Romilly, Baron Smith, and Judges Fo* and Fletcher, have declared their opinions, that the elections of Catholic Delegates, for the purpose of Petition, does not come within the Convention Act; and that ' the " Gentlemen who have been arrerted have taken proceedings against the Chief Justice of the King's Bench for false imprisonment. FRIDAY, SEPTEMBER 14. Letters have been received from the French coast fo the 11 th, atnl from Paris to the 9th inst. The. former apprize us, that several couriers had very recently passed along the coast; which gave rite to a premature report, that Bonaparte bad ar- rived at Boulogne. It was generally supposed, however, that his journey to the coast would not be long delayed, as great preparations had been made for his reception in every town through which he had to pass. The different Commandants had been called upon to furnish from each town or village a Guard of Honour, composed of tbe principal inhabitants, to attend him at every stage of bis progress. From Boulogne be is expected to proceed to Antwerp, where a ship of the line will be launched in his presence. We ate assured, hy a Gen- tleman who left Antwerp on the 2d inst. that the most active exertions were making to complete all the vessels now upon tbe stocks. Nine sail of the line were expected to be launch- ed before the close of next month. The rigging is prepared at Boulogne, and sent to Antwerp by tbe canals. A thousand Spanish prisoners are employed in the dock- yard, upon an allowance of Sd. per day. The Paris letters state, that trade never was remembered so dull as it is at present: commerce in France, the writers ob- serve, may be fairly said to be extinct. The Hotspur frigate arrived at Poitsmouth on Wednesday, in a very ciippled state. On Sunday evening last, observing seven men of war btigs ( each mounting three 24- pounders, with a mortar and small arms, and a crew of 95 men) lying at anchor close under small batteries in a small bay, a little distance from Cberburgb, Capt. Percy determined to attack them, and instantly ordered the Pilot to warp the frigate in — Having got within gun- shot, the crew, as is usual with our gal- lant Tats, previous to commencing action, gave the enemy three hearty cheers At that moment, the Hotspur unfor tunately settled upon a reef of rocks. The tjde leaving her fast, she heeled on her larboaid side, her starboard being faiilv exposed to Ibe united fire ofthe enemy's brigs, batteries, and flying artillery brought down to the beach. But, nothing daunted, the gallant crew of the Hotspur, when they found all exertions useless to get her off, and that the ship was firmly settled till the return of the tide, turned their whole efforts to wards the enemy, and commenced one of the most detei mined cannonades that was ever recollected from a frigate. The cffect was soon perceivable, as one of tbe gnnbrigs was seen to go down, two were drove on shore, the others most miseiably shattered, and the bouses of a small village near tbe beach literally beat about tbe inhabitants' ears. Night being now come on, Captain Percy commanded ihe Hotspur's fire to cease, as the flash of ihe frigate's guns was a maik for the enemy, who still continued to fire from their batteries and field pieces. On tbe rise of the tide, the Hotspur fortunately got off. Having sustained, for four hours, the united fire of the enemy, the was, of course, severely cut up in her hull, masts, and rigging ; scarce a spar that has not a wound. The loss of lier crew, we are sorry to say, is very great; having five killed, including two fine young Midshipmen, and 22 desperately wounded ; among the wounded, nine legs and arms ate gone. She will be obliged to come into harbour to be docked. FXTRAIILTUINARV RoBBEitV AT BUCKINGHAM HoUSB.— Oil Wednesday last, it was discovered by a female seivant to her Majesty, that the several presses in Buckingham house, which contained her Majesty's Court and other most valuable dresses, had been opened, and the contents, amovnting in value, to .£ 2000 had been stolen therefrom. Her Majesty's wardrobe had beer, kept in St. James's Palace previously to the late fire, at which time it was removed to Buckingham House. It was usual foi the female domestic who had the care of the contents of the presses, to inspect them once a year; but Irom the King's illness they had not been wanted, and consequently they were not opened till last Wednesday, when it was found the dresses were gone. A man is iu custody, suspected of being concerned in this robbery. SATURDAY, SEPTEMBER 14. THE KING.