REQULATtONS- L All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTB, if they are sufficient to enable action to be taken upon them by another torce. 3. Particulars as 10 stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. f. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, an I the exact conditions be clearly stated. 6. Portraits of persons whose apprehension \ x sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of i5 « . per portrait, and of Is. ( irf. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the siqnature of an officer of not less rank than Superintendent; and, if the name of such person be required ( o be inserted, and no warrant is in force against htm, the requisition must be signed by the ~ hief officer of police, or his immediate deputy, of the county, city, or borough, as the case may I.. 1. Announcements concerning stolen property must be guaranteed by an ojjicer of not less rank than Inspector, or analagous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquent*, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor hot ice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In oil cases, the officer signing the request for insertion of any announcement, will b* wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be foi'warded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. SPECIAL NOTICE. It will greatly facilitate the transaction of business, if in all telegrams to Great Scotland Yard regarding criminal matters, the name and official designation of the sender are telegraphed. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded hy him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— Central Office.— Woodcut portrait and des- cription of NEHEMIAH LEAROYD, a solicitor, whose apprehension is sought for forging and utter- ing affidavits in Queen's Bench Division of High Court of Justice, age 50, height 5 ft. 8 or 9 in., com- plexion fresh, hair ( long, wavy, and thrown back over ears and forehead) grey, whiskers ( turning grey) dark, shaved on chin, full open face, talks loudly ; dressed respectably, but rather old- fashioned, in black cloth surtout and vest, stand- up collar, black tie, high hat. Was a partner in the firm of Learoyd and Co., Solicitors, of Huddersfield, and Albion Chambers, London. Is known at Huddersfield, Harrogate, Boston, Tunbridge Wells, and Brighton. Warrant issued. 2.— A Division.— For stealing a post letter con- taining £ 100 at Heme Bay, Kent— LOUIS BACH- MAN, alias LEWIS BACKMAN, age 23, height 5 ft. 2 in., complexion pale, hair ( wavy) black, eyes grey, slight scar on left cheek, high cheek bones ; dress, brown overcoat, dark trousers, round, hard felt hat. A hairdresser ; native of Germany. Speaks French. Warrant issued. 3.— E Division.— For stealing £\. 15s., 2nd inst.— ALFRED HIGGS, age 19, height 5 ft. 2 in., com- plexion fresh, hair dark brown, eyes light hazel, smart appearance ; dress, black cloth morning coat and vest, dark mixture trousers, side- spring boots with blue cloth uppers, black hard felt hat. A native of Reading. Has a brother- in- law, a hair- dresser, resid- ing at No. 2, Royal Pelham Arcade, Hastings, where he may be found. Warrant issued. 4.— E Division.— For fraud JONES, age 21, height 5 ft. 8 in.,' complexion fresh, hair light, stout build ; dress, dark clothes, cheesecutter cap. Formerly employed by Baker and Co., Leadenhall Market. Warrant issued. ' 5.— K Division.— For obtaining, 8th inst., £ 10 and £ l 18s. from tradesmen, by representing himself to be the captain of vessels lying in the Mill wall Docks, and ordering goods to be sent to the vessels, and borrowing the above sums to be repaid with the bill when goods were received— CAPTAIN PETER- SON ( false), age 40, height 5 ft. 9 in., complexion, whiskers, and moustache dark; dress, long black overcoat, dark trousers, hard felt hat ( flat crown), wore brown woollen gloves ( three yellow cross- bars on back). 6.— R Division.— For absconding from his bail, 1st inst., charged with stealing Government property — JOHN COOK, age 52, height5 ft. 9 in., complexion fresh, hair ( cut short) light brown, full beard, whiskers thin, stout build, thick nos- . p. rr^ os on face ; dress ( supposed), light tweed suit, brown overcoat ( velvet collar), hard felt hat. Supposed will endeavour to leave for America. 7.— V Division.— For embezzlement— CHARLES WILLIAM GRAY, alias CHARLES WILLIAM RENDLE GRAY, age 46, height 5 ft. 6 in., complexion sallow, hair ( partly bald) and moustache dark, eyes hazel; of Jewish appearance ; dress, dark clothes. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 8.