POUCE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, SEPTEMBER 12, 1884. VOL. I., No. 74. REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should, ' be addressed to THE EDITOE OF THE POLICE GAZETTE, GEEAT SCOTLAND YAED, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4 In all cases where a reward is offered the name and address of some person responsible for the pay- ment must be given, and the exact conditions be clearly stated. 5, Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. • S. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the nane of such person be required to be inserted, andno warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Announcements concerning stolen property must be guaranteed by an officer of not less rank them Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and ar' alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in tht. POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in t- he next issue. 10. In all cases, the officer sigmng the request for insertion of any announcement, will Ie wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should beforwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crcsed " Drummond § Co.," lust Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. CUMBERLAND. £ 500 REWARD. IDENTIFICATION OF BODIES. UNCLAIMED The attention of the Editor has been directed to the want of any system existing for the publication of descriptions of dead bodies coming into the hands of Police, and which are buried without having been iden- tified. It having been suggested that the particulars should be inserted in the POLICE GAZETTE, the Editor will be glad to print any information which it may be considered desirable to publish. IDENTIFICATION OF PRISONERS. The Editor desires to call attention to the fact that all photographs of prisoners in custody, trans- mitted to the Convict Branch of the Metropoli- tan Police Office, for purposes of identification, are seen by the police or warders who visit all prisoners under remand, in the Metropolitan Police District three times a week. This system, esta- blished in 1879, has been the means of ascertaining the previous convictions of 7000 prisoners, and affords great facilities to Chief Officers of Police, and the Governors of Her Majesty's Prisons. Such photographs are also compared with the albums in the Convict Office con- taining the portraits of all Convicts liberated in the Kingdom, which are further open to the personal examination of any police officer or warder. WHEREAS, about 10.45 p. m. on Saturday, 30th ult., an explosion of dynamite, with intent to destroy life and property, was caused at the house of Mr. Thomas Moffat, Crossfield Eoad, Cleator Moor, Cumberland. The above reward will be paid by Messrs. Brock- bank, Helder, and Brockbank, Solicitors, Whitehaven, to any person ( not being a member of the Police Force in the United Kingdom) who shall give such information as shall lead to the apprehension and conviction of the person or persons who committed this offence. Information to be given to Chief Constable Dunne, Carlisle, or Inspector Anderson, Cleator Moor. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 2.— Central ( Convict Office).— Escaped from custody, at Bow- street Police Station, 10th inst.— FREDERICK ONSLOW WRAY, Office No. 23278, age 29, height 5 ft. 9 in., complexion fresh, hair dark, eyes brown, scars each side of head, outside left buttock and chin, brown scars right buttock, black moustache, no whiskers or beard, respectable appear- ance ; dress, dark cutaway coat and vest, light trousers, hard felt hat. ; is suffering from spinal disease, and may apply at hospitals or dispensaries for advice. Sentenced at Central Criminal Court on 3rd August, 1881, to 5 years' penal servitude for forgery after previous conviction. Liberated 10th November, 1883. H 722. May endeavour to go to France. 3.— C Division— For obtaining .