Tne death of RICHARD PHILLIPS, Esq. of Tynyrhos, near Oswestry, which took place on the 8th inst. was recorded in our last Journal. The following tribute to tbe memory of Mr. Phillips has since been banded to us:—" This Gentleman had long distinguished himself by his skill and activity in the cultivation of a large tract of waste land, for which he obtained the First Gold Medal from the Society of Arts, and a Piece of Plate from the Board of Agriculture. The numerous labourers whom he employed had, most of them, lived with him many years, in times of scarcity be supplied them w ith grain much below the market prices. In the late times of severe distress, when the market was lowest, be found employment for his poor neighbours. Thus iu times of exuberant plenty, as well as in times of scarcity, the blessing of liini that was ready to perish came upon him." MURDER,-—- A Murder was committed on Frill. v evening, the 5th instant, in a Dinglp, called Nant Dowyll in Dawn, within 200 yards of the road leading from Bettws Abergele, in Denbighshire, to Tal- y- Cnfn- Ferry. The deceased, Hugh Jones, who resided near Ibe place, was about 60 years of age, by trade a weaver, and very much respected by his neighbours. He left bis home lietween six nnd seven o'clock in tbe evening, with the intention of return- ing that night. His wife and family finding he did uot do so, concluded he would remain during the night nt a house of a relation about 2 miles from bis home. His sou went there tbe next morning, and was in- formed that his father bad not been there. It was suspected lhat tome accident bad befallen him, and the body was, after u search for some time unsuccess- ful, found iu a rivulet iu the most lonely part of'file Dingle. There were marks of violence on the bead, and the throat had been perforated hy a sharp in- strument. An inquest has been held, and the jury returned n verdict of Wilful Murder" against some person or persons unknown. AS MARTHA MASON, Dairymaid to Mr. SCOTT, of Eyton, in the Parish of Wroxeter, in the County of Salop, was pocking up Butter in a Basket, ready for Market, on the Even- ing of Thursday, the 30th Day of October, 18- 23, a vile Assassin attempted to murder her, hy firing a Gun or Pistol, loaded with Pieces of cut Lead, through the Dairy Window. The Slugs were prin- cipally lodged iu the Left Side of her Face and Head, which have deprived her of the Sight of her Eye, splintered the Cheek Bone, and caused her Life to be in imminent Danger for many Days. Thus, by the vile Act of some diabolical Wretch, has this honest and faithful Servant been disabled from earning a Livelihood, and that Face, which was reckoned handsome, is now painful to behold ; her Mouth, too, can with Difficulty be opened wide enough to receive the smallest Pieces of Food. The Magistrates of the District, and the Inhabit- ants of Wroxeter, have hitherto been unsuccessful in their Endeavours to discover the Monster who committed the foul Deed, his Conscience being, at present, his only Accuser. It is hoped that a benevolent and charitable Publ ic will pardon, the Liberty which is taken in soliciting their Contributions ' for this unfortunate Female, only 23 Yeais of Age, and by their Aid enable her to procure a few of the Comforts of Life. The same ingenious gentleman hath also contrived to flank the Wyle Cop with an exact fac simile of those clean, airy, and enlightened thoroughfares, the Rows of Ches- ter; scooping out for this delectable purpose only about one- third of the sitting and sleeping rooms, passages, and staircases 011 each interfering first fioor; and this, he assures us, with a mere shadow of detriment to either house- or householder, and without the least hindrance lo the due procreation of perfect children, as so pettishly insinuated by the cyuic Sterne respecting Paris. Your chief engineer himself seems clearly of this opinion, when he purposes to extend the same flipping and slicing process wherever the footbreadth of the street falls short of the orthodox number 32; and with as much sang ( Void as the late Mr Wyndhain, when he spoke of tbe soldiers used up in war. But where, asks a cavilling censor, lies ihe magic of this or any other unvaried quantum ? In the uniformity of width so inviolately allotted to every public prado, or drive through a private park ; those archetypes to which we are hound to adhere iu every possible instance. One only, however, we must except, as our Irish guests wish all the curves to be straight. That all may not end in the growth of real grass in vour