THE POLICE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, NOVEMBER 13, 1885. VOL. II., No. 196. REGULATIONS- 1. A. U announcement* for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GKEAT SCOTLAND YARD, LONDON, S. W. 2. Particular* concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZBTTB, if they are sufficient to enable action t » be taken upon them by another force. 3. Particulars as > n stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. i. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cos' of 15 » . per portrait, and of 7s. ( id. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be gtwranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may bz. 7. jLnnouncemn. ts concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcement* of all persons to be apprehended or of stolen property bear « number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen properly to be imerted m the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the met issue. 10. In all cases, the officer signing the request for insertion of any announcement, Kill be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be receited not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one tide of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Gre'J. Scotland Yard, by cheque, crossed '' Drmnmond f Co.," Post Office Order payable at Charing Cross, Foetal Order, or • « Stamps. 13. APPREHENSIONS SOTJGHT. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7th of November, 1883. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain • his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE ia circulated in the Colonies. METROPOLITAN POLICE DISTRICT. 1.— Convict Office.— Woodcnt engraving and description of License Holder HARRY BENSON, alias GEORGE MARLER, GEORGE WASHINGTON MORTON, ANDREW MONTGOMERY, HENRY YOUNGE, MONTAGUE COSTER, and MONTAGUE POSNO, Office No. 28899, wanted for failing to notify change of address, < fcc., age 39, height 5 ft. 4 in., com- plexion sallow, hair, whiskers, beard, and moustache black ( may have shaved), turning slightly grey, eyes brown, ruptured left side, large burn marks on but- tocks and thighs, small scar underright eye, frequently pretends lameness, has a slouching gait, stoops slightly, head thrown forward. Invariably smoking cigarettes. A Jew. Sentenced at the Central Criminal Court, 9th April, 1877, to 15 years' penal servitude for forgery ( turf frauds). Liberated on special license 9th October, 1885. It is requested that any information obtained may be immediately communicated by wire to this Office. 2.— C Division.— For conspiracy to defraud— WILLIAM GUDGEON, age 34, height 5 ft. 7 in., complexion fair, hair light, slight moustache and tuft on chin, eyes grey ; dress, black pilot jacket, cord trousers, black felt hat. A foreman's scaffolder; may seek employment at large buildings. Warrant issued. 3— C Division— For larceny ( servatH)— JOSEPH HUGH MELLOR, age 35, height 5 ft. 9 in., complexion fresh, hair and moustache brown, eyes grey, cicatrix on calf of right leg, good- looking, and of smart military appearance ; dress, light brown homespun shooting coat and vest, low black felt hat. A grocer ; native of Hartshorne, Ashby- de- la- Zouche ; was formerly a ser- geant in the Coldstream Guards. Warrant issued. 4.— P Division.— Woodcut portrait and descrip- tion of WILLIAM WHITFIELD HORNER, whose apprehension is sought for non- surrender to bail for obtaining money by false pretences, age 38, height 5 ft. G in., inclined to be stout, complexion, hair ( parted in centre, smooth on head), moustache, and side whiskers (. slight) light ( now believed to be clean shaved), eyes ( prominent) blue; dress, grey mixture overcoat, light or dark tweed cut- away under ditto, trousers and vest, side- spring boots with cloth uppers, black hard felt hat, collar turned down at corners. Wears a pin, set diamonds, massive, curb pattern, double gold albert, and eyeglasses ; of gentlemanly appearance and good address. Lately occupied offices at 46, Southampton - buildings, Chancery- lane, and resided at 2, Eastbourne- villas, Rosendale- road, Lower Norwood. Known at Brighton, Dartford, and Leeds. Warrant issued. CITY OF LONDON. £ 50 REWARD. 