POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, MARCH 28, 1884. VOL. 1.. No. 26. EEGULATIOWS- 1. All announcements for insertion in the PoLidE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. . .; 2. Particulars concerning persons whose apprehension is sought will be inserted in one tssue of the POLICE GAZETTE, if they are sufficient to enable Action to be taken upon them by another force. 3. Particulars as to stolen property will be likew\ se inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the nAme and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension U sought for serious offences, and engravings of itolen property, will be prominently inserted, Uitli detailed particulars, at a cost of 15s. per .. portrait, and of Is. 6d. per photograph or sketth of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension tif a person, must be guaranteed by the signature of an officer of not less rank than Superintendent ? and, if the name of such person be required to be inserted, and no warrant is in force against him( the requisition must be signed by the chief officer of police, or his immediate deputy, of the county j city, or borough, as the case may be. 7. Announcements concerning stolen property mutt be guaranteed by an cjTcrr of not less rank than Inspector, or analagous thereto. ^ ___ 8. Announcements of all persons to be apprehended or of stolen property bear a numier, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in my circular of the 7tli of Nov. last. 3.— It is particularly requested that any complaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. IMPORTANT NOTICE, The Editor has received vrith satisfaction numerous letters from Chief Officers of Police expressing approval of the New Series of the Police Gazette, and notifying instances of useful information obtained so- lely thereby, ancl formerly sought in vain. He ivill be exceedingly glad to be favoured with any suggestions for its farther improvement. He takes the opportunity of stating that the Tuesday Edition is transmitted to the Head Quarters of Regiments and to Her Majesty's ships, and is forwarded with the Friday issue to all the Police Stations in the United Kingdom indicated by Chief Officers of Police. No objection will be made to the extension of this list even to Single Constables or Detached Posts, and no charge whatever will be made. The object of the Editor is to ensure the contents of the POLICE GAZETTE being brought home to every Police Officer in the country, and to this end he seeks to enlist the hearty • co- operation of all ranks. AYRSHIRE. MURDER £ 10 0— B EWAHD. l.- Whereas about 10.30 p. m. on the llth of March, 1884, Mr. Robert Rankin, who resided alone in Yolga Bank Cottage, Moscow, Galston, near Kilmarnock, was found murdered in his dwelling by some person or persons unknown. A Reward of £ 100 will be paid by J. Pollock Steven- son, Esq,, Procurator- Fiscal of Ayrshire, to any person ( other than a person belonging to a Police Force in the United Kingdom), who shall give such information as shall lead to the discovery of the murderer or murderers. The following property was stolen from the deceased, viz.:— A gold lever watch, No. 34611, gold dial, gold balance wheel, spring above, jewelled in four holes. Two gold albert chains— one twisted, and one plain — supposed connected with common wire, and worn together, A pocket knife and pair of compasses supposed to have been left behind by the murderer or murderers, may be seen on application. METROPOLITAN POLICE DISTRICT, 2,— M Division.— Woodcut portrait and descrip tion of JOHN OWE N, who absconded, 3rd inst., stealing £ 213, the moneys of his employer, age 22, height 5 ft. 9 in., slight, thin face, complexion sallow, hair and eyes dark ; dress, dark Newmarket overcoat, dark suit under, hard felt hat, which he usually wears on one side. Native of Southwark, Surrey. 3.