SELECT COMMITTEE ON FICTITIOUS" VOTES, IRELAND. see an entry; the whole rate 11. os. 3 d.; widow Daly 11., Murphy 1832 I 55-. 3 d. 4.596 Do you see upon your books that George Nevil Daly ever paid any rates for that house?- March 1832 Murphy alone paid the rates; and in summe? and the A 205 Mr. James lane. 1832, 1832 Murphy paid; and then the widow Daly paid 11, at sprin widow Murphy paid os. 3 d. 4.597. All belonging to the same house?— Yes. 4598. That being the house in which George Nevil Daly, cooper, lived ?— So I understand. Then I find in summer 1833 Daly is entered as having paid 4.599- Is that George Nevil Daly ?— Merely " Daly." 4600. Do you know at all what part of Mannix's- street or what place is in- tended by Mannix's- square ?— I do not. 4601. Mr. Beamish.] Is not it very likely that many names you have returned here may be valued under other names, and that they may have houses for which they may lawfully register ?— That is not an impossibility; but so far as I have returned the names, I have gone through the collectors' books ; when I do not find a name in the regular books, I have gone through the collectors' books to see if they have paid rates 011 any place in the streets that are mentioned, because the collectors put down the names of the people that pay at each time; and I have taken them as my guide to ascertain whether the places were occu- pied by any others than the names that were down here, and in several instances I find that they were. 4602. Have you corrected your evidence in every instance where you found a discrepancy ?— Yes; those that I last mentioned were of that description. 4603. From your knowledge of the city of Cork, do you believe that there is any number of houses, and if so, what number of houses bringing a rent of about 101., which are not in the valuation- books at all}-— I could not form an opinion upon that subject; I know there are a great many. 4604. Do you think there are more than 100 houses of that description?— I could not say as to the number ; I could not give an opinion upon it. 4605. Chairman.] Have you put on paper some suggestions, which, from your experience, you think, if adopted, would greatly improve the conduct of the regis- tries and of the elections ?— I have. 4606. Will you have the goodness to read them?— That the registry should be annual, the same as in England; that the registry should be in parishes; that the registry should be before the recorder; that there should be an appeal against the registry of a voter as well as against the rejection; that the collectors and churchwardens should be obliged to attend the registry, and that the collectors- receipts should be proof of occupation; that no registry should be made where the collectors' receipt is not produced; that the collectors should be obliged to return the names of persons who had previously registered and have changed their residence ; that the registry should be numbered, beginning with l\ o. I m each parish, and that the certificate of registry should bear the same number as also stating the parish. With respect to elections, that if possilile ^ dectimi should be held in the parish; that there should be booths for every 200 electois; and that the time for polling should be limited to two days. 2 March 1838.