5.— For obtaining goods by false pretences— FREDERICK GUNTHER, alias MAX HEYMANNS, a commission agent, late of 25 and 27, Jewin Crescent, age about 50, height 5 ft. 3 or 4 in., complexion, hair, whiskers, and moustache very dark, eyes ( large) dark, high cheek bones, is supposed to have gout in his hands, wears a gold ring on forefinger of right hand; well dressed, and wears a high silk hat. A Dutch Jew ; speaks English fairly well. Warrant issued. The above reward will be paid by Mr. Ralph Raphael, Solicitor, 47, Moorgate- street, E. C., for the apprehen- sion of Gunther. BERKSHIRE. 7.— Reading ( Borough).-¥ oT stealing, 24th ult. a 46 in. Royal Mail two- track tricycle, No. 1202, under grip- brake, cross- bar tube fractured on brake side— A MAN who gave the name of GEORGE SMITH, age about 28, height 5 ft. 8 or 9 in., complexion fresh dress, light overcoat, dark trousers, and cycling hel met; of respectable appearance. Purchase, Reading. 8.— Windsor ( Borough).— For stealing, 29th ult a Salvo tricycle, 1880 pattern, front steerer black, with yellow lines, guard wheel at back taken off— A MAN, age 21, height 5 ft. 7 in., complexion fresh, clean shaved. Left behind a card, " The London Soholastic Photographic Company, 220 Moselle Avenue, Noel Park, London, N., manager T. Doran," thereon. Warrant issued. Information to Supt. Hayes, Windsor. CAMBRIDGESHIRE. 9.— Cambridge [ Borough).— For obtaining guineas by means of a fictitious chequeon- Gosling's Ban k London, drawn in favour of Mary Lane, and signed W, Rawlings— E. MORRIS, age about 45, height about 5 ft. 8 in., complexion, hair, and eyes, dark, small light brown whiskers and moustache, rather full face, peculiarity in eyes, two large teeth ( projecting and wide apart) in upper jaw; dress, light brown overcoat, black cloth coat, dark trousers with white stripe, black hard felt hat.- MRS. MORRIS, age about 40, rather tall and thin, complexion pale, hair, fringe on forehead, light brown, of ladylike appearance ; dress, long black ribbed jacket, trimmed deep long brown fur round bottom and neck, brown dress with silk or satin flowers, high heel button boots, black hat, trimmed black feather and yellow wing, wore a silver horseshoe brooch and silver albert and watch. DENBIGHSHIRE. 11.— Wrexham ( Cottnfy).- For stealing & 17s.— THOMAS JARVIS,' age about 38, height 5 ft. 4 in., complexion pale, hair, moustache, and imperial bladk eyes dark. A farm labourer; has been employed as bailiff. Warrant issued. Information to Deputy Chief Constable Wilde, Wrexham. DERBYSHIRE. 12.- Ashbourne ( County).- For horse- stealing— THOMAS BOND, age 22, height 5 ft. 6J in,, com- plexion dark, hair and- moustache dark brown, eyes grey, scar left side of top- of forehead. Has been pre- viously convicted at Derby and Stafford Quarter Sessions. Is also a deserter from the North Stafford- shire Regiment ( see case fro. 13, 28th July last). Warrant issued. Ly tie, Ashbourne. l; 13.— Derby ( Borough). — For embezzlement— HENRY ALLPASS, late Librarian and' Curator to the Derby Corporation, age 33, height 6 ft. 6 in., com- plexion pale, hair ( rather long and thick) black, mous- tache ( heavy) dark, full features, walks quickly and erect, of gentlemanly appearance and good address ; dress, dark clothes, high silk hat. ESSEX. 14.— Latchingdon ( County).— For obtaining money by false p^ tences— WILLIAM JARVIS, age about 26, height 5 ft. 5 or 6 in., complexion fresh, . hair light brown, whiskers ( small) sandy, round- shouldered and flat footed; dress, usually long fustian coat, cord trousers, hard felt hat. ( see Case No. 30,30th ult.)— EVAN GRIF- FITHS, age 38, height 5 ft. 7 in., complexion fair, hair ( turning grey) light, scarbetween thumb and finger right hand. Was discharged from Carnarvon Prison 20th ult. after, undergoing one month's imprisonment for vagrancy at Conway. A native of Tyn- yr- Aber, Corwen. Warrant issued. 