POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MAY 16, 1884. VOL. I., No. 40. REOUL 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOE OF THE POLICE GAZETTE, GEEAT SCOTLAND YAED, LONDON, S. W. 2 Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4 In all cases where a reward is offered the name and address of some person responsible for the pay- ment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen jproperty, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engrming on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, ilic requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. A T I O N S. 8. Announcements of all persons to be apprehended or of stolen property bear a number, andar- alphabetically arranged by counties. 9. The force ivhich causes particulars concerning delinquents, or stolen property to be inserted in tin POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," lust Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on appli- cation in the form set forth in my circular of the 7th of November last. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once noti- fied to the Editor. IDENTIFICATION OF PRISONERS. The Editor desires to call attention to the fact that all photographs of prisoners in custody, transmitted to the Director of Criminal Investigations, for purposes of identification are seen by the police or warders who visit all prisoners under remand, in the Metropolitan Police District three times a week. This system, esta- blished in 1879, has been the means of ascertaining the previous convictions of 7000 prisoners, and aftords great facilities to Chief Officers of Police, and the Governors of Her Majesty's Prisons. Such photographs are also compared with the albums in the Convict Office con- taming the portraits of all Convicts liberated in the Kingdom, which are further open to the personal examination of any police officer or warder. IDENTIFICATION OF BODIES. UNCLAIMED The attention of the Editor has been directed to the want of any system existing for the publication of descriptions of dead bodies coming into the hands of Police, and which are buried without having been iden- tified. It having been suggested that the particulars should be inserted in the POLICE GAZETTE, the Editor will be glad to print any information which it may be considered desirable to publish. METROPOLITAN POLICE DISTRICT- PERSONS IN CUSTODY. l.- Committed for trial at the Central Criminal Court Ses- sions, 19th inst,, for unlawfully depriving the parents of the possession of a child, ANNIE JOHNSON, 3, Bouverie Road East, Folkestone, Kent. DESCRIPTION OF CHILD- Elizabeth Hearnden, native of Acrise, Kent, age 10, looks older, complexion fair, hair dark brown, eyes ( full) light blue, full face, good teeth, walks upright; may have a small scar on one forefinger; dress grey linsey ( two flounces), or black cobourg ( two flounces), brown ulster, black straw hat, trimmed crape, white flannel and linsey petticoats, unbleached underclothing, The woodcut portraits are those of her sisters, whom she resembles. It is alleged that the child was removed from above address on 8th March last by a " Sister Mary," to be placed in a Convent or Charitable Institution, and may have been admitted under the name of Johnson or Shean. FRIDAY, MARCH 28, 1884. CITY OF LONDON. M 2.- £ 200 REWARD. WHEREAS on the afternoon of Saturday, the 29th of March, 1884, EDWIN JAMES PERKINS was found murdered in the cellar of No. 2, Arthur Street, West, in the above city. A reward of £ 100 will be paid by the Commissioner of Police of the City of London to any person ( other than a person belonging to a Police Force in the United Kingdom) who shall give such information as shall lead to the discovery and con- viction of the murderer or murderers, to which amount, with the same object, a further sum of .