Dispatches of some importance have been received from I. oid Wellington in Portugal, and from Admiral Purvis, off Cadiz. The French had marched a consi- derable corps to the frontiers of Portugal. Lord Wel- lington had advanced, with his usual rapidity, to incqf them ; and when the dispatches came away, the account of a battle was hourly expected al Lisbon. The dispatches from Admiral Purvis are of the 12th ult. The French had then advanced into the vicinity of Cadiz ; but had not been able to make any impr ® 5- sion upon that city, or the Isle of Leon; because th? tire from the British fleet, -, ve understand, had"- prevented them front throwing up any batteries. It would appear, However that the enemy, who, it is said, had cdllected their whole force to'penetrate into Andalusia, with a view to surprise Cadiz, found that they had failed in their plan, as they are represe ited to be on their retreat. French papers to the 22( 1 ult. have heen received. They contain a decree for the union of the Roman State to France, of which it is in future to form an in- tegral part. The State of Rome, thus united, is to form two departments t viz. the department of Rome, and the department of Trasimene ; the former to send seven deputies, and the latfef four, to the legislative body. The city of Rome is " to he the second city of the empire j and the Hereditary Imperial Prince ( the eldest son of Napoleon, we suppose) is to bear the title of King of R- ome. A landed revenue of two millions of francs, with palaces at Rome and Paris, are allotted to the popes. A prince of the blood, or a grand dignitary of the Ktnpite, is to keep an Imperial Court at Rome.—\ o foreign sovereign is permitted to exer- ' Cisc any spiritual authority within the empire ; and the popes are required lo swear to attempt nothing against the provisions for the independence of the Gallitan Church. The expenses of the College of the Cardinals and the Propaganda are to be defrayed by the Govern- ment. Thus will the Pope and the College of Cardinals be placed in a state of the most abject dependence upon the Tyrant of the Continent, and the common Enemy of all independent States. The Catholics of Ireland should well consider this circumstance) and having done so, they perhaps will not any longer hesitate in regard to the necessity of conceding the t'eto in the election of their Bishops. Tbe French summoned Cadiz on the 6th, in tbe name of King Joseph ; hut the Junta rejected the pro- posals of the entfmy, and declared they would have no King but Ferdiiiind VII. It is said that the French are in possession of all the points from which the Isle of Leon used to be supplied with fuel and water. Still, however, ( he letters from Cadiz declare, that the spirits of the people are by no means depressed, and a vigorous and long protracted defence is confidently an ticipated : 4000 British troopsarrived thereon the 12th ult. On the same evening the French made a smart attack on the island of Leon; but were so warmly re- ceived that they soon ceased their fire. A gentlrtnan reached town ye.- terday, who left Cadiz by the last conveyance. He states that the amount of troops in Cadiz is about 18,000, and the whole population about 130,000. In the port and magazines there are 3S days provi- sions for the inhabitants, and more than 3 mouths supply for the sarrison. Notoi. lv the Fnglish and Portuguese regiments from Lisbon had arrived, but also the 1200 men which had been sent from Gibraltar for the purpose of occupying Ceuta ; the Govirnor of Ccuta having refused to admit our troops, and for a reason we can scarcely credit, that his pension as Governor had not been discharged ! A letter from Cadiz, by way of Falmouth, states, that British officers ii.- rs been received on board the Spanish men of war ; and that they were busily employed in preparing them to i3il for England. The fleet from Oporto has safely arrived : its departure was accelerated by the apprehension of the approach of the enemy; but who, although they were daily exoected, had uutapprarerl on the shores of the Dourn on ihe 22d ult. An order was issuid yesterday from the War- nfTiee, for the immediate embarkation of 24 companies of the 1- t, 2d, and 3d regiments, forming 1800 men. Portugal is said to be their destination. An Expedition, consisting of AOOO men, is ordered to assemble at Portsmouth, for instant embarkation; supposed to be for Cadiz. This Day the Lords of Trade have consented to grnnt licences fer the exportation of cottons to France. Yesterday such licences were refuser! both for hemp anil cottons. The United States frigate, John Adams, which was to have sailed from Cowes this day, has been directed by Mr. Pinck- ney to remain a few days longer. Mr. PERCEVAL entered into a long justification of Lord Chatham; and as that nobleman's last examination had not been laid before the House, he thought it highly proper that the discussion of Ihis important question should be adjourned to Monday next.— Mr. Y. RAND said, it was often a matter of lamentation with the greatest, men, that secret influence ex- isted ; an influence which was justly represented as dangerous to the Constitution, and lo the happiness of the country. In this case, the favourite of the Court was admitted to the eat of the Sovereign, which privilege he had abused. The system of favouritism was detected in its operations; and, if it was not checked, must ultimately tend to make the government irre s; ionsible, the service perplexed, and the country insecure. Mr. BATIIURST said, that if he did not hear stronger argu- ments ou the subject on Monday, than he had heard this night from the Chancellor of the Exchequer, he must be compelled to perforin what must ever be a painful duty, and mark w'ith the reprehension of Parliament the conduct of the noble Earl. The House must not pass over even an acknowledged error, without some reproof or expression of the sense ihey entertained of it.