All announcements for insertion in the POLICE GAZETTE, and, all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTD, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all eases where a reward is offered the name and address of some person responsible for the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analagous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded to as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond S; Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 12A, Strand, London, the sole Agent, who will furnish the rates on application. 14. SPECIAL NOTICE. FUGITIVE OFFENDERS. A recent case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. SPECIAL NOTICE. PERSONS IN CUSTODY. ONS. WOODCUT PORTRAIT and description of JAMES GILBERT CUNNINGHAM, alias D ALTON, alias GILBERT, remanded at Bow- street Police- court till Mon- day, 23rd inst., charged with being concerned, with others, in mali- ciously causing an explosion at the Tower of London on the 24th ult, Age 22, height 5 ft. 5 in., com- plexion swarthy, broadfeatures, thick upper lip, hair dark brown, worn smoothed, and not disarranged as in woodcut, eyes ( sunken) dark, no hair on face, scar top of third finger right hand, one ditto right forearm; dress, dark brown overcoat, black walking coat and vest, black- and- blue striped mixture trousers, turn- down collar, light silk scarf, black round felt hat, maker " Spellman, New York;" an Irishman, of Gartnamona, county Cork, Has spent some years in America, arrived not long ago from America, and may have spent some weeks lately in large towns where Irish congregate. HARRY BURTON, aged 30, height 5ft. 9 in., slight, com- plexion fair, hair brown, long sandy moustache, eyes grey, high cheek bones, very hollow cheeks, consumptive appearance, round shouldered, turns his feet out when walking, speaks with an American accent; dress, black diagonal overcoat, black woollen under do. and vest, " London and Liverpool Clothing Co., New York," on tab, brown trousers with small blue stripe, white stand- up collar, blue tie with brown spots, lace boots, black hard felt hat. A cabinet- maker. Born in Liverpool, supposed of Irish parentage. States he went to America when a boy. Warrant issued. 3.— C Division.— For embezzling £ 50 6th inst. - JAMES HENRY HAMMOND, age 36, height 5 ft. 7 in, complexion fresh ( freckled), hair and moustache red, eyes hazel, much addicted to drink ; dress, black fro 2k coat, dark trousers and vest, black soft felt hat. 4.— G Division.— For obtaining, 24th ult., by means of a worthless bill, 2 combined aneroids and clocks in balcony olive wood frames ; 1 lever striking thermometer, white opal scale in centre; 1 silver watch, size aneroid, altitude scale 100,000 ft. ; 1 gilt ditto, Singer's compass at back, aneroid barometer in case, open dial, centre cut out, showing works— CAP- TAIN MAXWELL, of the steamship Elbe ( false), age 40 to 45, height 5 ft. 6 or 7 in., complexion sallow, hair and whiskers( straggly) dark, slim build, small features, mild in manner and speech; dress, long dark grey ulster, hard felt hat. Warrant issued, 5.— N Division.— For indecently assaulting young girls — FRED FRAZER, alias HEFF and SOMBREO, age 40, height 5 ft. 9 in., complexion fresh, hair ( thin on top, and parted at side) and whiskers dark brown, long nose, oval face. Warrant issued. 6.— N Division. — For stealing, 6th inst., 3 watches ( one a lady's gold open Geneva chased, one a lady's open face silver Geneva, one silver lever hunt- ing), 2 chains ( one gold albert, one long and three small links alternately, marked 18 carat, one plain old- fashioned long silver), 1 oval gold locket chased, small gold necklet attached, 1 gold scarf pin set small diamonds, 1 red coral brooch ( woman's head with wreath), 1 plated necklet, dog's collar pattern, 1 bone pencil case, 1 grey Chesterfield overcoat, grey lining— License Holder HENRY FOSTER, alias CHARLES READ, Office No. 26510, age 30, height 5 ft. 9 in., complexion, hair, whiskers, and moustache ( slight) dark, eyes hazel, scars on right cheek, upper lip, back of right hand, and left thumb, slightly pockpitted ; dress, dark overcoat and trousers, hard felt hat, some- times wears a coat with sealskin collar and cuffs, and round cap. F 414. 