— N Division. — Further particulars and de- scription of CHARLES SMITH, alias BLAIR and GRAY ( see POLICE GAZETTE, 14th inst., Case No " 3). It is believed this man has received a number of horses stolen within and around the metropolis re- cently, and disposed of them in the eastern counties. He has stated his intention of visiting Wales shortly, where he may be found at fairs, markets or horse repositories, and horses will probably be sent to him for disposal. When last seen he wore a false mous- tache and was clean shaved with the exception of very small dark side whiskers. Gipsy appearance. CITY OF LONDON. 4.— For embezzlement : GEORGE EDWARD CHALKXiEl, age about to, neignt 5 it. 5 or 6 in., stout, complexion dark, hair, whiskers, and moustache black; dress, black frock coat and vest, dark trousers, and high black hat. Warrant issued. 5.— For fraud, ALBERT HURWITZ, age 27 or 28, height 5 ft. 6 or 7 in., complexion, hair, whiskers, moustache, and eyes dark, scar on nose ; dress, respect- able dark clothes. A Jew. BERKSHIRE. 7.— Reading ( Borough).— For stealing, 6th inst., a Monarch tricycle, swing pedals, no cog wheel or chain, painted ( rather badly) black and yellow, spokes slate colour, pan seat, with cushion of brown, amber and red rep cloth, JOHN WOODS ( supposed false), age about 25, height 5 ft. 5 in., slight, complexion fair ; dress respectable, was accompanied by a man, height about 5 ft. 7 in. Warrant issued. Information to Chief Supt. Purchase, Reading. DERBYSHIRE. 6.— Derby ( Borough).— For stealing, 21st inst., a gold watch, chain, key and locket ( recovered) and a large oval gold brooch, yellow stone in centre, a pair of embossed oval shape gold ear- drops, A MAN, age 30 to 35, height, 5 ft. 4 or 5 in., slight, complexion sallow, moustache dark brown: dress, brown over- coat, black felt hat, carried an umbrella; and a WOMAN, age about 30, tall and slight, complexion fair, hair light, small eyes and high cheekbones ; dress, claret colour, Newmarket ulster, dark hat and short black veil, wore a gold chain outside ulster, and carried a small bag and umbrella. They spoke with a foreign accent, and are believed to be Germans. Information to Chief Constable, Delacombe, Derby. ESSEX. 8.— Brentwood ( County).— For rape, a MAN, about 25 to 28, height 5 ft. 6 or 7 in., complexion very pale, moustache and whiskers ( slight) sandy; dress, single- breasted black or tweed coat and trousers, black hard felt hat, white wr& ppsr. Information to Supt. Dobscn, Brentwood. LANCASHIRE. 9.— Chorley ( County).— For an indecent assault, JOSEPH WILSON, age 46, height 5 ft. 6 in., com- plexion dark, hair ( turning grey), whiskers and moustache black, eyes brown ; dress, dark coat and vest, dark grey trousers, black soft felt hat. Native of Chorley. Warrant issued. Information to Supt. Beetham, Chorley. £ 1 Reward. 10.— Old Trafford ( County),— For stealing, 19th inst., at Eccles, a small square brass travelling clock, glass sides, about 8 in. high and 4 in. wide ; a lady's small dark brown sealskin bag, containing a Nor- wegian knife, maker, " Wliksted," on blade, a MAN, age about 26, height 5 ft. 6 in., slight, stoops slightly, hair and moustache dark; dress, black felt hat and low shoes. The above reward will be paid by Major Chadwick, 3 Belgrave- crescent, Eccles, for the apprehension and conviction of the thief or thieves and recovery of the property. Information to Supt. Bent, Old Trafford, 11.— Little Bolton, ( Cmmty).— For stealing, 24th inst., at Blackrod, two watches ( one silver lever, stop, maker, Thomas Milner, Wigan, on dial, No. 1745, long silver chain attached, one silver, plated or gold hands maker, ( supposed) Richard II. Entwistle, No. 2921), and some silver and'copper coins, A MAN, age about 30, height, 5 ft. lin., hair and moustache dark brown, round shoulders, birthmark right of forehead; dress, dark mixture coat and vest, black cloth trousers, side spring boots, black hard felt hat. Supposed native of Wigan. Information to Supt. Holland, Little Bolton. £ 10 Reward. 