Hautenville, for the Inspector General. thereon to f_. 9. ys. id. making an overplus of 2,741 cubic feet, and of Duty £. 6 13s. 3% d. and upon reporting this circumftance to the Board, the Surveyor and Ganger in charge were both reduced. He has alio frequently found Tan- holes covered, with Hay laid thereon, for the purpofe of evading the Duties. Examinant is ftrongly of opinion that the prefent mode of charging the Duty on Leather, is highly injurious to the manufacture of that article, and gives to Englilh Leather a manifeft fuperiority over that made in Ireland, becaufe the Tanner haftens the procefs in orde^ tQ ve the Duty, and the Leather is fold before jt is properly tanned ; but Examg^ jays convinced, that the prefent manner of charging the Duty is much fafer for the due collection or the Duty, than when it was charged by the lb. or tail, as many of the Gaugers in charge of Tanners frequently lent the hammer, with the mark for charging the Dutv, to the Tanner, or damped the Leather in the yard without charging the Duty. Examinant would ftrongly recommend, that Tanners fhould be obliged to number all their Pits, and that the number of cubic feet in each Vat or Pit ihould be annexed to cach, and that they fhould be obliged to furnifh a ground plan of their concerns, and that all Leather found in any regiltered Pic, which was found after declaration of difcontinuance to work, fhould be feized, and that the Regiftry or Return fhould be made previous to the 25th of March every year, previous to the taking out ofa Licence, which Return fhould be certified to be correCt by the Surveyor of Excife, and that there fhould be a penalty and forfeiture of office on a Surveyor or any other Officer certifying falftly.