£ 100 will be added by Her Majesty's Government, and the Secretary of State will advise the grant of Her Majesty's gracious PARDOM to any accomplice, not being the person who actually committed the murder, who shall give such evidence as shall lead to a like result. Information to be given to the Inspector of the Detective Department, 26, Old Jewry, London, or at any Police Station. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 3.— G Division.—. JOHN HENRY JENKINS, Case No. 4, POLICE GAZETTE, 21st March last. Special attention is called to the woodcut and description of this man, who has recently been seen in Gravesend and Norwich. 4.— G Division For stealing, 6th inst., 7 ten- pound Bank of England notes— WILLIAM SHAUGH- NESSY, age 25, height 5 ft. 7 in., complexion, hair and moustache fair; dress, long light overcoat, dark striped trousers, side- spring boots ( drab tops), black hard felt hat. A carman. 5.— G Division.— For stealing 5th inst. a diamond half- hoop ring, set in silver, containing 5 brilliants, 4i carats, set with 10 roses, a MAN and WOMAN, who called under the pretence of selecting jewellery. The woman pretended to faint, and after the man had removed her from the shop the ring was missed ; 1st, age 30, height 5 ft. 6 in., thin features, moustache and eyes dark, respectable appearance ; 2nd, age 30, medium height, stout, complexion fresh, dress, respect- able. 6.— M Division,— For obtaining money by false pretences — EDWARD THOMAS KNAPP, age 30, height 5 ft. 6 in., complexion sallow, hair and eyes dark; dress, black suit, gentlemanly appearance ; a schoolmaster, and has been employed at Hove, Shore- ham, Southborough, and Malmesbury. Warrant issued. V— R Division.— For stealing growing Hovers— JESSIE FRANCIS, alias MARY ANN PALMER, License Holder, Office No. 6983, sentenced 7th January, 1880, at Maidstone to 5 years' penal servitude, age 42, height 5 ft. 4 in., complexion sallow, hair light, eyes blue, scars on forearms, and left temple, ill- looking, high cheek bones, shows her teeth when talking, dress, black ( shabby). May be found at work in market- gardens in Kent. 8.— R Division. — For bestiality — CHARLES WHITE, age 25, height 5 ft. 8 in., complexion fair, hair light, dress, fustian jacket, blue guernsey under, yellow cord trousers, coloured shirt, brown cloth cap. A carman. Native of Marden, Kent. 9— T Division,— For attempted sacrilege— A MAN, age 35, height 5 ft. 8 in., whiskers sandy ( slight), dress, black pilot jacket, light cord trousers, black soft felt hat, and light boots. This man is suspected of having recently committed several cases of sacrilege in suburbs adjacent to the Metropolitan Police District. 10.— V Division.— For stealing, 24th ult., from a field at Stag Farm, Kingston Yale, Putney, 2 bay mares ( one recovered) ; the other 15 hands 2 inches— TWO MEN, 1st aged 26, small dark moustache; dress, dark suit, eheesecutter cap; 2nd, age 30, side whiskers ( slight), fair ; dress, light brown suit; appear- ance of stablemen. CITY OF LONDON. 11.— For stealing securities to the amount of £ 10,000, BASIL O'BRIEN, age about 40, height 5 ft. 8 to 10 in., complexion florid, hair light brown, mous- tache ( heavy) dark sandy, clean shaved; is in the habit of pulling and twisting the ends of his mous- tache, is well educated, and of agreeable manners ; dress, respectable frock coat, generally buttoned, wears a plain gold ring and gold eyeglasses, which he fre- quently uses. Warrant issued. 12.— For embezzlement— SAMUEL SIMPSON, age 30, height 6 ft. 2 in, stout, complexion fair, hair, mous- tache, and small side whiskers brown ; dress ( when last seen), light dust overcoat, dark trousers, and black soft felt hat, wide brim. Warrant issued. 13.— For fraud— JOSEPH SCALES, 25, Lexham Gardens, Cromwell- road, London, age about 57 or 58, height about 5 ft. 7 in., complexion pale, high forehead, hair, whiskers, and moustache grey; dress, black frock coat and vest, dark trousers, and high black hat. Warrant issued. 