Sir IvOfirtiT PF. FI. spoke at great length in opposition to the measure, and replied to. the arguments of the Noble . Itiover and of the Noble Secietary who pre- ceded hint. He said lie was asked' to change the pre- sent Constitution for a different one ; he was called upon not to submit his fears to his judgment, but his judgment to his fears. Let the government dissolve parliament if it would ; he should on its dissolution go to his Constituents, and make his strenuous opposition to such a measure his paramount claim to their appro- bation, The plan amounted to a complete reconstruc- tion of the constitution of the house, and to such an object, he would never give his assent. The present call for reform procoeded, he felt assured, from the recent events in France. He lamented that the plan liad been brought forward at all; but if circumstances required that some measure of reform should be pro- posed, lie regretted that it was not narrowed within the very narrowest limits which a sense of constitutional - duty would have allowed. He feared the present attempt would go through the land not a harbinger of peace, but a firebrand. -- The house then adjourned. 1 FRIDAY. After another lengthened debate, the further discus- sion of the question of Reform was adjourned until Monday. The principal speakers this night were the Irish Chief Secretary ( VI r. Stanley) and the Lord Ad^ Vocate for Scotland ( Vlr. Jeffrey) in support of the measure; and the Secretary at war ( ir. C. W. W. Wynn) a id Vr. Croker in opposition. Mr. Gishorne and W. J. Smith also spoke in favour of, and Mr. . yreshfield, Mr. Duncoinbe, and Mr. Calcraft against the plan. /.......' Mr. C. W. WII. UAMS WYNN' said he had accepted his present offce under the stipulation that if the govern- ment should feel it expedient to bring forward any measure of reform which he might think of too great extent, he should be at liberty to take his own course with respect to it, under the usual responsibility, that if lie felt it necessary to oppose it, he should be al liberty ti resign his office. With the framing of the tnrasure brought forward, by his noble friend, he had nothing whatever to do. Not being a member of the Cabinet, lie was not consulted upon it, and it was not till the week before it was stated to the house, that he became acquainted with it. Of some parts of that measure he cordially approved; but he Must say that such a sweep- ing- proposal as that of at once dismissing nearly one- fourth of the members- who now constituted the House of Commons, and of replacing tlietn in another manner, was a greater change than he was prepared to agree to. Much had been said of the present state of the country ; but he had seen times muen more perilous which had been safely passed through by the firmness and energy of part anient; and he had known instance^ when the members returned for those boroughs which it was now proposed to annihilate formed the safeguards of the en stitntiou. It had been well observed by a noble friend of his, that every man wdto wished for reform should seriously reflect upon any untried plan. He ( Mr. Wyn11) would proceed cautiously, and as strong and marked cases of marked corruption had occurred, lie would disfranchise the delinquent boroughs, and transfer the right of election to the great trading towns; and as he found that plan operate, he would persevere or not. He felt regret in being obliged to differ from many of those whom he respected : and an additional cause of regret in him was his differing from a most nu- merous and respectable body of his own constituents, whose opinions had been strongly and decidcdly ex- pressed in favour of a measure of reform on principles like' those upon which the present proposition was founded. But there were occasions when a man would be contemptible, who did not act 011 his own opinions, be the consequences to himself what they might; and it was his ( Mr Wynn's) duty, when he accepted the Charge of being the representative of a respectable county, to state in the best manner he co. uld his senti- ments. He had done so honestly. It had been his lot on former questions to differ from many of his consti- tuents, but they had, notwithstanding, uniformly extend- ed to him their confidence, that the opinions which lie expressed were those which he honestly entertained, and he trusted they would still extend the same confidence' to him. He had at any rate done his duty, and be the, result what it may, he was satisfied he had acted conscientiously. It is with much satisfaction we refer to the conduct of the Right Honourable the Member for Montgomery- shire. He has repudiated, the revolutionary measure by resigning office rather than give his support to such a project; his anxiety to correct the abuses in the Representation is well known: but, like a wise Legislator, he has distinguished between correction and destruction. The Commission for this County was opened at Welshpool, on Saturday last, before Chief Justice Tindal.