POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, OCTOBER 30, 1885. VOL. II., No. 192. begulations- 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THB POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTB, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 1. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension I » sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15t. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an offioer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or h is immediate deputy, of the county, city, or borough, as the case may I;. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear < number, and an alphabetically arranged by counties. 9 The force u hich causes particulars concerning delinquents, or stolen properly to be inserted i » the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to lite Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may remit from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Qreu. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1. — Convict Office — Woodcut portrait and description of License Holder VICTOR SEYMOUR, IDENTIFICATION OF PRISONERS. The Editor desires to call attention to the fact that all photographs of prisoners in custody, trans- mitted to the Convict Branch of the Metropoli- tan Police Office, for purposes of identification, are seen by the police and warders who visit all prisoners under remand, in the Metropolitan Police District three times a week. This system, esta- blished in 1879, has been the means of ascertaining the previous convictions of 7000 prisoners, and affords great facilities to Chief Officers of Police, and the Governors of Her Majesty's Prisons. Such photographs are also compared with the albums in the Convict Office con- taining the portraits of all Convicts liberated in the Kingdom, which are further open to the personal examination of any police officer or warder. IDENTIFICATION OF BODIES. UNCLAIMED alias FRANK FOLEY, Office No. 27256, whose apre- hension is sought for failing to report, age 23, hght 5 ft. 6 in., complexion sa. low, hair brown, eyes fey, scars right side and abscess each side of neck, scarseft thumb, left forearm, and tip of no » e, eruption on bk, shoulders, and chest. Is a dangerous thief, fn- tenced at Central Criminal Court 13th December, lo, to 5 years' penal servitude for receiving. Licensed h March, 1885. G 1128. 2.— Convict Office.— Woodcut engraving a; description of License Holder HARRY BENSON, all The attention of the Editor has been directed to the • want of any system existing for the publication of descriptions of dead bodies coming into the hands of Police, and which are buried without having been iden- tified. It having been suggested that the particulars should be inserted in the POLICE GAZETTE, the Editor wiU be glad to print any information ' which it may be considered desirable to publish. Invariably smoking cigarettes. A Jew. Sentenced at the Central Criminal Court, 9th April, 1877, to 15 years' penal servitude for forgery ( turf frauds). Liberated on special license 9th October, 1885. Sentenced at Hants Quarter Sessions 27th June, 1876, to 7 years' penal servitude and 5 years' police supervision for larceny. Liberated 23rd November, 1882. G 678. Lately employed at the Goods Station of the South- Eastern Railway. 4.— C Division.- For embezzlement - EMMA NOON, age 27, height 5 ft. 5in., complexion fair, hair and eyes light, impediment in speech, thin face, and of delicate appearance ; dress, black cloth jacket, trimmed feathers, black skirt, grey polonaise, button boots, white straw hat. A dressmaker; native of Birming- ham. Warrant issued. 5.— H Division— For conspiracy and fraud- JOHN RUSSELL, age 49, height 5 ft. 11 in., com- plexion florid, hair and moustache light, flesh lump on top of head, lame right leg, little finger right hand contracted ; dress, dark suit, black hard felt hat; recently kept an ironmonger's shop at 242, High- street, Poplar.— JOHN WILKINSON, alias WIN- FIELD and EDWARDS, Rochdale House, Crouch End, age 30, height 5 ft. 7 in., complexion fresh, hair whiskers, and moustache ( turning grey) dark brown, shaved on chin ; dress, grey tweed suit, high hat, of • expectable appearance. Has been employed as engineer, and in the Severn Tunnel, where he states he saved received the Royal Humane Society's medal, whvas presented to him at the Guildhall, Bath. 1' oriy belonged to the Salvation Army. L. MAPPIN, 80, Holloway Head, Birmingham ( seecase No. 15,15th Aug., and case No. 94, 17th Oct, 1884), age about 30, height 5 ft. 7 in., hair brown, no whiskers, rather good looking and of respectable appearance, speaks with an English accent; dress, dark brown overcoat, brown tweed jacket and trousers, hard felt hat, wore an albert chain with a sovereign and half- sovereign attached, and a ring with white stone on little finger of right hand ; carried a black glazed case or bag. His practice is to call upon shopkeepers and others, principally females, respresenting that he is a manu facturer in Birmingham, offers to sell a silvering com pound, and appoints agents for the sale of same. Was convicted at Carlisle in July, 1883, in tfcie name; of James Henry Guthrie, and sentenced to 12 months1 imprisonment. Is supposed wanted for similar offences in England and in the lorth and east of Scotland Warrant issued. Warrant issued. 