POLICE T H E PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, OCTOBER 23, 1885. VOL. II., No. 190. REGULATIONS- 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, GREAT SCOTLAND YARD, LOTDOS, S. W. 2. Particulars concerning persons whose apprehension t » sought will be inserted in one issue of the POLICE GAZBTTB, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 1- In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear « number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted M the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. IDENTIFICATION OF PRISONERS. METROPOLITAN POLICE DISTRICT. 1.— C e n t ra I. — Woodcut portrait and description of ROBERT FARQUHARSON, bank manager, who 4.— Convict Office.— Woodcut engraving and description of License Holder HARRY BENSON, alias The Editor desires to call attention to the fact that all photographs of prisoners in custody, trans- - mitted to the Convict Branch of the Metropoli- tan. Police Office, for purposes of identification, . are seen by the police and warders who visit all prisoners under remand, in the Metropolitan Poliee District three times a week. This system, esta- blished in 1879, has been the means of ascertaining the previous convictions of 7000 prisoners, and affords great facilities to Chief Officers of Police, and the Governors of Her Majesty's Prisons. Such photographs are also compared with the albums in the Convict Office con- taining the portraits of all Convicts liberated in the Kingdom, which are further open to the personal . examination of any police officer or warder. IDENTIFICATION OF BODIES. UNCLAIMED The attention of the Editor has been directed to the - want of any system existing for the publication of descriptions of dead bodies coming into the hands of Police, and which are buried without having been iden- tified. It having been suggested that the particulars should be inserted in the POLICE GAZETTE, the Editor wiH be glad to print any information which it may be considered desirable to publish. absconded from Dublin 28th July last, embezzling up- wards of £ 10,000, the moneys of the Munster Banking Company, Dublin, age 40, height 5 ft. 9 or 10 in., medium build, complexion fresh, hair, whiskers, and moustache dark ( slightly tinged with grey), eyes dark, prominent white teeth, stoops when walking ; of gentlemanly appearance, and generally wears a silk hat. Is supposed to be now oaly wearing slight side whiskers and moustache. Was also agent for the Ray Exchange Assurance Company, Dublin. A Scotchman. Warrant issued. 2.— Central.— For obtaining £ 6 by false pre- tences— DOMINIQUE KILLORVAN, an American or Irish American, age 30, medium height, slim build, complexion sallow, moustache brown, thin face, high cheek bones, speaks with an American accent ; dress, plum colour frock coat and vest, dark trousers, high silk hat, of gentlemanly appearance and address. Speaks French and German. Carries under his arm a common album about 18 in. by 12 in. This man calls upon tradesnen and represents that he is getting up an advertisement album, which he can place in first- class hotels for : he perusal of visitors. If he succeeds in getting an order ( with the fee for the same) he promises to call again with the proof, but fails to do so. He has defraudsd several tradesmen in Brussels, and it is believed he will visit the provinces practising the same system. Warrant issued. 3.— Convict Office.