— The following Bulletins have been pub- lished since our last:—" Sept. 10. Percy, of the Hotspur frigate, upon seven French brigs of war, near Cherbnrgh, w hich is in substance similar to that given iu a preceding paragraph in this paper. Dispatches were received this morning, by Government, from the East Indies, the Mauritius, and the Cape of Good Hope. They were brought by the Curacoa Irigate, which arrived at Mil ford Haven on Wednesday. At the Isle of France three French frigates with troops, for Java, appeared on me 10th of May last, and attempted to land : but the boat swamped, and the oficerwas drowned. The men taken say, that the frigates were much distressed for water, and were suppose d to be gone to some of the ports in Madagascar. Several of our frigates were in quest of them. Lord Caledon, late Governor of the Cape of Good Hope, is a passei ger ill tiie Curacoa. All uncertainty with regard to the relations of Russia and France, foi the present appear to be finally removed, and this has been declared at the time when tbe British fleet is with- drawing from the Baltic, and all opportunity of offensive operations in that sea is lost. The negociution between Mr. Foster and the American Go- vernment is reported lo be suspended ; probably till the meet- ing of Congress in November. In the mean time, party spirit luus violently strong; and the true interest of that country, with relation to Britain, is maintained so strenuously, by numbers who feel iheuecessity of it, that it may be hoped the will eventually carry theirpoiiit. Ferris, of his Majesty's ship Diana, addressed to Rear Admiral Sir Thomas Williams, and transmitted by Admiral Sir Charles Cot- ton to John Wilson Croker, Esq.' KIR— 1 have the honour to inform yen, that while standing towards the Cordovan Light- house, in company with his Ma- jesty's ship Setniramis, in the afternoon of the 24th instant, I discerned four sail inside of the shoals at the month of the river Girondc, under escort of a national brig of war. 1 meditated either their capture or destruction, which could only be accomplished by artifice and - promptitude, without the sacrifice of many lives. Stratagem was used, which had the desired effect, as thev sent a vessel with pilots to our assistance, and I anchored alter dark the two ships midway between Cordovan and Royan, under whose guns the brig had taken refuge, and close to Ihe brig stationed for the protection ofthe several convoys passing either way. 1 dispatched three boats under the orders of Lieutenant Sparrow ( Second) Lieutenant Ropei ( Third), and Mr. Holmes, Master's Mate, from this ship, seconded by four boats, under the Lieutenants Gardner, Grace, and Nicholson, and Mr. Reneau, Master's Mate, from the Semiramis, to capture or destroy the convoy then anchored up the river, about four miles distant, but the title prevented their accomplishing it • until late in the night, and at day light, finding Ihe captured Vessels with the boats far up the river beyond the two lings, I determined to attack them with the ship, hut not without using the same artifice as the preceding night to prevent sus- picion ; and so convinced were they of our being friends, that the'Captain nf the Port, Monsieur Michel Auguste Dubourg, Capitaine de Fregate, and commanding the in- shOre brig, came 011 board to his services, and was not undeceived until he had ascended the quarter ( leek. The Diana laid the outer brig on board, and Lieutenant W. Parsons ( First Lieut.) Lieutenant Madden, First of the Royal Marines, and Mr. Mailt G. Noble, Boatswain, headed about thirty seamen and marines, ( as many as could be spared by the absence of the boats), and Succeeded in gaining possession of his Majesty's late gun- brig Teazer, mounting twelve 18- pound carrouades, and two long 18- pounder guns, commanded by Monsieur Alex. Papinrau, Lieutenant, de Vaisseau, with a complement of' 85 men, and without loss on either side. It adds to the InSlre these officers ar. d men atchieVed, the humanity they displayed to the overpowered captives in putting them below without the force of arms, and an unnecessary effusion of blood. It was at this time that the alarm Was given, and the batteries opened their fire upon the ships, when Captain Richard., n, in the Semiramis, in a manner which charac- terises the c- lficer and seaman, pursued, drove on shore, and burnt, under the guns of the batteries, the French national brig Le Pluvier, mounting 16 guns and 156 men, whose Captain, I have before spoken of, was decoyed on hoard.