AT the Court at Carlton- House, the Btli of April, pre- sent, his Itoval Highness the Prince Regent in Council. — llis Royal Highness, in Council, was this day pleased, in the name and on the behalf of his Majesty, to declare Henry Viscount Sidmouth Lord President of his Majesty's Most Honourable Privy Council, and his Lordship took his place at the Board accordingly. His Royal Highness having been pleased, in the name and on the behalf of his Majesty, to appoint Charles Chetwynd F. arl Talbot to be Lord- Lieutenant of the county of Stafford, his Lordship this day took the oaths appointed to be taken thereupon, instead of the oaths of allegiance and supremacy. — LONDON, TUESDAY, April 14. _ Moniteurs and other Paris Journals to the 8th inst. have arrived in town. They contain no news from the Peninsula except that Joseph Bonaparte continued at Madrid, on tbe 20th ult. The other intelligence they supply is of no im- portance, except a statement of the landing of the crews of some English gun vessels on the coast of the Adriatic, which appears to have been successful in its object, not- withstanding the French accounts endeavour to shew that our men were driven away, after sustaining a loss of several killed. A very active correspondence continues to be carried on between the British Cabinet and the Courts of Stockholm and St. Petersburg!). Not a mail arrives or departs without dispatches being either received or transmitted. The im- mediate subject of these negociations doubtless relates to the dangers by which those Powers are menaced by the common enemy; but the precise nature of their demands for assistance has not transpired. Letters from Riga of the 16th of March state, that the F. mperor Alexander was expected soon to join the army, should no satisfactory adjustment take place with France. The Generals appointed to command under his Majesty were, Wittgenstein, Kutusow, and Essen. A report had reached Riga as the post was departing, that the Russian rroops had entered the Prussian territory. Letters of va- rious dates had been received from St. Petersburg!), where the exchange had risen from 14f to 1SJ. Troops continued to pass through that city day and night. Mr. Seymour, the newly appointed Sergeant at Arms, commenced his official duties on Friday last, in the House of Commons. In a conference lately held between Ministers and a de- putation from Birmingham, on the present stagnation of trade, Mr. Rose, speaking of England and France, said— " It does not signify, we are like two men with our heads in a bucket of vater, and we must see which can stand drowning the. longest /" The lelters received on Saturday from Manchester, con- tain the gratifying intelligence that the disturbances there had entirely subsided, and that no apprehension was enter- tained of their renewal. On Monday last, a horse, the property of a gentleman at Dover, was matched to start and trot two miles in harness on the Walm- r mad in seven minutes, which he performed with great ease in six minutes and a half; many bets were depending. Preservation of Clovers.— The unqualified success of an experiment made by a distinguished agricultural ^ Jobleman in the Eaj. t part of the county of Dorset, has at length sup- plied this desideratum in husbandry. The outline of the methutl, is to plough the young clovers up, at the commence- ment of the severity of white1', and to replace them on the Inrface early in the spring, by running the furrow back, and rolling. A particular account of this curious but simple proces9 is, with that liberality of communication peculiar to Jiis Lordship, prcpa ing to be laid before the Committee qf tfw! County Agricultural Board. Potatoes.— Arthur Young, Esq. Secretary of the Board of Agriculture, has published a letter recommending an ex- fended cultivation of potatoes. Half an acre in every hundred, added to the present space under this crop, would ( he « avs) produce human food sufficient to answer the pur- pose of all the foreign corn imported into th's country, at an expense, for the last twelve years, of above thirty millions sterling; one acre of potatoes being estimated as equal to two of wheat.— This root being also applicable to feeding horses, cattle, and hogs, no farmer need be apprehensive of the culture proving disadvantageous at any time, should the price of wheat happen to be cheap, and potatoes consequently low iu price.