THE POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, APRIL 4, 1884. VOL. I.. No. 28. REGULATIONS- 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OE THE POLICE GAZETTE, GKEAT SCOTLAND YARD, LONDON, S. W. . 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible Jor the payment must be given, ani the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of " stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per .. portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an c " YT of not less rank than Inspector, or analagous thereto. 8. Announcements of all persons to be apprehended or of stolen properly bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer• signing the request for insertion of any anno'mcement, will be wholly responsible for any proceedings which may result from such puilication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond § Co., n Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in my circular of the 7th of Nov. last. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of deliver}- of the POLICE GAZETTE, may be at once notified to the Editor. IMPORTANT NOTICE. The Editor has received ivith satisfaction numerous letters from Chief Officers of Police expressing approval of the New Series of the Police Gazette, and notifying instances of useful information obtained solely thereby, and formerly sought in vain. He will be exceedingly glad to be favoured with any suggestions for its farther improvement. He takes the opportunity of stating that the Tuesday Edition is transmitted to the Head Quarters of Regiments and to Her Majesty's ships, and is forwarded ivitli the Friday issue to all the Police Stations in the United Kingdom indicated by Chief Officers of Police. No objection will be made to the extension of this list even to Single Constables or Detached Posts, and no charge whatever will be made. The object of the Editor is to ensure the contents of the POLICE GAZETTE being brought home to every Police Officer in the country, and to this end he seeks to enlist the hearty eo- operation of all ranks. AYRSHIRE. MURDER, £ 10 0 REWARD Whereas about 10.30 p. m. on the 11th of March, 1884, Mr. Robert Rankin, who resided alone in Yolga Bank Cottage, Moscow, Galston, near Kilmarnock, was found murdered in his dwelling by some person or persons unknown. A Reward of £ 100 will be paid by J. Pollock Steven- son, Esq., Procurator- Fiscal of Ayrshire, to any person ( other than a person belonging to a Police Force in the United Kingdom), who shall give such information as shall lead to the discovery of the murderer or murderers. The following property was stolen from the deceased, viz.:— A gold lever watch, No. 34611, gold dial, gold balance wheel, spring above, jewelled in four holes. Two gold albert chains— one twisted, and one plain — supposed connected with common wire, and worn together, A pocket knife and pair of compasses supposed to have been left behind by the murderer or murderers, may be * 7 t/ seen on application. Information ( private or otherwise) to be given to Captain McHardy, R. N., Chief Constable of Ayrshire, Ayr, or to J. Pollock Stevenson, Procurator- Fiscal* of Ayrshire. ' X 2 T H E P O L I C E G A Z E T T E. TUESDAY, APRIL 1. 1884. M METROPOLITAN POLICE DISTRICT. 2. WHEREAS about 1 a, m on the morning of 26th February 1884, an EXPLOSION with felonious intent was caused in the Cloak Room of the London Brighton, and South Coast Railway, Victoria Station; and WHEREAS about 5.30 p. m. the preceding day, 25th February, 1884, a brown leather portmanteau, 18 inches long, 11 inches wide, and 8 inches deep, containing dynamite and clockwork arrangements for exploding the same, was deposited in the Cloak Room of the Great Western Railway, Paddington Station; and WHEREAS between 6 and 8 p. m. on the same day, a black American cloth portmanteau [ much worn] 22 inches long, 11 inches wide, and 9* inches deep, also containing dynamite, and similar arrangements to explode contents, was deposited in