£ 19 5s. 6d. by fraud, 24th July last— ARTH UR YOUNG, age about 30, height 5 ft. 10 in., complexion fair, hair short, very thick and never parted, light, gentlemanly appear- ance ; dress, light suit, black hard felt hat. A native of Chelsea, Middlesex. Warrant issued. 4.— G Division.— For stealing, 2nd inst., a black dress suit, " Gibb" on tab and buttons; 1 black diagonal coat and vest, " Wadsworth " on tab ; 1 brown Chesterfield overcoat, " Gibb " on tab ; 1 pair yellow, black, and grey mixture trousers; I black silk um- brella, a box of mathematical instruments, and £ 6 in gold SCHNEIDER, supposed a German, age 40, height 5 ft. 5 in., complexion, hair ( cut short), and eyes ( small) dark, clean shaved; dress, light brown coat, dark mixture trousers, brown wideawake hat. Carried a black leather bag ; left behind an old black shiny leather portmanteau, labelled, Mr. Schneider, King's Cross Station, containing an old hassock and a piece of wood. 5,— S Division— For embezzlement— ARTHUR VICARS, age 35 to 40, height 5 ft. 7 in., complexion fair, hair ( curly) dark, eyes grey ; dress, black frock coat, dark trousers, hard felt hat. Has been in business at Manchester as a draper. Warrant issued. THL POLICE GAZETTE. N. S. in triangle, 1 No. 5127 gross weight 108 lb. 4 oz., 1 No. 5730 gross weight 55 lb. 10 oz., addressed Hannam and Stephens, Gil- lingham, Dorset, value .£ 120— TWO MEN, 1st, age 25, height 5 ft. 8 in., complexion, hair, and whiskers ( slight) fair, eyes blue; dress, dark frock coat and hard felt hat; had the appearance of a clerk; 2nd, gave the name of JAMES GREEN, age 35, height 5 ft. 8 or 9 in., complexion fresh, hair and whiskers light brown, eyes hazel; dress, dark clothes and low hard felt hat. Warrant issued. 7— Y Division.— For stealing, 29th ult., a dark chesnut ( Russian) pony, 4 years, 12 hands, star on forehead, 4 white feet, chipped knees, hog mane, tail cut square, a set of silver- plated harness, square buckles ( plated hames), a small chocolate- coloured village cart, picked out black with two small white lines either side of black stripe, movable seat, an old mackintosh apron, and gig whip— A MAN, age 24, height 5 ft. 4 in., slight moustache ; dress, light suit, black hard felt hat. Information to be forwarded to Metropolitan Police Office, 4, AVhitehall- place, S. W. BEDFORDSHIRE. 8.— Luton ( BoroughJ.— For stealing a silver hori- zontal watch 30th ult., No. 74140, Benson, London, on dial, a silver Albert, close pattern, with miniature gun attached— ROBERT FOWLER, age 27, height 5 ft. 5 in., complexion, hair and eyes dark, moustache slight; dress, black coat and vest, brown ditto under, light cloth trousers, plaid shirt, white cotton socks, black felt hat. A saddler, has been employed as such in the Midland Counties, Warrant issued. Information to Head Constable Jaquest, Luton. BERKSHIRE. 9.— Windsor ( Borough).— For stealing 50 sove- reigns, 1st inst.— HANNAH NORTH, age about 32, height 5 ft. 5 or 6 in., complexion dark, hair ( grey on top of head) black, scar on forehead, good- looking; dress, supposed black dress and black sealskin hat.— WILLIAM DAWSON, late 2nd Battaljon Coldstream Guards, and discharged from Reading Gaol 30th ult., age 20i, height 5 ft. 9J in., complexion fresh, hair ( cut short) brown, eyes grey ; dress, supposed new clothes. A native of Bedale, Darlington, Yorkshire. Warrants issued. £ 2 2s. REWARD. 10.— Windsor ( Borough).— For stealing a dapple- grey horse pony, long tail, enlarged joint near foreleg; a village cart, springs painted black, picked out orange colour, monogram " A. H." on tail- board, " Henry Gold, Windsor and Long Acre," on caps of wheels ; a set of harness ( nearly new), metal mountings, " A. H." in monogram on pad and winkers, 22nd ult.— MAN, age ( about) 30, height ( about) 5 ft 6 in., slight, light mous- tache ; dress, black cutaway coat, vest, plaid trousers, high black hat. Warrant issued. The above reward will be paid by Mr. Alfred Horlock, Windsor, for the conviction of the thief and recovery of the property. Information to Supt. Hayes, Windsor. CARDIGANSHIRE. 