or other fashionable resorts, and will probably assume the name of Arthur Adair. 2.— C Division.— For forging and uttering 6 cheques for .£ 590 10s. 5d. on the London and County Bank, 27th ult- — JOSEPH DE FRAINE, alias ARTHUR HOWARD, age 25, height 5 ft. 9 or 10 in., slight build, complexion very pale, hair ( rather long) and moustache light, eyes blue, 5 artificial teeth in upper jaw, peculiar movement of lower lip, con- sumptive appearance; dress, dark overcoat, dark trousers with white stripe, high stand- up collar slightly turned down in front, high hat. Has in his possession a large sum of money in gold and silver in three canvas bags ( one marked H. B. and Co.— c., one H. B. and Co, — P., and one B. R.) 3— G Division.— For violent assault— HARRY SMITH, age 34, height 5 ft. 8 in., complexionfair, hair light; dress, black clothes. A native of Hoxton. Warrant issued. 4.— P Division.— For embezzling £\ lls. 6d., 3rd November last — WALTER WILSON, a brewer's traveller, ago 30, height 5 ft. 8 in , slight build, com plexion fair, hair, whiskers ( slight), and moustache ( long and heavy) light, thin visage, is in the habit of curling his moustache with his fingers; dress, when last seen, dark diagonal morning coat, light tweed trousers, black hard felt hat. May endeavour \ o go abroad from Plymouth. Warrant issued. 5.— R Division.— For embezzlement— HARRY SLADDEN, age 21, height 5 ft. 7 or 8 in., complexion fresh, hair and eyes brown ; dress, light overcoat, black diagonal suit, side- spring boots, hard felt hat. A butcher's assistant; supposed native of Gravesend, where he is well known, and at Grays, Essex. Warrant issued. 6.— R Division.— For stealing 1 gold Geneva watch, monogram " M. G." on back ; 1 gold albert, curb pattern; 1 silver brooch, large Scotch pebble in centre, and 5 small ditto round edge, andl lady's long gold neck- chain, with locket attached— ARTHUR LESLIE ( sup- posed false), age 25, height 5 ft. 5 or 6 in., complexion pale, hair light brown ; dress, black coat and vest, light trousers, black hard felt h* 1, of gentlemanly appear- ance and good address; carried a light reversible mac- kintosh, and a black hand- bag. His practice is to take lodgings at hotels, < tc., pre- senting a card in the name of " Arthur Leslie," but decamps in the morning after committing a larceny. Is also wanted at Tunbridge Wells ( See Case No. 26) and Hastings for similar offences. Will likely visit seaside hotels. 7.— T Division.— For carnally knowing a girl age 14— WILLIAM DUCKHAM, alias EDWARD SMITH, age 23, height 5 ft. 6 in., complexion fair, hair and moustache ( slight) light, very small nail on little finger, left hand. A native of Chiswick ; belongs to the Middlesex Militia. 8.— T Division.— For larceny { servant), 23rd February last.— MARY JANE COLES, alia* GOLDEN, age 25, height 5 ft. 5 in., slight build, complexion dark, pleasant looking ; dress, black. A domestic servant, native of Manningford Bruce, Wiltshire. Supposed wanted for other offences. 9.— X Division.— For embezzling £ 2 13s. 6d.— EDWARD TITE, a milkman, age 27, height 5 ft. 8 in., complexion dark, hair dark brown, eyes brown, with very heavy eyelashes, slight dark moustache, no whiskers, thin features, slim build ; dress, light jacket and vest, dark tweed trousers, Chesterfield overcoat, black felt hat, lace boots, right knee injured and leg very much swollen. Likely to go to Australia. Absconded 30th ult. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. ABERDEENSHIRE. 10.— Aberdeen ( County).— For forgery and theft HIEMAN, a pedlar, age 22, height 5 ft 5 in., complexion and eyes dark, hair ( curly) black, broad face, large nostrils; dress, brown overcoat, brownish grey suit, dark felt hat ( may now be dressed in new clothing). Arrived in Aberdeen from Dundee about 5 weeks since, and had previously resided in London. May have in his possession a Post- office Savings Bank book, " B. Klouts, No. 2433, Inverness." A Polish Jew ; speaks English fairly well. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Major Ross, Chief Constable, Aber- deen. 2 THE POLICE GAZETTE. FRIDAY, APAIL 9, 1886. BERKSHIRE. 11.— Maidenhead [ County).— For embezzlement — JAMES BUTLER, age 22, heights ft. 5 in., com- plexion fair, hair, moustache ( slight), and eyes dark ; dress, long dark overcoat, butcher's blue suit, leather leggings, black hard felt hat. Warrant issued. Information to Supt. Iremonger, Maidenhead. CHESHIRE. 12.— Chester ( City).— For larceny and embezzle- ment— BORIK MIL1NICK, alias BERNARD MIL- LER, age 25, height 5 ft. 8 in. or 9 in., complexion very fair and freckled, hair ( short, parted in centre and curly in front) very light, moustache ( slight) light, eyes light blue ; dress, light brown covert coat, dark brown check tweed suit ( second suit of light tweed), dark brown mackintosh, grey union shirt, brown cot ton singlet and drawers, new boots, dark brown felt hat. Had in his possession a yellow tin trunk, and booked at Chester for Paddington at 12.15 p. m. 5th inst., supposed en route for Russia, via Paris and Berlin. A corn miller, native of Neustadt, Sugint, Russia, but has been engaged soliciting orders for drapery goods. Warrant issued. Information to the Chief Constable, Town Hall, Chester. 13.— stockpo rt ( Borough).— For stealing, 3rd inst. — 1 check coat ( partly worn), 4 pockets outside and 2 inside, brown lining, small piece let in one corner, bone buttons ( bottom one old); 1 single- breasted dark brown vest, white thick back, bone buttons; 1 pair tweed trousers, patched at right knee, fly fronts; 1 pair corduroy trousers ( partly worn), fall fronts ; 1 pair sidespring boots with toe caps, size 7, newly soled and heeled, tips on heels ; 1 mixture silk handkerchief, 1 black soft felt hat ( low crowned), and 1 knife— JAMES , age about 33, height 5 ft. 9 or 10 in., hair and moustache brown, thick lumpy nose, cut mark on forehead above nose, repulsive appear- ance ; dressed supposed in stolen clothing. A collier, supposed native of Chorley, Lancashire; has been tramping the country for some years, staying at com- mon lodging houses. Information to Lieut.- Colonel Staples, Chief Con- stable, Stockport. DERBYSHIRE. 14.— Wood vi 11 e ( County).— For stealing at Ripton, 26th ult., a watch ( recovered) and a black cloth vest, to fit a youth about 16, no collar, black bone buttons— TWO TRAMPS— 1st, age about 35, complexion sallow, moustache ( rather long) slight, eyes weak ; dress, dark coat, with pockets at sides, blue jersey, side- spring boots, black hard felt hat ( all old) ; 2nd, height 5 ft. 8J in., slight build, complexion pale, moustache ( stumpy) brown, beard about a fortnight's growth ; dress, brown or drab colour coat, brown cloth cap with peak ( all old and dirty) ; carried a tin bottle. Information to Supt. Sims, Woodville, Burton- on- Trent. DORSETSHIRE. 15— Shaftesbury ( County)— For stealing mack- intosh ( recovered. See Case No. 71, 2nd inst.)— A MAN, age 35 to 40, height 5 ft. 8 in., complexion fresh, hair dark brown, whiskers rusty brown, moustache ( short and turning grey) sandy ; dress, dark blue reefer coat, brown cord trousers ( worn at bottoms), old boots ( broken at toes), soft black hat. Warrant issued. Information to Supt. Hains, Dorset. 16.— Wimbo rne ( County).— Woodcut portrait and description of GEORGE WHITE, whose apprehension is sought for embezzling £ 15 4s.