streets, is the sincere wish of J RUSTICUS. * The Vitruvius of this classical structure, on heing asked by a passing stranger what order had been intended ? answered surlily, " My own to be sure — what else ?" The gentleman meekly replied, that he had " mistaken it for a variety of the Sara- cenic, from the care taken not to break the second commandment; and, which is so strictly observed in the figures on a Turkey carpet." f If some may deem this term incorrect, my friend Horace informs me that by a little manage- ment moderns may be turned into ancients, like J. Hunter's hens into cocks, at pleasure ; and we have also the assurance of a classical Salopian that the New Gaol and House of Industry, the first of which is far junior to oiir present subject, are the only antiquities worth seeing in our venerable town. - these will now live only in the immortal prints of our Historians, might we not humbly request them to substitute in their future pages for onr converted borough some new appellation, more fitted to her present rising destinies than the bar- barous and antiquated terms of Shrewsbury, or Peng worn Powis ? fj^ We should have pleasure in complying with tbe recommendation of" A FARMER," but we know, from experience, that such compliance would lead to prolonged I unpleasant discussion; and lo print the article in the other way suggested would subject us 10 an action for piracy. We have subjoined a variety of articles una- voidably deferred last week to make room for Ihe report of the Town Meeting " on tbe condition of the Slave Population in His Majesty's Colonies." WA'JLES. Plundering of Wreck .-- A general scene <> f pltmd- 0ertook place at the unfortunate wreck of the Hornby, lithe coast of North Wales; and the plunderers after- wards became so atrociously determined, that they broke open tbe store- houses, and re- stole what bad been recovered. They came in bodies of above one hundred in each from all parts of the country, some n distance of sixty miles, threatening tbe lives of those employed to* protect the property. When any of the depredators were secured, they were either rescued by the rest, or allowed to escape by the mstables, so that it became necessary to call in the ( I of the military. But some of these offenders are likely to meet wiih punishment. Sixteen have been committed for trial iu Denbighshire and Carnarvon- shire, aud warrants are issued to apprehend a » rent number who havefled from the country.— It is the determination of the Underwriters, on all like oc- casions, to pursue vigorous steps to punish depre- dators to the utmost extremity of the law, and > o to put a check to the disgraceful prevalence of this odious crime. FATAL OCCURRENCE.— On the 28th ultimo, Mr. David Harris, of Vwyncelyn, Carmarthenshire, went to view the performances of some jugglers ai Llandilo • when one of the feats was the trick of swallowing a sword, of which Mr. Harris thought so lightly, that he attempted to perform it himself; but iundoing so, he slipped his hold of the sword, which penetrated his chest, and injured him so much that he died on the following night, in great agony. A melancholy occurrence took place near Brecon during the night of Monday week. As Mr. David Jenkins, of Ll- mfrynaeb, auctioneer and land agent, was returning home from Brecon on horseback, it is supposed the horse must have turned out. of the road and got into the canal, and that Mr. Jenkins must have fallen off, as he was found in the water about four o'clock the following morning, completely bereft of life. He was a man highly respected. Iftrotoinctal avfo Mmt\ lmtou&. STORM — A tremendous storm of wind and snow, with thunder and lightning, was experienced in Shrewsbury, on the morning of the 3d. The wind blew down a great part of one of the Hue lime tree* in the walk on ihe eastern side of the Quarry, and the dislocated limb, in its fall, very much shattered a large free on the opposite side of the walk. At the late annual meeting of the Oswestry District Society for Promoting Christian Knowledge, a very favourable report was made of its proceed ings;' and the thanks of the meeting were unani- mously voted to the Secretary, the Rev. John Russell, for his very able and active services. John Ward, of The Bank, near Shelve, who had been at Bishop's Castle Market on the 27th ult was found dead in the road within about a mile and a half of his own house on the following morning. At Wenlock Sessions, Edward Edwards, for stealing a coat, vvas sentenced to 14 days'imprison- ment ; and John Capper and William