All announcements for insertion in the POLICE GAZBTTE, ancl all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted vn one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likeicise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, anl the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of ^ stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. p » r portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be > inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analagous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a num& er, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents, or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, cither at the office, Great Scotland Yard, by cheque, crossed " Drummond § Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 353, Strand, London, the sole Agent, who will furnish the rates on application. 14. CORRESPONDENCE. The Editor has received from the Chief Constable of Kochdale a letter, of which the following is a copy, shewing the advantages which accrue to those forces which avail themselves of the facilities now afforded by the POLICE GAZETTE for the extensive circulation of the portraits of persons whose apprehension is sought or who are in custody:— , " 15th January, 1884. " SIR,— As an illustration of the benefit which must accrue to the Police Service and the Public from the improved form of the POLICE GAZETTE I have to inform you that although I have been endeavouring for some time, by means of a dozen photographs sent about the country, to ascertain something as to the antecedents of the horse thief ( Davies), I was un- successful. I had his portrait and description sent to the POLICE GAZETTE, which was issued on Friday last, with the result that I have a letter and photo from the Head Constable of Peterborough, informing me that Davies is a convicted thief, having had twelve months at Peterborough for a similar offence ( horse stealing), and also other par- ticulars respecting Davies, thus enabling me to present the fellow on his trial at the Assizes next week in his true character of a confirmed thief. WHEREAS, about 4 p. m. on Tuesday, December 18th, 1883, William Henry Day was wilfully stabbed several times in tiie stomach, in a shed in the rear of a house in Portland Street, Walworth, by a man of the following description, who attempted to steal from a van and made his escape at the time; age about 27, height about 5 ft. 7 or 8 in., complexion, moustache and whiskers cut short, dark ; dress, dark ribbed overcoat, dark trousers, black felt hat. AND WHEREAS the said William Henry Day has since died from the effects of the wounds, and a Coroner's Jury have returned a verdict of Wilful Murder against some person unknown. A Reward of £ 100 will be paid by Her Majesty's Government to any person ( other than a person belonging to a Police Force in the United Kingdom) who shall give such information and evidence as shall lead to the discovery and conviction of the murderer, and the Secretary of State for the Home Department will advise the grant of Her Majesty's Gracious P A B D o isr to any accomplice not being the person who actually committed the murder, who shall give such evidence as shall lead to a like result. WHEREAS between 12.30 and 1.30 a. m0 on Sunday, the 30th December, 1883, Emily Novell was murdered at No. 7, Artillery Square, Westminster, and a verdict of Wilful Murder against some person unknown has been returned by a Coroner's Jury. A Reward of £ 100 will be paid by Her Majesty's Government to any person ( other than a person belonging to a Police Force in the United Kingdon) who shall give such information as shall lead to the discovery and conviction of the murderer. THE DECEASED ( A PROSTITUTE) WAS ACCOMPANIED TO HER ROOM BY A MAN OF THE FOLLOWING DESCRIPTION, WHO IS SUPPOSED TO BE THE MURDERER: age about 30, height 5feet 10 or 11 inches, thick brown longishmoustache, no whiskers, wore a long black overcoat, white cord trousers, black soft felt Yankee hat, dented at crown, wrapper round neck, had the appearance of a discharged soldier. BRECONSHIRE. 186,— Brecon { County).