— age 56 to 58, height 5 ft. 9 in., complexion sallow, hair, beard and whiskers iron grey, eyes dark, false teeth in front, which move a little, has a habit of plaqing his third finger to the corner of his mouth, which he draws down when talk- ing ; back of hands and fingers very hairy ; dress, light tweed suit, hard felt hat. A clerk ; native of Christ- church, Hants. Warrant issued. Information to Supt. Batty, Wimborne. DURHAM. £ 20 REWARD. 17.— Whereas about 10.45 p. m. on Wednesday, 24th ult., a quantity of blasting gelatine was placed by some evil- disposed person or persons with evident in- tention to destroy life and property, causing an explosion near the house of Mr. Wilfred Tyzack, at South Medomsley Colliery. The above reward will be paid by the owners of South Medomsley Colliery to any person ( not being a member of a Police Force in the United Kingdom) who shall give such information as shall lead to the apprehension and conviction of the person or persons who committed this offence. Information to Lieut.- Col. White, Chief Constable, County Constabulary, Durham, or to Supt. Oliver, Consett. 18.— Durham ( City).— For larceny ( bailee).— WILLIAM ROLL IN, age about 40, height 5 ft. 11 in., medium build, hair, side whiskers, and moustache ( tinged with grey), light brown, chin shaved ; dress, light brown overcoat, grey or light brown trousers, black felt hat. A travelling watch and clock cleaner ; supposed native of Yorkshire ( West Riding.) It is requested that inquiry be made at pit villages, lodging- houses, etc. Warrant issued. Information to Chief Constable Smith, Durham. GLOUCESTERSHIRE. 19.— Bristol ( City and County).— For failing to report- Supervisee THOMAS KELLY, Office No. 29022, age 65, height 5 ft. 6 in., complexion sallow, hair grey, eyes brown, spare build, first finger left hand injured, scar left thumb, cupping marks back of neck, double ruptured. Sentenced at Gloucester, 15th October, 1884, to 12 months' hard labour and 5 years' police supervision for housebreaking. Information to the Chief Constable, Bristol. 20.— Fishponds ( County).— Escaped from H. M. Prison at Horfield, at 7.30 a. m., 1st inst.— JAMES DAVIS, alias BLACKWOOD, age 29, height 5 ft. 4 in., hair and eyes brown, deep dent and scar on chin ; dress, dark jacket, fustian trousers and vest, striped cotton shirt, marked with broad arrow. A native of Bath. Information to the Governor, H. M. Prison, Horfield, or to Supt. Matthews, Fishponds. HAMPSHIRE. 21.— Winchester ( City). — For obtaining a quantity of wines by false pretences since June, 1884 — H. BRYON, alias H. BRION and HARRY or HENRY TROWSDALE, age about 40, height 5 ft. 8 in., complexion fair, hair light brown, whiskers, beard, and moustache cut short; dress, black cloth cutaway coat and vest, light trousers, black scarf, turn down collar, black hard felt hat, sometin es wears a high hat and light dust coat. Is supposed to have resided near York some years ago; he afteru ards kept the Smack Inn, Essex, in the name of H. Temple Brion ; in 1881 he removed to the Bouverie Hotel. Folkestone ; and in 1884 to a restaurant at Ventnor, Isle of Wight, where he obtained the wines in the name of H. Bryon. His mother- in- law resides at 73, Beaconsfield Villas, Brighton, which place his wife left in the beginning of January last for some part of Croydon. When passing under the name of Bryon he pro- duces letters and written references from the supposed Trowsdale, who he represents to be a Dr. Trowsdale, of Harrogate, Yorkshire, to whom repeated inquiries have been made by persons who have been defrauded. Warrant issued. Information to Head Constable Morton, Winchester. 22.— Portsmouth ( Borough).