ALL Officers have received orders to join their respective corps within 24 hours. A - cording to the most recent accounts from the Turkish frontiers, the fortress of Belgrade has been taken possession of by the Turks. . The question of war and peace remains still undecided ; tut unfortunately the political horizon assumes a more gh'Omy aspect, and the hopes of peace we have hitherto cherished bes- iii to vanish. VIENNA, Sept. 1G.— The conferences at the Castle oi Altenbuigh continue. Our course of exchange is still bad. It is to- day 011 Augsburgh at from 317 to 318. A principal demand in the Negoeiatious for Peace is that, \ mtil a Pacification with England, a French army shall Remain in the Au- fi i > n States. LONDON, MONDAY, OCTOBER 0. Yesterday three mails from Gottenburgh arrived. They briug a positive confirmation of the intelligence of the conclusion of a treaty of Peace between Sweden and Rusia. The terms are not officially known, but it is said that Sweden has engaged to shut her ports against England on the 12th of November next. The Danish Government lias issued an order for permitting the exportation of grain from Holstein and Sle^ viek, to all friendly ports. The Ardent, of 64 guns, reported to have been lost on Anbe. lt Reef, is arrived at Gottenburgh with little damage. Thai e is a large convoy from the Baltic, bound to England, on their passage, consi sting of 240 sail. , he Owen Glan- d'ire frigate is with the convoy, having the two sons of the Duke of Brunswick on board, the one seven and the other nine years of age. ... ( Some more German papers, containing intelligence of a very recent date, were received this morning. The reports on the subject of the Negociation pending between Austria and France are so various, and in some instances so couti jdictory, that it is difficult to form an opinion as to the • is. able result of that momentous question. The French papers, and those more immediately under the - infr ' nice of Prance, speak of Peace with great confidence ;• at the same time they take uncommon . pains to prove that Austria is in too debilitated a state to continue the war. On the other hand, many of the German prints state, that the lenrwaT of the war is inevitable, and sonie private letteis- a • sf- rt that notice has been given that hostilities will recommence on the termination of the Armistice. The- d - maud aid to have been made by Napoleon, for a French army to remain in the Austrian States, would, if complied • with, so completely subjugate the Emperor Francis, that he may well reject, as long as possible, the swallowing so Vifer a pill, and this is a sufficient reason for the delay of the treaty of peace; but, after all, he will probably be vbliged to submit '. o this hard condition. Though little had transpired with respect to the nego- tiations, the Hamburgh Correspondenten says that " hopes of peace i crease." An article from Mayne in the Corres- jioudenten of the 29th ult. concludes, that " as the nego- tiation? for Peace have lasted above two mqjiths, their o > jeet must be very extensive, embracing the future sit uation of Germany, Turkey, Russia, and Austria." In the meanwhile" however, whatever may be the hopes , if JVH : -, both, parties are actively employed in carrying on their preparations for war. An army of 50,000 men is assembling " ii the Rhine, which an article from Augsburgh assures us will march into Austria if Peace be not soon cou- tluded. The Austrian arn, v, which had spread itself along tbti Raah, has taken the direction of Moravia and Bohemia. Tb « Xyroles" carry oil offensive operations with spirit nnd success. They have made an incursion Into the Saltz- buf ' li territory, and fears are entertained of their making them- flves masters of Saitzburgh. The troops sentagainst them have been all defeated with the greatest slaughter. ' A Dutt- h paper, dated the 7th inst. has been re- ceived in town, which says, that according to the last accounts from Hungary the Emperor of Austria was so extremely ill, that his life was despaired of. Bonaparte is expected shortly in Holland. The situation of that country is deplorable ;' Louis- Bonaparte in a recent speech to the" Magistrates of Amsterdam says, " Our fiitua'iodis bad and - raws wprse daily, from the unforeseen Attack of Che English, and from the injustice, hatred, and opposition which we have not deserved." By a letter from Paris, dated on the 1 Sth of last moti-' h, we ore informed that General Armstrong had on • that day received, through the Minister for Foreign Affairs, the ultimatum'of Bonaparte upon the subject of his dis- pute* with Aiherica, which was to the following effect:— That he would repeal bis Berlin hnd Milan Decrees, pro- vided h Britannic Majesty would rescind the Order of Tviw. tuber 11, ! d07; aiid also that of last A'jnil, establish- ing tilO . Blockade. A vessel was to be di, patched in the course of last. month to America with this intelligence. Jint hopes are yet entertained of the safety of the four ' mlssiog India ships. The fleet were dispersed on the J It h' of March, otf the Mauritius, in a gale, but not so . violent as to be termed a tremendous hurricane ; three arrived at the Cape of Good Hope, and the remainder ( except fuur) at St. Helena. The Calcutta, Bengal, Lady • lane DundiS, and Jane Duchess of Gordon, were the wind- waul ships, and. in the line following each other; it i< thought those ahips are ill company, and have proceeded ta India, to repair any damage tliey may have sustained : we shall probably hear of them by the next fleet, expected ju the latter end of this month. - A Messenger has certainly been dispatched to the Marquis Wellesley, inviting him to take the foieign depart- ment.