— Those landlords who consider the culture of potataes » « detrimental to the land, should therefore per- mit their tenants to plant a certain portion of ground with potatoes, on condition that the latter purchase, and lay on each acre so planted, a certain quantity of manure; or, where that is scarce, lime will be found to answer extremely well. A battle was fought on Monday at Cope Wood, near St Anne's Hill, betweed J. Fogard, a farmer, and W. llarting- ton, a navigator, which was contested with tbe most deter- mined obstinacy for an hour and 25 minutes, when the latter received a blow behind the ear, which rendered him senseless, and terminate;! his life in about three hours. A Coroner's Inquest has hrouglrt in a verdict of Manslaughter. At the Sessions for Middlesex on Friday, B. Mavnafd, a carpenter from Ashby- de- la- Zouch, in Leicestershire, was indicted for aiding in the escape of two French officers, De Marcrtnnay and Frefpiin, the former a Captain of infantry, and the latter a subaltern, who had been prisoners of war on parole at Ajhbv- de- la- Zouch. T he prisoner went in company with the French officers on the 6th of March, to an inn at Ashby. de- la- Znuch, and ordered a post- chaise to go to Leicester, for which he paidi from thence they pro- ceeded to Burnet, where the landlord of the Green Man, , > spceting them to be foreigners, asked for their passes, which not being produced he had them apprehended— Guilty.— The Court sentenced . him to two years' imprison- ment in Newgate, At the late assizes for the county of York, a cause was entered fbut the trial put off) for the recovery, from » respectable clergyman, of divers penalties, for not residing on either of his livings, ill the West Riding of Yorkshire. " It is said that there are 22 parish churches in the city of York, and but one clergyman resident in his parish." Thursday noon, the five following men, convicted at tli « late Maidstone Assizes for Kent, were executed; viz. J. Moore, on Pendenden Heath, for violating the person of Charlotte Knell, of East Mailing; Guillaume Leman, Jean Fiddle Kouelle, Francois Adams ( French prisoners of war), jind E. Franklin, for forgery, and being accessaries to the same, on oard the Glory, in the Medway. They under- went their fate with much fort'tude. Monday morning T. and A. Leo, two gypsies, convicted at the Inte Kingston assizes of highway robbery, were ex- ecuted on the top of the New prison, llarsemonger- lane.— During the awful procession from the chapel to the place of fxecution T. Lee presented a most melancholy scene, being obliged to be carried, and continued weeping in a most lamentable tone.— W. Seweli, who was ordered for execu- tion at the same time, for cutting and maiming^ at a late liour on Sunday night received a respite. A singular circumstance is stated to have occurred in the case of Wyat, of Fowey, convicted at the Cornwall Assizes, of the murder of Valentine, the Jew. The prisoner was brought up to receive sentence on Thursday, and Mr. Justice Chambre, supposing it to be Friday, sentenced him to l. e executed on the Monday. The Act of Parliament enacts, that persons convicted of murder shall be ex- ecuted within 48 hours after their conviction; they are therefore generally tried on the Friday, in order that they may have the benefit of Sunday, which is a dies von. The sentence, however, not being conformable to law, as it allowed a longer period than 48 hours between the con- viction and execution, the prisoner was brought up » gain on Friday and sentenced to be executed on Saturday. The execution was respited till the 1st of Mav, mid the opinion of the Judges is to be ti) ken respecting the legality of the sentence. BUCKINGHAM OLD WHARF. MESSRS. T. The operations of the siege of Bad. ijoz have continued since I addresse4., vou, on the 20th. notwithstanding the bad ness of the wrtn'tlirr, till the 2? th " instant. On that day we opened our fire froifl twenty- eight pieces of ordnance in six batteries, in the first parallel ; two of which were intended to fire iip, m the outwork rilled I. a Piettrina, and the other four to enfilade or de. troy the defences of the fort on the side attacked. I directed . Major- General Kempt, who commanded in the trenches of- that afternoon, to attack La Picurina by torin, after it was dark that night ; which service he effected in, the most judicious nnd gallant manner. , ' The attack was mode bv five hundred men of the 3d divi- ion, formed into three detachments; the right under the command M' Major Shaw, of the 74th ; the Centre under tiie Honourable Captain Powvs, of the 83d j nnd the left under Major lludd, of the 17th regiment. The communication between the outwork and llie body of thp place, was entered Oil its right and left bv the right and left detachments, each consisting of two hundred men; half of each of which detach- ments protected the attack frorri sallies from the fort, while the others attacked the work in its gorge. It was first entered,- however, by the centre detachment of one hundied men, under the command of the Honourable Captain Powys, of the 83d regiment, who escaladed the work at the salient angle, at a point at which the pallisades had been injured bv our fire. The detachments which attacked the work l>\ tliegorge had the most serious difficulties to con- tend with, as i I was closed by not less than three rows of strong pallisades, defended by