T THE POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, NOVEMBER 21, 1884. VOL. I., No. 94. REGULATIONS. 1. All announcements for insertion in tlie POLICE GAZETTE, and all communications upon tliem, should be addressed to THE EDITOB OP THE POLICE GAZETTE, GEEAT SCOTLAND YABD, LONDON, S'. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4 In all cases where a reward is offered the name and address of some person responsible for ihe pay- ment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be Inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, andar- alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in Cfu. POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in ihe next issue. 10. In all cases, the officer signing the request for insertion of any announcement, wittbeuhulbf responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should betforwarded so as to be recsived not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter-. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crcsed " Drummond $ Co.," Pust Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing can only be accepted as advertisements J. MONEO, Editor. APPREHENSIONS SOUGHT. 1.— The composition of the Friday No. of the " Police Gazette " will be found arranged for easy reference as follows :— ( a). Regulations at top of 1st page. ( b). Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli cation in the form set forth in my circular of the 7th of November last. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A recent case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the despatch of two telegrams, the cost of which had to be re- funded by him. To avoid such expense, the Editor requests, that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is un- willing to incur any expense, with a view to obtain his surrender, a notification be made in the communi- cation sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. 6.— S Division.— For fraud— STANLEY MAR- SHALL, age 50, height 5 ft. 7 in., complexion, hair, and eyes dark ; dress, mixture suit, hard felt hat. Warrant issued. 7— T Division— For embezzling £ 30, 10th inst. — JOE CHAPLIN, age 32, height 5 ft. 4 in., com- plexion dark, hair and eyes dark brown, white patches at back of head, walks erect, is in the habit of twisting his moustache; dress, dark jacket suit, black hard felt hat or cap with peak. May endeavour to go to America. Not to be apprehended out of the United Kingdom. Warrant issued. 8.— W Division.— Woodcut portrait and descrip- tion of JOSEPH B. MURRAY, whose apprehension is sought for stealing £ 60 16s., the moneys of the London and South- Western Railway Company, age 23, height 5 ft. 5 in., complexion fair, hair light, eyes grey, speaks with Irish accent and feminine voice; dress, black METROPOLITAN POLICE DISTRICT. 1.— B Division.— For embezzling £ 300— HENRY HOOKE, age 35, height 5 ft. 9 in., complexion fresh, hair ( bald on top) light brown, moustache and side whiskers sandy; dress, black cloth overcoat, dark tweed trousers and vest, patent leather shoes, with brown cloth tops, brown felt hat. A clerk ; native of Pimlico- Warrant issued. 2.— G Division.— JOHN SWAN WATKINS, Case No. 4, 14th inst., not to be apprehended, warrant withdrawn. 3.- G Division. — For perjury — GEORGE EVANS LUCAS, age 22, height 5 ft. 8 in., complexion fair, hair and moustache ( slight) dark; dress, tweed suit, black hard felt hat. Warrant issued. 4.— P Division.— For stealing a sealskin jacket ( recovered)— EMILY BELTON, alias BEAYINGTON, age 32, height 4 ft. 10 in., rather stout, complexion sallow, hair and eyes ( one slightly crossed) brown; dress, black, dark grey waterproof, black bonnet trimmed satin and white flowers. Has friends named Beavington residing at Bingley and Redcar, York- shire, and Russell- street, Brighton, where she may go. Warrant issued. diagonal frock coat, brown mixture tweed trousers and vest, hard felt hat. Warrant issued. 9',— W Division.— Woodcut portrait and descrip- tion of OLIVER WILSON WILKINS, whose appre- hension is sought for embezzlement ; age 26, height 5 ft. 10 in., complexion ruddy, hair, whiskers, and moustache dark brown, eyes blue, carries his head ABERDEENSHIRE. 10.— Aberdeen ( City).— For embezzlement 4th inst.— JOHN LIGERTWOOD, ex- sheriff- clerk, age 70, looks younger, height over 6 ft., complexion pale, hair, whiskers and moustache, which may be shaved off, grey, slightly aquiline nose, long features, high cheek bones, stoops slightly, and walks slowly with 5.