— On a warrant of commit- ment for poaching— Supervisee WILLIAM HOUS- DEN, Office No. 22067, age 55, height 5 ft. 1 in., complexion fresh, hair dark brown, eyes grey, two scars on right cheek, scar right side bottom lip, top of left thumb has been smashed. Sentenced at Chelms- ford 29th June, 1883, to 12 months' hard labour and 5 years' police supervision for fowl stealing. GEORGE MARLER, GEORGE WASHINGTON MORTON, ANDREW MONTGOMERY, HENRY YOUNGE, MONTAGUE COSTER, and MONTAGUE POSNO, Office No. 2S899, wanted for failing to notify change of address, ike, age 39, height 5 ft. 4 in., com- plexion sallow, hair, whiskers, beard, and moustache black ( may have shaved), turning slightly grey, eyes brown, ruptured left side, large burn marks on but- tocks and thighs, small scar underright eye, frequently pretends lameness, has a slouching gait, stoops slightly, head thrown forward. Invariably smoking cigarettes. A Jew. Sentenced at the Central Criminal Court, 9th April, 1877, to 15 years' penal servitude for forgery ( turf frauds). Liberated on special license 9th October, 1885. It is requested that any information obtained may be immediately communicated by wire to this Office. 5,— C Division.— For embezzlement — EMMA NOON, age 27, height 5 ft. 5 in., complexion fair, hair and eyes light, impediment in speech, thin face, and of delicate appearance ; dress, black cloth jacket, trimmed feathers, black skirt, grey polonaise, button boots, white straw hat. A dressmaker; native of Birming- ham. Warrant issued. 6,— H Division.— For conspiracy and fraud- JOHN RUSSELL, age 49, height 5 ft. 11 in, com- plexion florid, hair and moustache light, flesh lump on top of head, lame right leg, little finger right hand contracted ; dress, dark suit, black hard felt hat; recently kept an ironmonger's shop at 242, High- street, Poplar.— JOHN WILKINSON, aim WIN- FIELD and EDWARDS, Rochdale House, Crouch End, age 30, height 5 ft. 7 in., complexion fresh, hair whiskers, and moustache ( turning grey) dark brown, shaved on chin; dress, grey tweed suit, high hat, of respectable appearance. Both are known to police at Manchester, where Russell has previously been charged with " Long Firm " frauds. VVarrant issued. 7,— K Division,— For stealing, 9th inst, from 202 T H E POLICE GAZETTE. Dr. Barnardo's Home, a brown short cutaway coat, pockets on hips; a pepper- and- salt mixture vest, linen collars, 1 white silk pocket- handkerchief, 1 black corded overcoat, pockets on hips, black lining— WIL LIAM DEVERILL, alias LEWIS, age 22, height 5 ft. 10 in., complexion and hair fair, eyes ( sunken) light blue, very deaf; dress, blue guernsey, marked Y. L. H moleskin trousers, marked 68, and blucher boots, stamped 68. Has been employed as engineer, and worked in the Severn Tunnel, where he states he saved life and received the Royal Humane Society's medal, which was presented to him at the Guildhall, Bath Formerly belonged to the Salvation Army. A musi cian; native of Bath or Bristol. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, London, S. W. CITY OF LONDON. 8.— For embezzlement— THOMAS GEORGE AUS TIN, an accountant, age 40, height 5 ft. 11 in., com plexion fair, hair dark brown, clean shaved, aquiline nose, wore large black- rimmed eye- glasses and some times sand- shoes, of gentlemanly appearance; dress, light grey overcoat, with close- fitting cap to match Was seen at Guildford 19th inst. Warrant issued. 9— For obtaining money by false pretences— SAMUEL JAMES HENNIS, alias FARR, mine owner, Globe Works, Chester, and Cwmbychan, Merioneth, N. Wales, age 60, height 5 ft. 8 or 9 in., slight build, complexion dark, hair, whiskers ( straggling) and eyes grey, very upright, deaf left ear, speaks with deep voice; dress, black frock coat, dark striped vest, brown felt hat with flat top, heavy boots. Warrant issued. 10.— For embezzlement— RICHARD CANNON, alias CALLALAN, age 23, height 5 ft. 9 in., complexion sallow, hair light, no whiskers or moustache, appear ance of a porter; dress, dark clothes, hard felt hat. ARGYLLSHIRE. £ 10 REWARD. 11.— Lochgilphead ( County). — For deserting wife and family, 24th ult.