musketry, and a place of arms for the garrison, musket proof, and looph ded throughout. When the attack upon the salient angle, however, succeeded, the whole got into the work. The enemy's garrison in the outwork consisted of two hundred and fifty men, with seven pieces of artillery, under the command nf Colonel Gaspard Thierv, ofthe Elat Major of the Army of tiie South; hut vary few, if any, escaped, The Colouei, tliree other officers, and eigUty- six men, have been taken prisoners, and the remainder were either killed by the fire of our troops, or drowned in the inundation of the River Rivetlas. The enemy made a sortie from the ravelin called St. Roque, either with a vifcw to recover I. a Picuriita, or to protect the retreat of the garrison, but thev were im- mediately driven in by the detachments stationed in the com- munication to protect the attack. Major- General Kempt mentions in high terms in his report the cool and persevering gallantry of the officer's and troops; of which indeed the strength of the work, which/ they carried, affords the best proof, lie particularly mentions Lieutenant- Cnlotiel 11 aiding?, of the staff of the Portuguese army, who attended him ou this occasion, Captain Bennett his Aide- de- camp, and Brigade- Major Wilde, who was unfortunately killed by a cannon- shot after the work was ill our possession ; likewise Captain Hollonay, Lieutenant Gipps and Stanway, of the Royal Engineers, who conducted the several detach- ments t > the points of attack ; and Majors Shaw and Rudd, ntid the Honourable Captain Powys, who commanded the several detachments. These three officers were wounded, the latter on the parapet of the work, which he had been the first to inouut by the ladders. I have to add to this account, the high sense I entertain of thejudicinus manner and gallantry with which Major- General Kempt carried into execution the service which I had en- trusted to him. We thus established piiwlves in La Picurina on the night of the 25ih. and opened the second parallel uithin three hundred - yards of the body ofthe place; in which two batteries were commenced last night. It is impo - iblc that I can do justice to the zeal, activity, and indefatlgabl- labour of the officers and soldiers with which these operations have hen carried oil in the most unfavourable weather The Guadiana swelled so considerably, that, not- withstanding all precautions, our bridge nf pontoons was curried away on the 22d instant; and the fly ing bridges were po much injured, as almost to become useless ; hut still tile operations have been carried on without interruption. Lieu tenant- General Sir Thomas Graham made a movement to Llerena on the 25th at night, but the enemy, consisting of three battalions of infantry and two regiments of cavalry, having heard of his march, retired into the mountains duriug the night. Lieutenant- General Sir Rowland Hill has likewise sent a detachment to La Guarena, and proposed to march himself this iniirning upon Medellin, in order to co- operate with Lieut.- General Sir Thomas Graham. ' They state the arrival of a considerable French army under the command of Oudinot at Berlin, on the 23tii nit. The French were received at their en rance into the city, by the king and other members of the Royal Family, and on the 30th his Majesty had th.- honour of entertaining Oudinot aud several Generals of division at a grand dinner at Potsdam. The French Hoops are quartered on the in- habitants, none of whom are exempt, and tbev are to lodge hnd provision them at their own expense, and it appears as if'they Intended to make sortie stay, as a notification has been given, that measures would be taken in concert with the French t ' iinniauder to lodge and maintain part of the troops ju barracks.- Another French army under the command of Davoust has entered Stettin. In a proclamation issued bv this General, his soldiers are directed to maintain the strictest discipline, and to preserve a good understanding with the inhabitant! as well as the Prussian military. From Vienna, under date of the 29th ult. advices have been received from Constantinople stating that, the Porte had rejected all the propositions of Russia, and resolved to recommence the war with the utmost vigour. NO further advices have arrived from Lord Wellington; hut private accounts state that a breach had heen effected in the walls of Badajoz, anil that the surrender ot that fortress was immediately expected to take place. It was yesterday reported," that the French troops on the Ta » us had crossed that river at Ahnarez, for the purpose of endeavouring to restore the communication with Soult, which the movements of Generals Grahatu and Hill had cut off; and that General Stopford, who was posted iu that direction, had sent to Lord Wellington for another division of our army, expecting to have an immediate action with the enemy." It is stated with much concern, that advices reached town yesterday of disturbances having broken out at Sheffield, Stockport, and Huddeisfiehl, the alledged cause of which is the want of employment among the lower classes, and the high price of provisions. At Stockport the rioters entered a number of manufactories, and destroyed the looms; one house was set fire to, and totally consumed.