— The Sheriff, on proceeding to esrtnt his Lordship into town, was honouied by a splendid attendance of the gentry of the county. The business of the Court commenced on Monday morning, when, after the usual preliminaries, his Lordship proceeded to charge the Grand Jury, of which Viscount Clive was foreman. Mis Lordship congratulated the county on the recent, change which h;: d been made in the administration of justice in tiie Principality, and expressed himself confident that it would be found advantageous. It gave him great pleasure on this his first circuit to observe the calendar contained the names of so few prisoners, at. d that their offences were none of them par- ticularly heavy. This was certainly attributable to the atten- tion paitl to the proper education" of the poor, which was a better security for the. peace of the county than all the terrors of the law. His Lordship then noticed the case of the men charged with rioting, and explained the law as applicable to thein. John IlehhoU, for stealing a quantity of wheat in the chaff, belonging to John and David Rogers, was found guilty, and sentenced to 12 months' imprisonment to hard labour. Charles Wilson, for stealing a piece of linen from tlie shop of David Jones, of Llanidloes, on the 24th of January. The prisoner deliberately, walked into Mr. Jones's shop, ami carried off the cloth under* his arm ; the shop- bell having rang when Ihe door was opened, prosecutor's son saw him, and gave the alarm • he was pursued, and- secured, having thrown tlie cloth, info a pond. It appeared from a confession made by the prisoner before the magistrates, that he and another pet son had been on a begging expedition to several towns in Montgomery- shire, and when they got to Llanidloes, they agreed to commit anv robbery they could, and to divide the plunder. He was found guilty, and sentenced to 7 years' transportation. Samuel Davies, charged with stealing a quantity of oats and peas, belonging to Mr. Jones, of Brynderwen The articles were missed and traced to the prisoner, who had carried them away in a cart with a horse which had on but three shoes The prisoner made a confession before the magistrate. He was sentenced to 12 months' imprisonment. John Jenkins alias John Jones, for breaking open the house of Jane Williams, of Llanllugan, in November last, and stealing thereout a quantity of wearing appirel, and 3s. fid The pro secutrix is a very poor woman, and had left tier home to beg her bread ; on her return, on the following evening, she dis- covered that a person had entered her house, by making a hole in tbe wall, which was of mud, and taken the whole of her little property. It was found in the prisoner's possession, and he was found guilty, and sentence of death recorded against him. Evan Rees was found guilty of stealing two fowls from Fron. felin. The prisoner was sentenced to 7 yea. s transportation, he having before been convicted of sheep siealiug. David Rowland, Joseph. Evans, John Francis, Wm. Hodtll, were charged with riotously assembling on the 20th of Decem- ber, and refusing to disperse after the proclamation directed by the riot act had been duly read. The prisoners pleaded guilty. Mr. Jervisaffd Mr. Temple addressed the Court in mitigation of punishment, and called Several respectable persons to charac- ter. His Lordship, after a suitable admonition, sentenced Francis to be imprisoned for 3 months,- the others to one month each, and to enter into theit otfu recognizance iu i'SU, to keep the peace for 3 years. David's Day was celebrated this year with more than usual fervour in the Metropolis, in the Principality, iu Liverpool, Chester, Birmingham, 6tc.~ In the House of Com- mons, on Tuesday, the Right Hon. C W. Williams Wynn made hisappearance, and created a roar of laugliter throughout the House, from the circumstance of having tiie whole front of his hat covered with a leek, which he wore iu commemoration of St. David's day. On Friday last, an inquest was held at Bridgnorth, before James Milner, Gent. The noble lord had stigmatized this house as unfit to stand between the people and the crown, and this in language which he had never yet beard from any reformer eiiher in or out of parliament.. ' I he noble I oh! had said that his proposition was supported by the demands of the people, lie hoped'that the debates of. that House would ever he conducted With- out any reference to the number of demands from out of doors, and that the House' would never suffer such things to interfere with its deliberative character. But he denied that the'people— legitimately so called — were advocates for what is now termed Reform. Demands of a more loud character than those now- made had been urged at the period " of the French Revolution, and at other periods of general discord ; but they had been successfully and wisely rejected. There might be as great tyranny in the hands of many as in those of one individual, and the proposition to increase the number of constituents by half a million by no means Iff; plied an addition , of freedom ; and, it should be recollected that though members Were now returned for particular places, they sat to consult for the good of the country at large, and did not merely re. piCsent the places that returned them, nor were they bound to obey the wills of their constituents unless they coincided with their ow n. Population had never been the basis upon which, in any period of onr his- tory, parliamentary lepr^ sentiilion had been fo if tided ; and the noble lord had formed his notion