Jones, for tfinliug five £ 1 notes and a quantity of copper* were sentenced ? o 7 years' transportation. At Worcester Special Sessions, one offender escaped through informality, the indictment charg- " ujf the commission of the offence in the " parish1' ot Stourbridge, instead of the township, which was held by the Court to be fatal. Some idea of the consumption of corn, by game, may be formed from the fact, that a person a Bury St. Edmund's, last week, extracted, from he craw of a pheasant, 880 undigested grains of ha rley. The Culford estate, late the residence of the Marquis Cornwallis, was bought in at £ 181,000, at the Auction Mart, on Friday, but has been since purchased by Richard Ben yon de Beau voir, Esq. ( a gentleman possessed of a very fine estate in Berk- hire, and £ 700,000 funded property), at about £ 200,000, including the timber.— Burt/ Paper. An old man and woman ofPottou, in Bedfordshire, were lately raised from indigent to affluent circum- stances by tbe decease of an uncle, whereby each has become possessed of between 3 and £ 4,000. The former had obtained his maintenance for upwards of 30 years by sweeping the church- path at that place, and the latter by selling apples. JN the cause Gray v. Ihe Taunton and Bristol Canal Company, which was tried at the adjourned Sessions held at Taunton on Wednesday, a verdict, damages £ 1400, with three bridges on the farm, was given in favour of Mrs. Gray, for severing her estate called Buck land Farm. On Monday week, a canal boat loaded with coals, left in charge of three boys, in the Severn, at Wor- cester, took the ground in the night from the sinking of the river, and fell on her beam- ends. The lads being asleep at the time, nnd the stern dropping into deep water, the whole, three were next morning found drowned in the cabin. On Monday week, in the Court of Common Pleas, an action, Herts v. Water/ louse^ was tried. It was brought by the plaintiff, who is a Jew, and by trade a watchmaker and jeweller, to recover £ 800. the value of his whole stock in trade, forwarded by the Balhifm Coventry coach to London from Netting, ham, and which on the 22d of July last was stolen in the streets of London from the porter's cart, as he was taking it to be delivered. For the defence, it was contended that the plaintiff was not entitled to recover, inasmuch as he was aware of Ihe practice of the defendant not to make himself responsible for the safety of goods above the value of £ 5, unless specifically insured.— The Jury found a verdict for the plaintiff, damages £ 250, on the ground that the defendant had been guilty of negligence. imperial parliaments HOUSE OF COMMONS- MONDAY. The lobby of the House, the gallery, all the ad- jacent passages, and even the neighbouring streets, were crowded at an early hour in the afternoon of Monday, by persons interested in the Sugar and SiikTiades. During the earlier part of the evening a great number of Petitions, upon various subjects, were presented ; but those relating to the Silk Trade con- stituted the majority. One from the working silk weavers, bearing twenty- three thousand signatures, was presented by Mr. Buxton. In consequence. of the absence of the Chancellor of the Exchequer, through indisposition, Mr. Hus- KISSON undertook to move the resolutions in the Committee of Ways and Means. The Right Don. Gentleman confined himself in the first place, to simply oi, oving for tlie Committee ; when Mr. HOME rose, to move as an amendment, that the duties on sugar should be reduced to twenty shillings per hundred weight, which he afterwards withdrew. Mr. Hi" SKISSOT< then proceeded to move the re- solutions relative to the Silk Trade, which he in- troduced by an able and highly elaborate speech. He Commenced with a repetition of all the usual argu- ments in. favour of the utmost freedom of commerce, and then proceeded to draw an analogy us to what the British Silk Trade might be, from what the British Cotton Trade had become. The exports of manufactured cotton had, be said, multiplied since 1780 in the prodigious ratio of forty to oue, though this might he called an . exotic manufacture, . while the export of Woollen—- our native manufacture, had in the same period, enereused only one third. He disclaimed any impatience to put in practice the doctrines of political economy which he entertained; but he explained that the present condition of the world offered opportunities to secure the Silk Trade which might never return. The question of time, he said, had given him much uneasiness, as every period upon which he could fix must affect: injuri- ously, one interest or another ; he had, however, final I y come lo the determination, that as respecter the reduction of the import duties on raw silk the earliest period would he the best, and be should therefore propose, that that measure should Come in o operation upon the 25th instant-, instead of the 5th of July, as at first intended by the Chancellor of the Exchequer. The removal of the prohibitory duties upon foreign manufactured silks might, thought, lie advantageously postponed ; and he should therefore fix for the removal of those duties, the 5th of July, 1820.