7.— R Division.— Forembezzling£ 40— ARTHUR EDWARD BANKS, age 25, height 5 ft. 8 in., com- plexion pale, hair ( cut short and thin in front) and eyes dark brown ; dress, dark tweed coat and trousers, low brown felt hat, wears a snake pattern ring. A dispenser of medicines, is well- known to the medical profession and chemists in York. Warrant issued. — V Division.— Woodcut portrait and descrip- tion of JOHN DONALDSON, alias McKENZIE ( whose apprehension is sought for stealing £ 31, 6th inst.), age 30, height 5 ft. 9 or 10 in., complexion, hair ( parted in centre), moustache, and eyes dark, scar on I jacket, dark cord vest and trousers, black hard felt hat; served 12 years in the 21st Regiment, and was I discharged in August, 1883. May be found at collieries, I or travelling the country as a jobbing watchmaker, or in Militia barracks undergoing preliminary training. Warrant issued. 14— Ayr { County). — For falsehood, fraud, and I wilful imposition, 23rd September last — SCOTT TULLOCH, age 28, height 5 ft. 9j in., complexion pale, hair black, whiskers usually shaved off, eyes grey. A sailor ; native of N orth Roe, Shetland. Has been employed as constable in the City of Liverpool Police from August, 1878, to June, 1879; for over three years in the City of Glasgow Police; in Ayr- shire Constabulary from April to September, 1884; and in Kilmarnock Burgh Police for a few weeks in I October last. May endeavour to join some other . , j. ^ , , , . force. If found is not to be arrested until further bridge of nose ; dress, dark overcoat, black hard, felt instructions are received from the Chief Constable of - Had m his possession a large brown japanned | Ayrshirej Ayr> tQ whom any information is re_ quested to be immediately communicated. A barman ; supposed native of Birmingham. 9.— Y Division.— For unlawfully withdrawing himself from his duties as a Metropolitan Police Constable— WILLIAM BENJAMIN WATSON, age 24, height 5 ft. 11 in., complexion, hair, moustache ( slight), and eyes dark; dress, long dark overcoat, black diagonal under ditto and vest, blue guernsey, dark mixture tweed trousers, violet scarf, lace boots Left London 5th inst., ostensibly for Stalybridge. . CITY OF LONDON. £ 100 REWARD. 10.— Woodcut portrait and description of WIL- LIAM BENJAMIN GILES, whose apprehension is sought for forgery, 30th October last, age 37 ( looks older), height 5 ft. 9 or 10 in., complexion fresh, hair and moustache light, side whiskers slight, inclined to be stout; well dressed. Formerly a stockbroker's | clerk ; resided at Edgcumbe Villas, St. James's- road, Upper Tooting. The above reward will be paid by Messrs. Morgans and Harrison, solicitors, 15, Old Jewry Chambers, E. C., for such information as shall lead to the appre- hension of the said William Benjamin Giles. Warrant issued. 11.— For stealing money and securities to a large amount— CHARLES MORGAN, a stockbroker's clerk, age 45, height 6 ft., complexion fair, hair, moustache, and Vandyke beard brown, very upright, subject to ] gout in feet and hands ; well dressed, of gentlemanly appearance. Warrant issued. 12.— For embezzlement— FREDERICK CHARLES PAPWORTH, age 30 to 32, height 5 ft. 9 in., com- plexion fair, hair, side whiskers, ancl moustache light brown, rather excitable when speaking, respectable • appearance ; dress, light clothes, black hard felt hat; lately resided at 3, Colebrooke- row, Islington. Father | resides at Histon, Cambridgeshire. Warrant issued. Information to Inspector McWilliam, Detective Department, 26, Old Jewry, London, E. C. CAMBRIDGESHIRE. 15.— Newmarket ( County).