ofthe Biilish Constitution from wrong sources. His plan might suit new states, such as the American Republics, or France, or Belgium, whfire they were altering their Constitution every day ; but in England it would involve a revolution, and in a few years would over- turn all the natural influence of property and . rank. The great evil of the plan vvas, that it deranged the entire of that system which, on the noble lord's own admission, had caused the constitution of the coi/ titrf to become the glory and admiration of the world. Under all the circumstances referred to — under the salutary influence of the crown and aristocracy— a body of men had fiotfi time to time been collected within the walls of parliament, exhibiting more talent, public spirit, and capacity, than bad ever been found together in aiiy assembly iu all the records of the ancient or modern world. He con tended that the House of Commons at present represented all classes and interests of the community, and admitted every species of tale fit; but in the event of the noble lord's proposition being ca'iried, the House would be limited to one interest and one class,- and hardly any talent would find its way into it, except that of mob oratory. Such would be. the effect of giving 108 members lo the popular interest.— Another objection to the noble lord's plan was, that it necessarily excluded from admission lo the House many individuals such as iu former times uftfl at pre- sent constituted its chief ornament. The p^ Tsons to whom he referred could never have obtained places in parliament, unless by means ol those close boroughs of which so loud a complaint was now made. The great Chatham, Fox, Pitt, Burke, and Canning, would never either of tItem have appeared in Parliament but for the clos'e boroughs. He was no advocate of corruption; but if the plan of the noble lord vvas adopted, and all the small boroughs were swept away, young men of ability, unconnected with populous towns, could never obtain seats in that House, nor would any obtain them but in proportion as they had made themsel ves conspi- cuous for mob oratory. A noble and learned lord ( Brougham) had declared himself the enemy of rash and untried theories. lie ( Sir R. Inglis) now called upon the noble and learned lord's colleagues lo defend the present measure from involving rash and untried theories. Let. the noble lord ( J1. Rlfssell) produce a single instance of any borough having been called into life because it vvas large; a single instance of' any place having been excluded from rep rest illation because it was small. Yet now the noble lord pro- posed to exclude some places on the ground of numer- ical inferiority, and to confer the elective fV- ancbise upon others because of their numbers. Was this a restoration or a revolution ? The House of Commons, as it was now Constituted, vvas, supported as it is by the exertions ofa free pr£ ss, becoming every day less under any improper coutroul, aud less shackled by undue influence; and the plan proposed would en- datfg£ r the stability of the monarchy and the interests of the Crown. Mr. Canning, in speaking of Parlia- mentary Reform, observed, ** that those who were anxious for reform did not merely wish to purify ibe House of Commons, as they said, but wauled to unite one ;" rmed House of Commons would ne » er tolerate an unrefortn- ed House of Lords." Would a reformed House of Commons, he asked, allow that body to remain who had sanctioned those measures which appeared most obnoxious to that house? Would that tin reformed House of Lords be suffered to exist iu full vigour, to resist the proceedings of a reformed House of Com., mons, when we sit here in the sejYse that the Hon. Member for Middlesex says can alone entitle us to be called the Representatives of the people? Suppose that the House of Commons chose to go to war— or to cut down the civil list— or to interfere with the church — or to do many other things which the friends of reform considered to be the great desiderata of the Country, wOtlld they allow the House of Lords to inter- pose, and to defeat their projects ? No. The House of Lords would cease to be a conservative body placed between the Crown and the People. And then came ihe question of the physical foi* ce of the people,— that physical force of which ihe noble lord gave some intimation. If such force were re- sorted' to, in unison with opinion in that House, it must be obeyed ; and the consequence would be, that every institution iu the country would crumble into dust and ashes in the course of 10 years. Feeling, therefore, that this country had long enjoyed a consti tulion which was the envy of surrounding nations, he would not consent to a plan which must lead to its destruction. He perfectly agreed in the following . sentiment which was embodied in the address voted IO his Majesty at the commencement of the. session — that u the people do justly appreciate the full advantage u of that happy form of'government under which, " through the favour of Divine Providence, this " country has enjoyed, for a long succession of years, " a greater share of internal peace, o'f commercial " prosperity, of true liberty, of all that constitutes u social happiness, than has fallen to the lot of any " other country of the world ;" and, believing this to be a true representation, he felt himself called on to oppose the noble lord's proposition.