11.— Aberystwith ( County).^ For embezzlement— GEORGE SMITH, age ( about) 44, height 5 ft. 0 or 7 in., stout, complexion florid, hair brown, eyes blue, prominent front teeth, subject to epileptic fits ; dress ( supposed), dark cloth shooting jacket, vest and trousers, black hard felt hat; last seen in Liverpool about 17th July last. Warrant issued. Information to Deputy Chief Constable Lloyd, Aberystwith. CARNARVONSHIRE. 12."— Bangor ( County).-— For obtaining by a ficti- tious cheque £ 3 in cash, 5 postal orders for £ 1 each ( Nos. § 0210621, 0210622, 0210623, 0210624, 0210625), and £ 2 worth of stamps— N. SHAW, alias G. HUTCHINGS and G. MORGAN age 21, height 5 ft. 8 in., com- plexion fair, hair light, eyes ( weak) blue ; dress, light cloth overcoat and vest, shabby gaiters, black tie with ring, high or round felt hat; carried a small portman- teau and hat box ; a native of Deal, Kent. Warrant issued. Information to Chief Constable Clayton, Carnarvon CHESHIRE. 13.— Runcorn ( County).— For stealing from the flat Antelope at Anderton, between 6tli and 7th inst., 1 pair Blucher boots; 1 pair worsted trousers, 1 alarm clock, " George Mills " scratched on back ; 1 car- digan jacket, 1 scarf, 1 felt hat- SAMUEL GOODIER, alias " WOODIER" and " SUGAR," age 23, height 5 ft. 3 in., complexion fresh, hair brown, eyes blue, large scar on forehead, dirty appearance, maybe wear- ing the stolen clothing. May be found in the company of sailors and low boatmen at docks, quays, wharves, & c. Previously convicted and wanted for another offence. Warrant issued. 14.— Runcorn ( County).— For stealing, 23rd ult., from the barque " James W. Fisher," 1 silver English lever watch, maker C. E. Gawne, Dalton- road, Barrow- in- Furness, No. 12206 ; 1 pocket book, containing money and two seaman's discharges in the name of John Robinson ; 1 cotton handkerchief, and 1 pair of grey worsted stockings— FRANK , age 20, height 5 ft. 10 in., complexion, hair, and moustache ( small) dark, middle finger right hand crushed and bandaged ; dress, black cloth monkey jacket and trou- sers, Wellington boots with wooden wedges in spur boxes, blue pilot cloth cap with strap and sloping peak, military appearance. Supposed native of Kidder- minster, and states he is well known in London. Had in his possession a discharge from the Army Hospital Corps, and a silver medal and star for the Egyptian campaign. Information to Supt. Leah, Runcorn. 15.— Birkenhead ( Borough). — Woodcut portrait and description of LILY NORRINGTON, alias BOS- WELL, wanted for the murder of her child, age 22 ( looks 28), height 5 ft. 3 in., complexion fair, hair light, eyes blue, face shrunken and haggard, good teeth, knits her forehead when speaking ; dress, black cash- mere skirt, slate- coloured jersey, greyish- brown dol- man, red flannel petticoat with broad band, pepper- and- salt straw hat trimmed white lace arid poppies, lace boots. A prostitute. Warrant issued. Information to Chief Constable Barker, Birkenhead. DORSETSHIRE, 16.— Dorchester ( County).— For illegally traffick- ing with convicts at Portland Prison, 4th inst — THOMAS JAMES FOWLER, prison warder, aSe 44, height 5 ft. 9 in., stout, complexion and hair dark whiskers ( bushy) and moustache turning grey, square shoulders, large feet; dress, old- fashioned black cloth suit, felt hat. Has served in the Royal Navy, and will probably endeavour to go to sea. Friends reside at Bath, Somerset. Warrant issued. Information to Supt. Gale, Dorchester. DURHAM. 17— South Shields ( Borough).