— S Division.— For embezzlement— WILLIAM RUDKIN, alias EDWARD RUDKIN and BEDFORD, age 20, height 5 ft. 7 in., complexion sallow, hair light brown, eyes blue, long thin Roman nose, small blotches bottom part of face, top teeth slightly apart, and dirty, respectable appearance. A baker ; native of Whaplode Drove, Lincolnshire. Warrant issued. slightly forward; dress, dark clothes, hard felt hat, wears a silver chain with old coins attached. AYRSHIRE. 11.— Ayr ( County).— For embezzlement, 26th Sep- tember last, at Cumnock— JAMES BOYLE, late collector for the Scottish Legal Life Assurance Society, age 37, height 5 ft. 7 in., complexion dark, hair ( supposed to be dyed) long and curly, and moustache ( long) black, eyes dark, sharp features, smart active appearance, well educated, and speaks with an Irish accent; dress, dark coat or jacket suit, lace boots, black hard felt hat ; is addicted to drink. BUCKINGHAMSHIRE. 16.— Great Marlow ( County)— For stealing, 31st ult., a roan cart mare, 7 years old, 15 hands, hind feet white, small white star on forehead, long thin mane and tail, wind slightly affected, in good condition— A MAN, age 23, height 5 ft. 6 in., stout, complexion fair, moustache slight; dress, light brown coat, cord trousers, white necktie, black hard felt hat. Sargent, High Wycombe. 17,— Steeple Claydon ( County).— For stealing, 26th ult., at Stowe, a drab waterproof riding overcoat, pockets at sides and left breast, one inside right breast, bore buttons ; a pair of old woollen trousers, and a blue silk handkerchief with white spots—" OX- FORD TOM, alias GINGER," a groom, age 33, height 5 ft. 5 in., complexion fresh, hair very light, eyes blue; dress, drab stable jacket, dark grey trousers, lace boots, black felt hat. CAMBRIDGESHIRE. 18— Cambridge ( Borough)— For stealing, 30th ult., a microscope and leather case ( recovered)— BARON YON ROHTSATTEL ( false), age about 35, height about 5 ft. 7 in., complexion fair, hair and moustache light brown, high forehead ; dress, brown mixture tweed suit, lace boots with broad toes, brown felt hat, of respectable appearance, carries a stick- Stated he was a teacher of foreign languages, and had in his possession letters in connection with the Military College at Oxford, where he is well known. Is accompanied by a woman, age about 40, height 5 ft. 6 in., complexion fair ; dress, dark clothss ; and a boy age about 9 ; a native of Llangristiolys, Anglesey. Warrant issued. CHESHIRE. 21.— Stockport ( Borough.)— For stealing 1 black cloth coat ( faded), 1 black soft felt hat, broad band, with 3 small buttons at sides— BARTHOLOMEW KILCOYE, age 36, height 5 ft. 101 in., stout, com- plexion fresh, hair, moustache, and side whiskers ( slight) brown, eyes grey, full face, scar on left fore- arm ; dress, stolen coat and hat, dark tweed trousers, old white muffler, and clogs. May be found at com- mon lodging- houses, or amongst Irish labourers at beerhouses. 22.— Stockport ( Borough).— For obtaining £ 2,10s. by means of the confidence trick— TWO MEN, 1st., age about 50, height 5 ft. 7 or 8 in., slight, complexion pale, hair ( turning grey) and moustache dark ; dress, dark coat, light trousers, dark tie, black hard felt hat ; 2nd, age about 45, height 5 ft. 7 or 8 in., stout, com- plexion fresh, clean shaved ; dress, light overcoat, high black hat; both of gentlemanly appearance and good address. CUMBERLAND. 23,— Penrith ( County).— For obtaining money by false pretences ( 3 card trick) .— THREE MEN, 1st, age about 30, height 5 ft. 8 or 9 in., slight, complexion fair, moustache light ; dress, dark overcoat, light grey suit, brown hard felt hat ; ' 2nd, age about 35, stout, height 5 ft. 7 or 8 in., complexion dark ; dress, dark overcoat, dark coat and vest." light grey trousers; 3rd, age about 30, height 5 ft. 8 in., stout, complexion and moustache dark ; dress, dark overcoat, brown suit, brown hard felt hat, wore a yellow chain ; all carried walking sticks. Is supposed to have left Edinburgh for England by 9.10 p. m. train, 1st inst. A native of Linlithgow. Warrant issued. Warrant issued. 32.— Fishponds ( County).— For stealing a large size long grey overcoat, pockets on hips and breast, ancl a brown cigarette case— A MAN, age about 40, height 5 ft. 7 or 8 in., beard, whiskers, and moustache dark brown, often wears spectacles ; dress, long dark overcoat, side- spring boots ( old), black felt hat. This man calls upon clergymen and schoolmasters and represents himself to be a schoolmaster out of a situation. Arrowsmith, Ware. KENT. 36.