— The Hon. Bail, sat clown amid loud cheers. Sir C. E. SwiTty, though he had always considered the influence of the aristocracy in elections too great, could not go the length proposed by the noble lord. Mr. HORACE Tvfriss opposed, and the CHANCELLOR of the EXCIIEQUMI ( Lord Althorp) supported Lord John Russell's proposition. Lord F. L. GOVVP. R opposed th* noble lord's pro- position as a delusion that could ouly ultimately termin- ate in disappointment and despair, and as a speculative measure attacking the existing institutions of the country. Mr. O'CONNELL, in presenting a petition on the subject of Reform, expressed bis entire satisfaction at the full aud efficient measure proposed by His Majesty's Government last night. The. House then resumed the debate on the Reform question. Mr. HUME said the two speeches of the preceding night ( those of Sir R. II. Inglis and Mr. Horace Twiss) were speeches against any Reform whatever, rather than against the proposed measure. It had struck him that the measure was defective in not con- taining a proposition for ihe vole hy ballot; but as that might be brought forward at any period hereafter, as well as the ifnestiori of the diirtttion of Parliaments, he should cordially support the eflicient measure that had been proposed. Mr. J. V. SHELLEY expressed bis complete and con- scientious conviction that the carrying of'such a mea- sure as this would he productive of the utter ruin of the whole system of social order and good government in this country. No Government would last six months after the passing of such a measure, and they Would only come in ibe end to the NE ei. es UI. TRA of Radical Reform — universal suffrage, and ( though lasl not least) vote by ballot. The Hon. Member concluded by again repealing his determination to oppose the mea- sure of the Noble Lord* which be characterised as an unwise, revolutionary, and radical measure. Mr. C. R. WAI L said, they were told the Govern- ment were now unanimous on this subject, but that unanimity had not occurred- until the eleventh hour, and then by concession and compromise in the Cabinet. One Noble Lord in the Cabinet said that lie would give up the ballot— another Noble Lord gave up the close boroughs — a right honourable gentleman gave up something else, and finally Ministers concurred in proposing the measure which tlie Noble Lord had lasl night brought before the House. Such was their unanimity! Parliament had now heeome slrong, and Government weak : out of doors, parties were crying out for Ibe overthrow of the oligarchy and the down- fall of the aristocracy: the Ministers had declared flint no Administration could now govern the country by patronage;" ami the popular feeling and the strength of the spiiii of reform was such, that, instead of giving it a boundless course, what was really wanted was lo < » uide and contronl it soasto make it administer lo the dignity of the Crown, the safety of the institu- tions of the country, and the good of the people. They liad been indirectly told that the proposed measure had the sanction oi' an high authority that he should not further allude to, and lhat if it was not carried the Ministers would dissolve the Parliament; but lie would dare the Ministers lo go to_ a dissolution on this question. He was himself a moderate Reformer ; but present proposition would, if carried^ lead to destruction. I. ord NEWARK thought the. proposed measure too sweeping; but if he was reduced to the alternative of adopting the Bill with all its provisions, or of having no Reformat all, he would give his warm and humble support to the measure now before the House. Lord DARLINGTON had no objection to giving repre- sentatives to large towns; but could not agree to the disfranchising so many boroughs without affording compensation to the proprietors. They sat in that House not as the delegates of the people, but as their representatives ; and he could not agree in the doc- trine that tax- payers were the best judges of taxation. Lord EBRINGTON returned the thanks of his con- stituents to his noble friend ( Lord J. Russell) the proposer of the Bill— to that united Cabinet which had deputed his noble friend to propose the measure— and to lhat gracious Master who had given his sanction to the proposition.—-[ The noble lord vvas here inter- rupted, for alluding to the will of the Sovereign with the view to bias the proceedings of the House.] — Although his own opinion was in favour also of trien- nial parliaments and vote by ballot, he would now forego those rather than hazard the great good which The ATTORNEY GENERAL contended, that so far fiom the bill now under discussion being unconstitutional, it was in strict accordance with the spirit of the Consti- t ution lo lake the elective franchise from decayed and corrupted boroughs and send them to more healthy places. Much had been said about the proposed measure being- a revolutionary measure. In his con- science, however, he believed that it was a measure in strict accordance with the spirit of the Constitution, aud that it vvas the only mode of preventing a revolu- tion. It was very true, that by the present borough system many great and eminent men bad been sent to Parliament, but it was equally true that other eminent men had by this system been excluded, and lie would put it to any reasonable being whether the people of England ought to remain satisfied to depend upon such accidents as these for the chance of finding men who would represent them iu the Legislature. The House then adjourned. he was sure the timely passing of this measure would confer upon the country. Sure he was, that if his noble friend's measure were not carried the confidence of the. country would be altogether withdrawn from Parliament.