— For obtaining, 9th inst., by false pretences, 4 ladies' black cloth jackets, which she may endeavour to sell or pawn— MINNIE WILLIAMS, age 19, height about 5 ft., complexion pale, hair and eyes light; dress, black dress, jacket, and hat. A native of Newmarket, Suffolk. Warrant issued. Information to Supt. Long, Newmarket. CHESHIRE. 16.— Altrincham ( County).— For stealing, 31st ult., at Wincham, 2 white hens ancl 1 white Cochin China cock— JAMES THOMPSON, alias " SCHEMER LARGE," age 42, height 5 ft. 5 or 6 in., complexion fresh, hair and eyes brown, cut mark left side of upper lip. Frequents low beer houses, ancl often attends, cattle sales. A native of Northwich. Warrant issued. Information to Supt. Leighton, Altrincham. 17.— Stockport ( Borough). — For stealing, 8thi inst., a woman's dark brown tweed ulster, dark bone buttons, 2 on back; and a black skirt ( recovered)— WILLIAM FITZGERALD, alias ATKINSON, age about 20, height 5 ft. 5 in., complexion fresh, hair brown ; dress, black cloth coat and trousers, mixture tweed trousers.— JANE ATKINSON, age about 20, height 5 ft., complexion dark, hair dark brown. These persons stated that they had been recently married, and ran away from home, and induced the owner of the property to allow them to lodge at his house for a few days, and left taking the articles. May endeavour to commit similar offences elsewhere. 18.— Stockport ( Borough). — For shoplifting— A TRAMP, age about 30, height 5 ft. 6 or 7 in., com- plexion pale, hair ( tinged with grey), moustache and tuft on chin ( slight) dark, small moles or warts near right eye, and over left; dress, dark worsted clothes, small red tie, tied sailor's knot, Wellington boots, low brown felt hat with narrow brim. Information to Lieut.- Col. Staples, Chief Constable, Stockport. ESSEX. 19.— Chelmsford ( County).— For endeavouring to obtain a situation as butler by means of a false character— FREDERICK JOHNSON, alias BIRD, age about 40, height 5 ft. 8 or 9 in., complexion fresh, hair and bushy side whiskers dark brown, no beard or moustache, thin sharp nose, smart appearance, carries his head bent forwards ; dress, dark overcoat, low round hard felt hat. T I I E POLICE GAZETTE 3 description of MARTIN BROWN, whose apprehension is sought for forging a Bill of Exchange for £ 100 on the London and Provincial Bank, Limited— age 30, height 5 ft. 10 or 11 in., slight, complexion fresh, hair, - whiskers, and moustache dark brown, eyes grey, rather squeaking voice, stoops slightly; dress, dark cloth jacket, tweed trousers. A brewer ; native of Raw- tenstall, Lancashire. Warrant issued. Information to Supt. Hughes, Holywell. FORFARSHIRE. 21.— Du ndee { Burgh). — For obtaining, 2nd September last. £ 38 by fraud— ALEXANDER WALL MAN, age 33, slight build, height 5 ft. 2 or 3 in., com- plexion fair, hair ( parted in centre) light auburn, no beard or whiskers, moustache sandy, thin features, small head, sloping brow, prominent nose ; of good address and forward manners; wore a heavy gold watch, and a gold ring, set stone, on third finger left hanc!. Is an expert violinist, and smokes cigars or cigarettes almost constantly. Stated he was a Russian mining engineer; speaks good English. Is accompanied by his wife, OLGA WALLMAN, age about 24, height 5 ft. 2 in., stout, broad shouldered, complexion very dark, hair ( plaited at back and crumpled in front) and eyes dark, pleasant features, speaks English with difficulty ; and a child about 6 months old, all dressed respectable. Had with them 3 boxes, a brussels carpet bag, a leather hat- box, and a violin in case. Wallman resided at Newport, Fife- shire, for 2 months, and by stating that he purchased a violin in Glasgow for £ 700, induced a music- seller to advance him the balance (£ 38) and absconded. Is wanted in Newport, Monmouth, for obtaining £ 174 by fraud ( see Case No. 38). It is requested that music- sellers, & c., be warned against this man. Warrant issued. Information to Chief Constable De war, Dundee. GLAMORGANSHIRE. 