— Sittingbourne ( County).— For uttering, 25th September last, forged acquittances and receipts for money— WILLIAM F. SMYTHE, age 28, height 5 ft. 6 in., complexion fair, hair, whiskers, and moustache light; dress, light tweed suit, black soft felt hat. A native of Elmham Hall, East Dereham, Norfolk. Warrant issued. Mayne, Sittingbourne. 37— Dover ( Borough). — For deserting family— WILLIAM JONES, age 25, height 5 ft. 8 in., com- plexion fresh, hair ( curly on forehead) light, mous- tache slight, eyes hazel, W. J, and other marks tattooed on arm ; dress, dark clothes. A labourer, native of Dover. Warrant issued 38.— Dover ( Borough). — For deserting family— JAMES BOWLESS, age 40, height 5 ft. 2 in., com- plexion fresh, hair brown, eyes weak, ears pierced; dress, pilot coat, blue cloth trousers, soft billycock hat. METROPOLITAN POLICE DISTRICT. 99. - The attention of Police is directed to the pro- ceedings of a man trading as L. HARRY and CO., 8, Richardson- street, Oxford- street, and E. ARTHUR and CO., 23, Calverley- street, Mile End, London. He usually calls upon tradesmen and induces them to purchase a quantity of Stramonium Herbal Cigarettes and promises to have their names inserted in the local papers as the sole agents for the sale of the articles, and to forward handbills for distribution, but fails to comply with either of his promises.— Description— Age about 25, height 5 ft. 9 in., hair light, moustache sandy, of respectable appearance and good address. 100.— The attention of Police is directed to the proceed- ings of a firm known as J. M. VENETTIS and CO., who advertise and forward circulars to the various manu- facturing centres, stating that they have established a commercial and commission agency in London, last address, 2, West- street, London, E. C., for the exporta- tion and importation of goods between the various manufacturing towns in England and the Continent and also for the prosecution of trade inquiries. There is good reason to suppose that no genuine business has ever been transacted at their offices, and that the advertisement is published with the intention to defraud. 101.— The attention of Police is called to a female who advertises as MRS. MACGREGOR, care of Messrs. Drallim and Oliver, 18, Ironmonger- lane, Cheapside, E. C. Her practice is to insert advertisements in the daily papers, stating that she wishes to dispose of ( privately) to an immediate purchaser her complete set of Old English pattern electro- plated spoons and forks, stamped Al quality, for a small sum. By for- warding to persons replying to the advertisement a spoon or fork as a sample, she generally succeeds in obtaining the prescribed sum without sending the remainder of the articles ; and, if inquiry is made, states that the goods have been forwarded by Parcels Post. MACGREGOR is the last name which she gives herself; other names, however, have appeared pre- viously, viz., MKS. WENDERTON, Mrs. MIL- LARD ; and the firm of Drallim and Oliver above referred to is carried on by a man believed to be her husband. 102— The attention of Police is directed to the pro- ceedings of a man known as DR. J. R. REID, M. A., LL. D., alias DR. W. DAVIES, who issues the prospectus of the Royal Imperial Educational Insti- tute, & c., & c., 9, Healey- street, Camden Town, N. W., which it is alleged exists for the purpose of preparing pupils for the Universities, professions, < fec., obtaining employment for tutors and governesses, placing wards in Chancery, and the children of persons in the Colo- nies and India in suitable homes and institutions, where all the advantages of a superior education may be obtained, < fec., & c. This man also advertises constantly for governesses, lady chaperones, < fcc., and also for good homes in which to place pupils of a superior class, whom, he states, he is able to introduce to clergymen and others without commission, but invariably demands a fee for associa- tion with the " Institute" before he can give any information. As the above address is that of a private house, and Reid appears to be the only person known in connec- tion with the Institute, there is good reason to believe that no real benefit is to be derived therefrom, and that the only object of the advertisement is to obtain the Association fee.
