I SUBMITTED His Excellency's command relative to persons confined in the Workhouse to the first Vestry that was held after they were conveyed to me. No Vestry was held till the 5th instant; and as the Vestry did not order their officer, the Superintendent of the Workhouse, to make the required Return, I am left without any authority to enforce it. If the Return can in some other way be procured, I shall be most ready to furnish it to His Excellency. I have the honour to be, Sir, Your obedient servant, Richard Barrett, Custos.