— ROBERT ANDERSON, age about 38, height 5 ft. 8 or 9 in., stout build, com plexion fresh, hair dark brown, long bushy light brown whiskers and moustache, which may now be shaved of!', eyes hazel, round face, square shoulders, leaden pellet in the hollow above one eye ; dress, dark grey suit. A gamekeeper, lately resided at Loohgair. Is accompanied by a young English lady. Warrant issued. Information to Chief Constable Mackay, Lochgil phead, by whom the above reward will be paid for the apprehension of Andrews. AYRSHIRE, 12.— Ayr ( County).— Tot fraud, J. L. MAPPIN, 80, Ho'iloway Head, Birmingham { see case No. 15,15th Aug., and case No. 94, Ylth Od, 1884), age about 30, height 5 ft. 7 in., hair brown, no whiskers, rather good looking and of respectable appearance, speaks with an English accent; dress, dark brown overcoat, brown tweed jacket and trousers, hard felt hat, wore an albert chain with a sovereign and half- sovereign attached, and a ring with white stone on little finger of right hand ; carried a black glazed case or bag. His practice is to call upon shopkeepers and others, principally females, respresenting that he is a manu- facturer in Birmingham, offers to sell a silvering com- pound, and appoints agents for the sale of same. Was convicted at Carlisle in July, 1883, in the name of James Henry Guthrie, and sentenced to 12 months' imprisonment. Is supposed wanted for similar offences in England and in the north and east of Scotland. Warrant issued. Information to the Chief Constable, Ayr, BEDFORDSHIRE. £ 1 REWARD. 13,— Bedford ( Borough).— For deserting family, 20th October, 1883- JOHN RIDGE, a bricklayer and slater, age about 30, height 5 ft. 6 in., complexion, hair, moustache, and eyes dark. Warrant issued. £ 1 REWARD. 14,— Bedford ( Borough)*— Yor deserting his child, 8th March, 1884— HENRY HERBERT MUDGE, a commercial traveller in the sugar and grocery trade, middle aged, height 5 ft. 10 in., strong build, com- plexion fair, hair, beard, and whiskers light, rather deaf. Warrant issued. £ 1 REWARD. 15,— Bedford ( Borough).— For deserting his wife and children, 28th August'last- THOMAS HOLYOAK LAWRENCE HILLIARD, an actor, age about 29, height 5 ft. 11 in., hair ( short) very dark, moustache black, near sighted, and wears eyeglasses, pronounces albert chain, small pattern, gold pencil, with stone i » letters th as v. end, attached ; 1 silver albert chain, twisted pattern- Warrant issued. BERKSHIRE. 16.— Maidenhead ( Borough).— For obtaining £ 5 by means of fictitious cheque on the Ashbourne Bank— CHARLES HENRY GARNETT BLISS, age 35, height 5 ft. 11 in, stout build, complexion, hair, mous- tache ( heavy), and eyes dark, frequents billiard rooms, betting places, and race meetings; dress, diagonal coat, light check trousers and vest, hard felt hat, occa- sionally wears a long plaid overcoat. Is well known at Blackwater, Winchester, and Leatherhead. Warrant issued. 17— Maidenhead ( Borough).— For burglary, 12th inst., and stealing the contents of a dressing case, consisting of 5 bottles with silver gilt tops ( two round and three oblong), 1 silver tooth- brush tray, 3 others ( two oblong and one round) all silver gilt, with monogram " four A.' s," and a lady's riding whip with gold thimble knob and plain band about four inches from top, engraved " B "— A MAN, age about 30, height 5 ft. 6 or 7 in., whiskers and moustache dark ; dress, long dark overcoat, light suit; of respectable appear- ance. Information to Supt. Taylor, Maidenhead. 18.— Reading ( Borough).— For stealing about 100 watches entrusted to him for repairs— SAMUEL CLACK, age 24 or 25, height 5 ft. 5 or 6 in., complexion fair, moustache light, little or no whiskers; dress, black frock coat, dark trousers, black hard felt hat. Absconded 14th inst, Warrant issued. Information to Chief Supt. Purchase, Reading. or grey, broad features; dress, black cutaway coat blue serge trousers, with straps under boots ( supposed to be wearing a light pair under blue ones), cream- coloured neckerchief, blucher boots, black round hard felt hat. Is stated to have served 2 years in the Grenadier Guards ; was lately employed as a detective on the G. E. Railway. Friends are supposed to reside at Croydon. Information to Supt. Harrington, Police Station, | Witham, Essex. " CHESHIRE. 