THE POLICE GAZETT PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, FEBRUARY 13, 1885. VOL. II., No. 118. REGULATIONS- 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GUEAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the O POLICE GAZETTD, if they are sufficient to enable action to be taken upon them by another Jorce. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, an i the exact conditions be clearly stated. o. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15 « . per portrait, and of Is. ( id. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property hear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, Kill be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Brummond f Co.,'' Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are acccpted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. SPECIAL NOTICE. FUGITIVE OFFENDERS. A recent case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain liis surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender as not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. SPECIAL NOTICE. PERSONS IN CUSTODY. EXPLOSIONS. WOODCUT PORTRAIT and description of JAMES GILBERT CUNNINGHAM, alias DALTON, alias GILBERT, remanded at Bow- street Police- court till Mon- day, 16th inst., charged with being concerned, with others, in mali- ciously causing an explosion at the Tower of London on the 24th ult, Age 22, height 5 ft. 5 in., com- plexion swarthy, broad features, thick upper lip, hair dark brown, worn smoothed, and not disarranged as in woodcut, eyes ( sunken) dark, no hair on face, scar top of third finger right hand, one ditto right forearm; dress, dark brown overcoat, black walking coat and vest, black- and- blue striped mixture trousers, turn- down collar, light silk scarf, black round felt hat, maker " Spellman, New York;" an Irishman, of Gartnamona, county Cork, Has spent some years in America, arrived not long ago from America, and may have spent some weeks lately in large towns where Irish congregate. HARRY BURTON, aged 30, height 5ft. 9 in., slight, com- plexion fair, hair brown, long sandy moustache, eyes grey, high cheek bones, very hollow cheeks, consumptive appearance, round shouldered, turns his feet out when walking, speaks with an American accent; dress, black diagonal overcoat, black woollen under do. and vest, " London and Liverpool Clothing Co., New York," on tab, brown trousers with small blue stripe, white stand- up collar, blue tie with brown spots, lace boots, black hard felt hat. A cabinet- maker. Born in Liverpool, supposed of Irish parentage. States he went to America when a boy. It is specially requested that any information which may be of service in tracing the associates or antecedents of these men be forwarded by telegram to Chief Superintendent Williamson, Great Scotland Yard, London, S. Had in his possession a large brown japanned tin box. Is well known at Birkenhead, Liverpool, Manchester, and Birmingham, where he is likely to go. A barman ; supposed native of Birmingham. Warrant issued. 3.— D Division.— For obtaining by means of a fictitious cheque, 1 brown Chesterfield overcoat, black diagonal morning coat and vest, and 1 pair check woollen trousers— JOHANNES MULLER, a German age 42, height 5 ft. 6 in., complexion pale, hair black, eyes ( small) hazel, very small face, wears spectacles with gold frames; dress, brown Chesterfield overcoat, dark trousers, high black hat. Warrant issued. 4.— E Division.— For being concerned with two men in custody in stealing £ 130 worth of jewellery— SIDNEY GARDNER, age about 34, height 5 ft. 7 or 8 in., complexion very dark, hair black, eyes brown, hands very dark ; dress, blue naval suit and cap with gold band. Supposed a Spaniard. Warrant issued. 5.— G Division.