— For embezzlement — ROBERT GEORGE BARTLETT, Poors' Rate col- lector, ige about 30, height 5 ft. 10 or 11 in., com- plexion pale, hair ( very short), side whiskers ( very small) and moustache ( slight), light, smart gentle- manlj appearance, well- educated and of good address, is ford of company and billiards, and is occasionally of intenperate habits; dress ( when last seen), brown mixture tweed summer overcoat, grey check tweed suit white turn- down collar, scarf with ring, wears a diaiiond ring on second finger left hand. Varrant issued. 23.— Portsmouth ( Borough). — For obtaining mmey and jewellery by means of fictitious cheques on the Ryde Branch of the Capital and Counties Bank — FRANK ALLEN, age 35 to 40, height 5 ft. 4 or 5 in.. complexion sallow, hair, whiskers, and moustache dark, chin shaved, peculiar walk as if from stiffness of one leg ; dress, dark tweed suit, dark necktie with small round pin set diamond, black hard felt hat, usually wears a single diamond ring, claw setting, and carries an ebony stick with silver top ; of gentlemanly appearance. Is fond of fast company, and is supposed to have travelled as agent for a theatrical company. Had in his possession a lady's 18- carat gold keyless watch, metal dome, several figures scratched inside outer case ; 1 22- carat gold wedding ring, stamped " S. H., 1238 X;" 1 long 9- carat gold guard, secret link pattern, with small twist through link ( second- hand) ; 1 18- carat gold double case English lever watch, small size, opens at back, maker " Whitefield, King's- road, Southsea;" 1 gold keeper ring, 18- carat, chased imitation nuggets ; 1 oval- shaped 18- carat gold brooch, set turquoise round edge and in centre ; and a pair of 18- carat gold earrings to match. Was accompanied by Ada White, age 18, height 5 ft. 2 or 3 in., slight, complexion pale, hair ( with fringe on forehead) dark brown, small freckles on face, genteel appearance, walks quickly ; dress, short black jacket, black fur cape, black dress. A dressmaker. Absconded 13th inst. Warrant issued. 24.— Portsmouth ( Borough).— For larceny and desertion from the army— GEORGE TEESDALE, private 1st South Lancashire Regiment, age about 35, height 5 ft. 8 or 9 in., complexion fresh, hair ( cut short) and moustache ( irregular) brown, eyes blue or grey, high cheek bones, pockpitted, scar front of right leg. Was traced to Mitcliam, Surrey, where he pro- cured plain clothes, and subsequently proceeded by train to London. Had in his possession £ 20 and a silver pedometer, maker " Stewart, Strand," which he may endeavour to dispose of. Is of very intemperate habits, and associates with loose women. May endea- vour to re- enlist. Information to Chief Constable Cosser, Portsmouth. KENT. 25.— Faversham ( County).— Escaped from cus- tody after being sentenced to 14 days' imprisonment for vagrancy— JOHN WOOD, age 20, height 5 ft., complexion fair, hair brown, no whiskers or moustache; dress, black cutaway coat and trousers, blue guernsey, black hard feit hat ( all old). Information to Supt. Mayne, Faversham. 26.— Tunbridge Wells ( Borough).— Forstealing from the Nevill Arms Hotel, 31st ult., ] pair of garnet earrings set in gold ( one broken), 1 pair gold earrings set turquoise; 1 lady's gold Geneva hunting watch, seconds hand deficient; 1 gold brooch and earrings, set pearls ; 1 gold Victoria chain, with small gold Chinese coin and gold key attached ; 1 lady's solid gold chased ring ; 1 gold neckchain, with cross set 2 small pieces of coral and pearl in centre— A MAN, age about 25, height 5 ft. 7 or 8 in., slight build, complexion fair, hair brown, moustache ( slight) light, thin features ; dress, black diagonal cutaway coat, lace boots with sharp pointed toes, black hard felt hat; of gentlemanly appearance. Presented a card in the name of Mr. Arthur Leslie. ( See Case No. 6). Information to Head Constable Embery, Tunbridge Wells. LANARKSHIRE. 27.— Glasgow ( City).— For stealing £ 109 5s., 1st inst.