--( Cries of No, no J) In conclusion he expressed bis cordial concurrence hi the measure of his noble friend. Lord STORKONT said, he might have looked into all the dictionaries aud lexicons of every language in the world without finding a word to characterize, the noble lord's measure, had not the proceedings of one of the noble lord's colleagues, in an important matter this vefy sessiou, afforded ( unfortunately for the other side) an appropriate phrase ; he should call this Bill '* the Budget" of Reform. ( Hear, and laughter.) Attempts had been made to intimidate the House by threats of a dissolution, w hich had proceeded from a Right Hon. Bart. ( Sir James Graham) — hy a reference to the will ofthe Sovereign— and, more than all,- by a reference to the demands of the people. When the noble lord ( John Russell) used this last expression, it called ttf bra ( Lord Storinoiit's) mind a passage of one of otff great poets,- so adapted to the present case, that hS could almost believe the mind of the hard had dived into futurity, and in his prescience perceived that a day might " come ( alas, a dreadful day for England 1) when a proposition such as bad been last night brought forward should alarm the judicious for the safety of our established institutions Addressing the senate on the claims of the commonalty, Coriolanus exclaimed — " L « st dee'ijs express " What's 0, ke ttfbfc' their words- -- IFc did request it; " ire are the grcoter poll, and in true fear " They gave us our demands : --. Thus we debase " The nature of our seats, and make the rabble " Call our cares fears : which will in time break ope " The locks o' the senate, and bring in' the crows " To peck the eagles." What could be more applicable than this to tlie present motion, lie would, however, say, that if any Member was capable of being influenced by threats ami inti- midation, he vvas as unworthy of a seat in that House as was the Right Hon. Bart. ( Sir James Graham) who had used those tlneats of a seat on the Treasury bench. ( Hear, and laughter.) Year after year the noble lord had brought forward this question, and, looking at what the noble lord now proposed, Reform appeared. to him to be Revolution— concession appeared to be spoliation— and in time religion would be atheism. Sir JOHN WALSII opposed the measure, not as being a Reform of the existing Parliament, but- an- entirely new formation ofthe Government of the country. Mr. MACAULBY said, if the House wished to exclude revolution, they would adopt the measure proposed as necessary to obviate that result. The state of property and of society had changed since the times of our ancestors, and it was therefore requisite that our insti- tutions should be new modelled ' null hks'hould there- fore support the proposed measure as intended to adapt the system of representation to the present state of the country. If this Bill should produce a republic by improving the representation ( though he did not believe it would), what did that imply, but that the Aristocracy and the Throne were opposed to the welfare of the nation ? Mr. . HUNT said the measure proposed went much further than. he had anticipated it would ; although he ; could not see why a man of £ 9a year ought not to vote as well as a man of £ 10 a year : and he should like to see universal sufl'iage and Vote by ballot. It was, however, with considerable astonishment, but with much satisfaction, that he now saw n measure of Reform brought forward by Government, and advocated by Hon, Members of that House, although for advocating hat very question he had been condemned to suffer two years and six months' imprisonment in a solitary dungeon. Sorry, as he was, that the proposed measure did not go further, still it should have Iris hearty support; but he must observe, that in the course of the debate which had taken place, lie had heard nothing but what he had previously heard discussed at meetings of fhe Lancashire weavers. Lord MORPETH said two extreme parties were at this time agitating the conntry. One was opposed to all amelioration, and the olher advocated the worst species of reform, with ihe view of subverting the existing instilirtVons, and afl the gradations and ranks of society. Between these two extremes, he thought the only safe path vvas to adopt the measure now proposed to the House. Sir CHARLES WRTHERRI. L wished first to ask why the borough of Calne had been exempted from the list of cashiered boroughs? lie much wished a it answer to this — he Was extremely anxious to know why that borough had not been included in the present plan, which was almost the same in form, in substance, and in principle, as the Radical