— For obtaining, 24th ult., by means of a worthless bill, 2 combined aneroids and clocks in balcony olive wood frames ; 1 lever striking thermometer, white opal scale in centre; 1 silver watch, size aneroid, altitude scale 100,000 ft.; 1 gilt ditto, Singer's compass at back, aneroid barometer in case, open dial, centre cut out, showing works— CAP- TAIN MAXWELL, of the steamship Elbe ( false), age 40 to 45, height 5 ft. 6 or 7 in., complexion sallow, hair and whiskers.( straggly) dark, slim build, small features, mild in manner and speech; dress, long dark grey ulster, hard felt hat. Warrant issued, 6.— N Division. — For stealing, 6th inst., 3 watches ( one a lady's gold open Geneva chased, one a lady's open face silver Geneva, one silver lever hunt- ing), 2 chains ( one gold albert, one long and three small links alternately, marked 18 carat, one plain old- fashioned long silver), 1 oval gold locket chased, small gold necklet attached, 1 gold scarf pin set small diamonds, 1 red coral brooch ( woman's hend with wreath), 1 plated necklet, dog's collar pattern, 1 bone pencil case, 1 grey Chesterfield overcoat, grey lining- License Holder HENRY FOSTER, alias CHARLES READ, Office No. 26510, age 30, height 5 ft. 9 in., complexion, hair, whiskers, and moustache ( slight) dark, eyes hazel, scars on right cheek, upper lip, back of right hand, and left thumb, slightly pockpitted ; dress, dark overcoat and trousers, hard felt hat, some- times wears a coat with sealskin collar and cuffs, and round cap. F 414. 7.— R Division.— Forembezzling£ 40— ARTHUR EDWARD BANKS, age 25, height 5 ft. 8 in., com- plexion pale, hair ( cut short and thin in front) and eyes dark brown ; dress, dark tweed coat and trousers, low brown felt hat, wears a snake pattern ring. A dispenser of medicines, is well- known to the medical profession and chemists in York. Warrant issued. sought for forgery, 30th October last, age 37 ( looks older), height 5 ft. 9 or 10 in., complexion fresh, hair and moustache light, side whiskers slight, inclined to be stout; well dressed. Formerly a stockbroker's clerk ; resided at Edgcumbe Villas, St. James's- road. Upper Tooting. The above reward will be paid by Messrs. Morgans and Harrison, solicitors, 15, Old Jewry Chambers, E. C., for such information as shall lead to the appre- hension of the said William Benjamin Giles. Warrant issued. 10.— For perjury— HERBERT COTTRELL, age 33, height 5 ft. 7 in., complexion sallow, hair dark ; dress, dark clothes, respectable appearance. A stockbroker, late of 285, Queen's- road, Peckham. Warrant issued. 11.— For stealing money and securities to a large amount— CHARLES MORGAN, a stockbroker's clerk, age 45, height 6 ft., complexion fair, hair, moustache, and Vandyke beard brown, very upright, subject to gout in feet and hands ; well dressed, of gentlemanly appearance. Warrant issued. 12.— For embezzlement— FREDERICK CHARLES PAPWORTH, age 30 to 32, height 5 ft. 9 in., com- plexion fair, hair, side whiskers, and moustache light brown, rather excitable when speaking, respectable appearance ; dress, light clothes, black hard felt hat; lately resided at 3, Colebrooke- row, Islington. BERKSHIRE. £ 5 REWARD. 15.— Abingdon ( Borough).— For embezzlement, 9th ult.— CHARLES DIXON, age 30, height 5 ft. 7 in., stout, complexion fresh, full face, whiskers and moustache ( which may be shaved off) sandy ; dress, long dark overcoat, black cloth under, hard felt hat. A draper's traveller ; is well known in Berkshire and Oxfordshire ; may endeavour to leave the country. The above reward will be paid by Mr. W. Badcock, Abingdon, for such information as shall lead to the apprehension of Dixon. Information to Supt. Robotham, Abingdon. CAMBRIDGESHIRE. 16.— Newmarket { County).— For obtaining, 9th j inst., by false pretences, 4 ladies' black cloth jackets, which she may endeavour to sell or pawn— MINNIE WILLIAMS, age 19, height about 5 ft., complexion pale, hair ancl eyes light; dress, black dress, jacket, I and hat. A native of Newmarket, Suffolk. Warrant issued. Information to Supt. Long, Newmarket. ESSEX. 