14.— For fraud— EDWARD M'DOUGALL STOP- FORD CLAREMONT, late of 32, Devonshire- place, Marylebone- road, London, age 35, height 5 ft. 8 or 9 in., complexion fresh, hair, whiskers, beard, and moustache dark brown, good looking, dress respect- able. BERKSHIRE. 15:— Newbury { County).— For stealing, 12th inst., 1 black cloth frock coat, 1 do. waistcoat, 1 pair light striped cloth trousers ( pockets on hips), 1 white linen shirt front, with 3 gilt studs, 1 pair gilt sleeve links, 1 half- sovereign, and 1 florin— A MAN, age 28, height 5 ft. 8 in., complexion fair, hair and moustache dark ; dress, stolen clothes. Bennett, Newbury. 16.— Reading ( Borough).— For deserting family 29th March last— WILLIAM HENRY FREEMAN, age 35, height medium, dress, plaid jacket ( dirty), cord trousers, and black hard felt hat. Warrant issued. Information to Chief Supt. Purchase, Reading. BUCKINGHAMSHIRE. 17.— Ay I esb u ry County/— For stealing, 2nd inst., a large size cash box, painted oak and gold colour, containing three sovereigns and two half- sovereigns, and a cash book, blue cover, " Ledger" thereon— TWO MEN, 1st, age about 20, height 5 ft. 7 in., slight, complexion fair, long features, hair light brown, dress dark brown mixture tweed suit and black hard felt hat; 2nd, age about 23, height 5 ft. 5 in., complexion fresh, hair dark brown, dress rough dark overcoat, boots with brown cloth tops, and black hard felt hat. These men enter shops under the pretence of obtain- ing change for a sovereign, during which time they endeavour to commit a larceny. Information to Dep. Ch. Constable Denson, Ayles- bury. CHESHIRE. 18.— Birkenhead ( County).— For stealing a double case verge watch, No. 535, and steel albert chain, and key— JOSEPH JONES, alias GEORGE and JOHN HIBBERT, age 27, height 5 ft. 7 in., complexion fresh, hair and whiskers dark, weak eyes, large head, round shoulders, turns his toes out when walking, dress, dark pilot cloth coat, corduroy trousers. May have in his possession a dark pilot cloth overcoat, lined alpacca, with two pockets outside. Warrant issued. Information to Chief Supt. Egerton, Birkenhead. 19.— Broxton ( County).— For stealing, 23rd March last, £ 3 3s. Id., at Christleton— THOMAS EARDLEY, age 30, height 5 ft. 6 or 7 in., complexion fresh, hair light, eyes grey, second finger right hand injured; dress, grey coat and vest, cord trousers, white slop, pockets at sides, lace boots ( old), and soft felt hat. O 20.— Middlewich ( County).— For failing to re- port, License Holder JOHN DARCY, OfficeNo. 22870, age 55, height 5 ft. 2 in., complexion sallow, hair and eyes grey, scars on forehead, between eyebrows, and on neck, left little toe bent, nose fractured. Sentenced at Shrewsbury, the 14th October, 1879, to 5 years' penal servitude for larceny. Licensed 30th September, 1883. Reg. No. F. 952. Information to Supt. Hindley, Middlewich. £ 2 Reward. 21.— Stockport ( Borough). — Amended informa- tion of JOHN DIVISION ( see POLICE GAZETTE, Case No. 12, 11th ult.):— SHELIA ZIMMERMAN, alias JOHN DIVISION ( supposed false), age 46, height 5 ft. 6 in., complexion sallow, hair light brown, eyes grey, scar three inches long under left jaw, large scar back of neck, bullet wound near left ankle. Convicted at King's Lynn in June, 1882, and at Isle of Ely in November, 1882, for felony, in name of HENRY DAVIS. Correct name supposed HARGREAVES. A cabinet- maker and French polisher. Has resided at Thorne, Yorkshire ; Crowle, Lincolnshire; and Keadley, Shef- field ; and is - well- known at the latter place. Warrant issued. Information to Chief Constable Staples, Stockport, by - whom the above reward will be paid for the appre- hension of Zimmerman and recovery of the property. 22.— Stockport ( Borough).— For stealing 6s. 6d. on 18th ult.