The voters classed under the head of " 10/. qualification only" are those who gained that right by the extension of the borough under the Boundary Act, and such as have become entitled to it by their occupation since that period. The great body of the voters classed under the head of " Potwallers" are likewise entitled to the 10/. qualification, but this does not appear on the register. The first register was prepared under the advice of Mr. Serjeant Coleridge ( whose opinion was submitted to, and approved by, the Secretary of State), who recommended that all persons entitled to the old franchise should be registered as such, although a great portion of them were likewise entitled to be registered under the 10/. quali- fication. 18 December 1837. 329- H Wm.