the Cloak Room of the South Eastern Railway Company, Charing Cross Station; and WHEREAS between 7 and 8 p. m. on the same day, a black leather bag, about 18 inches long, by 9 inches deep, Avith nickel fastenings, also containing dynamite, and similar arrangements to explode the contents, was deposited in the Cloak Room of the London, Chatham and Dover Railway, Ludgate Hill Station. All with felonious intent. Of the above reward, £ 1,000 will be paid by the Secretary of State for the Home Department to any person ( not being a member of a Police Force in the United Kingdom), who shall give such information and evidence as shall lead to the discovery and conviction of the person or persons by whom these crimes were caused or attempted, and the Directors of the London, Brighton and South Coast, Great Western, South Eastern, and London, Chatham and Dover Railway Companies, will pay on the part of each of those Companies a reward of £ 280, in addition to that offered by Her Majesty's Government, for the same information, and the Secretary of State for the Home Department will advise the grant of Her Majesty's most Gracious PARDON to any accomplice, not being the person who actually committed the crime, who shall give such evidence as shall lead to a like result. The following are the descriptions of Five Men supposed to have been concerned in these outrages: 1st,— Age 40; medium height; hair light brown; moustache fair, rather long; dress, black ribbed cutaway coat, dark trousers, round black felt hat, black ribbed overcoat. An American. 2nd.— Age 28 ; height 5 ft, 4 to 6 in., thin face ; complexion, hair, eyes, and moustache dark ; dress, dark clothes, rough dark overcoat, round hard felt hat, An American. 3rd.— Age 29 ; height 5 ft. 10 or 11 in. ; large round red face ; light brown hair, slight moustache ; square built, turns his toes out when walking, soldierly appearance; dress, light tweed tourist suit, lace boots, soft felt hat. 4th.— Age 30; height ~> ft. 5 in.; brown hair, full beard ; small features, short thick neck, stiff built; dress, light brown mixture suit, black fur cap, white muffler, lace boots. oth.— Age 25 ; height oft, 10in. ; fair complexion, dark beard and whiskers; dress, black overcoat, broad brimmed black soft felt hat. O APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT, 3.-— M Division.— Woodcut portrait and descrip tion of JOHN O W E N, who absconded, 3rd inst., stealing £ 213, the moneys of his employer, age 22, height 5 ft. 9in., slight, thin face, complexion sallow, hair and eyes dark ; dress, dark Newmarket overcoat, dark suit under, hard felt hat, which he usually wears on one side. Native of Southwark, Surrey. 4.— N Division, — Further particulars and de- scription of CHARLES SMITH, alias BLAIR and GRAY ( see POLICE GAZETTE, 14th inst., Case No. ® 3). It is believed this man has received a number of horses stolen within and around the metropolis re- cently, and disposed of them in the eastern counties. He has stated his intention of visiting Wales shortly, where he may be found at fairs, markets or horse repositories, and horses will probably be sent to him for disposal. When last seen he wore a false mous- tache and was clean shaved with the exception of very small dark side whiskers. Gipsy appearance. Information to Director of Criminal Investigations, Great Scotland- yard, London, S. W. CITY OF LONDON. 5.— For embezzlement : GEORGE EDWARD CHALKLEY, age- about 40, height 5 ft. 5 or . C in., stout, complexion dark, hair, whiskers, and moustache black ; dress, black frock coat and vest, dark trousers, and high black hat. Warrant issued. 6.— For fraud, ALBERT HURWITZ, age 27 or 28, height 5 ft. 6 or 7 in., complexion, hair, whiskers, moustache, and eyes dark, scar on nose ; chess, respect- able dark clothes. A Jew. BERKSHIRE. 8.— Reading { Borough).