— A MAN age about 25, height 5 ft. 4 in., stout, complexion fresh, hair dark brown, dress round pilot jacket, cord trousers ( dirty,) heavy lace boots, red neckerchief with flowers thereon, cloth cap tied across top. This man obtains lodgings and decamps next morning. Stated he was a platelayer and had been transferred from Crewe. Information to Ch. Constable Staples, Stockport. CUMBERLAND. 23.— Penrith ( County).— For obtaining by false pretences on 6th September, 1883, the sum of £ 4 10s.— GEORGE GRAHAM ( supposed false), age about 30, height about 5 ft. 8 in., slight, complexion sallow, hair ( thick) brown, full whiskers, dress dark melton coat, light trousers and vest, black hard round felt. hat. A TAILOR, and a MAN, age 50 to 55, height 5 ft. 6 in., stout, hair ( short) and whiskers grey, dress grey suit, and black hard round felt hat. Appearance of a servant. These men are hawkers of cloth, supposed adept swindlers, and previously convicted. Warrants issued. Information to Supt. Fowler, Penrith. DEVONSHIRE. 24.— Torquay ( County).— For obtaining goods by false pretences— P. OWEN STANLEY ( supposed false), age 40 to 45, height about 5 ft. 9 in., complexion ruddy, hair ( bald top of head) and eyes dark, beard and moustache red, smart appearance; dress, dark diagonal suit, black or drab round felt hat perforated at sides ; accompanied by a woman, age 27 ; height 5 ft. 2 in., complexion pinkish, eyes blue; sometimes wears a respirator. Warrant issued. Information to Superintendent Barber, Torquay. DORSETSHIRE. 25 Wimborne ( County).— For arson at Kinson, JOSEPH WILLIAM RABBITS, age 1G, height, 5 ft. 3* in., complexion fresh, hair dark brown, eyes brown ; dress, blue coat, brown trousers ( old) and dirty, black round hard felt hat, old boots. Native of Kinson. Warrant issued. Information to Superintendent Batty, Wimborne. ESSEX. 26.— Grays ( County).— For stealing, 29th ult., £ 4— JOHN TOVEY, alias TOBEY, age about 25, height about 5 ft. 5 or 6 in., complexion dark, hair, moustache ( slight), and eyes dark brown, pockpitted ; dress, black cloth coat or jacket, snuff colour cloth trousers and vest, white calico shirt, linen collar with imitation gold stud, white muffler, sidespring boots, and black felt hat A labourer. Native of Poplar. Warrant issued. Information to Supt. Dobson, Brentwood, or Inspector Allen, Grays. 27:— Saffron Walden ( Borough).— For embezzle- ment— JOSEPH JARVIS, age 19, height 6 ft., com- plexion fresh, hair and eyes brown, slovenly gait; dress, light suit. Native of Saffron Walden. May be employed as a labourer or stockman on a farm near York. Warrant issued. Information to Inspector Cooper, Saffron Walden. GLAMORGANSHIRE. £ 20 Reward. 28.— Cardiff ( Borough).— For stealing, 7th ult., £ 236 15s. Od. :— DANIEL DAVIES, age 34 or 35, height 5 ft. 7 in., complexion ruddy, whiskers and moustache sandy, may now be clean shaved, dress grey plaid suit, and black felt hat. A clerk. Has resided at Birmingham. Supposed will endeavour to leave the country. Information to Chief Constable Hemingway, by whom the above reward will be paid for the appre- hension of Davies and recovery of the money, or in proportion thereto. Pain, Alton. £ 10 Reward. 30.— Newport, Isle of Wight ( Borough).— For stealing, 8th inst., a cheque for £ 26 8s. 6d., payable to Messrs. Mew, Langton, and Co., 3 £ 5 Bank of England Notes, one No. sjjHbff, dated 24th September, 1883, and about £ 25 gold and silver— a MAN, age about 30, height 5 ft. 7 or 8 in., complexion sallow, hair and whiskers dark, dress dark clothes. The above reward will be paid by Messrs. Mew, Langton, and Co., Brewers, Newport, Isle of Wight, for the apprehension and conviction of the man and the recovery of the property. Information to Supt. Blackwell, Newport, Isle of Wight. 31.— Portsmouth { Borough).