— After, some Opposition from Mr. BARING, the resolution was agreed to without a division. HOUSE OF COMMONS- TUESDAY. The elections pf the small colleges, or colleges of arrondissement, in France, are terminated ; and only 16 opposition candidates have been returned out of the number 258 composing nearly two- thirds of the whole Chamber. The remaining portion of the Deputies are elected by the colleges of department or great colleges, and as they are composed of a fourth part of the electors who pay the highest direct taxes, there is little chance that the 172 members which they return will contain so great a proportion of Liberals. Probably the whole of the opposition in the representative body in France will thus be limit- ed to about 20 or 22 members. Neither Manuel nor La Fayette, nor the St. Aulaires, norTernaux, nor the Lafities, nor Delesserts, have been able fo suc- ceed against Government. It is said, that Lord Byron has sold an estate in England to assist the Greeks, and that the mpney is to be lodged in a London banker's hands for their use, and which is to he paid off by the proposed Greek loan. The estate alluded to must be the ex- tensive and valuable manor of Rochdale, which re- port says he has sold to a gentlenian of Rochdale, at a very low price ( supposed to be £ 34,000), but with whom he has been in a course of litigation for a considerable period of time, relative to the rights of Coal Mines, & c. on this estate.— Blackburn Mail. EXPLOSION OF GAS.— On Monday evening se'nnight, the neighbourhood of Russell- court, Drury- lane, was thrown into considerable alarm, in consequence of the explosion of a gas- pipe at- tached to fhe premises of Mr. Hiiide, tobacconist, that did great, mischief to the house, which, together with the inmates, had a very narrow escape. The family was sitting in tbe parlour when the accident happened, and the explosion, which resembled the report of fire arms, shattered the whole of the shop front, and destroyed every thing in the place. EXTRAORDINARY CAPTURE OF A VALUABLE SMUGGLER.— The Dwarf cutter, Lieut. Gould, and Essex frigate, fitted as a convict ship to lie off' Dublin, commanded ]> y Mr. Raven, sailed from Ply- month for Ireland, a short time since. On the morn- ing of the 1st nit. about seven leagues from St. Ives, and blowing a strong gale, the Essex observed a large smuggling lugger some distance to leewa? d d communicated it by signal to the Dwarf, which returned orders to chase. The Essex . made all sail immediately, and being light, ran the cutter com- pletely out of sight. After a chase of eleven hours, the Essex got. up with the smuggler, and Mr. Raven managed his ship in such a . manner as to cross the bows of the lugger, and carry away her bowsprit, which prevented her escape. The Essex being fit- ted for civil service, had not on board a. single musket or sword to enforce the surrender of the lugger ; but luckily was well manned by 70 riggers, from the Dockyard, with the Boatswain of the Shamrock, and Serjeant White, of the Royal Marine Division PRACTICAL MECHANICS. The first was, to unite Cajtholics and Protestants, us far as possible, iu the course of education ; and the second was, to studiously avoid any approach- to proselytism. In a Committee of Supply, which lasted but a few minutes, Mr. BARING declared that he would offer no farther opposition to the proposed modification of the Silk Duties. On the Anniversary of St. David's Day, several genllemen connected with the Principality of Wales met at the Royal Hotel, Bi to form a society for the clothing and education of poor Welsh children, numbers of whom, it is ascer. tained, are to be found in that town and neighbour- hood requiring assistance. Annual subscriptions to a considerable amount were announced, and tbe gentlemen present afterwards sat down to an elegant dinner, and spent a convivial afternoon. The Brecon Cymreigyddion Society, at their anniversary ou the 1st inst. entered