— For obtaining money by falsely representing himself to be a collector for the Gas Light and Coke Company — E. T. JARRETT, and several other aliases, age about 25, height 5 ft. 6 or 7 in., com- plexion, hair, small whiskers ( shaved on chin and scrubby), and long eyebrows ( meeting), dark ; dress, dark blue overcoat, low brown hat. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. 9— SYDNEY MONTAGUE ALBERT WOOD, Case No. 3, 5th inst., has committed suicide. AYRSHIRE. 10.— Kilmarnock ( Borough).— For embezzling £ 267— JOHN STUART WALKER, bank- teller, age 25 to 30, height about 5 ft. 6 in., slight build, com- plexion pale, hair sandy, small dark side whiskers and moustache, eyes grey, ring tattooed on one finger ( supposed 3rd) left hand, slight scar on forehead ; dress, generally light check tweed jacket suit, greenish summer overcoat, light lace boots, brown hard felt hat. A native of Aberdeen, speaks with Scotch dialect; is fond of company. Absconded 12th ult., and may endeavour to go abroad. It is requested that inquiry be made at hotels, shipping agents, and outward bound vessels. Not to be apprehended out of the United Kingdom. Warrant issued. Information to J. P. BERKSHIRE. 11.— Reading ( Borough).— For fraudulent bank- ruptcy— WILLIAM FREDERICK DAY, a clothier, age 25, height about S ft. 5 in., complexion fair, hair light brown, moustache ( slight) light; fashionably dressed. FRIDAY, FEBRUARY 12, 188G. 12.— Windsor ( Borough)— For stealing, last Sep tember, a silver watchand chain WALTERS, age about 26, height 5 ft. 6 in., whiskers and moustache ( slight) dark, pockpitted ; dress, dark clothes, stand up collar, scarf with pin. Has been employed as traveller by A. and G. Taylor, photographers, Queen Victoria Street and Fenchurch Street, London. His mother resides at 45, Devonshire Road, Holloway, and a brother at Thornton House, 63, Milkwood Road, Loughborough Junction, London. Warrant issued. Information to Superintendent Hayes, Windsor. CHESHIRE. 13— Middlewich ( County). — For stealing blankets and £ 2 12s. 6d.— JAMES VAREY, age 30 to 33, height 5 ft. 8 in., cqmplexion fair, hair light brown moustache ( slight) light, eyes grey ; dress, black cloth jacket, military trousers ( without stripes), watertight boots, black hard billycock hat. Has been in the army, and now holds a pedlar's certificate issued at Ashton- under- Lyne, which place he is a native of. Is well known at Bolton, Chorlev, Blackburn, and Wigan- j Warrant issued. Plant, Middlewich. 14.— Stockport ( Borough).— For violent assault, 6th inst.— A MAN, age 35, height 5 ft. 10 or 11 in., complexion fresh ; whiskers ( full) apd moustache dark brown ; dress, dark coat, blue trousers, black hard felt hat, shabby genteel appeerance. Supposed to be a seafaring man. May be found at common lodging- houses. Information so Lieut.- Colonel Staples, Chief Con- stable, Stockport. CUMBERLAND. 15.—^ Wigton ( County).— For stealing, at Old Car- lisle, 13th ult., a lady's gold English lever watch. No. 8949,. gold dial, steel hands, maker, " J. Snaith, Wig- ton," brown or black silk guard with key attached- 1— TWO MEN, 1st, age about 23, height about 5 ft. 7 in , slight ; 2r. d, age 18 or 19, height 5 ft. 2 or 3 in., slight, complexion dark ; dress, supposed dark coats ( turned inside out, showing white sleeves.) Information to the Chief Constable, County Police Station, Carlisle; or to Supt. Brown, Wigton. George's, near Bristol, 3rd inst., a verge watch, metal case, " Railway timekeeper" on face— A TRAMP, age 26; dress, dark clothes, black bowler hat. 21.— Fishponds ( County). — For larceny ( till), WILLIAM MARTIN, age 22, height 5 ft. 7J in, com- plexion fresh, hair brown, eyes grey ; dress, dark coat, moleskin or cord trousers, black bowler hat. A native of St. George's, near Bristol. 22.— Fishponds fCounty)— For larceny ( lodger): — ELIZABETH COLE, age 35, height 5 ft. 3 or 4 in., complexion fresh, hair black, eyes grey ; dress, dark grey plaid ulster, side- spring boots with cloth tops, black straw hat, trimmed black velvet ( Salvation Army shape). A native of Cardiff. Warrant issued. Information to Supt. Matthews, Fishponds. 23.— Gloucester ( County).— For stealing wearing apparel— MARY EMILY CHAFFE, age 16, height 5 ft., complexion ruddy, hair dark, eyes brown. Was an inmate of St. Lucy's Charitable Institution, Glouces- ter ; friends reside at Coffin's Well, Newton Abbot, near Exeter. Warrant issued. Information to Deputy Chief Coustable Chipp, Gloucester. 24.— Gloucester fCVtyj.- ForJailing to report- Supervisee HENRY AMESBURY. OfficeNo. 28476, age 30, height 5 ft. 1 in, complexion fresh, hair dark brown, eyes brown, corporal punishment marks, scars on forehead, top lip, and back of right hand. Sentenced at Lewes, 5th July, 1881, to 5 years' penal servitude for larceny ( postman). Licensed 7th January, 1885. H 597. Information to Supt. Mintram, Ringwood. 