22.— Cardiff ( Borough).— Escaped from custody, 45th inst.— EDWARD JONES, sentenced to 6 week's imprisonment with hard labour, age 32, stout, height 5 ft. 6 in., complexion pale, hair ( short) light, clean shaved, full face ; dress, light tweed suit, drab dust coat, brown bowler hat. Information to Head Constable Hemingway, Cardiff. GLOUCESTERSHIRE. 23.— Stro ud { County).— For stealing 14 common barn fowls— TWO MEN, 1st, age 34, height 5 ft. 8 in., complexion fair, hair and eyes light, whiskers very slight, large mouth; dress, dark monkey jacket and vest, moleskin trousers, billycock hat. A navvy, may be found at work on railways. 2nd, age 25, height 5 ft. 6 in., complexion, hair, whiskers ( slight), and moustache dark, wears earrings ; dress, moleskin suit, large red muffler, navvy boots, billycock hat. A navvy. Information to Supt. Philpott, Stroud. HAMPSHIRE. 24.— Bitterne ( County).— For obtaining money by false pretences— HUGH CONNOR alias " TINICK," a cab- driver, age 25, height 5 ft. 5 or 6 in., complexion fresh, hair light brown, moustache slight ; light brown coachman's livery overcoat ( too large), dark coat and vest, light tweed trousers, black hard felt hat. Warrant issued. Information to Supt. Mintram, Bitterne. 25.— Basingstoke ( Borough).— For obtaining, 1st inst., £ 30 by false pretences— CHARLES HENRY BROWNE, age 38, height 5 ft. 10 in., complexion fresh, hair dark brown, whiskers, beard, and mous- tache brown, of good address ; dress, brown overcoat, high black hat. A commercial traveller, lately em- ployed by Messrs. Gerrish, Ames, and Simpkins, clothiers, Basingstoke. Formerly resided at 4, School lane, Heaton Chapel, Stockport. Had with him a tin sample- box. Is supposed to be well known at com- mercial hotels in Cheshire, Lancashire, Derbyshire, Staffordshire, Glasgow, and Manchester, where he cashed a cheque for £ 24 3rd inst. Warrant issued. Information to Head Constable Hibberd, Basing- stoke. 26.— Portsmouth ( Borough).— For embezzlement — WILLIAM PALEY, age about 25, height 5 ft. 7 in., complexion fair, hair and moustache ( slight) light, eyes hazel, thin features, of gentlemanly appearance and good address. A native of Sunderland, Durham Has been employed as traveller to a Wholesale Provision Merchant. Is accompanied by his wife, age about 24, height 5 ft. 5 in., stout, complexion florid hair dark brown, has been a barmaid. Not to be apprehended out of the. United Kingdom. Warrant issued. 27.— Portsmouth ( Borough). — For fraudulent bankruptcy— E. H. GALLAGHEN, age about 40, stout, height 5 ft. 5 or G in , complexion sallow, hair, beard, whiskers, and moustache dark red, eyes hazel. rather large head, of good address and respectable appearance ; dress ( usually), light dust overcoat, black diagonal walking under do., dark tweed trousers, hard felt hat, wears several rings, a heavy watch chain with seals, and carries an umbrella. A grocer. Warrant issued. Information to Chief Constable Cosser, Portsmouth KENT. 28.— T unbridge Wells ( Borough).— Forobtaining money by means of worthless cheques — JOSEPH WILLIAM HITCHMAN, age 24, height 5 ft. 7 in., complexion fresh, hair, whiskers, and moustache brown, appearance of a High Church curate; dress, black alpaca overcoat, black or dark blue jacket, serge trousers, black kid gloves, black felt hat with broad brim ; carried an umbrella, and wore a heavy albert chain. A native of Tunbridge Wells. His practice is to call upon painters and builders after banking hours with reference to repairs to be done to property, and usually asks to be obliged with one or two blank cheques on a local bank, which he fills up, and tenders in payment for coals to be deli- vered at a fictitious address, obtains the balance, and decamps. Warrant issued. Information to Chief Constable Embery, Tunbridge Wells. 9- j.— Accrington ( Borough).