into a subscrip- tion for the purpose of printing the scriptures in the language •( nearly ihe same , as the Welsh) of Britanny ( a province of France), pursuant to tlie re coin me rel- ation of the Rev. Mr. Price and other members of the Society, as noticed in a former Journal. Sir Rowland Henry Philipps LaugharnePhilipps, Bart, ( upon whom the Baronetcy in the family of Philipps descended on the death of the late Lord. M'dford, as the next heir male), is about to apply for His Majesty's license to empower him to use the mime and arms of the deceased ; and, we also under- stand, from indisputable authority, that proceedings are commencing in order to recover the estates of the late Lord Milford, to which,, it is said, he is entitled as the nearest heir male.— Courier. The sloop Maria, of Newport, D. Griffiths, Master, from Waterford, for Milford, was driven on shore in St. Bride's Bay, ou the 3d inst. and is gone to pieces, and one man drowned. The Pomona, Williams, from Dublin to Chep- stow, was wrecked the same day, in Cardigan Bay. A swindler, calling himself an American mer- chant, who had been endeavouring* to obtain goods for shipment at Swansea and other ports in South Wales, has been committed to gaol at Haverfordwest, for having fraudulently engaged a new vessel at Milford, under the pretence of taking her to Lisbon or a cargo of wine. OXFORD SPRING CIRCUIT.— At Reading, Daniel Grimshire found guilty of the murder of his son ( see our lastJy was executed on Thursday. After his trial, he made a full confession of his guilt, with all the circumstances attending its perpetration; from which it appeared he had meditated the crime for several weeks, in which period he thrice attempted to carry it info execution, but his courage had as often failed him. On tlie evening this horrid crime was committed, he availed himself of the absence of his wife, and taking the kettle of hot water from the side of the fire, poured the liquor into the mouth of the infant in its cradle. The motive for this dia- bolical act appears to have been a desire of separating from his wife, with whom he had had some quarrels, and returning to his employment, as a shepherd. Im « mense numbers assembled to witness the execution. On Thursday week, the business commenced at Oxford, where there were 45 prisoners for trial; of whom, John Duncan, Benjamin Collins, Samuel Kaynton, and Thomas Bast, convicted of horse- stealing and burglaries, had sentence of death re- corded against them. Four were ordered to be trans ported for seven years, among whom was John Carter, the celebrated pugilist, for stealing a parcel from th Banbury mail: sixteen were sentenced to various terms of imprisonment; against one judgment was respited, one was. remanded, and nineteen were, ac- quitted. WORCESTER ASSIZES.— At these Assizes 15 prisoners had sentence of death recorded against them.— Two prisoners, for stealing bars of copper from a canal |) oat, were sentenced to 14 years' trans- portation, and a third, for aiding in the same offence, was sea fenced Jo 7 years' transportation.— Among those w; ho had sentence of death recorded against them were James Sandford, for the manslaughter of Levi Brown, in a pugilistic combat at Bromsgrove, and William Ray and Robert Bing who acted as the seconds.. The sentence against these persons was afterwards commuted to two months' imprisonment. — In his Charge to the Grand Jury, at the commence- ment of the Assizes, Mr. Justice PARK forcibly pointed out the disgraceful evils of pugilistic con- tests : he observed, that when death ensued, the crime must, in such cases, be either murder or man- slaughter, and if a jury found a verdict of murder, he should consider it his duty to leave both the prin- cipal and the seconds for execution. There were no accessaries in manslaughter ; all were principals ; and he thought, morally speaking, the seconds who stood by in cold blood to assist the principals ( who might be heated by anger, intemperance, or ani- mosity), were the most criminal.