— For stealing, 11th, inst., by housebreaking, at Llwyncelyn Farm, Llanfrynach, 2 crown pieces ( 1 with 3 or 4 letters cut thereon); 1 pair men's strong lace boots, tips on toes and heels, no eyelets; 1 Welsh flannel shirt, nearly new: several coloured cotton pocket handkerchiefs, 1 red silk: 1 pair light grey stockings, Welsh yarn, white tops arid toes, repaired on heels ; 1 pair old cotton cord trousers, patch on knee, and inside leg; a black handle razor ( hollow ground), in case, with gilt letters thereon ; an old double- case verge watch, out of repair, Roman figures, bull's- eye glass, steel chain attached, the chain has been broken and fastened together by small piece of German silver, ROBERT ROBERTS, age 52, height 5 ft. 7 or 8 in., complexion very dark, hair ( turning grey) black, side whiskers ( turning grey), beard or moustache ( about 3 weeks' growth), dark dress, old pilot cloth coat, old blue slop under, dirty cord trousers, strong boots, hard black bowler hat. BERKSHIRE. 187.— Reading { County).— For stealing tools ( re- covered) 14th ult., PATRICK SHANNON, age 22, height 5 ft. 2 in., complexion fresh, hair dark brown, oval face, stout build, scar on second finger left hand and right shoulder- blade ; dress, light ( dust) coat and trousers, hard round felt hat, shabby appearance ; stops at low beer and lodging houses; sometimes does wire work for pedlars; has been several times con- victed ; known at Portsmouth and Southampton. CAMBRIDGESHIRE, 188.— Cambridge ( Borough).— For fraudulently removing his goods under bankruptcy, GEORGE WILLIAM SMITH, a shoe shop keeper, age about 35, height 5 ft, 8 in., hair brown, whiskers ( round face) and moustache dark ginger, thin build, respect- ably dressed. Warrant issued. 189.— Ca m b r i dge( Borongh) — For embezzlement, GEORGE JAMES, tramcar manager, age about 30, height 5 ft .8 in., complexion pale, hair ( short, frizzy) moustache dark brown, no whiskers or beard, eyes dark blue, oval face, thin build, tattooed, and very much ruptured. Dress, dark blue overcoat, black ribbed under ditto, light mixture trousers; side- spring boots, black hard felt hat. Has been a sailor and ticket inspector on North Metropolitan Tramway. Warrant issued. Information to Chief Constable Turrall, Cambridge. ESSEX. 190.— Chelmsford ( County).— For embezzling the moneys of Messrs. W. & II. Marriage & Sons, Millers, by whom he was employed as carter, JOSEPH LILLEY, age 29 or 30, height 5 ft. 7 in., medium build, thin face, hair dark, sandy whiskers ( all round chin) r heavy moustache ( rusty at ends), eyes dark grey; dress, long rusty black or blue overcoat, cord trousers ( worn at knees), hard black felt hat, all dusty with flour ; carries his head forward to the left from carrying flour; has been a soldier, now in Army Reserve ; native of Chelmsford. MPSHIRE. 191— Petersfield ( County).— Woodcut and de- scription of KICHAKD FREU- hRICK ATKINS, age 34, height 5 ft. 3 in., complexion fair, hair brown, broad features, little or no whiskers, slight moustache, teeth discoloured, finger nails very short, stout build ; dress, dark mixture suit, black felt hat, sidespring boots, black necktie, may be wearing dark overcoat; native of Petersfield. He is wanted for stealing £ 50 in gold and silver, the property of the Capital and Counties Banking Company. Warrant issued. Information to Inspector Adams, Petersfield. KENT, 192.— Deal ( County).— For obtaining money by means of worthless cheque on the London and South Western Bank, RICHARD HENDERSON, alias BERNARD HELDMANN( seePOLICE GAZETTE 4th inst., height about 5 ft. 5 or 6 in., complexion f air, hair brown, no whiskers or moustache, wears an eyeglass, had a bad cough, and speaks loud and quickly; states he had been a captain in the army; can speak French and German well; calls at Post Offices for his letters. Warrant issued. Information to Head Constable, Deal. 193.— Tunbridge Wells ( Borough).— WALTER STILL ( see No. 99 in POLICE GAZETTE, 1 ltli inst.,) warrant withdrawn. 194.— Tunbridge Wells ( Borough). — For obtaining 10th inst., £ 4 10s. by fraud, J. DUDLEY ( supposed false), age 42, height 5 ft. 7 in., complexion pale, clean shaved, rather gentlemanly appearance, and GEORGE , age 34, height 5 ft. 8 in., dark, Jewish cast; dress, light overcoat. ' The fraud was effected in the following manner :— The men, calling on an undertaker, stated that the daughter ( age 9) of one had just died at a town five miles distant, and desired him to make arrangements for burial. The father of pretended dead girl then offered to pay in advance, and tendered a cheque on the City Bank, Limited, for £ 20, receiving the change as above. The cheque, on being presented, was marked " no account." Warrant issued. Information to Head Constable, Tunbridge Wells. 