— For stealing a coat ( recovered)— THOMAS MAHONEY, age 31 or 32, height 5 ft. 5 in., complexion fresh, hair light brown, moustache sandy, eyes grey, cut mark corner of right eye; dress, old dark coat, dark tweed trousers, low shoes with drab cloth uppers, hard billycock hat. A joiner or Venetian blind maker ; native of Bradford. Information to Chief Constable Beattie, Accrineton. 36.— Ashton- under- Lyne(. Bor< H^).— For failing to report- Supervisee RICHARD HUGHES, Office No. 26780, age 33, height 5 ft., complexion fresh, hair brown, eyes blue, third left finger deformed, scar on back of neck. Sentenced at Preston on 2nd July, 1884, to 6 months' imprisonment and 3 years' police supervision for felony. Information to the Chief Constable, Borough Police, Ashton- under- Lyne. LANCASHIRE. 29.— Ashton- under- Lyne ( County).— For steal- ing, 26th ult., a Boston lever watch, No. 18663, white dial, brass hands— DANIEL SKIDMORE, age 26, height 5 ft. 5j in., complexion swarthy, hair black, eyes ( cast in both) brown, slightly pockmarked, tat- tooed on right arm, small burn marks on back of left, anchor back of left hand, wound- mark back of left leg; dress, faded black worsted jacket, grey vest, blue cloth trousers, blucher boots, black hard felt hat ( all old). Was discharged from Stafford Gaol on the 14th ult. under supervision for 1 year, since which he reported himself to Police at Stafford, Hanley, Wigan, Lower Ince, St. Helen's, Oldham, Liverpool, Warrington, and Ashton- under- Lyne. Has been con- victed at Worcester and West Bromwich. Was a member of the Salvation Army, and stated he had been several times convicted of felony ; may join the same body elsewhere ; a native of Stafford. Information to Supt. METROPOLITAN POLICE DISTRICT. 92— Convict Office— Special attention is called to Supervisee MINA JURY, alias ADA LEMPRIERE and AMELIA BANKS, Office No. 21860, described in POLICE GAZETTE of 2nd ult. This woman was recently in York, where she repre- sented herself to be a Frenchwoman, and obtained assistance under pretence that her husband had been a Freemason, and that she had lost all her luggage, con- taining a considerable sum of money. It is requested that if found she may be detained and immediate in- formation sent to this office. LANOASHI RE. 93.— Liverpool ( City).— The attention of Police is again directed to the proceedings of TWO MEN, who forward to householders, by post, patterns of damasks, cambrics, linens, ifcc., with circulars, in which they represent themselves as agents for Marshall and Henderson, Cheapside, Bradford, and Bennett, Wil- liams, and Co., Russell- street, Leeds, and state that they have very large stocks to dispose of at low prices, in consequence of the depressed state of trade, disso- lution of partnership, & c., and that they will call in a few days with the goods. When they call they have usually none of the goods of which patterns were sent, and endeavour to sell a quantity of worthless articles. One of the men usually enters the house selected while the other remains outside with a pack, which they carry on foot. Description— 1st, age about 30, height 5 ft. 9 in., complexion and hair dark, clean shaved ; dress, light overcoat, dark trousers, patent leather side- spring boots, black felt hat, carries a black stick with silver top.— 2nd, age 25, height 5 ft. 7 in., complexion fair, hair red, moustache light; dress, dark overcoat and trousers, side- spring boots, black felt hat, appearance of travellers. As no such firms as the above can be found there is good reason to believe that the object of the circular is to obtain admittance to houses for the purpose of selling goods of very inferior quality. ( Supposed same as described in Case No. 105, 28th Nov. last. Theabove two men have been identified as CHARLES EDWARD BELL and WILLIAM GANT. On the 19th December last they were charged at Hammersmith Police Court, London, with acting as pedlars without being licensed, and were fined 10s. each. One of them, CHARLES E.