16.— Holywell ( County). — For obtaining money from a licensed victualler at Bagillt, 12th ult., by falsely representing himself to be an excise officer— JOHN CASTLE ( supposed false), age 30 to 35, height about 5 ft. 6 in., complexion fair, hair and moustache sandy, large red nose ; dress, black cloth jacket and trousers, lace boots ( old), black billycock hat with high crown. Warrant issued. Information to Supt. Hughes, Holywell. 17,— Mold ( County).— For stealing a pony- cart and harness ( recovered)— SILAS DAVIES, age about 40, height 5 ft, 6 in., complexion sallow, hair ( turning grey), moustache ( heavy), and eyes dark, scar left eye- lid, stoops slightly; dress, pilot overcoat, dark grey trousers ( shabby), blucher boots, hard felt hat. A cotton porter; native of Ewloe, Hawarden, but has resided for 30 years in Liverpool. Warrant issued. Information to Deputy Chief Constable Bolton, Mold. HAMPSHIRE. 18.— Winchester ( City).— For stealing .£ 30, 19th ult.— Sergeant JAMES HENRY WILLIAMSON, age about 38, height 5 ft. 8 in., complexion fair, hair and moustache ( heavy) brown, eyes hazel; dress, black or light dust overcoat, black or dark mixture tweed suit, hard felt hat, carried a brown leather portmanteau. Had been acting as Sergeant Instructor to the Hants Yeomanry Cavalry. Is also a deserter from the 4th Hussars. ( See case No. 192, 10th inst.) An American. HEREFORDSHIRE. 19.— Ross ( County).— For larceny, at Bolstone and Upton Bishop— A MAN, age about 35, height 5 ft. 5 or 6 in., complexion fair, small sandy whiskers and mous- tache, eyes light brown; dress, dark brown short jacket, cord or moleskin trousers, black soft billycock hat, red handkerchief round neck. A tramping labourer, frequents farm- houses, and sleeps in outbuildings. Information to Supt. Smith, Ross. KIRCUDBRIGHTSHIRE. 20.— Kirkcudbright ( County).— For fraud, 15th ult.— JAMES WOOD, age about 46, height 5 ft. 7 or 8 in., stout build, complexion ( blotched), hair ( turning grey), and eyes dark, no whiskers except some grey hairs behind jaws; dress, old brown overcoat, dark tweed jacket, black- and- white check vest; light grey tweed trousers, side- spring bpots, black hard felt hat. A butcher; native, of . Dumfriesshire; occasionally acts as drover. Was in Liverpool 18th ult. Information to Chief Constable Davidson, . Kirk- cudbright. LANCASHIRE. 21.— Burnley ( County),— For stealing, 2nd inst., lady's silver Geneva watch, No. 3362, engraved cases ; gold plated albert, snake. pattern, ; with compass and key attached ; a man's dark grey overcoat, 3 pockets outside, lined grey Italian cloth, browti cloth- covered buttons ( bottom one defioient); • i black worsted coat, breast pocket outside, 2 behind and one inside right breast; vest to match ; 1 pair blue, brown, and. red, mixture trousers, raised seams, lined white cotton; 1. white silk muffler, I white'silk pocket- hand- kerchief, and a hard black billycock hat — JOHN ANDREWS, a soldier of the East LancashireRegiment, age about 21, height 5 ft. 6 in., complexion fresb, hair red, dimple in cheek, of smart appearance ; may be Wearing the stolen property. Wright, Burnley. 22.— Leigh ( County).—^ or failing to report- Supervisee ANN SMITH, Office No. 23830, age 33. height 4 ft. 11 in., complexion fresh, hair brown, eyes hazel, lost 3 front top teethj scars on right temple and bridge of nose. Sentenced at Salford, 8th January, 1883, to 12 calendar months' hard labour and 3 years' police supervision for larceny. 9914. Information to Superintendent, Leigh. 23.— Manchester ( City).— For. failing to report- License Holder ELIZA JONES, Office No. 29156, age 59, height 5 ft. 2 in., complexion fresh, hair turning grey, eyes brown, left fingers crushed, scars on nose and upper lip. Sentenced at Leeds, 31st December, 1877, to- !( Vyears' penal; servitude and 6 years' police super- vision for larcepy. Licensed 23rd October, 1885. D 194. Sentenced at Manchester, 8th August, 1878, to 7 years' penal servitude and 7 years' police supervision for larceny. NORTHUMBERLAND. 