19.— Stockport ( Borough).— For obtaining money by false pretences — TWO MEN, 1st age 40 to 45, height 5 ft. 7 or 8 in., complexion sunburnt, hair ( curly), whiskers, and moustache dark, chin shaved dress, blue serge suit and overcoat, blue cap with peak, Stated he was a sea captain, and spoke with a foreign accent;— 2nd, age about 20, height 5 ft. 7 or 8 in., slight build, complexion fair, moustache sandy ; dress, old grey coat, dark trousers and vest, hard felt hat. The first man enters a shop generally when attended to by a lady, with a set of Spanish bullock's horns, and states that he has brought the horns from the Cape of Good Hope to present to a friend who once saved his life at sea, but being unable to find him, he is will- ing to sell them for £ 2, the amount of duty paid. The second represents that if the horns are bought he will be able to find a Jew willing to purchase them for £ 9. Having effected a sale they leave the shop after com- mitting a larceny, and are joined by a man who wears a light suit. Information to Lieut.- Col. Staples, Chief Constable, Stockport. 20.— Stockport ( Borough). — THOMAS RYAN, case No. 10, 9th inst., not to be apppehended. CUMBERLAND. 21.— Wigton ( County).— For shopbreaking and stealing, 13th inst., at Silloth, 3 pairs of gentlemen's boots, one pair lace, French calf with kid tops, square toes, plain toecaps, stitched, size 7 ; one pair lace kid, plain toecaps, stitched, size 7; one pair side- spring, calf | tops, blocked, size 7 ; and one left foot boot, plain toe- cap, size 6— A MAN, age 40 to 50, height 5 ft. 9 or 10 in., complexion swarthy, hair black, whiskers and moustache dark, impediment in speech, and is unable to speak audibly ; dress, dark coat, trousers, and vest ( much soiled), round felt hat. A tramp; was inquiring the way to Glasgow. Information to Supt. Brown, Wigton. ESSEX. 22,— Epping ( County).— For stealing, 16th inst., at Willingale Spain, a very dapk cart mare, about 16 handsk 8 years, dark points, small white star on fore- head, long mane aijd tail, lame left hind fptlock ( joint contracted)— A MAN, who offered it for sale at Brent- wood, 17th inst., age about 40, height 5 ft. 6 or 7 in., light built, whiskers dark, no moustache, thin face ; dress,, dark tweed suit, side- spring boots, hard felt hat. 23,^- Epping ( County).— For stealing, 30th ult., at Witney Park, Fyfield, a light brown cart mare, 8 years- old, 16 hands, clean thin legs, small white star on forehead, long tail.— A MAN, age about 50, height about 5 ft. 7 or 8 in., slight, complexion, beard and moustache ( turning grey and cut short) , dark ; dress, light tweed suit, tight- fitting trousers, new striped shirt, no collar or necktie, lace boots, black hard felt hat, carried a light polished walking stick. Was seen riding through Ongar and Abridge going in the direc- tion of London Information to Supt, Lennon, Epping. 24,— Witham ( County).— For stealing, 8th inst., 1 open- faced Geneva watch, No. 47640 ; 1 open- faced Geneva ditto, No. 32813, jewelled in 8 holes;,! gold FLINTSHIRE. 25.— Holywell ( County).— For horse- stealing a- Rhyl, 7th ult.— EVAN GRIFFITHS, age 38, height 5 ft. 7 in., complexion fair, hair ( turning grey) light, scar between thumb and finger right hand. A native of Tyn- yr- Aber, Corwen. Warrant issued. Information to Supt. Hughes, Holywell. — uru.— rr i ' — M • _ GLAMORGANSHIRE. 26.