— For stealing, 6th inst., a Monarch tricycle, swing pedals, no cog wheel or chain, painted ( rather badly) black and yellow, spokes slate colour, pan seat, witb cushion of brown, amber and red rep cloth, JOHN WOODS ( supposed false), age about 25, height 5 ft. 5 in., slight, complexion fair ; dress respectable, was accompanied by a man, height about 5 ft. 7 in. Warrant issued. Information to Chief Supt. Purchase, Reading. BUCKINGHAMSHIRE. 9.— Newport Pagnel, { County).— For stealing on the 25th ult., at Ilanslope, £ 1, A MAN, age 18, height 5 ft. 8 in, complexion fair, hair brown; dress, pilot jacket, dark tweed suit, black felt bat, and red necktie. Stated he was a clerk, and was making his way to friends at Watford, Herts. Information to Inspector Moore, Newport, Pagnel. 10.— Stony Stratford { County).— For obtaining, 13th inst., at Wolverton, £ 2 15s. by false pretences, JAMES BUTCHER, age about 25, height 5ft. 4 or 5 in., complexion fresh, hair light brown, moustache sandy, eyes hazel; dress, light tweed suit and black hard felt hat; native of Strangeways, Manchester; and a MAN, age about 28, height, 5 ft. 6 in., complexion, hair, and moustache dark, eyes dark brown ; dress, dark mixture suit, and black hard felt hat. These men are travelling the country with a bay horse and light spring cart, wheels picked out red and brass mounted harness, selling ironmongery, & c. Warrants issued. Information to Supt. Hal!, Stony Stratford. DERBYSHIRE. 11.— Derby { Borough).— For/ stealing, 21st inst., a gold watch, chain, key and locket ( recovered) and a large oval gold brooch, yellow stone in centre, a pair of embossed oval shape gold ear- drops, A MAN, age 30 to 35, height, 5 ft. 4 or 5 in., slight, complexion sallow, moustache dark brown; dress, brown over- coat, black felt hat, carried an umbrella; and a WOMAN, age about 30, tall and slight, complexion fan-, hair light, small eyes and high cheekbones ; dress, claret colour, Newmarket ulster, dark hat and short black veil, wore a gold chain outside ulster, and carried a small bag and umbrella. They spoke with a foreign accent, and are believed to be Germans. Information to Chief Constable, Delaeombe, Derby. ESSEX. 12.— Brentwood { County).— For rape, a MAN about 25 to 28, height 5 ft. 6 or 7 in., complexion very pale, moustache and whiskers ( slight) sandy; dress, single- breasted black or tweed coat and trousers, black hard felt hat, white wrapper. Information to Supt. Dobson, Brentwood. H ERTFORDHI RE. 13.— Watford { County).— For obtaining money by false pretences, WILLIAM WILSON ( supposedfalse), age 27 or 28, height 5 ft. 8 in., complexion fresh, hair brown, nearly blind left eye; chess, dust coat, dark tweed trousers, hard felt hat, carries an umbrella. Warrant issued. Information to Supt. Terry, Watford. KENT. 14.— Borstal, { Prison).— 29th ult., escaped at 8.30 a. m., HENRY BIGNALL, a convict, age 24, height 5 ft. 3£ in., complexion fresh, hair brown, eyes blue; dress, prison clothing, drab jacket vest, and breeches, marked with broad arrow, blue stockings with red stripes. Information to the Governor, II. MT Convict Prison, Borstal, near Rochester. KINCARDINESHIRE. 15.— Stonehaven { County).— For obtaining £ 1 by false pretences, 7th inst., THOMAS DONALD, alias JOHN STUART, age about 63, height 5 ft. 10in., hair and whiskers ( turning grey) brown, prominent nose, high cheek bones ; dress, rough dark plaid suit, heavy lace boots. Native of Banffshire. Has been convicted at Kirkcudbright and Kilmarnock ^ in names of Robert Craig, Grey and McCullocli. Information to Chief Constable Weir, Stonehaven. LANARKSHIRE. 16.— Hamilton, ( County).— For stabbing 23rd inst., at Tollcross, JOHN McGIIEE, age about 20, height 5 ft. 5 or 6 in., complexion fresh, hair, mous- tache ( slight), and eyes dark, thin features; dress, dark corded cloth jacket and vest, dark grey tweed trousers, round hard felt hat, and heavy lace boots. Native of Tollcross. Smart appearance. Warrant issued. Information to Supt. Cornelly, 174, High- street, Glasgow. LANCASHIRE. 17.— Chorley { County).