— At lludders- field, the disturbances increased to so alarming a height on Saturday night, that the interference of the military became indispensably necessary, and the resistance of the turbulent occasioned the loss of two men's lives, who were shot, be- sides another being badly wounded.— Accounts received from Sheffield this morning, state that tranquillity had been restored Yesterday his Royal Highness the Prince Regent held a Levee at Carlton House, which was numerously attended. A great number of presentations took place, amons wliieh were the Earl of Fingal, and a De[* ptati" n of Catholic Gen- tlemen, with several addresses from ihe Catholics of Ireland, praying that they might be restored to their civil rights. Sir James Sautnarez and Admiral Young have both left town to resume their respective commands in the Baltic and off the Scheldt. Highgule Tunnel.— Between four and five o'clock on Monday morning, the Highgate Tunnel fell in with a tre- meudous crash, and the labour of many months was thus, in a few moments, converted into a heap of ruins. Some of the workmen, who were coming to resume their daily labour, describe the noise that preceded it like that of distant thunder. It was the Crown Arch, near llornsey- lane,' that first gave way, and the lane, in consequence, fell some feet deep, and instantly became impassable. The bouses in the vicinity felt the fall like the shock of an earthquake. The number of persons whom the fineness of the. weathe attracted on Sunday, to inspect the works, were not less than 300. How providential that the fall was reserved lo a moment when no person was on the spot! The Directors of the Archway Company met on Tuesday, and resolved to discontinue the present system of building an nrchway, to adopt an open cutting in place of the same, as near to each side of Hornsey- lane Road as possible; and to erect capital stone arch under the said lane by an engineer and architect of the first eminence. Yesterday the Sessions terminated at the Old Bailev. when the Recorder passed the awful sentence of death on twelve capital convicts.— Two were ordered to be trans ported for life, one for fourteen years, and nineteen for seven years. Local Militia.— The times and places for assembling the three regiments of Local Militia of this county, for this present year's training and exercise, were this day appointed at a General Meeting of the Lieutenancy.— See Adv. It is the determination of the Constables of the several parishes in the county of Warwick, under the duections of the Magistrates, to apprehend all persons who encamp in the fields and lanes, under the description of Gypsies and Travellers. A gardener at Glasgow practises a mode of destroying caterpillars, which he discovered by accident. A piece of woollen rag had been blown by the wind into a currant bush; and when taken out was found covered by the leaf- devouring insect.— He immediately placed pieces of vyoollt it cloth in every bush in his garden, and found next day that the caterpillars bad universally taken to them for shelter. In this way he destroys many thousands every morning. Perceval Cook, and James Tomlinson, alias Fruz, who were convicted of burglaries at Darby assizes, ware ex- ecuted about half- past twelve o'clock on Friday se'nnight, pursuant to their sentence, on a new drop erected in fropt of the county gaol,' in the presence of a numerous concourse of spectators.— From the time of their condemnation tliev conducted themselves with the utmost propriety, and were unremitting in their supplication to obtain Divine mercy. SIR,— In the Month ot March last I was seized with a Para- lytic Affection in the right Side of my Head, which occasioned Distortion of the Face on that Side, but did not extend lower than the Jaw. My Head was so tender with Respect to Noise, that I was unable to bear Sounds, particularly sharp ones, such as the Rattlingof Plates and Dishes. The Talking loud didalso give me much Uneasiness, and occasioned a great Contusion in my Head. At the Commencement of this Complaint bleeding with I. eech.- s at the Temples was had Recourse to, and with Benefit; I always felt Relief from it. This Practice I still continue at Intervals; but the Intervals are now greater, and the Quantity of Blood taken at a Time less tban at the first, jo that 1 hope in Time to get rid of the Necessity ot bleeding at all. I am now, by God's Blessing, very considerably recovered, lean walk with tolerable Ease two or three Miles, and have been able, for these six Weeks past, to do the Duty of my Church.