— Courier. The two letter „* fthich passed between Lord Castlereagh » nd Mr. Canning,'" previous to the Duel, are at length published in a morning paper. The letter of the Noble Lord is rather long, and states that a proposition Jjatl been agitated, without any communication with him, for his removal from the War Department; tliat towards the close of the last session Mr. Canning urged a decision on this question, and procured from the Duke of Portland a . promise that such removal should he carried into effect; but notwitstanding this promise ( by which Lord Gastle- reagh considers that Mr. Canning pronounced it unfit that lie should remain ehatged with the conduct of the war, and by which his situation as a Minister of the Crown was made dependent upon his Colleague's will and pleasure) Mr. Canning continued to sit in the some Cabinet with him, leaving j> im in the persuasion that he possessed Mr. Can- dling'< support and confidence, and even allowed his Lord- ship, though thus virtually superseded, to originate and proceed in the execution of a new enterprise,, of the most arduous and important nature, with his ( Mr. Canning's) . apparent concurrence and approbation. All this the Noble Lord considers a breach of good faith, both public and private ; and though he ( Lurd C.) claims no right as a public mail to resent Mr. Canning's demanding, oil public grounds, hi - removal from the particular office he held, or even from the Administration, as a condition of his own continuing in office, vet he asserts his right to expect that a proposition, justifiable in itself, shall not be executed in an unjustifiable manner, and at the expence of his honour and reputation ; and under all the circumstances requires that satisfaction which he feels himself entitled to claim.— Mr. Canning, in his reply, is very concise : lie says that the tone and purport of Lord C.' s letter precludes any other answer to the misapprehensions and misrepresentations with which it abounds, than that he will cheerfully give his Lordship the satisfaction he requires. A Gentleman was seen on Saturday morning walking to » nd fro iu a hurried manner on Shorn Cliff, Dover, and ( before the persons who were near could approach to prevent his intention, he precipitated himself into the sea. The body was soon washed on shore, hut all the means used to restore him to life were fruitless. On searching his pockets, several letters were found, with the address purposely torn pff. Lord of the mid Manor, informs such persons, that if they are seen here- after sporting thereon, they will be prosecuted with the utmost severity ; and Mr. Methuen requests qualified persons to desist from sporting on the said Manor, and informs them that Mr. Harding, the gamekeeper, has authority from him and his Tenants to forbid all such persons from tresspassing on his Manor or Estates. A detailed account of the military operations in Spain, particularly of tbe battle of Talavera, is given in dispatches from Soult. It occupies 16 Colnmns of tbe Mo- niteur, and consequently exceeds our limits. The Moniteur has, in the shape of notes on the dispatches of Lord Wellington, and on other articles which have ap- peared in the papers ot this metropolis, made a variety of detached observations on tbe situation cf Austria, tbe Ex- pedition to the Scheldt, and tbe war in Spain. These articles shew that Bonaparte is almost as dissatisfied with the conduct of bis brother Joseph and bis Generals in Spain ; with the Commanders of Flu hing and Fort Batz. It appeared in evidence, that the prisoners keep a potatoe- warehouse in Gojdge- stpeet, Oxford- road, and that tbe little complainant is the offspring"' of a former marriage of the husband's. For reasons Unknown, even to . themselves, these - unfeeling parents inflicted tbe most cruel hardships on the unhappy child; frequently, and for 24 hours at a time, did they abandon her to tlie cravings of hunger, without a morse! of bread to support her tender frame. This is greatly attributable to the state of the Hop Market and the Stock of Hops. The growers had no great quantity for sale ; but the great consumers having made large purchases in the two last years, had mostly an adequate quantity in hand for a year's use in the breweries, and there was therefore no adequate demand even for the quantity offered for sale. Williams rose to propose the Mayor for the ensuing year, and said it gave hini great satisfaction to find that the four persons nominated by the Aldermen were gentlemen of respectability. He hoped this would hereafter be ever the case ; and shewed that the inhabitants hail a fight to expect that all the four should be persons who, irom their characters and situations, would be likely to perform the office with propriety, and he trusted this ri^ ht would never be abridged by any improper persons being included in the no- mination. He then enlarged 011 the importance of the office to the inhabitants, and pointed out the duties as the chief ma- gistrate of the town and ihe regulator of the tolls and markets ; and expressed his concern that men of the greatest respecta- bility. who had 1 > ng resi led among them, who were intimately acquainted with their customs, and what would most conduce to their prosperity, were excluded from the nomination of the Aldermen, 011 account of the independence of their conduct as freeholders, fie deprecated this system as highly injurious to the interest of the tewn, and expressed his wish that all, instead of looking to private advantage or tbe will of a patron, would be actuated by what alone ouiht to influence English- men in their political conduct— the welfare and prosperity of their country 1 He then alluded to the duties of the Mayor as returning officer;—" and here," said Mr. Williams, " I must put in a claim on behalf of myself and those freeholders who are ever determined to uphold the principles of our Con- stitution, to assert our invaluable privileges, and, if possible, to have real representatives sent to Parliament; for these I claim impartial justice. We ask no favour, because we deprecate all favour as improper and illegal.