195.— T U n b rd ge We I Is ( Borough).— For stealing, 21stult., a 42- in. Flying Dutchman Tricycle, rear steerer, square seat, blue cloth cushions, plated rail, plated brake, with vertical sliding movement, worked with handle on left, painted navy blue, about four inches broken off splash guard at back, and one spoke broken inside driving- wheel, THOMAS HOLDER, alias JAMES McMILLAN native of Newhaven, Sussex, age, 30, height 5ft. 8 or 9 in., complexion dark, full round face, hair dark brown, whiskers and heavy moustache, apparently deaf, head droops; dress, black cutaway coat, check tweed trousers ( worn at bottoms), Scotch cap ; who hired the tricycle for one day and absconded with it. Stated he was traveller for Strickland and Co., corn factors, Ilailsham ( false). Was convicted at Lewes, 10th July last, and at Hastings in April last, in name of MINION DAVIS, for same offence. Sometimes passes in file- name of JAMES WALKER. Warrant issued. Information to Chief Constable, Police Station. Tunbridge Wells. LANCASHIRE. 196.— Bacup ( County).-— For stealing, 11th inst., at Rising Bridge, near Haslin » ' den, a navy blue cloth jacket and trousers, ABRAHAM DONALDSON, a Supervisee, age 20, height 5 ft. 3 or 4 in., complexion fresh, hair sandy- brown, eyes hazel, cut in centre and left side of forehead, mole left breast, right thumb deformed; dress, dark suit, lace boots, plain front, heel of one patched, woman's white necktie ; a collier or blacksmith's labourer ; native of Accrington. 197.— Bacup ( County).— For stealing a hen ( re- covered), 9th inst., JAMES FIELDING, age 22, height 5 ft. 8 or 9 in., complexion dark, hair dark brown, slender build, rather long features, awkward slovenly appearance ; dress, round black, velvet jacket, cord trousers ( torn at bottom), strong boots, blue neckerchief ( white spots), cap on back of head; a trade weaver, or fish- hawker; and JAMES SUTHERS, age 19, height 5 ft. 4 or 5 in., complexion fresh, hair dark, stout build; dress, blue coat and trousers, black billycock hat, and clogs; a trade weaver : both natives of Bacup. Information to Supt. Henderson, Bacup. 198.— Kirkham ( County).— For embezzling about £ 100, the property of the Fleetwood Gas Company, by whom he was employed as collector, JOHN ANDEK- TON, age 38, height 5 ft. 4 or 5 in., complexion fresh, hair, eyes, whiskers and moustache dark, bridge of nose very flat ( appears to have been broken), walks with a very short quick step, anrl hangs down his head ; dress, blue pilot jacket, blue - serge vest and trousers, hard billycock hat; native of Fleetwood. Warrant issued. Information to Supt. Stafford, Kirkham. 199.— Pemberton ( County).— For stealing fr. nn a house at Abram, 3rd inst., one pair lace boots, plain toecaps, newlv soled, one white flannel singlet, one brown plaid jacket, lined dark cotton, four pockets outside, black buttons; one red striped cotton s irt, one black and white cotton scarf, one pair . ij/ ht 4 FRIDAY, JANUARY 18, 1884. coloured tweed trousers, 2s. in pocket, and one silver watch chain, JOHN MILES CHADWICK, age 22, height 5 ft. 5 in., complexion fresh, hair dark brown ; dress, black worsted jacket, corduroy trousers and vest, clogs with narrow toes, Native of Ashton- under- Lyne. Information to Supt. Weir, Pemberton. 200.— Liverpool { City).— Absconded inNovember last, charged with obtaining goods to the value of £ 71 by fraud, ROBERT GUNN, a butler, age 28, height 5 ft. 8 or 9 in., hair dark, bald, side whiskers and moustache; speaks with a strong Scotch accent, formerly in a wine and spirit shop at Edinburgh, may endeavour to obtain employment at hotels, clubs, kc. Warrant issued. Information to Chief Supt. Williams, Detective Department, Liverpool. 201.— Rochdale { Borough).— For stealing the 20th ult. a bay horse, aged, 15 hands 3 inches, light bay legs, dinge in one of the fore hoofs ; set of plated harness, and a lady's gold lever watch, No. 87135, engine- turned ease, inner case brass, compensation balance.
