4 Newspapers. General Post Office within the United Kingdom, within seven days after the day of publication ; such day to be ascertained by the date of the paper. Newspapers printed in the British Colonies and pos- sessions beyond seas, and brought into the United King- dom by packet boats, are delivered to their first address, by the General Post, within the United Kingdom, free of postage. Newspapers printed within the British Colonies or possessions beyond seas, and brought by private ships into the United Kingdom, and delivered at any post- office along with the ship's letters, are charged 3d. of postage duty on each paper. The above apply to all the colonies, with exception of the East Indies, the Cape of Good Hope, and New _ South Wales, the regulations regarding which remain as formerly, i. e. Id. per oz. outward, and 4d. inward, un- der 3 oz. Printed Newspapers may be received at any General Post- Office in the United Kingdom, for conveyance by packet boats to foreign parts, on payment of twopence for each paper being made at the time when put. into the Post- Office: " provided it be within 7 days next after the day on which such newspapers shall have been pub- lished. " Newspapers printed in any kingdom or state beyond seas, other than his Majesty's colonies and possessions, and brought into the United Kingdom by packet- boats, if printed in the language of the foreign kingdom or state from which the same has been forwarded ( but not other- wise) are charged 2d. each paper, on delivery by the General Post in any part of the United Kingdom, at the place of their first address, in addition to any postage duty by any foreign Post Office. But, should the person to whom any such paper is directed, have removed from the place to which it is ad- dressed, prior to delivery, it may, on arrival, be re- di- rected and forwarded to him, at any other place within the United Kingdom, free of any extra charge : provided it shall not have been opened or used. If the newspaper have been opened or used, it is liable on re- direction to be taxed according to the rate for a single letter, from the place at which it has been re- directed and re- posted to the place where required to be delivered. Printed Votes, and Proceedings in Parliament, may be sent to any of the colonies or possessions beyond seas on payment of l^ d. per ounce, and so on in proportion above that weight. Payment to be made at the time when they are put into the Post- Office. Printed Votes, Proceedings, and Public Papers, print- ed by order of the Legislative Assemblies of any of His Majesty's Colonies, and brought to this country by packet- boats, are charged at the rate of l£ d. per ounce, and so on in proportion : such charge to be paid on de- livery. Newspapers are now forwarded to and from Corfu, the Ionian Islands, and Greece, by the MEDITER- RANEAN PACKET ; and to and from Columbia, including La Guayra, Carraccas, Carthagena, Bogota, & c. by the JAMAICA PACKET, free of any charge for postage. And by a recent arrangement, they may also be sent by the packet- boats, free of postage, to the cities of Bremen, Hamburgh, and Cuxhaven. Those printed in Bremen, Hamburgh, and Cuxhaven, brought into the United King- dom by packet boats ( if in the language of such State,)