— For obtaining goods by fraud— Captain ARTHUR ERNEST CLEMENTS ( supposed false), age about 36, slight, height 5 ft. 0 or 7 in., complexion sallow, hair ( parted in centre) and moustache ( slight) dark, side whiskers cut short, thin face, good- looking, slightly bowlegged, spends money freely, affects a slight American accent; wears when indoors a gold lace uniform and two medals ; left behind him linen marked " Paget." This man represented that, he was captain of the American steam yacht " Vixen," lying at Glasgow, preparing for a voyage round the world, and advertised for a lady to travel as companion to his mother and sister, then staying in Paris. Has obtained by false pretences manuscript histories of Captain Walter McLean and a mercantile marine officer named " Douglas," whose names he may use for an unlawful purpose. Supposed same as described in Case No. 31, 18th April last. Warrant issued. Information to Head Constable Moorhouse, South Shields. EDINBURGH. £ 50 REWARD. 18.— Edinburgh ( City)— For stealing £ 50 and five blank cheques of the Royal Bank of Scotland • also for forging and uttering one of the above cheques for £ 600— DAVID LOVE, age 26, height 5 ft. 9 in., complexion pale, hair dark brown, moustache ( heavy) dark, small side whiskers, knock- kneed ; dress, black corded cloth walking coat, light trousers, round felt hat; of gentlemanly appearance. A clerk ; native of Paisley, and speaks with a West- country accent. It is supposed that he will endeavour to utter the other cheque and to leave the country. It is requested that immediate inquiry may be made at seaports railway stations, & c. The above reward will be paid by " The Distillers Company, Limited,', 12, Torphichen- street, Edinburgh for his apprehension and recovery of the property. GLAMORGANSmRE 19.— Pontypridd ( County).— Escaped from custody charged with housebreaking at Ystrad— JOHN JONES, alias WILLIAM LITTLE, a tramp, age 32, height 5 ft. 8 in., complexion very dark, hair darkj whiskers about 6 weeks' growth, left ear slit, with sticking plaster thereon; dress, dark dress coat pockets behind, black trousers, side- spring boots ( light), black stuff cap ; has been in the habit of sleeping in cattle- sheds, stables, & c. Information to Supt. Matthews, Pontypridd. GLOUCESTERSHIRE. 20.— Dursley ( County).— For housebreaking and stealing, 31st ult., a lady's silver Geneva watch, a twisted silver chain with tassel, key, heart, cross, and anchor attached— A MAN, age about 22, height about 5 ft. 11 in., complexion fresh, hair brown, eyes blue, large scar between thumb and first finger left hand ; dress, long brown overcoat, torn centre of back, side- spring boots ( old), black hard felt hat, carried a small basket. Information to Supt. Harrison, Dursley. 21— Gloucester ( County).— For housebreaking— A MAN, age about 32, height 5 ft. 5 or 6 in., stout, complexion fresh, hair, whiskers, and moustache sandy, eyes blue ; dress, dirty whits slop, corduroy trousers ( tied up at knees with piece of string) and vest, skullcap with button. Information co Deputy Chief Constable Chipp, Gloucester. 22.— Stroud ( County)— For stealing, 1st inst., about £ 150 gold— A MAN, age ( about) 28, height 5 ft. 7i in., complexion fresh, hair and moustache ( heavy) brown, eyes grey, lost 1st joint off 3rd finger left hand ; dress, black diagonal coat and vest, plaid trousers, black round hard felt hat, button boots. Has served in the Dorsetshire and Somersetshire Regi- ments, and belongs to the 1st Class Army Reserve, and will probably be found in the company of soldiers or Army Reserve men. Was seen on the G. W. Railway platform at Gloucester 1st inst. Information to Supt. Philpott, Stroud. 23.— Bristol ( City.)— For failing to report— License Holder JOHN SMALL, Office No. 23466, age 37, height 5 ft. 6 in., complexion fresh, hair brown, eyes hazel, bust of woman on arms, B. C. D. on ribs, blue mark on wrist, ring on second finger left hand. Sen- tenced at Bristol on the 2nd January, 1880, to 5 years'' penal servitude for larceny. Liberated 17th December, 1883. Y. HAMPSHIRE. 24— Basingstoke ( Borough).