— For fraud, 19th ult., GEORGE ALSTEENS, age about 50, height 5 ft. 5 or 6 in., complexion fair, hair light brown, moustache ( small) sandy, eyes grey, dress dark over- coat, brown suit under, black or brown felt hat ( worn low on forehead), slovenly appearance, and carries his hands in his pockets, a Frenchman or Belgian, speaks broken English with French accent, and gesticulates freely ; has a large sum of money and probably some jewellery in his possession, and may endeavour to go to France or Belgium. HERTFORDSHIRE. 32.— Ware ( County).— For stealing, 13th inst., at French's Lodge, Hoddesdon, Bury, 1 boy's black cloth suit, white speck in back of coat, 1 blue cloth pilot jacket, velvet collar ( nearly new), 1 pair black cloth and 1 ditto striped trousers, 1 black cloth and 1 brown striped vest, 2 grey striped flannel shirts, 1 ditto larger stripe, 1 ditto plain, 2 pairs lace boots ( 1 boy's and 1 size 5), 2 ditto button ( 1 woman's, size 5), sup posed by TWO MEN; 1st, height 5ft. 6in., round features, scar right cheek; dress, grey suit, hard felt hat, wears a fishmonger's apron ; 2nd, height 5 ft. 6 in., thin features; dress, black coat, corduroy trousers, dark cap. Information to Supt. Arrowsmith, Ware. KENT. 33.— Faversham ( County).— For obtaining by false pretences, 26th ult., at Rainham, a coat^ ARTHUR MILLER, age 24, height 5 ft. 8 in., com- plexion sallow, blind right eye, which is closed, walks upright, dress black cloth cutaway coat, fustian trousers ( old) and black cloth cheesecutter cap. Native of Chrishall Grange, Cambridgeshire. Warrant issued. Information to Supt. Mayne, Sittingbourne. 34.— Tunbridge Wells ( Borough).-^ For stealing a tricycle, Premier make, front steerer, ball bearing all over, a MAN, age 45 to 50, height 5 ft. 6 or 7 in ; hair, slight moustache and imperial sandy, large scar under left jaw ; dress brown tweed suit ( shabby), and black hard felt hat, wore a gold watch chain. Stated he was a pensioner from the army. Supposed same as described in POLICE GAZETTE, Case No. 13, 25th ult. Warrant issued. Information to Head Constable, Embery, Tunbridge Wells. LANCASHIRE. 35.— Bolton ( County).— For stealing 2 mares ( re- covered)— A MAN, age 22, height 5 ft. 4 or 5 in., com- plexion sallow, hair and moustache dark ; dress, old faded black cloth coat, cord trousers, scarf round neck, billycock hat. Information to Supt. Holland, Bolton. 36.— Bootle ( County).— For uttering worthless cheques— A MAN, age about 28, height 5 ft. 8 or 9 in., complexion and moustache dark, hair brown, dress, light overcoat, dark suit under ( much worn), and black hard felt hat. Speaks with an Irish accent. This man calls on tradesmen, purchases goods to a small amount and tenders cheques for a large sum ( receiving the balance in cash) on Messrs. Bagley, Williams, and Co.' s Bank, Leeds, which on being presented are dishonoured. May also issue cheques on Parr's Banking Company ( Limited), where he had an account. Information to Supt. Walsh, Bootle. 37 Pemberton ( County).— For stealing, 10th inst., at Ashton, 1 jack plane, and 1 cross- cut saw— EDWARD SMITH, age 40, height 5 ft. 7 in., com- plexion dark, whiskers turning grey; dress, old blue overcoat, hard felt hat. Information to Supt. Weir, Pemberton. 38.— Prescot ( County). — For stealing, 23rd ult., a gold watch, a link pattern chain, a silver locket and chain, a plain gold locket and chain, 2 gold rings ( 1 set 2 rubies and 2 pearls, the other 2 corals and 2 sapphires), and 17s. 6d. silver— THREE MEN, ages about 26, heights 5 ft. 3 or 4 in., 1st, complexion fresh, hair sandy; 2nd, hair dark brown; 3rd, complexion swarthy, hair dark ; all dress dark clothes and black hard felt hats. Information to Superintendent Barker, Prescot. 39.— Wigan ( County).— For failing to report- License Holder JAMES REGAN, Office No. 23356, age 29, height 5 ft. 2 in., complexion fresh, hair brown, eyes hazel, scars on head, right temple, eyebrows, between eyes, on right forefinger, and third finger left hand. Sentenced at Liverpool the 7th November, 1879, to 5 years' penal servitude for burglary. Licensed 8th December, 1883, Reg. No. F 1023.
