SOLDIERS' AND SEAMEN'S LETTERS. Non- commissioned Officers, Privates, and Seamen, while actually in his Majesty's service, are entitled to send single letters by post, at the rate of Id. for each letter, the same being paid when the letter is put into the Post Office, provided such letter regard their own private concerns only. It is also requisite that the name of the writer, his class, or description in the ship or regi- ment to which he belongs be superscribed, and that the officer having the command adhibit his signature, and also the name of the ship, regiment, or detachment, for the time being, so under his command. And under like conditions as to speciality of designation or address they are entitled to receive single letters free of postage, one penny having been paid by the party sending on giving in the letter to the Post- Office. For every letter addressed to a soldier or seaman at St. Helena, Cape of Good Hope, East Indies, New South Wales, Van Dieman's Land, and Swan River, one penny ; and at Ascension Island, St. Mary's, Sierra Leone, and the coast of Africa, threepence must be paid at ingiving. Letters from soldiers from the above places are delivered in this country for threepence each. FRANKS. The Members of both Houses of Parliament are en- titled to send ten, and receive fifteen letters daily, to or from any place within the United Kingdom. The ad- dress of such letters as are directed by Peers or Members of Parliament must be wholly holograph. The peer's or member's name must be indorsed thereon, together with that of the post town from which they are sent, and the day, month, and year— the day of the month being writ- ten in words at length. The weight of each letter must not exceed an ounce. They are also allowed to receive by post, free, any Petition addressed to either House of Parliament, provided the same be sent in a cover open at the sides, and do not exceed six ounces in weight. Franks passing through the penny post are liable to the rate. Ship Letters, fyc. INDIA. Letters for the East Indies are regularly forwarded by ships. The outward rate is 2d. per packet under three ounces ; and Is. per oz. additional, if above that weight. The inward rate is 4d. for packets under 3 ounces ; and Is. for every ounce additional. These rates, along with the inland postage, must be paid at the time such letters are put into the Post- Office. Letters are also forwarded to India, in sealed boxes, by Private Ships, via Alexandria, if specially addressed " via Alexandria, or via Egypt," at the same rate of postage- duty as expressed above. Let- ters sent by the steam- vessels, by this route, are charged 3s. 6d. postage- duty on each single letter, as expressed in the Tabular view given in the Appendix. NEWSPAPERS. Printed Newspapers, liable to the stamp duties and duly stamped, may be sent by packet boats to any df his Majesty's Colonies or possessions beyond seas, free of the duty of postage, provided the same be put into any