12.— Liverpool ( City).— Woodcut portrait and description of WILLIAM JAMES SEFTON, wanted for embezzling £ 49 5s. 3d., on 13th inst., age 30 to 35, height 5 ft. 7 or 8 in., slight, complexion sajlow, hair, moustache ( slight) and side whiskers fair, dress respectable and wears spectacles. Late a collector in the employ of the Cheshire Lines Committee. Warrant issued. The above reward will be paid by David Meldrum, Esq., Manager of the Cheshire Lines Committee, for his apprehension. Information to Chief Supt. Williams, Liverpool. 13.— Manchester, ( City).— For obtaining £ 12 by fraud, DOUGLAS P. STANLEY, age 33, height, 5 ft. 7 in., complexion light, moustache heavy ; dress, long* check overcoat, and black felt hat. Supposed wanted at Hull, Grimsby, and other places for similar offences. Warrant issued. Infotmation to Chief Constable Wood, Manchester. LANARKSHIRE. 14.— Hamilton, ( County).— For stabbing 23rd inst., at Tollcross, JOHN McGHEE, age about 20, height 5 ft. 5 or 6 in., complexion fresh, hair, mous- tache ( slight), and eyes dark, thin features ; dress, dark corded cloth jacket and vest, dark grey tweed trousers, round hard felt hat, and heavy lace boots. Native of Tollcross. Smart appearance. Warrant issued. Information to Supt. Cornelly, 174, High- street, Glasgow. SHROPSHIRE. 15.— Oswestry ( County).— For stealing, 10th inst., a light grey she ass, in foal, rather small, 7 years old, hair rubbed off each side, turns her fore feet out when walking, a MAN, age about 45, height 5 ft. 5 or 6 in, complexion dark, whiskers under chin dark brown; dress, dark coat, brown ( supposed) cord trousers, old black hard felt hat, and side- spring boots. A broom maker; supposed making his way to Ravens Moor or Beam Heath, near Nantwich, Cheshire. Information to Supt. Gough, Oswestry. STAFFORDSHIRE. 16.— Burslem, ( County).— For stealing, 20th inst., at Wolstanton, a new blue and white counter- pane, JOHN FIDDLER, age 60, height 5 ft. 6 in., complexion fresh, hair, whiskers, and beard grey; dress, brown jacket, dark tweed trousers, lace boots, black hard felt hat. Native of Stafford, travels the country collecting ferns. Warrant issued. Information to Chief Superintendent Hill, Burslem. 17.— Stoke- on- Trent ( County). — For stealing, 17th inst., at Chesterton, £ 5, FRANK WILLIAM DAY, alias SIDNEY, age 35, height 5 ft. 4 or 5 in., slight, complexion freckled, hair and moustache ( heavy) light, weak eyes; dress, short grey or light brown jacket and trousers, black hard felt hat, lace boots. Native of Newcastle- under- Lymc. Warrant issued. Information to Supt. Hall, Tunstall, Stoke- on- Trent. SURREY. 18.— Guildford, ( Borough).— For stealing, 17th inst., a pony, cart, and harness, ( recovered) JAMES WOllSFOLD, age 26, height, 5 ft. 6 or 7 in., com- plexion pale, thin features, rather long nose ; dress, dark clothes. A painter. Native of Guildford. Warrant issued. Information to Supt. Law, Guildford, SUSSEX ( WEST). £ 1 Reward. 19.— Hastings ( Borough).— Woodcut portait and description of CLEMENTINA MATTHEWS, wanted for deserting her male child, 27th December last, age about 26 or 27, height 5 ft. 5 or 6 in., complexion fair, hair dyed golden colour, eyebrows darker, of ladylike appearance, well educated and dresses well; may assume the name of Bradshaw, and is supposed to be cohabiting with a man of that name. Has a sister, named Hill, residing at 21, ISlomfield road,. Shepherd's- Bush, whom she frequently visits, and calls for letters at Kelly's, Vigo- street, Regent- street. The above reward will be paid by A. Inskipp, Esq., Clerk to the Guardians, Hastings, for her appre- hension. Information to Chief Constable Glenister, Hastings. WARWICKSHIRE. 20.— Birmingham ( Borough).