— Mr. WIHTBREAD said, he should have thought the right hon. gentleman opposite would have little inclination again to try the experiment of endea- vouring to prevail on the Housu to postpone their discussions from Fiirlay to Monday. — And what was to be done 011 Monday ? — The light hon. gentleman had told them he would move the previous question. A gentleman who is arrived from lb coast of France, on whose authority we can most fully rely assures us that he read in the Journal de Cotnmeice, of Ihe 24th ult. a paragraph quoted from the Mouiteurof the 23d, to the following purport: '' Under the present situation of Europe, the. Emperor Napoleon has thought proper to recal his brother Louis from the Soveieignty of Hollanu 1"— It is pretty well understood that King Louis is considered to be under an arrest at the House of his mother tn Paris. Letters to- day fiom Corunna to the 25th, and from Bilboa to the 18th ult. state that the French had not made their appearance at Corunna, but that there was nothing to prevent them from approaching wherrever they were so disposed.— The latter say, that tbe passing of French troops into Spai of late, hart not been so frequent as a few weeks before, was supposed that sufficient bad arrived to complete tbe subjugation of Spain. The debate upon Mr. Whitbread's motion upon the subject of Lord Chatham's narrative, was resumed this evening. General Crawford opened the debate byj defending the noble Lord ; and it is likely to last until one or two in the morning. A morning paper states, that the Earl of Chatham trans- mitted his resignation of the Master- Generalship of the Ordnance to bis Majesty, through Colonel Taylor, 011 Satur- day. This report is, we believe, pi emature ; but that either his lordship or Loid Mnlgrave must resign, appears highly probable, even though Mr. Whitbread's Resolution should be negatived. The intelligence of the Russian troops being on their march into Poland, and of a serious misunderstanding having taken place between Russia and France, gains ground. Three per Cent. Consols 67j. Mr. Madocks, ( M. P. for Boston) has nearly brought hi. extensive inclosuie of land from the sea on the coast of Car- narvon to its crisis of perfect completion or unfortunate failure. The embankment is now pettected, except across the centre of the great fresh water current; tbe attempt to stop this, bv diverting the waters through another channel already cut for that purpose, is immediately to lie itiade ; and here considerable difficulty is expected to arise, as these waters embrace all the great currents from the lakes of Snowdon, and others from more distant mountains, in their passage to the sea. Should Mr. Matlocks eventually succeed in this great patriotic undertaking, he will acquire thereby eleven thousand acres of land, great part of which lie will derive under his Act of Inclosure, which giants him oiie- thii< l of all Proprietors' lands within " that embankment, which will thus be secured from the influx of the sea. An Auxiliary Bible Society is formed in Leicester, founded on the principle of tiie " British and Foreign Bible Society," in London. T. Habington, Esq M. An occasional scarf of Frenrh silk, with rich flowered boarder and ends. Agricultural Tlrjtnrl for February.— Tbe severe frosty weather of this month and the latter end of last, has made great havoc in thei cgetable tribe. So much dot ruction in so short a spare of time has not occurred for many years; particularly in the brassica, where the hardr- kale, a native of a northern clime, has been nearly all destroyed. The turnips have suffered much where the apple wns a good deal above the surface, and where the crops were sown broad cast. Those that were drilled, and the mould drawn over the bulbs with the hoe, are nearly all saved. That great foliage bear- ing plant, the thousand- bended cabbage, is totally tie stroyed. But ne: t' er of the species of the Swedish turnip is injured 5 they will he found of great service f. ir the spring. The young wheats are at a complete stand, owing to/. ihe severity of the season. All the employments that an enlightened and improving farmer finds so indispensably necessary in frosty weather have been carried on with great spirit and facility, particularly draining, manuring, and ine'osing. Fxtrnordintrry event.— The following story has been circulated within the last two or three day*, and was communicated to us as a fact.— A woman, who had been left in the sole care of a house near Ilendon, in which there was some valuable property, had been tin easy several days, from an apprehension that some attack might be made upon it in so unprotected a state. Her uneasiness was so great on Wednesday se'nnight, thai she went to a neighbouring cottage, aud requested the woman who resided in it to sleep in the house with her, or to induce one of her family so to do. Not being able to succeed at this place, the servimt pro- ceeded to a public house for the same purpose. A young soldier who was quartered in that house, agreed to go with the poor woman, V/ hen they reached the mansion, they found one of the windows open, and on entering, the soldier was attacked by a man w ith a large knife. The soldier immediately ran his bayonet through the ruffian, and killed him on the spot. Immediately after another man came forward, with a pistol in his hand, which he aimed at the soldier, hut which luckily missed fire. The latter then attacked the secoud robber, and killed him immediately. It is said that, upon en- quiry, it was fo- md that the v o robbers were the hus- band nnd the son of the cottager to whom the house- keeper had first applied for assistance. General Oten, who was second in command at Flushing ; Colonel Madier, and another French officer, prisoners at Lichfield, broke their parole on Thursday, tbe first of Inst month, nnd had taken their measures so well, that, from a letter which has been since received at the latter place, it appears that tbev landed in Holland within forty- six hours afterwards. Their escape is supposed to have been" effected by means of the smugglers, with whom the General was a favourite, and two ol wnom are said to have met him at . Bitminglmm, and conducted him to the sea coast. His- daughtei had been with him from Flushing, aud was sent nff about a fortnight previously, with the General's lieavl) haggage.