— Cardiff ( Borough). — For failing to report- License Holders ALFRED ATTWOOD, Office No. 28659, age 28, height 5 ft. 8 in., complexion fair, hair brown, eyes grey, scars on top of head, mole on bottom lip, anchor and mole on right forearm, bracelet on right wrist. Sentenced at Hereford, 25th July, 1^ 881 to 5 years' penal servitude for housebreaking. Licensed 31st August, 1885. H 657. — GEORGE SHAKE- SHAFT, Office No. 28852, age 20, height 5 ft. 3 in., complexion fresh, hair brown, eyes grey, pockmarked, tattoo marks left arm, left little finger deformed, 3 dots back of left forefinger. Sentenced at the Central Criminal Court, 17th October, 1881, to 5 years' penal servitude for burglary. Licensed 30th September, 1885. H 880. — WILLIAM HUGHES, Office No. 28874, age 28, height 5 ft. 8 in., complexion fresh, hair brown, eyes grey ( blind left), scar under right eye. Sentenced at Swansea, 10th November, 1880, to 7 years' penal servitude for rape. Licensed 5th October, 1885. G 998. Information to the Chief Constable of Cardiff. GLOUCESTERSHIRE. 27.— Fishponds ( County).— For larceny — A MAN, age about 28, height 5 ft. 8 or 9 in., complexion fair, hair ( very short) light brown ; dress, dark mixture dust coat, dark trousers, dark n, ecktie with silver pin, lace boots, black bowler hat, wore tan- colour kid gloves, and carried a light colour cane with silver knob. His practice is to take lodgings, and suddenly leave after committing a larceny. Information to Supt. Matthews, Fishponds. HAMPSHIRE. 28.— Alton ( County).— For causing grievous bodily harm— WILLIAM FRANKHAM, age 40, height 5 ft. 10 or 11 in., complexion and hair very dark, lost one eye ( supposed left) ; dresp, blue- and- white striped guernsey, cord trousers, heavy lace boots, soft billy- cock hat. This man hawks goods about the country with a pony and cart. Warrant issued. Information to Supt. Rapkins, Alton. HEREFORDSHIRE. 29.— Leominster ( Borough).— For stealing from a dwelling- house on 2nd inst. a grey shawl, brown striped border ; and a black crape bonnet, small black flower in front— A WOMAN, age about 50, short and stout, slightly cross eyed ; dress, old grey or plaid ulster. A hawker ; supposed to be wearing the stolen property, and making her way to South Wales. Information to Head Constable Johnson, Leo- minster. HERTFORDSHIRE, 30.— Sti Albans ( City). — For fraudulent bank- ruptcy— THOMAS FREDERICK MEEHAN, age 24, height 5 ft. 3 Or 4 in., complexion fresh, hair ( inolined to curl) dark, eyes hazel, vvears spectacles; dress, black coat, light trousers, black hard fe- It hat. A straw hat manufacturer ; native of St. Albans. May endeavour to leave the country. Warrant issued. 31.— St. Albans ( City).— For attempting to obtain money by fraud, 5th inst.— J. W. COLLINS ( supposed false), age 35, height 5 ft. 6 in., complexion fair, liair and moustache sandy, eyes grey ; dress, dark check coat and vest, dark trousers, black hard felt hat, shabby appearance. This man calls on licensed victuaUers, states he is the newly- appointed excise officer, obtains their spirit permits, and signs the books. Warrant issued. Information to Head Constable Vellant, St. Albans. FRIDAY, OCTOBER 23, 1885. T H E P O L I C E GAZETTE. 7 32.— Hertford ( Borough).— For obtaining money, food, and lodgings by means of a cheque ( supposed stolen) on the Nottingham Joint Stock Bank, Limited, No. 87623, and signed H. Silvester — HARRY SILVESTER, alias CAPTAIN SILVESTER and THOMAS MEARS, age 38 to 40, height 5 ft. 8 or 9 in., complexion, hair, small side whiskers, moustache •( heavy) and eyes dark, downcast look, stoops when walking, tattooed both arms, M. V. M. L. left, appear- ance of a seaman ; dress, dark mixture melton suit, side- spring boots, black hard felt hat ; may be wear- ing a navy blue suit. States he is a naval captain. Generally lodges at public- houses. Was convicted for fraud in name of Thomas Mears, alias Hamlyn, at Exeter City Sessions, 1871, and at Devon Sessions, May, 1873. Supposed wanted for passing worthless • cheques on the Axminster Bank, at St. Albans and Brighton, in October and November, 1876. Photograph can be seen on application. KENT. 33.