system of Reform which had been introduced by Regicides, when they established the Commonwealth of England. The learned gentleman then proceeded to shew that the proposed plan went to destroy the balance of the Constitution, the Church, and the prerogatives of the Crown, and dwelt upon the folly of any settled Government making such experiments when a smithy for forging constitutions was at Work in every part of the continent, and when there was a general rage for innovation and misrule. He then proceeded to characterize the visionary project now presented to the House as a corporation robbery scheme, as an illegal, unconstitutional, and wild attempt to deprive places and persons of their rights and franchises, without their having committed any crime, and merely to please the whims and fancies- of theorists and revolu- tionists. If this measure passed, there was no institu- tion or establishment, civil or religious, no description of property, real or personal, that could be considered safe. The proposal of the Ministry reminded him of one of the processes of that eminent practitioner, Mr. St. John Long. ( A laugh.) They found one sore a grievance, and they established a raw— .( Great laugh- ter)— by which they made the whole surface a mass DISCOVERY OF HIDDEN TREASURE. From the Bristol Journal. In most cases where hoards of money have " been found, the real owners have long before paid the common debt of nature, and the treasure-( generally concealed in times of national trouble)- has become forfeited to the Crown, unless the' tinder had the tact to prevent his good fortune becoming known. A case nas, however, recently occurred in this city, under very different circumstances, the facts of which are as follow:— Mr. James Heathcock, late of this city, patten- maker, but now residing at Worcester, is the proprietor of a house in Castle- street, in which he earned on business for 30 years. About six months since he let the house to Joseph Carter, a tinman. On the 6th ult. lyiary Ann Storkey, a servant to Carter, on going into the cfellar to draw water,-. observed a jug in a heap of stones' that had lain there . many years, but had very recently been disturbed; she pulled out the jug, and NEWSPAPER STAMP DUTIES.— MUCII misunder- standing has gone abroad on the subject of the re- duction in the stamp duty on Newspapers, which it may be desirable to correct. From the present dtity being nominally fourpehce per sheet, it is imagin- ed that in consequence of its being reduced to two- pence, the price of Newspapers may be reduced two pence. But there has, hitherto, been a discount allowance of 20 per cent on the amount of duty, which is in future to be withheld, so that the actual reduction of duty will amount to only one penny and a minute fraction of a farthing. The withdrawal of ( lie 20 per cent, with all its attendant disadvantages will by no m- ans place the Proprietors of Papers in a better situation than that in which they stand at present, if they reduce the price to sixpence. EFFECTS OF THE RAILWAY ON THE TURNPIKE TOLLS.-- An attempt was made a few days ago to let the tolls, arising at two bars, on this end of the turnpike- road from Man chester to Liverpool; but such is the reduction experienced or anticipated in their produce, that the trustees did not succeed in letting them, though offered at an enormous reduction of rent. The Eccles bar and side bar, which were let in 182s) for £ 1575, and in 1830 for £ 1700, were offered at £ 800; and the Irlam bar, whifcb. in 1829 produced a rent of £ 1335, and in 1830 of £ 1300, was offered at £ 500, but there vvas not a single bidding for eiiher of them.— Liverpool Saturday's Advertiser. The! young man, however, told Carter of the circumstance, who demanded the money of the girl, saying he had put it there : she accordingly gave him one stocking full, with which lie was content; but learning afterwards that there was another, he demanded that also, and threatened to get a police- officer, and compel her to give it up. She yielded to the threat, and saw nothing more of the treasure; but he after- wards gave her two sovereigns, and said it was for picking up the money. Oil her complaining that she was not satisfied, he said he would give her something more if she would keep her tongue within her teeth, but he did not keep his promise. . He also gave her mother three sovereigns, and told her he had bought all the stones with the fixtures for £ 50. Something was subsequently said to the girl about the ghost of Mrs. Heathcock appearing in the cellar: probably this wis to prevent her interference during a further search. Carter, it seems, has disappeared with the money.