— For an indecent assault, JOSEPH WILSON, age 46, height 5 ft. 6 in., com- plexion dark, hair ( turning grey), whiskers and moustache black, eyes brown ; dress, dark coat and vest, dark grey trousers, black soft felt hat. Native of Chorley. Warrant issued. Information to Supt. Beetham, Chorley. 18.— Little Bolton, { County).— For stealing, 24th inst., at Blackrod, two watches ( one silver lever, stop, maker, Thomas Milner, Wigan, on dial. No. 1745, long silver chain attached, one silver, plated or gold hands maker, ( supposed) Richard H. Entwistle, Ko. 2921), and some silver and copper coins, A MAN, age about 30, height, 5 ft. lin., hair and moustache dark brown, round shoulders, birthmark right of forehead; dress, dark mixture coat and vest, black cloth trousers, side spring boots, black hard felt hat. Supposed native of Wigan. Information, to Supt. Holland, Little Bolton. £ 1 Reward. 19.— Old Trafford { County)— For stealing, 19th inst., at Eccles, a small square brass travelling clock, glass sides, about 8 in. high and 4 in. wide ; a lady's small dark brown sealskin bay, containing a Nor- wegian knife, maker, " Wliksted," on blade, a MAN, age about 26, height 5 ft. 6 in., slight, stoops slightly, hair and moustache dark ; dress, black felt hat and low shoes. The above reward will be paid by Major Chad- wick, 3 Belgrave- crescent, Eccles, for the apprehension and conviction of the thief or thieves and recovery of the property. Information to Supt. Bent. Old Trafford. 20.— Pemberton, { County).— For stealing, 28th ult., at Piatt Bridge, fowls ( recovered), THOMAS ATHERTON, alias TOM BOBBER, age 30 to 35, height 5 ft. 7 in., complexion fresh, hair, ( sometimes dyed) whiskers, and moustache brown, eyes large, broad shoulders, stoops slightly; dress, black pilot cloth coat, black vest, cord trousers, hard felt hat, generally wears clogs. Native of Pemberton. Information to Supt. Weir, Pemberton. 21.— Rochdale ( County),— For failing to report— License holder JOHN HARGREAYES, Office No. 23200, age 41, height 5 ft. 5 in., complexion and hair fair, eyes blue, blue scars centre of forehead and on kneecap, varicose veins in legs. Sentenced at Sheffield the 14th November, 1879, to 5 years penal servitude for military offence. Licensed 6th November. 1883. Reg. No. F 1068. Information to Supt. Tindall, Rochdale. 22.— Liverpool, { City). — For embezzling, on the 12th ult., £ 33 14s. 2< 1., HENRY WOOLLEY, age about 20, height 5 ft. 8 in., slight hair red, moustache sandy. A clerk. Native of Sandbach, Cheshire. Warrant issued. <£ 5 Reward. 23.— Liverpool { City).— For stealing, 27th ult., £ 240, ALEXANDER FORSYTH ANDERSON, may assume the name of ALEXANDER SMITH, age about 40, height 5 ft. 6 or 7 in., square shoulders, complexion ruddy, haggard appearance, hair ( bald top of head), whiskers, and moustache dark sandy or brown, slight cast in both eyes, usually dressed in dark overcoat, brown suit, and felt hat, wears a large link pattern gold guard ; late Master of the Brownlow Hill Workhouse ; supposed to have about £ 300 in his possession, and may endeavour to leave the country. It is requested that enquiries may be made at shipping offices and seaports. Native of Aberdeen. Warrant issued. The above reward will be paid by II. J. Hugger. Esq., Clerk to the Select Vestry, Liverpool, for his apprehension. £ 10 Reward. 24.— Liverpool { City).— Woodcut portrait and description of WILLIAM JAMES SEFTON, wanted for embezzling £ 49 5s. 3d., on 13th inst., age 30 to 35, height 5 ft. 7 or 8 in., slight, complexion sallow, hair, moustache ( slight) and side whiskers fair, dress respectable and wears spectacles. Late a collector in the employ of the Cheshire Lines Committee. Warrant issued. The above reward will be paid by David Meldrum, Esq., Manager of the Cheshire Lints Committee, for his apprehension. Information to Chief Supt. Williams, Liverpool. 25.— Manchester, ( Citi/)'.— For obtaining £ 12 by fraud, DOUGLAS 1\ STANLEY, age 33, height, 5 ft. 7 in., complexion light, moustache heavy: dress, long check overcoat, and black felt hat. Supposed wanted at Hull, Grimsby, and other places for similar offences. Warrant issued. Infotmatiou to Chief Constable Wood, Manchester. 