— CHARLES McNAB, age 20, height 5 ft. 6 in. complexion and hair dark, thin face, slight squint left eye, scar right side of neck ; dress, black cord jacket, dark tweed trousers with blue stripe, lace boots, black felt hat. A clerk ; native of Glasgow. Warrant issued. Information to Chief Constable McCall, Glasgow. LANCASHIRE. 28.— Bury ( County).— For failing to report— Super- visee JOHN RAMSBOTTOM, Office No. 29279, age 34, height 5 ft. 3 in., complexion fresh, hair brown, eyes blue, scars, centre of forehead, over left eye, on right cheek, and back of left hand, mole right of neck and between shoulders. Sentenced at Preston Ses- sions, 26th November, 1884, to 12 calendar months' imprisonment and 4 years' police supervision for lar- ceny. 3406— 13. Information to Supt. Henderson, Bury. 29.— Church ( County).— For failing to report- License Holder CHARLES BOOTH, Office No. 29153, age 30, height 5 ft. 6 in,, complexion fresh, hair dark brown, eyes blue, scars on head, top of 3rd right finger, bend of right arm, right calf, right shoulder- blade, and left wrist and thumb, face freckled and slightly pockmarked. Sentenced at Preston Sessions, FRIDAY, APRIL 16, 1886. THE POLICE GAZETTE. 9 20th May, 1880, to 7 years' penal servitude and 7 years' police supervision for felony. G 622. Information to Supt. Eatough, Church, near Accrington. £ 10 REWARD. 30.— Hurst ( County).— For stealing .£ 80, at Auden- shaw, 6th ult.— JOSEPH BENSON, age about 30, height 6 ft. 6 in., complexion pale, hair ( cut short and curly in front) dark brown, eyes blue ; dress, brown melton overcoat, dark plaid suit ( small pattern), black felt hat. A native of Longsight, Manchester. The above reward will be paid by Mr. W. Ruttenaw, of Audenshaw, for the apprehension and conviction of Benson, and recovery of the money, or in proportion to the amount recovered. Warrant issued. Information to Supt. Barnett, Hurst. 31.— Old Trafford ( County). — Escaped from Prestwich County Asylum, 15th ult. — JAMES | JACKSON, age 25, height 5 ft. 3 in., whiskers and moustache ( slight) dark, vacant expression, stooping gait, dressed in Asylum clothing. Has a brother residing at Farnworth, near Bolton. 32.— Old Trafford ( County).— For deserting her female child, age about 2 months, 14th ult.— A WOMAN, age about 27, rather tall and slight, com- plexion and hair dark, large nose ; dress, rough black jacket, black stuff dress, red post- boy hat with red feather in front, and black fall partly over her face. Stated she resided near Manchester, and that the child's name was Maude. The child is dressed in a long white calico slip with needlework round neck and on front, small white shawl, woollen socks with white and pink spots, white woollen bonnet. Information to Supt. Bent, Old Trafford. 33.— Pemberton ( County).— For failing to repor" — Supervisee THOMAS HAMPSON, Office No. 20630, age 37, height 5 ft. 4 in., complexion fresh, hair brown, eyes grey, scars right eyebrow, 1st and 2nd right? I fingers, and upper part of thumb, top of head, 1st left finger and thumb, calf and shin, large scar from left wrist to thumb. Sentenced at Kirkdale Sessions, 17th July, 1877, to 7 years' penal servitude and 7 years' police supervision for felony. D 773. Information to Supt. She was travelling second class, with one of Messrs. T. Cook and Son's books, and con- tinued her journey to Brussels, where she engaged a room at the Hotel St. Michel, Place St. Gudule, giving the name of " WATSON." On the 21st she left the hotel with the child in her arms, and accosted a lad, whom she asked the way to the hospital. He went with her, and she gave him a five- franc piece to take the child to the hospital. He took it, and when he returned she had gone, and has not since been seen.