— These facts were state stated at an inquest held before Joseph Langley, Esq. coroner for tliis city, at the Rummer Tavern, on Thursday week, when Messrs. Garrard, Brice, and W. P. Taunton, attended on behalf of the Corporation as the granlees of the Crown; and Messrs. I. ivett and Joseph Smith, on the part of Mr. Heathcock, claimant. Feb. 1162, containing a grant of treasure trove • als the grant from Charles the First to the Corporation, the Castle of Bristol with its demesne, dated the 20th Oct. 1630. Both these Charters are in a high state of preservation, particularly the former : the impression of the great seal affixed to it is remarkably fine. After hearing the evidence, the substance of which we have staled above, Mr. Brice said the Corporation had no wish to claim the property, if it could be shown to belong to any other person: but if not, they were justified in enforcing their claim. Mr. . Tames Heath- cock, the owner of the house, deposed, that the heap of stones was his only bank while he was in business; that by agreement with his wife he had depositee £ 1000 in the pitcher, as a provision for her if he shonld die first; that on quitting the bouse, he removed other monies which he had placed there, but, as lie had always regarded the £ 1000 as his wife's, lie had totally forgotten it; when he reckoned up what he was worth lie never took that sum into account; he kept no cash- book. Ann LetcJher stated, that her sister, Mrs. Heath- cock, told her three days before her death that there was £ 1000 amongst, the stones, and that £ 90 of it. was for her; after the funeral she mentioned this to Mr. H. but lie rather doubted llcr word, and she said nothing more about it.— The Jury returned a verdict that the properly belonged to Mr.. Heathcock. A curious case of " treasure trove" occurred on Wednesday se'nnight, in the parish of Claines, near Worcester. A gentleman, on his way to Kidderminster, observed his dog some little distance 011 before him, scraping, with much earnestness, at the foot of a tree. Supposing him after a rat, or some other vermin, he took little notice of the circumstance, and passed him. However, finding the animal remain at the spot, and continue scratching the earth away, he wras induced to go back to him, when he shortly turned up a leathern bag, containing a large quantity of gold coin!— The gentleman immediately advertised tha treasure, hut we no not understand that any claim has yet been put in for it. It is, therefore, much suspected that it was the produce of some robbery, and that the depositors hesi- tate in claiming it lest their title to its possession should undergo a scrutiny, from which inconvenient Conse- quences might possibly ensue.—[ It would be curious should it prove that Carter, when he absconded, made tliis place the depository for Mr. Heathdoi'k's money.] fWtecdlaneouis Entelligcncc. ( Laughter & chf ering.) The gentlemen on the opposite side of the House were close imitators of the Crotmvellian system, not only of his system of Parlia- mentary Reform, but also of bis sanatory purgative system ; for ihey were prepared to expel, bv one s'roug dose; 110 less than 1( 58-- members of that Home. He did not know what name he ought to attach to this specific; for he had not conceived it possible that. 1 be country would see a repetition of such process a second time. Within the last three days, however, the House bad been presented with a purge, to which, as no name had yet been attached, he would attach the name of Russell's Purge ( Roars of laughter, and great cheering- for some time.) Yes, he would call this bill Russell's Purge of Parliament. ( Cheers.) lie said, the principle of the bill was republican jn iis basis. LOGIC — A newspaper called the Scotsman, one of the leaders of the Edinburgh Radical faction, has in its last number the following convincing para- graph : — " WANT OF REFORM.-— Last season a brickmaker, who was employed in a work at no great distance from this city, between ihe end of March and middle of October, moulded no less than 979,000 bricks. These bricks, on an average, weighed 81 bs. each; and the workman thus passed no less than 7,832,0001 bs. of clay through bis bands in the above period. These bricks would have erected a building as large and as spacious as the Palace of Holyrood. This excellent workman is of more real value to the coilntry than the whole ladies on the Pension List, and yet he is not permitted to vote for a member of parliament!" Now it will hardly be credited that such nonsense as the above could be addressed seriously to persons having second thought: and yet such persons as the writer of the foregoing paragraph are enumerated among " the best possible instructors." It is onr mournful duty to record, that about half- past eleven o'clock on Thursday morning an accident happened at the colliery of H. B. Hollinshead, Esq. at. Pemberton, near Wigan, by which no fewer than eighteen lives were lost -^— sixteen of the number having perished on the spot. Our intelligent and valuable correspondent, at Wigan visited the spot where the calamity occurred, but lie was unable to collect any further particulars than that, at the lime mentioned, the people, we presume, being at work as Usual, an explosion of fire- damp took place, and in- stantaneously terminated the earthly existence of 1( 5 unfortunate persons — namely, twelve men, three women, and one girl. Seven others were severely wounded, two of the number having died in the course of the day, and, we fear, there are apprehensions that more of the wounded are past recovery. The cause ofthe explosion we have not heard, but we doubt not that, in our next we shall be able to communicate further details. We understand that the colliery, at which this accident has occurred, is the same in which an explosion took place last year, when nine persons were killed.