— Having obtained to the utmost the object in view, 1 anchored in the Gironde, out of gun- shot, to repair the damages sus- tained by the different vessels, when 1 was rejoined by the boats and the captured convoy, a list of which I have the honour to enclose. The services 1 received fiom Captain Richardson, the officers and ship's company ofthe Semiramis, merit my warmest acknowledgments, and I should be com mining a great injustice to the officers and ship's company I command, were I not to speak in terms of the highest admira- tion of their steadiness and zeal throughout the whole affair. Aud could I add stronger encomiums to one than another, it Would be from the great assistance I received from Lieut. R. W. Persons, and Mr. David Bevans, the Master, whose unremitted attention in piloting the ship in the most intricate navigation, greatly tended to ensure the object, of pursuit. 1 also enclose yon a letter I received from- Captain Charles Richardson, narrating his attack upon the brig, and enclosing a list of wounded in the affray; and I regret to add that I lost one man overboard after the brig was in our full possession. 1 have the honour to be, & c. SIR— I have the honour to report to you, that as soon as the Diana ran onboard the enemy's outside brig, her consort, at anchor in shore of her, immediately cut her cable and made sail for the beach, near the battery of Royan, where she grounded. 1 followed into five fathoms, anchoring with a spring; the bioadside was brought to bear on the enemy's brig, and the bow guns on the battery, within grape shot of both. After engaging some time, I found the guns of th2 enemy's vessel almost silenced, and perceived the boats haul up to quit her. At this time the barge, pinnace, and cutter rejoined: I ordered Lieut. Gardner, with these boats imme- diately to board the enemy, which was gallantly effected afier receiving birbrotulaide. She proved to be the French national brig Pluvier, of 16 guns, and 136 men, commanded, pro tempore, by Lieut. Frotn application and industry, he had amassed a property of abont 20,000 dollars. Although not able to read or to write, he never hired a clerk, but had always been in the habit of keeping his own books. He had invented some new characters for conveying bis ideas to him- self and others ; they were formed as nearly similar to the shape of the article sold as the nature of the circumstance would admit. One day a customer of his called upon him for the purpose of settling his account; the book of hierogly- phics was handed down, and our merchant commenced with —" such a time you had a gallon of rum, and such a time a pound of lea ; such a time a gallon of molasses, and such a time a cheese." " Stop there," says the customer, " I never had a cheese of you or any other person; I make my own cheese," " you certainly must bave had it," said the merchant, " it is down in my book." The other denied ever buying an article of that kind. After a sufficient number of pros and cons, upon recollection he informed him he had pur- chased a grindstone, about that time. " ' Tis the very thing," said the merchant, " and I must have forgotten to put the hole in the middt'J'— American paper. BEDFORD RACES.— Oil Thuisday last, the sectind day of Bedford races, the Hunters' Stakes were contended for in a manner unknown to the pievious annals of the Racing Calen- dar. Strong gates or hurdles, four feet six inches high ( which is more than the average height of five- barred gates), were firmly fixed across tbe race course in four different, places ; anu these were to be cleared by the competitors for the stakes, making eight clean flying leaps during each heat; no gentle- man being permitted to ride his hunter at a broken place. Accidental lameness in some of the horses entered, and perhaps in some of the riders, reduced the list to two ( Col. Wright, Mr. Fletcher, Mr. C. F. Palmer, and Mr. Pym, having withdrawn their names). The greatest concourse ever assembled at Bedford races were, however, gratified by seeing Mr. Spence on his bay mare Fugitive, and Mr. Tower, on his cliesnut mare Cecilia, boldly start for the race. Mr. Spence cleared all tbe eight formidable leaps in a bold and graceful manner, being followed by Mi. Toner, who also cleared six in a very sportsman- like