26.— Newcastle- upon- Tyne ( City).— For obtain- ing 28 Iceland ponies by false pretenges— WILLIAM DEANS, alias WILLIAM NEWTON, age 41, height 5 ft. 7J in., complexion dark, hair and whiskers grey, eyes hazel, lost left arm at elbow joint; dress, blue overcoat, light check suit. A travelling thief; attends horse fairs. Was convicted at Liverpool Sessions, 9th July 1879, for larceny ( person), and sen- tenced to 5 years' penal servitude. A native of Leeds. Warrant issued. Information to Chief Constable Nicholson, New- castle- upon- Tyne. SOMERSETSHIRE. 27.— Frome ( County). — For failing to report — Supervisee OWEN PARFITT, alias JOHN WHITE, Office No. 23544, age 53, height 5 ft. 7 in., complexion fresh, hair grey, rather long whiskers and moustache, shaved on chin, eyes blue, deep wrinkled brow, scar bridge of nose, wart on right shoulder; dress, dark mixture coat and vest ( old), duck trousers. Was sen- tenced at Taunton 28th June, 1882, to 18 months' im- prisonment with hard labour and 3 years' police super- vision. A mason ; supposed to be employed at or near Bristol; may have gone to Wales. Register No. 2591. Information to Supt. Durham, Frome. STAFFORDSHIRE. 28.— Brownhills { County).— For stealing, 19th ult., at Hednesford, 1 pair of side- spring boots ( partly wforn), 1 blue- and- white striped jacket and vest, 1 pair brown mixture cloth trousers, 1 blue cotton and silk neckerchief, with white border, 1 blue- and- white shirt, one pair of blue worsted stockings, with white tQps and toes, 1 pair striped elastic braces, and a hard felt hat without lining— JOSIAH POOLE, age 20, height 5 ft. 1 or 2 in., complexion fresh, hair very light, moustache ( slight) light, right knee contracted and enlarged, and walks on fore- part of foot; dress, blue cloth coat with white stripes, brown mixture trousers, • side- spring boots, and black hard felt hat. A native of Bromwich. Warrant issued. Information to Supt. Barrett, Brownhills, near Walsall. 29.— Han ley ( Borough).— For stealing, 31st. ult., a cheque for .£ 16 4s, cashed same day at Market Drayton — R. DOBSON, alias EDWARD PEARSON, age 30 to 35, height 5 ft. 7 in., hair, whiskers, and moustache black ; dress, black clothes, black hard felt hat. This man travels the country, and calls on superintendents and agents for the Prudential Assurance Company, representing himself to be a canvasser; supposed native of Manchester. T H E POLICE GAZETTE. 7 SUSSEX ( EAST). 30.— East Grinstead { County).— For night- poach- ing— LUKE CHERRIMAN, age about 28, height about 5 ft. 8 in., complexion fair, hair dark brown, eyes dark, full face, scar from stab under one eye, erysipelas on nose ; dress, black pilot jacket, - with large pocket, cord trousers, fur cap ; wore a soldier's white belt, figures 28 supposed in centre of buckle. A native of Danehill, Chelwood Common, Fletching. Warrant issued. Information to Deputy Chief Constable Berry, East Grinstead. 81.— Hastings { Borough).— For larceny ( servant)— ARTHUR JAY FULLER, age 22, height 5 ft. 9 or 10 in., complexion pale, hair brown, moustache slight, top lip drawn upwards and resembling a hare lip, large feet, left thumb contracted from injury ; dress, brown tweed suit, brown hat, wears gaiters. A linen- draper's assistant ; supposed native of Norwich. Warrant issued. Information to Chief Constable Glenister, Hastings. WARWICKSHIRE. 32-— Birmingham ( Borough).— For obtaining a gold watch by means of a trick— WILLIAM REEVES, age about 30, height 6 ft. 3 or 4 in., complexion fair, hair ( supposed) brown, consumptive appearance ; dress, brown coat, dark trousers and vest. A travelling pick- pocket, native of Benacre- street, Birmingham. Attends fairs and races, generally carrying a small cane. Warrant issued. Information to Chief Constable Farndale, Bir- mingham. PERSONS IN CUSTODY. This man takes lodgings at respectable cottages, and by representing that he is in receipt of a private income, induces the householder to supply him with board and lodgings, but suddenly leaves without pay mg for same.