— Canterbury( City).— For stealing, 12th inst., from the Deanery— a large black leather bag, with straps and brass mountings, " Payne Smith " engraved thereon ; a large opera glass, silver mounted ; 2 black overcoats ( one new, the other worn); 1 flannel jacket, • 6 light grey flannel shirts, black and white check tweed eoat and vest, 2 pairs ' clerical knee caps, and a pair of thick black riding trousers, marked " R. 1 Payne Smith" ; 3 dozen pairs of striped thin cotton socks, colours various; ' 4 night shirts, 1 dressing gown, 5 merino jerseys, several pairs of drawers, marked " R. Information to Head Constable Embery, Tunbridge Wells, METROPOLITAN POLICE DISTRICT. 105.— The special attention of Police is called to the proceedings of a man calling himself A. DE L. BEL- MONTE, of No. 35, Great Percy- street, Percy Circus, London. His method is to advertiso for lady artistes to assist in executing large orders for Christmas, Easter, wedding, and menu cards, giving a number and the office of the newspaper containing the advertisement as the address to apply for particulars. Lady appli- cants in reply receive a circular, headed " Royal Art Studio, Great Percy- street," holding out that from 15s. to six guineas per dozen cards might be realised, and stating terms of employment as £\ lis. Gd., a charge intended to cover the usual copies, postage on, or in parcels, as well as instruction in Floral Illuminating. Upon work being executed and sent him under these terms, all efforts to obtain payment from Belmonte have been unsuccessful. There is no doubt that the " Royal Art Studio " is a sham. In the event of its being known to Police that any persons have been defrauded by Belmonte, it is requested that the particulars may be forwarded to J. Monro, Esq., Assistant Commissioner, with a view to proceedings being taken against Belmontej who is known to Metropolitan Police. 106.— The special attention of Police is directed to a young German, whose practice is to call at houses and obtain money by false representations. 1 - Description, short, slight ( figure, very dark, appa- rently short- sighted ; dress, dart brown clothes, round hat, carries a cane. Speaks little English ; eager, excit- able manner. States he is known to Herr Patter and Pro fessor Blackie ; has been employed in the Strauss Orchestra, and requires a loan for the purpose of proceeding to an engagement as violinist in Scotland. Also that his parents were burnt in the disaster at the Ring Theatre, Vienna. May be recognised by a habit of seizing repeatedly and kissing the hand of the person he is addressing, or from whom he may have obtained money. 107.— The attention of Police is called to an ad- vertisement which appears in various papers as fol- lows :— " Violin for sale, rich tone, labelled ' Antonius Straduarius, Cremona, 1690'; good bow, lock- up case ; 25s. The lot may be had on approval." The object of this advertisement is clearly to mis- lead unwary people into the belief that they may buy a particular violin as advertised, and that such violin has the name of " Straduarius " on it. The fact is that hundreds of these violins are manu- factured, and the label " Antonius Straduarius," < fcc., is affixed by the seller, who has appeared under the address of " Clara, 37A, Theobalds- road, W. C.," and recently " Mr. Bennett, Ramsbury House, Cardigan- road, St. Albans." It is doubtful whether a prosecution for fraud would succeed, but the advertisement is undoubtedly meant to deceive, and, as a matter of fact, deceives many.