— For stealing 30 box rules, 1 pair of boots, 1 pair of shoes, two old black cloth coats, 1 ditto vest, a black hand bag and 10s., ALFRED NEWEY, age 18, height 5 ft. 7 in., complexion fresh, hair brown; dress, old black jacket, black cord trousers, black cap. Native of Birmingham. Warrant issued. Information to Chief Constable Farndale, Birmingham. 21.— Stratford- upon- Avon, ( Borough). — For stealing, 23rdinst., £ 11 gold, and£ l 10s. silver, ANNE ELLEN JACKSON, age 21, ( looks older) height 4 ft. 3 or 4 in., slight, complexion sallow, hair dark brown, one or two front teeth decayed ; dress, black, and jacket trimmed black braid on back, black straw hat, trimmed black velvet and feather. Supposed a native of Sheffield. Warrant Issued. Information to Head Constable Rowley, Stratford- upon- Avon. WORCESTERSHIRE. 22. — B romsgrove ( County). — For perjury, JOSEPH DOBSON, age 45 to 50, height 5ft. 9 or 10in., long features, stoops slightly, complexion sallow, face freckled, hair, whiskers and moustache light sandy, eyes ( small) grey; dress, blue cloth jacket, pockets on hips, grey plaid cloth trousers, hard felt hat; usually carries his hands in his trousers pockets; frequents TUESDAY, MARCH 3, 1884. Warrant withdrawn. 24.— Huddersfield ( Borough).— For failing to appear as a witness in a case of cutting and wounding, SARAH FARRELL, age 30, height 5 ft. 2 in., com- plexion fresh, hair black, eyes brown, right eye and ear recently injured, and may be bandaged. Supposed accompanied by her husband, John Farrell, age 30, height 5 ft. 7 in., blotches on face. A travelling grinder. Both are well known in Yorkshire and Lancashire. Warrant issued. LANCASHIRE. 31.— Ormskirk ( County).— Remanded till 28th inst., for stealing rugs, HENRY JONES, alias PEARSON and CLARKE, age 28, height 5 ft. 5^ in., complexion fresh, hair dark brown, eyes ( large) hazel, scars bridge of nose, outer corner of right eye, back of right elbow and left groin ; dress, long brown overcoat, dark biown cloth vest, dark stripe cloth trousers, raised seams, red and grey stripe woollen shirt, white muffler, white necktie wTith pin grey- hound's head, hard black felt hat, broad brim. Head, Oxford, SUSSEX ( EAST), 33.— Eastbourne ( County).— Committed for trial at Quarter Sessions at Lewes, on 8th prox., for larceny, CATHERINE MACDONALD, age 18, height 5 ft. 3^ in., complexion fair, hair brown, eyes blue; dress, dark Paisley shawl, brown felt hat, white apron ; a hawker; native of dotting Dale or Deptford, London ; and MARY SMITH, alias McGRATH, and POLLY MAY, age 18 ( looks older), height 5ft. 5Jin., complexion fair, hair brown, eyes hazel; dress, dark Paisley shawl, brown straw hat; a hawker, native of Notting Dale, London. METROFULI I AN POLICE DISTRICT: 34.— A Division.— 8th or 9th inst., from Windsor Castle, a small wooden jewel box, covered shaded green leather, containing 10 gold pins:— 1 horseshoe, diamonds and pearls; 2 pearl, 1 with portrait of the Duke of Coburg ( surrounded with diamonds and emeralds); 1 fly, sapphire and diamonds; 1 opal ( surrounded with diamonds) ; one with " L " reversed in diamonds and rubies ; 1 with the Queen's medallion ; 1 with photograph of the Prince Consort; 1 photograph of the Grand Duchess of Hesse; 8 sets of studs and sleeve links:— 1 coral mounted in gold; 1 ditto car- buncle ; 1 turquoise; 1 pebble; 1 all gold ( man's head in centre); 2 ditto, twisted pattern ; 1 onyx. 35.— A Division.— Between the 17th and 23rd December last, from Osborne House, Isle of Wight, a gold pin, medallion of the late Mr. John Brown, J. CUMBERLAND. 36.— Penrith ( County).— Between 3rd and 22nd inst., from a school- house at Ainstable, £ 29 10s., including three £ 5 notes ( one Bank of England), remainder in cash; a florin, with a hole therein, a number of threepenny and a few fourpenny pieces, 15s. or 16s. worth of penny postage stamps, and about 20 members' printed contribution cards of the J. O. Mechanics' Society. Information to Supt.