17.— Brentwood ( County).— For deserting family — WILLIAM MORGAN, age 54, height 5 ft. 10 in., complexion fresh, hair dark brown, eyes blue, fore- [ finger left hand ridged straight, inclining inwards. | A good horseclipper, and generally carries a pair of horse- clipping scissors ; is addicted to drink ; may be found in Essex or Kent. A groom or gardener; native | of Ramsden, Bellhouse, Essex. Warrant issued. 18.— Brentwood { County).— For deserting wife and family- WILLIAM SIMMONS, age 31, height 15 ft. 4 or 5 in., stout, complexion fair, hair light brown, eyes dark blue, round shouldered. A native of South Weald, Essex; was last heard of at Col- | Chester. Warrant issued. Information to Supt. Dobson, Brentwood. FLINTSHIRE. 19.— Holywell { County).— Woodcut portrait and description of MARTIN BROWN, whose apprehension AYRSHIRE. 13.— Ayr { County).— For stealing between the 1st November and 20th January last, a patent English lever watch, No. 41602, flowered dial, gold chapters, steel hands, figures on dial defaced— STEPHEN JOHNS, a collier or jobbing watchmaker, age about 35, height 5 ft. 8 in., slight, complexion fresh, hair and moustache light brown, eyes hazel, smart military appearance, speaks with English accent; dress, grey tweed jacket, dark cord vest and trousers, black hard felt hat; served 12 years in the 21st Regiment, and was discharged in August, 1883. May be found at collieries, or travelling the country as a jobbing watchmaker, or in Militia barracks undergoing preliminary training. His father resides at Bickington, Newton Abbot, Devonshire. Warrant issued. 14— Ayr { County). — For falsehood, fraud, and wilful imposition, 23rd September last— SCOTT TULLOCH, age 28, height 5 ft. 9i in., complexion pale, hair black, whiskers usually shaved off, eyes grey. A sailor; native of North Roe, Shetland. Has been employed as constable in the City of Liverpool Police from August, 1878, to June, 1879; for over three years in the City of Glasgow Police; in Ayr- shire Constabulary from April to September, 1884; and in Kilmarnock Burgh Police for a few weeks in October last. May endeavour to join some other force. If found is not to be arrested until further instructions are received from the Chief Constable of is sought for forging a Bill of Exchange for £ 100 on the London and Provincial Bank, Limited— age 30, height 5 ft. 10 or 11 in., slight, complexion fresh, hair, whiskers, and moustache dark brown, eyes grey, rather squeaking voice, stoops slightly; dress, dark cloth jacket, tweed trousers. A brewer ; native of Raw- tenstall, Lancashire. Warrant issued. Information to Supt. Hughes, Holywell. FORFARSHIRE. 20.— Dundee ( Burgh). — For obtaining, 2nd September last. £ 38 by fraud- ALEXANDER WALL- MAN, age 33, slight build, height 5 ft. 2 or 3 in., com- plexion fair, hair ( parted in centre) light aubum, no beard or whiskers, moustache sandy, thin features, small head, sloping brow, prominent nose ; of good address and forward manners; wore a heavy gold watch, and a gold ring, set stone, on third finger left hand. Is an expert violinist, and smokes cigars or cigarettes almost constantly. Stated he was a Russian mining engineer; speaks good English. Is accompanied by his wife, OLGA WALLMAN, age about 24, height 5 ft. 2 in., stout, broad shouldered, complexion very dark, hair ( plaited at back and crumpled in front) and eyes dark, pleasant features, speaks English with difficulty ; and a child about 6 months old, all dressed respectable. Had with them 3 boxes, a brussels carpet bag, a leather hat- box, and a violin in case. Wallman resided at Newport, Fife TUESDAY, FEBRUARY 10, 1885. T H E P O L I C E G A Z E T TE 3 shire, for 2 months, and by stating that he purchased a violin in Glasgow for £ 700, induced a music- seller to advance him the balance (£ 38) and absconded. Is wanted in Newport, Monmouth, for obtaining £ 174 by fraud ( see Case No. 41). It is requested that music- sellers, ifcc., be warned against this man. Warrant issued. GLAMORGANSHIRE. 