—- These observations were followed by a reference to the late " Great Fight" near Worcester, where, his Lordship said, " the death of a peron was occasioned by the falling of some scaffolding erected for the unlawful and wicked purpose of witnessing a prize- fight. It was proper that they should know tr. at this was a high offence; and that the blame must light on those who had the power of Magistracy, and who ought to have prevented it. If the death of one of the combatants had ensued, in the case alluded to, every person there aiding and assisting would have been equally guilty of the crime of murder. The toleration of such proceedings could not be justified by any pecu- niary advantage derived either by individuals or by the city. He wns sorry to understand that the eree tion of the scaffolding, which occupied three days although so insecurely put up, was proceeded with on that sacred day which ought to have been dedi- cated to God. The respectable and opulent city and county of Worcester ought by no means to have per- mitted such disgraceful scenes, and he sincerely hoped that they would pever again occur." © omestic an& Jfomgsn For the last three years the average produce of the whole of the Lord Chancellor's emoluments amounted to no more than £ 12,000 a year. Half the expense of the Vice Chancellor's appointment was defrayed by him, and he wished to pay the whole. He had splendidly endowed offices out of his own purse for the benefit of the public: and ** in the space of seven years had paid £ 13,000 out of the ! proceeds of his own professional labours, towards j the reform of au office doing the duty of the public." These facts were stated by Mr. Peel in the House of Commons. The First Report of the Select Committee of the House of Commons on Artizans and Machinery has j been published. It consists of the evidence of some j of the principal London Engineers, who appear to | be decidedly in favour of the repeal of the laws I prohibiting the exportation of machinery, on the ! ground that it would occasion a great demand for | such machinery for the supply of the continental nations, particularly France, and that it would pre- vent them from attempting its manufacture them- I selves.— No evidence has yet been given from the j manufacturing districts, nor has the inquiry arrived at the important point as to what would be the effect | upon our. manufactures if a free exportation of ma chinery we re permitted. [ On reading the evidence in the above Report, 1 respecting the law to prevent the exportation of machinery, and the law to prevent artizans from going abroad, it would appear that both laws have j been hitherto useless, for ninchinery has been ex- ported, and aidizans have gone abroad. The only ! thing those laws have done has been to encourage I the manufacture of foreign machinery, and the ! bringing up of foreigners to be mechanics. In pro- portion, therefore, as foreign machinery and foreign artizans have been encouraged, so in proportion have I British artizans and British machinery been discou- raged ; and it appears clear, that if these laws are f suffered to remain, Europe will supply itself with I machinery and artizans, and that it will also supply the rest of the'' world ( exclusively, of course, of Eng land) with both the one and the other. Ill this branch of commerce, therefore, should these laws continue, | England would eventually manufacture machinery I for her own use only.] SOUTH AMERICA,—' The communications which have taken place between the British Government and those of France and Spain, relating* to the Span- ish American provinces, were laid before Parliament on Thursday night.— On the part of FRANCE, the most important feature of the conference was a precise declaration that the French Government abjured, in any ease^ any design of acting against the colonies bv force of arms. She also formally disclaimed any desire. to appropriate any part of them to herself ; and regarded as hopeless the idea of reducing Span- ish America to the state of its former relation to Spain. The Prince Polignac, however, added some ineffective arguments of his own to induce Mr. Canning to con nt to go to a Congress on the subject.— On the pari of SPAIN, an earnest desire was expressed that ail the Allies would agree to a conference at Paris, to devise means of adjusting the affairs of South America; and Ferdinand declared his willingness to consider of the alterations which events have pro- duced in his American provinces.>— On the part of ENGLAND, it is declared, as matter of opinion, that the recognition of such of the new States as have established de facto their separate political existence cannot be much longer delayed ; that the British Government has no wish to anticipate Spain in that recognition; but even before many months elapse, the desire of leaving the precedency to the la'ter may be overborne by considerations of a more com prehensive nature. Should Spain determine on re- cognizing any of the new States, Great Britain would willingly afford its countenance to a negociation on that basis.
