POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SEBIES. TUESDAY, SEPTEMBER 29, 1885. VOL. IL, NO. 183. REGULATIONS- t. 3. G. All announcements for insertion in the POLICE OAZETTE, and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, GIIEAT SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTB, if they are sufficient to enable action to be taken upon them by another force. Particulars as 10 stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, an l the exact conditions be clearly stated. Portraits of persons whose apprehension is sought far serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of h. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer cf police, or his immediate deputy, of the county, city, or borough, as the case may b:. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and an alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted ir. the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, udl bt wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded to as to be received not later than noon oh Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be » » the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed '' Drummond § Co.,'' Post Office Order payable at Charing Cross, Postal Order, or ir. Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 126, Strand, London, the sole Agent, who will furnish the rates on application. 14. ADMIRALTY, ~ th March, 1882. .... * 727. In case of desertion a reward not exceeding 31 may, at the discretion of tho Captain of the Ship, or in his absence the Commanding Officer, be paid to the Constablo or other person, ( except as provided for in Article 729), by whom a deserter is brought on board the Ship to which ho belongs, or delivered up to any Naval Officer or other person duly authorised to receive him, whether any reward has been offered or not; provided he is apprehended within two years from the dato of his desertion. The amount of reward payable in each case, where no re- ward has been offered, should be determined by tho attendant circumstances, and in considering these, the zeal shown, and the trouble taken, by the Constable, or other person, by whom the arrest of the deserter has been effected, should be duly weighed. The above Regulations for the payment of rewards will not be held to apply in the case of a deserter voluntarily rirrendering himself at any Police Station, or to any Constable or other recognised authority, unless it can be clearly shown Jhat such deserter had been induced so to surrender himself by the vigilance and exertions of any such Constable, or other person; but exceptional cases of this description are not to bo dealt with without reference to the Admiralty at home, or Commanders- in- Chief or Officers in command of Stations abroad, for full inquiry into tho circumstanoes. 2. In cases where persons have been more than two years In a state of desertion, no reward is to be paid without previous reference as above ; and it has been notified to the Constabulary generally that when deserters are apprehended In the United Kingdom after such a period of absence, they are not to be removed from their places of confinement until the Admiralty has been communicated with. » • • * • 3. A reward, not exceeding 31, may also bo paid for the apprehension of any person who, without, in tho opinion of the Captain of the Ship to which ho belongs, being guilty of desertion, commits any one of the following offences, tho par- ticulars of which are to bo stated in the offer of reward;— ( a.) Breaks out of his Ship. ( b.) When on service away from his Ship, quits his place of duty, and remains absent after the time at which he ought to have returned to the Ship. ( c.) When the Ship is under sailing orders, remains absent without leave until after the Ship has sailed ; provided that the fact of the Ship being under sailing orders was generally known. A reward, not exceeding 1/, may he paid for the appre- hension of any man who overstays his leavo. In giving those rewards, tho same considerations as govern the payment of rewards for the apprehension of deserters are to be taken into account, both as regards arrest and voluntary surrender. 728- In addition to the foregoing rewards, there may be paid to the Constable, or other person bringing Deserters or Stragglers on board, such expenses attending their lodgment, subsistence, and travelling, as may appear to have been fairly incurred, and to be in accordance with these regulations; viz. :— Railway Fare ( return) of Escort - ( As an ordinary rule, Railway Fare ( single) of Deserter or ! not to exceed 1 d. Straggler ( per mile. Other sums expended in tho actual carriage of the Deserter or Straggler, such as for the hire of Cabs, Boats, & c. Subsistence of Deserter or Straggler. Subsistence of Escort Not exceeding Is. while under detention, or 2s. 6d. a day when travelling. At the same rate as that allowed for Petty Officers under Article 1396, according to the time necessarily occupied in conveying the Deserter or Straggler to his destination and returning ; namely, 2s. 6d. when absent above 9 hours, and not absent dur- ing the night; and 5s when absent a night, or for every 24 hours of absence, no fractional part of a day being allowed in addition to the 24 hours, unless the extra time for which payment is claimed exceeds, by more than 9 hours, the full time for which 5s. would be paid. The only other charges which, except in special cases, should be sanctioned, are a fee of 2s. to the Magistrate's Clerk, and a fee of 2s. Cd. to any medical practitioner by whom the Deserter or Straggler may have been examined. 2. No further claim for loss of time or for subsistence made by any Constable or other person apprehending a Deserter or Straggler is to bo entertained, in cases where a Reward is payable. 3. When no reward is payable, the Constable, or other person bringing Deserters or Stragglers on board, should be directed, in addition to the above items, to prefer a claim for such other expenses as he may consider himself fairly entitled to, but every case of this description is to be forwarded to the Admiralty for examination and decision. 4. Should the Constable, or other person bringing a Deserter or Straggler on board, object to the Captain's award, the case is to be submitted to the Commander- in- Chief, who, if unable to settle the question, will forward it for the decision of the Admiralty. » * * * » The Governor of the gaol will furnish a statement of the number of days' subsistence issued, for which the charge of one shilling per diem is to be raised. ***** 6. With a view to simplifying the payment of such claims, Magistrates and Governors of gaols, when requested to send Deserters or Stragglers back to their Ships, should be informed that it is desirable that the men should be sent in the custody of the Constables who actually apprehended them. 7. The foregoing mode of payment does not apply to cases of Deserters or Stragglers apprehended by the Metropolitan ( London) Police, when the following course is to be observed:— No payment is to be made by the Accountant Officer in respect of the expenses incurred by the Constable, or of any reward which may be due to him. The Constable will fill up a form, prepared for the purpose, which he is to produce, and in which he will inolude the whole of his expenses, and certify that they wero necessarily incurred by him. He will then hand the form to the Accountant Officer of the Ship, who will, with the approval of the Captain, charge the Deserter or Straggler with the sum shown thereon, to- gether with any reward, if due, and note in the space provided on the form the fact of the charge having been made. Tho form is then to be returned to tho Constable. The payment of the expenses incurred, and of the reward when due, will be arranged between the Admiralty and the Commissioner of Police. 729, No reward, except as provided in the following para- graph, is in any ease to be paid to a person belonging to tho Fleet, nor to any other person, for the apprehension of Deserters or Stragglers within the precincts of a port cr place where there is a Police Force employed in any Naval Establishment. 2. Whenever the Police of Ships, or other persons in the Fleet, are sent on shore for the express purpose of collecting Deserters or Stragglers, they are to be paid the amount of extra pay provided for by Article 1372, provided the Captain is satisfied with tho manner in which the duties have been per- formed, and that no unnecessary delay took place in their per- formance ; and in order to encourage the Local Police at the Home Ports in searching for and apprehending Deserters and Stragglers, a reward, not exceeding 5s. for each person ap- prehended, within the limit of two years, may, at the discre- tion of, and under such regulations as may from time to time be laid down by the Commanders- in- Chief at the Ports, bo paid to any Constable of Local Police who arrests a Deserter or Straggler. 3.