21.— Cardiff ( Borough).— Escaped from custody, 6th inst.— EDWARD JONES, sentenced to 6 week's imprisonment with hard labour, age 32, stout, height 5 ft. 6 in., complexion pale, hair ( short) light, clean shaved, full face ; dress, light tweed suit, drab dust coat, brown bowler hat. Information to Head Constable Hemingway, Cardiff". GLOUCESTERSHIRE. 22.— Stro ud { County).— For stealing 14 common barn fowls— TWO MEN, 1st, age 34, height 5 ft. 8 in., complexion fair, hair and eyes light, whiskers very slight, large mouth ; dress, dark monkey jacket and vest, moleskin trousers, billycock hat. A navvy, may be found at work on railways. 2nd, age 25, height 5 ft. 6 in., complexion, hair, whiskers ( slight), and moustache dark, wears earrings ; dress, moleskin suit, large red muffler, navvy boots, billycock hat. A navvy. Information to Snpt. Philpott, Stroud. HAMPSHIRE. 23.— Bitterne ( County).— For obtaining money by false pretences— HUGH CONNOR alias " TINICK," a cab- driver, age 25, height 5 ft. 5 or 6 in., complexion fresh, hair light brown, moustache slight ; light brown coachman's livery overcoat ( too large), dark coat and vest, light tweed trousers, black hard felt hat. Warrant issued. Information to Supt. Mintram, Bitterne. 24.— Basingstoke ( Borough).— For obtaining, 1st inst., £ 30 by false pretences— CHARLES HENRY BROWNE, age 38, height 5 ft. 10 in., complexion fresh, hair dark brown, whiskers, beard, and mous- tache brown, of good address ; dress, brown overcoat, high black hat. A commercial traveller, lately em- ployed by Messrs. Gerrish, Ames, and Simpkins, clothiers, Basingstoke. Formerly resided at 4, School- lane, Heaton Chapel, Stockport. Had with him a tin sample- box. Is supposed to be well known at com- mercial hotels in Cheshire, Lancashire, Derbyshire, Staffordshire, Glasgow, and Manchester, where he cashed a cheque for £ 24 3rd inst. Warrant issued. Information to Head Constable Hibberd, Basing- stoke. 25.— Portsmouth ( Borough).— For embezzlement, 28th ult.— EDMUND MILES, age about 35, height 5 ft. 5 or 6 in., very slight, complexion pale, hair, beard, and moustache ( slight) light, no whiskers, thin features, haggard and delicate appearance, lost left eye, and occasionally wears a green shade or an imitation glass eye, large front teeth, knock- kneed, walks as if excessively weak. A butcher ; native of Portsmouth, but has for some years been employed as Rate Collector by the Corporation of Portsmouth. Not to be appre- hended out of the United Kingdom. Wrarrant issued. 26.— Portsmouth ( Borough).— For embezzlement — WILLIAM PALEY, age about 25, height 5 ft. 7 in., complexion fair, hair and moustache ( slight) light, eyes hazel, thin features, of gentlemanly appearance and good address. A native of Sunderland, Durham. Has been employed as traveller to a Wholesale Provision Merchant. Is accompanied by his wife, age about 24, height 5 ft. 5 in., stout, complexion florid, hair dark brown, has been a barmaid. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Chief Constable Cosser, Portsmouth. HEREFORDSHIRE. 27.— Hereford ( City).— For stealing, 28tli ult., several gold keeper and wedding rings, some of the keeper rings 18- carat, with slanting stripes across chaste work, the others 12- carat chased buckle keepers ; all have price scratched inside; wedding rings, 22- carat, marked W. W.— A MAN, age about 30, height 5 ft. 5 or 6 in., complexion dark or sallow, hair, beard, whiskers, and moustache ( about a week's growth), dark ; dress, shabby dark clothes, black hard felt hat. Information to Chief Constable Richardson, Here ford. KENT. £ 20 REWARD. 28.