26.— Accringtcn { Borough).— For embezzling on the 22nd ult., £ 5, WILLIAM BAMFOKD, age about 36, height 5 ft. 7£ in., complexion fresh, hah-, whiskers ( long and bushy), and moustache dark brown, eyes grev or blue, walks quickly and erect: dress, long overcoat, black frock under ditto, black soft felt hat, low SIIOL'S. A hawker of coals, has been in the army and has a brother, a blacksmith, residing at Rochdale. Warrant issued. Information to Chief Constable Beattie, Accring- ton. 27.— Lancaster { Borough).— For failing to report. Supervisee MARYANN McQ/ UILL, alias McGUILL, Office No. 23369, age 21, height 5 ft. 2 in., complexion fresh, hair brown, eves grey, sears on left thumb and under left eye, wait inside left arm. NORFOLK. 28.— Norwich ' Citt/).— For obtaining goods by fraud, Captain WALTER T. COURTENEY, age about 35, height 5 ft. 6 or 7 in., hair ( turning grey) dark, eyes grey; dress, black diagonal suit, maker James Marrow, Chichester- street, Belfast, on collar, and high black hat, or brown mixture suit, or sea captain's uniform, with two medals on breast. Warrant issued. Information to Chief Constable Hitchman, Norwich. NOTTINGHAMSHIRE, 29.— Nottingham { Borough).-— For failing to report — Supervisees THOMAS SLADEN, Office No. 23940, age 34, height 5 ft. 9 in., complexion sallow, hair dark brown, eyes blue, pock- pitted, tattooed on arms and body. Sentenced at Nottingham the 19th January, 1883, to 12 months hard labour and 1 year's police supervision for larceny. Liberated 18th January, 1844. Reg. No. 1453. GEORGE ATKIN, alius BROWN, Office No. 23094. age 19, height 5 ft. 3 in., complexion fresh, hair light brown, eyes hazel, scars on bottom lip and left breast, several small moles on belly. Sentenced at Nottingham the 19th January, 1883, to 9 calendar months hard labour and 1 year's police supervision for larceny. Liberated 18th October, 1883. Information to the Chief Constable, Nottingham. SHROPSHIRE. 38.— Oswestry { County).— For stealing, 10thinst., a light grey she ass, in foal, rather small, 7 years old, hair rubbed off each side, turns her fore feet out when walking, a MAN, age about 45, height 5 ft. 5 or 6 in, complexion dark, whiskers under chin dark brown ; dress, dark coat, brown ( supposed) cord trousers, old black hard felt hat, and side- spring boots. A broom maker; supposed making his way to Ravens Moor or Beam Heath, near Nantwich, Cheshire. Information to Supt. Gough, Oswestry. SOMERSETSHIRE. 39.— Glastonbury { County).— For embezzlement, THOMAS FOWLER, age about 28, height 5 ft. 8 in., stout, complexion fresh, full round face, short neck, hair, small side whiskers, and moustache dark brown ; usually dressed in black worsted cloth suit and hard felt hat, and carries an overcoat and black hand bag. Late a clerk in the employ of Mr. E. A. Crosse, wine and spirit merchant. Wells. Native of Shepton Mallet, Warrant issued. Information to Deputy Chief Constable Bisgood, Glastonbury, or to Sergeant Witcombe, Shepton Mallet. STAFFORDSHIRE. 40.— Burslem { County).— For stealing, 23rd ult., at Sneyd Green, a pair of lace boots, some cheese, and bacon, WILLIAM IIENSHAW, alias THOMPSON and ROWSON, age 38, height 5 ft. 7-|- in., complexion fresh, hair, whiskers, beard, and moustache dark, eyes hazel, G. U. N. E. B., C. R., cross, and wreath right arm, anchor and unicorn left arm, bracelet back of each wrist, stand and cross pipes back of right hand, gunner and spots back of left hand, blue ring back of each third finger, D. D. D. left side, scar from wound left shin; dress, dark tweed jacket and vest, cord trousers, brown felt hat, and clogs. A tramp. Native of Raynor, Cheshire. Has been convicted at Knuts- ford, Chester, Doncaster, Stafford, and Glossop. Warrant issued. 41.— Burslem, ( County). — For stealing, 20th inst., at Wolstanton, a new blue and white counter- pane, JOHN FIDDLER, age 60, height 5 ft.