20.— Maidenhead ( Borough).— For burglary, 12th inst., and stealing the contents of a dressing case, consisting of 5 bottles with silver ' gilt tops ( two round and tbrep, . oblong), 1. silver , tooth- brush i tray, Information to Supt; Taylor, Maidenhead. 21.— Reading- ( Borough).— For stealing, 20th inst., a gold Geneva watch ( recovered), and a lady's long thin neckchain, with key attached— A MAN, age about 25, complexion dark, moustache dark brown, of respectable appearance ; dress, drab coat, cord vest, with guernsey under, light drab trousers, black hard felt hat. 22.— Reading ( Borough).— For stealing about 100 watches entrusted to him for repairs— SAMUEL CLACK, age 24 or 25, height 5 ft. 6 or 6 in., complexion fair, moustache light, little or no whiskers ; dress, black frock coat, dark trousers, black hard felt hat. Absconded 14th inst. Warrant issued. Information to Chief Supt. Purchase, Reading. CHESHIRE. 23.— Stockport ( Borough).— For obtaining money by false pretences — TWO MEN, 1st age 40 to 45, height 5 ft. 7 or 8 in., complexion sunburnt, hair ( curly), whiskers, and moustache dark, chin shaved ; dress, blue serge suit and overcoat, blue cap with peak. Stated he was a sea captain, and spoke with a foreign accent;— 2nd, age about 20, height 5 ft. 7 or 8 in., slight build, complexion fair, moustache sandy ; dress, old grey coat, dark trousers and vest, hard felt hat. The first man enters a shop generally when attended to by a lady, with a set of Spanish bullock's horns, and states that he has brought the horns from the Cape of Good Hope to present to a friend who once saved his life at sea, but being unable to find him, he is will- ing to sell them for £ 2, the amount of duty paid.* " The second represents that if the horns are bought he will be able to find a Jew willing to purcfhase them for £ 9. Having effected a sale they leave the shop after com- mitting a larceny, and are joined by a man who wears a light suit. ' Information to Lieut.- Col. Staples, Chief Constable, Stockport. 25.— Knutsford ( Prison).— Escaped from H. M. Prison at Knutsford at 8 p. m., 21st inst.— GEORGE HUGHES, alias GEORGE THOMAS, age 35, height 5 ft. 9 in., complexion fresh, hair brown, eyes blue, long fajce, blue mark on left elbow, left ankle has been broken, walks slightly lame; dress, drab trousers a fid vest marked with broad arrow, no jacket. A reward, of - wlilch the ainovuvt - will \> e at the dis- cretion of the Commissioners of Prisons, but not ex- ceeding £ 5 in the whole, will be paid to such person or persons as may apprehend and deliver up the prisoner. " • 26.— Wigton ( County).— For shopbreaking and stealing, 13th inst., at Silloth, 3 pairs of gentlemen's boots, one pair lace, French calf with kid tops, square toes, plain toecaps, stitched, size 7 ; one'pair lace kid, plain tpecaps, stitched, size 7; one pair side- spring, calf tops, blocked, size 7 ; and one left foot boot, plain toe- c£. p, size 6— A MAN, age 40 to 50, height 5 ft. 9 or 10 in., complexion swarthy, hair black, whiskers and moustache dark, impediment in speech, and is unable to speak audibly ; dress, dark coat, trousers, and vest ( linuch soiled), round felt hat. A tramp; was inquiring the way to Glasgow. Information to Supt. Brown, Wigton. DENBIGHSHIRE. 27.— Wrexham ( County).— For stealing a silver lever watch, No. 8176, maker " W. Wood, Liverpool" ; 3 silver watches, Nos. unknown ; 1 silver chain, Indian make, with coins and ornaments ; and a silver locket and necklet— THOMAS W. LLOYD, age about 35, height 5 ft. 2 in., hair, small side whiskers, and mous- tache dark ; dress, long black overooat, dark suit, hard felt hat. A watchmaker ; native of London, carries a black box with brass handle on top.. Warrant issued. Information to Deputy Chief Constable Wrexham. Wilde„ ESSEX. 28.— Epping ( County).— For stealing, 16th inst., at Wlllingale Spain, a very dark cart niare, abbut 16 hands, 8 years, dark points, small white star on fore head, long mane and tail, lame left hitid fetlock ( Joint Contracted)— A MAN, who offered it for sale at Brent- wood, 17th inst.^ agfe about 40,' height 6 ft. 6 or 7 in., flight built, whiskers dark, no moustache, thin face ; dress, dark tweed suit, side- spring boots, hard felt hat. Lennon, Epping. 29.— Witham ( County).