— Faversham ( County). — Woodcut portrait and description of CHARLES GEORGE ROSSITER, whose apprehension is sought for forging acquittances and receipts for money, age 28 to 30, height 5 ft. 7 or 8 in., complexion fresh, hair ( rather curly) light, side • whiskers sandy, moustache slight; dress, dark ribbed jacket and trousers, black hard felt hat. A brickfield manager ; native of Teynham. Warrant issued. The above reward will be paid by C. Richardson, Esq., brick merchant, Teynham, for the apprehension of Rossiter. Information to Supt. Mayne, Sittingbourne. 29.— Mailing ( County).— For stealing 1 hand- saw, 1 tenon ditto, 3 planes, 3 chisels, 2 brad- awls, and 2 gimlets— WILLIAM BUNYARD, age 55 to 60, height 5 ft. 6 in., complexion fair, hair ( bald on top, and long at sides), tuft on chin, and eyes grey, round shouldered ; dress, black frock coat, grey mixture trousers, round hard felt hat. A cabinet maker; supposed native of Maidstone. Is accompanied by a woman, short ; dress, dark jacket, bonnet, and dress. Warrant issued. Information to Supt. Hulse, Mailing. 30.— Tu n bridge Wei Is ( Borough).— Forobtaining money by means of worthless cheques — JOSEPH WILLIAM HITCHMAN, age 24, height 5 ft. 7 in., complexion fresh, hair, whiskers, and moustache brown, appearance of a High Church curate; dress, black alpaca overcoat, black or dark blue jacket, serge trousers, black kid gloves, black felt hat with broad brim ; carried an umbrella, and wore a heavy albert chain. A native of Tunbridge Wells. His practice is to call upon painters and builders after banking hours with reference to repairs to be done to property, and usually asks to be obliged with one or two blank cheques on a local bank, which he fills up, and tenders in payment for coals to be deli- vered at a fictitious address, obtains the balance, and decamps. Warrant issued. Information to Chief Constable Embery, Tunbridge Wells. LANCASHIRE. 31.— Ashton- under- Lyne ( County).— For steal- ing, 26th ult., a Boston lever watch, No. 18663, white dial, brass hands— DANIEL SKIDMORE, age 26, height 5 ft. 5j in., complexion swarthy, hair black, eyes ( cast in both) brown, slightly pockmarked, tat- tooed on right arm, small burn marks on back of left, anchor back of left hand, wound- mark back of left leg; dress, faded black worsted jacket, grey vest, blue cloth trousers, blucher boots, black hard felt hat ( all old). Was discharged from Stafford Gaol on the 14tli ult. under supervision for 1 year, since which he reported himself to Police at Stafford, Hanley, Wigan, Lower Ince, St. Helen's, Oldham, Liverpool, Warrington, and Ashton- under- Lyne. Has been con- victed at Worcester and West Bromwich. Was a member of the Salvation Army, and stated he had been several times convicted of felony ; may join the same body elsewhere ; a native of Stafford. Information to Supt. THE KEY TO BIBLE STUDY. Take up the study of the Bible topically. It is , far better than reading a chapter every night and morn- ing, and then forgetting what is read. Some have to ut a mark in the Bible where they have read, so as to now where to begin reading next time. That's be- cause they don't think much of what they read. Take up one subject at a time— that of " love,'' for instance, and spend a month studying what the Bible says about love from Genesis to Revelation. Take up " grace," " faith," " assurance," " heaven," and so on. When you read the Bible be sure you always hunt for something. Again, study each book separately. Genesis is the key to the whole. It speaks of death, resurrection, judgment. It is the seed plant of the whole Bible. Again, take up one word in a book, such as the " be- jieves" in St. John's Gospel. Every chapter but two in that Gospel speaks of believing. So, also, look up the nineteen " personal interviews" with Christ re- corded in that Gospel. Take the " conversions" of the Bible. Take the seven " blesseds " and the seven " overcomes " of Revelation. If you want to get the best book on " assurance," read 1 John iii., and the three things there worth " knowing."