— For stealing, 5th inst.. a 56- inch Excelsior bicycle, nearly new, painted black, picked out with white lines, two steps, top one being lately screwed on, makers Bailey and Thomas Coventry— KEMP RICHARDSON, age about 22, height 5 ft. 8 or 9 in., complexion fresh, hair light brown, moustache and whiskers slight, of good ad- dress ; dress, diagonal coat and vest, light trousers, black hard felt hat; stated he was engineer, and going to Richmond. Information to Head Constable Hibberd, Basingstoke. HEREFORDSHIRE. 25.— Hereford ( City).- For failing to report- MORDECAI EVANS, Office No. 25796, age 32, height 5 ft. 5 in., complexion light, hair light, eyes blue, mole centre of forehead, scars right of neck, on left nostn and small of back, mole left side. Sentenced at Swansea on the 15th October, 1872, to 7 years penal servitude and 7 years' police supervision tor larceny- Liberated 28th December, 1878. " 27.— Folkestone ( Borough).— 18th ult., two £ 5 notes ( numbers unknown), £ 20 in gold, and about £ 6 in various moneys in green cotton bag— A MAN, who gave the name of RICHARDSON, age 30 to 35, height 5 ft. 9 or 10 in., complexion fair, hair dark, moustache ( small) light; dress, light brown suit, striped woollen shirt, round hard - felt hat. Stated he belonged to a travelling theatrical company. Information to Supt. Taylor, Folkestone. LANARKSHIRE. 28.— Hamilton ( County).— For assault, 8th inst- JOHN MUIR, age 24 or 25, stout, height 5 ft. 10 or 11 in., complexion pale, hair dark brown, moustache ( slight) brown, round full face ; supposed previously convicted in Fifesliire about 5 years ago for a similar offence. A pit- sinker or miner ; native of Blantvre, Lanark. Information to Chief Inspector Carmichael, Hamilton. 29.— Glasgow ( City).— For embezzling £ 74 5s. Gd, 1st inst.— DAVID HEWITT HUNTER, late treasurer to the Union and Crown Lodge of Freemasons, No. 103, 30, Hope- street, Glasgow, age 26, height 5 ft. 8 in, complexion fair, hair dark, eyes hazel, full set of false teeth; dress, light tweed suit or black frock coat, felt or satin hat. A native of Glasgow. Warrant issued. 30.— Glasgow ( City).— For fraudulently obtaining a portmanteau and £ 54 10s. by means of a forged • order— JAMES PHILLIPS, alias WILLIAM YOUNG ( a supervisee), age 43, height 5 ft. 7J in, complexion fresh, hair, whiskers, and moustache grey, eyes hazel, scar on right side of cheek; dress, dark tweed jacket and vest, brown check tweed trousers, round felt hat. Was convicted for larceny at Liverpool sessions on the 10th August, 1880, and sentenced to 5 years' penal servitude and 7 years' police supervision, and liberated from Parkhurst Convict Prison on licence on the 16th July last. I't is requested that special inquiry be made at hotels, shipping offices, etc. Warrant issued. Information to Chief Constable McCall, Glasgow. LANCASHIRE. 31.— Bury ( County).— For failing- to report — Supervisee MARY ANN STOTT, alias FLOOD, Office No. 25748, age 42, height 5 ft. 2 in, complexion fresh, hair greyish, eyes blue, artificial upper front teeth, nose broken. Sentenced at Salford Sessions 3rd December, 1883, to nine calendar months' and 3 years' police supervision for larceny ( person). Liberated on 2nd September, 1884. Information to the Superintendent, Bury. 32.— Lancaster ( County).— For failing to report — Supervisee MARY ANN KILROY, alias MARY FOY, Office No. 25798, age 27, height 5 ft. 3 in, com- plexion dark, hair blac- k. eyes blue, J inside and blue marks outside left arm, anchor, O. A. on right. Sen- tenced at Wigan 5th November, 1878, to 18 calendar months' for larceny ( person). Liberated 4th May, 1880. 558178. Information to Superintendent, Old Trafford, Man- chester. 33.— Oldham ( Borough).— For failing to report— Supervisee JOHN CALLIGHAN, alias MATTHEWS and SLOAN, Office No. 22943, age 71, height 5 ft. 3in.^ complexion fresh, hair and eyes grey, scar left of chin ; a shoemaker. Sentenced at Salford Sessions 8th January, 1883, to 9 calendar months' and 4 years' police supervision for felony.