style; hut, owing to the lameness of his mare, he was unable to continue the contest, by being distanced in the first heat. The spectators were delighted at this novel exhibition, and expressed their ap- probation by repeated cheers. At the Somersetshire Assizes, a replevin cause, wherein E. Spencer, Esq. of Wells, was plaintiff, and S. Paine, Esq. Lord of the Manor of Cphill, defendant, excited considerable interest. It appeared that nine of the plaintiff's horses had strayed into the defendant's lawn from Uphill Green, where plaintiff hr. s right of common ; defendant empounded them, and demanded nine guineas for damage, which was resisted by the plaintiff, on the plea of the defendant's fence being down, and otherwise weak, low, and insufficient.— Several witnesses were examined, who completely made out the plaintiff's case ; and the Jury, by the direction of the Judge, and much lo the satisfaction of a crowded Court, gave a verdict for the plaintiff, Damages £ 2. 12s. 6d. and costs.— By this decision it was clearly established, that proprietors of land, adjoining to commons or wastes, were bound lo keep good and sufficient fence. A chain bridge has been cast over the Merrimack, three miles above Newbury Port, in the slate of Mas- sachusetts. It consists of a single arch of 24- 4 feet in length; the abutments are of stone, 47 feet long and 37 high; the uprights, or framed work which stand on the abutments, are 35 feet high, oyer which are suspended ten distinct chains, the ends of which, on both sides of the river, are buried in deep pits, and secured by two large stones; each chain is 516 feet long, and where they pass over the uprights, and where the great- est strain rests, they are treble, and made in short links. The four middle joists rest on the chains ; all the rest are suspended to the main chains; to equalize the floor. This bridge has two passage ways, of 15 feet in width each, and the floor is solid so as lo admit of horses, carriages, & c. travelling at any speed, with very little perceptible motion of the floors. SIR— I feel much satisfaction in being able to communicate to you a recent aud an extraordinary case, in which the great efficacy of the Cordial Balm of Gilead was most strikingly de- monstrated. A young man, abont 18 years of age, an inhabitant of Klddertillnster, a few miles distant fiom hoooe, liaviug caught a violent Cold, which, either from being neglected or im- properly treated, settled upon bis lungs, and produced alarm- ing symptoms of a rapid decline : Under these distressing circumstances, two eminent physicians were consulted, who attended the young man for many weeks, without being able to afford him any relief. They did not hesitate to pronounce his case to be a deep and inculpable Consumption; finding they could uot render bim any service, and to avoid putting his friends to'unnecessary expense, declined their visits, as- suring his relations, in their opinion, he could not survive much longer. Previous, however, to their takins leave of the young man, himself and his friends expressed a wish to try your Cordial Balm of Gilead. To this the physicians consented, saying, it could do neither harm r. or good, and might tend to tranquillize the young man's mind. A family bottle was accordingly sent for, and without any apparent benefit. His friends, however, did not despair.— They sent for a second bottle, and indulged a hope, that symptoms of amendment began to appear. SIR— I readily embrace the Opportunity your Letter affords me, of adding my Testimony to that of the LORD CHIEF BARON, iti Favour of your CHING's PA- TENT WORM LOZENGES, tity eldest Son having, a few Months ago, derived very material Benefit from the Use nf them. He had been unwell for several Weeks previous to his taking them, appeared pale and emaciated, was languid, and complained frequently of Pains in his Head and Side. The Lord Chief Baron, who had accidentally seen him in this State, fortunately recommended me to the Trial of your Lozenges; and that no Time might be lost, or any Mistake might occur in obtaining tbe genuine Medicine, scut me three Doses of it. The first of these occasioned a visible Amendment, anil after the second Dose every unpleasant symptom disappeared, hut I judged it right to give the third, as tbe two foimer had agreed so unc immoniy well. Fiom that time my Son has been in perfect Health, and I certainty attribute his Cure wholly to the Efficacy of the Worm Lozenges.