26.— Winchester ( City).— For obtaining, 22nd ult., .£ 13, by means of a forged cheque on the City Bank, Limited, London, Paddington Branch, drawn by Henry Keats, in favour of Mrs. Naish, and endorsed Maud Naish— A WOMAN, age about 30, height 5 ft. 4 or 5 in., complexion dark, hair dark brown, very plain features ; dress, black satin mantle, trimmed fur, dark dress, dark bonnet, and light gos- samer fall with white spots. Information to Head Constable Morton, Win- chester., HEREFORDSHIRE. 27.— Weobley ( County).— For obtaining board and lodgings by false pretences, 13th ult. — JAMES BURTON, alias JAMES HUTSON, age 56, height 5 ft. 10 or 11 in., complexion fresh, hair ( bald on top) auburn, whiskers ( long) and moustache sandy, in- kneed and walks badly ; dress, dark overcoat ( faded), mixture vest, dark cord trousers, strong nailed boots, black hard felt hat with broad brim. KIRKCUDBRIGHTSHIRE. 28!— Kirkcudbright ( County).— For falsehood, fraud,' fhld wilful imposition, 24th and 26th' November last— JOHN DRUMMOND, age 25, height about 5 ft. 10 in., slight, hair brown, no whiskers or moustache; dress, dark overcoat, blue and black colours jacket suit, black feit hat. Drove a- grey mare in a dark " Whitechapel" cart, and was accompanied by a lad, age about 15, to hold the horse. His practice is to call at houses- and present a bill, headed with an engraving of a manufactory, and printed " W. Home, McGregor, and Co., tweed, blanket, and shawl manufacturers, Abbotsfprd Mill, Galashiels, Scotland " ( false), which states " that owing to El recent fire they offer to: the public the following goods," and prices are them quoted. He states he has arranged with a local tailor to make clothing for his customers, and ih otligr eases thatrhe is to send tailors to do the work, all at low fixed prices. GOULD, case No. 12, 5th inst., has committed suicide in Dublin. 31.— Old Trafford ( County). — Escaped from Prestwich Asylum DUSSEY, age 45, height 5 ft. 10 in, stout build, hair ( curly) light; dress, blue jacket, white moleskin trousers marked with the Asylum stamp. An American. 32.— Old Trafford ( County).— For failing to re- port— Supervisees WILLIAM GIMMELL, alias GAMBELL and GAMMELL, age 38, height 5 ft. 3in., complexion fresh, hair dark brown, eyes grey, light- house and flag right forearm, scar left arm and be- tween eyebrows. Sentenced at Manchester 3rd January, 1872, to 7 years' penal servitude and 7 years' police supervision for housebreaking. Y 609.— ROBERT MURRAY, Office No. 29774, age 37, heights ft. 6 in., complexion fresh, hair brown, eyes grey, ship back of left hand, man's head left arm, " Frank Watson " and other faint tattoo marks right arm., Sentenced at Manchester, 13t'i April, 1885, to 9 months' hard labour and 2 years' police supervision for larceny. 7599. Bent, Old Trafford. 33.— Manchester ( City).— For failing to report — License Holder J AMES WILLIAMS, Office No.' 29142, age 47, height 5 ft. 4 in, complexion fresh, hair brown, eyes blue, Indian royal arms, soldier with bottle and glass, bust of female and wreath right arm, " J. W." and female left arm. Sentenced at Man- chester, 11th February, 1880, to 6 years' penal servi- tude for shopbreaking. Licensed 2nd November, 1885. B. G. 610. — Supervisees MICHAEL CONDRON Office No. 28369, age 29 ; height 5 ft. 6 in, complexion fresh, hair brown, eyes blue, blue mark hick of left thumb, top of second left finger deformed. Sentenced at Manchester, 16th April, 1884, to 15 months' hard labour and 3 vears' police supervision for larceny. 87558.— WM. NEWTON, alias SAMUEL LITTLE- WOOD, Office No. 29157, age 43, height 5 ft. 8 in., complexion fresh, hair brown, eyes blue, scar corner of right eye. Sentenced at Salford, 20th October, 1884, to 12 months' hard labour and 4 years' police super- vision for larceny. 3762.— GEORGE ROBERTS, alias, FORRESTER, Office No. 29564, age 35, height 5 ft. 5 in., complexion fresh, hair brown, eyes grey, nose broken, scar corner of right eye. Sentenced at York 24th June, 1884, to 18 months' hard labour and 1 year police supervision for larceny. 4910. — THOMAS ENGLISH, Office No. 24919, age 33, height 5 ft. 3 in., complexion pale, hair and eyes brown. Sentenced at Salford 28th May, 1883, to 12 months' hard labour and 3 years' police supervision for fraud. 928. Information to the Chief Constable of Oldhahi. 35 — Salford ( Borough.).— For stealing £ 3 13s. Id.— WILLIAM MAKINSON, age 34, height 5 ft. 31 in. complexion sallow, hair brown, eyes grey, scar on left, arm, cut mark on right eyebrow. A native of Preston. Warrant issued.