— For stealing, 8th rnsfe, 1 open- faoed Geneva watch, No. 47840 ; 1 open faced Geneva ditto, No. 32813, jewelled in 8 holes; 1 gold 3 others ( two oblong and one round) all silver gilt, With! albert chain, small pattern, gold pencil, with stone in imtoogram " four A.' s," and a lady's riding whip With] end, attached- 4; 4 silver albert chain, twisted, pattern*- TUESDAY, SEPTEMBER 29, 1 8 8 5 . T H E POLICE GAZETTE. 30 WALTER FREDERICK LACON ( supposed false),, age 24, height 5 ft. 10 or 11 in., stout build, complexion fair, hair and moustache ( small) light brown, eyes blue or grey, broad features; dress, black cutaway coat, blue serge trousers, with straps under boots ( supposed to be wearing a light pair under blue ones), cream- coloured neckerchief, blucher boots, black round hard felt hat. Is stated to have served 2 years in the Grenadier Guards ; was lately employed as a detective on the G. E. Railway. Friends are supposed to reside at Croydon. Information to Supt. Harrington, Police Station, Witham, Essex. FLINTSHIRE. 30.— H OI yW ell ( County). — For horse- stealing, at Rhyl, 7th ult.— EVAN GRIFFITHS, age 38, height 5 ft. 7 in., complexion fair, hair ( turning grey) light, scar between thumb and finger right hand. A native of Tyn- yr- Aber, Corwen. Warrant issued. Information to Supt. Hughes, Holywell. HAMPSHIRE. 31.— Alton ( County).— For causing grievous bodily harm— WILLIAM FRANKHAM, age 40, height 5 ft. 10 or 11 in., complexion and hair very dark, lost one eye ( supposed left) ; dress, blue- and- white striped guernsey, cord trousers, heavy lace boots, soft billy cock hat. This man hawks goods about the country with a pony and cart. Warrant issued. Information to Supt. Rapkins, Alton. 32. — Lyndhurst ( County). — For embezzlement, at Lymington, 22nd ult.— THOMAS PITMAN, age 34, height 5 ft, 2 in., complexion dark, hair dark brown, eyes hazel, bridge of nose flattened, small scar on collar bone, lost part of left thumb. Warrant issued. Information to Supt. White, Lyndhurst. left thumb contracted; dress, black overcoat, tweed coat and vest, black trousers, Oxford shoes, black hard felt hat. Left in the evening by train, carrying a large bundle. Was discharged from the East Kent Militia in May last. Information to Head Constable McBean, Canter- bury. 37.— Dover ( Borough).— For obtaining £ 5 by means of a false cheque on the London and County Bank, Lombard- street- PERCY WARD NICKELLS, age 25, height 5 ft. 10 in., complexion fair, hair light, scar under left eye, discharge from left ear; dress, blue serge suit, cheese- cutter cap with gold band and chin strap. Represents himself as . a third mate in the P. and O. Steam Navigation Company's service. Warrant issued. Information to Supt. Sanders, Dover. HERTFORDSHIRE. 33.— St. Albans ( City). — For fraudulent bank- ruptcy— THOMAS FREDERICK MEEHAN, age 24, height 5 ft. 3 or 4 in., complexion fresh, hair ( inclined to curl) dark, eyes hazel, wears spectacles ; dress, black coat, light trousers, black hard felt hat. Oct. 17, says : " The Bankrimt Agency Association ( Registered), which has just opened business in Birmingham, at the corner of High- street and Scot- land passage, notwithstanding its somewhat dispiriting title, appears to be an exceedingly nseful institution. It is formed by manufacturers and merchants in all trades to dispose of bankrupt stocks as purchased by them of trustees in bankruptcy ; and both to creditors, who are anxious to realise as quickly as possible, and to people who are as anxious to get as much for their ready money as possible, the Association must be of immense service. ' Selling off a Bankrupt Stock ' is an announcement which too often proves a delusion and a snare, the only connection of the stock with bankruptcy lying in the fact that the shopkeeper is trying to rush it off to avoid becoming a bankrupt. In the case of the Bankrupt Agency Association, however, the goods for disposal are all bona fide proceeds of bankruptcies, and really good bargains are as plentiful as ' the flowers which bloom in the spring, tra la.' Three stocks, at present advertised for sale, are to be disposed of at less than half the original cost." EXTRACT FROM " MORNING ADVERTISER," Oct. 26: — " Our readers will no doubt be glad to learn that a party of gentlemen, mostly City merchants, have opened establishments iu London and the provinces for the immediate disposal of Bankrupt Stocks, whereby the general public may obtain Clothing ready- made or made up to measure at a cost of about one- half its original value ; the principal object is to save many unnecessary legal expenses which always occur in cases of Bankruptcy. When a man becomes insolvent they immediately secure his stock and offer the same to the public at such prices that cannot fail to be realised into money forthwith, thus the long delay usual iu winding up the estate of the debtor is avoided. To these the glad tidings come. It ia no long laborious process to which God calls the sinner in order to be saved. It is simply ' Thou wouldest have asked, and He would have given.'
